का.नि.आ. 18.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और रक्षा मंत्राालय, सशस्त्रा सेना मुख्यालय और आंतरिक सेवा संगठन उपप्रबंध्क ;पफोटो लिथोद्ध और तकनीकी अध्किारी ;पफोटो लिथोद्ध भर्ती नियम, 1988, रक्षा मंत्राालय, सशस्त्रा बल मुख्यालय और अंतर सेवा संगठन ;कलाकार अनुशोध्क और सहायक कलाकार अनुशोध्कद्ध भर्ती नियम, 1986 को, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्राालय के एकीकृत मुख्यालयों ;वायुसेनाद्ध और अंतर सेवा संगठनों में उप प्रबंध्क ;पफोटो लिथोद्ध और कलाकार अनुशोध्क के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैंं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम रक्षा मंत्राालय के एकीकृत मुख्यालय ;वायुसेनाद्ध और अंतर सेवा संगठनों में उप प्रबंध्क ;पफोटो लिथोद्ध और कलाकार अनुशोध्क भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—ये नियम इससे उपाब( अनुसूची के स्तम्भ ;1द्ध में विनिदष्ट पदों को लागू होंगे ।

3. पद संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन/वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन/वेतनमान वह होंगे जो उक्त अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा प्रोन्नति : ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध ऐसे कलाकार अनुशोध्क जिन्होंने वेतन बैंड-2 में वेतनमान 9300—34800 रफ. और ग्रेड वेतन 4200 रफ. में नियमित आधर पर नियुक्ति के पश्चात्‌ उस श्रेणी में पांच वर्ष नियमित सेवा की है ।

टिप्पण 1 : उप प्रबंध्क ;पफोटो लिथोद्ध के पद पर प्रोन्नति के लिए पात्राता सेवा इन नियमों के अध्सिूचना की तारीख को नियमित आधर पर पूर्व पुनरीक्षित वेतनमान 5500—9000 रफ. में कलाकार अनुशोध्क के पोषक पद धरण करने वाले व्यक्तियों के लिए तीन वर्ष की निरंतर सेवा होगी ।

टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 3 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए, किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले ;उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया हैद्ध नियमित आधर पर की गई सेवा को, वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान पर की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध : केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रा प्रशासन या विश्वविद्यालय या मान्यताप्राप्त अनुसंधन संस्थानों या पब्लिक सेक्टर उपक्रमों या अर्ध् सरकारी या कानूनी या स्वायत्त संगठनों के अध्ीन ऐसे अध्किारी :

;कद्ध;iद्ध जो मूल काडर या विभाग में नियमित आधर पर सदृश पद धरण किये हुए हैंऋ या

;iiद्ध जिन्होंने मूल काडर या विभाग में वेतन बैंड-2 के वेतनमान 9300—34800 रफ. और ग्रेड वेतन 4200 रफ. में नियमित आधर नियुक्ति के पश्चात्‌ उस श्रेणी में पांच वर्ष नियमित सेवा की हैऋ और

;खद्ध जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव है :

;iद्ध किसी मान्यताप्राप्त संस्था से मुद्रण प्रौद्योगिकी या पफोटोलिथोग्रापफी या लिथोग्रापफी में डिप्लोमा ।

;iiद्ध किसी मुद्रणालय या स्थापन में तीन वर्ष का व्यावहारिक अनुभव जिसके अंतर्गत पफोटोलिथोग्रापफी में पर्यवेक्षक के रूप में एक वर्ष का अनुभव है ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध साधरणतया तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति पर नियुक्ति के लिए ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को छप्पन वर्ष से अधिक नहीं होगी ।

टिप्पण 3 : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए, किसी अधिकारी द्वारा 1 जनवरी, 2006 से पहले ;उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया हैद्ध नियमित आधर पर की गई सेवा को, सिवाय उस दशा के जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन/वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ;उन पदोंद्ध पर, विस्तारित होगा जिसके लिए ग्रेड वेतन/वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, वेतन आयोग की सिपफारिशों पर आधरित तत्स्थानी ग्रेड वेतन/वेतनमान में की गई सेवा समझी जाएगी ।

यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना

टिप्पण ः आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत[भाग II—खण्ड 4] भारत का राजपत्रा : अप्रैल 13, 2013/चैत्रा 23, 1935 117 ;6द्ध में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा-जिले के पांगी उपखंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई है ।

दो वर्ष आवश्यक : ;iद्ध किसी मान्यताप्राप्त बोर्ड या संस्था से सीनियर सेकेण्डरी उत्तीर्ण अर्हता । ;iiद्ध किसी मान्यताप्राप्त संस्था से मुद्रण प्रौद्योगिकी या पफोटोलिथोग्रापफी या लिथोग्रापफी में डिप्लोमा सहित किसी मान्यताप्राप्त पफोटो लिथो स्थापन में अनुशोध्क के रूप में एक वर्ष का अनुभवऋ या समय-समय पर यथासंशोध्ति शिक्षुता अध्निियम, 1961 ;1961 का 52द्ध के अध्ीन इस व्यवसाय के शिक्षुता प्रशिक्षण सपफलतापूर्वक पूरा करने का प्रमाणपत्रा सहित किसी मान्यताप्राप्त पफोटो लिथो स्थापन में अनुशोध्क के रूप में चार वर्ष का अनुभव । टिप्पण 1ः अर्हताएं, अन्यथा सुअहत अभ्यथयों की दशा में उन कारणों के लिए जो लेखब( किए जाएं कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध उन कारणों के लिए जो लेखब( किए जाएं कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की सम्भावना नहीं है ।

सीध्ी भर्ती द्वारा टिप्पण : पदधरी के प्रतिनियुक्ति या लम्बी बीमारी या अध्ययन छुट्‌टी या किन्हीं अन्य परिस्थितियों में एक वर्ष या उससे अध्कि अवध् िके लिए बाहर रहने के कारण हुई रिक्तियां केन्द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्रा प्रशासन के ऐसे अध्किारियों में से प्रतिनियुक्ति के आधर पर भरी जा सकेगी :—

;कद्ध;iद्ध जो सदृश पदधरण किए हुए हैंऋ या ;iiद्ध जिन्होंने वेतन बैंड-1 के वेतनमान 5200-20200 रफ. और ग्रेड वेतन 2800 रफ. में नियमित आधर पर नियुक्ति के पश्चात्‌ उस श्रेणी में छह वर्ष नियमित सेवा की है । ;खद्ध जिनके पास स्तंभ ;7द्ध के अध्ीन सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए विहित अर्हताएं और अनुभव है । प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै साधरणतया तीन वर्ष से अध्कि नहीं होगी ।

MINISTRY OF DEFENCE

New Delhi, the 19th March, 2013

S.R.O. 18.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Defence, Armed Forces Headquarters and Inter Service Organisations Deputy Manager (Photo Litho) and Technical Officer (Photo Litho) Recruitment Rules, 1988, the Ministry of Defence, Armed Forces Headquarters and Inter Service Organisations (Artist Retoucher and Assistant Artist Retoucher) Recruitment Rules, 1986, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Manager (Photo Litho) and Artist Retoucher in Integrated Headquarters of Ministry of Defence (Air) and Inter Service Organisations, Ministry of Defence, namely:—

1. Short title and commencement.—(1) These rules may be called the Integrated Headquarters of Ministry of Defence (Air) and Inter Service Organisations, Deputy Manager (Photo Litho) and Artist Retoucher Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—They shall apply to the posts specified in Column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and pay band and grade pay/scale of pay.—The number of the said posts, their classification and the pay band and grade pay/scale of pay attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications etc.—The method of recruitment to the said posts, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.

Note 3 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January 2006 (The date from which the revised pay structure based on the Sixth Central Pay Commission Recommendations has been extended), shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Pay Commission.

Deputation (including Short Term Contract) : Officers under the Central Governmentor State Government or Union Territory administration or Universities or Recognised Research Institutions or Public Sector Undertakings or Semi Government or Statutory or Autonomous Organisations:

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(b) possessing the educational qualifications and experience as follows :

(i) diploma in Printing Technology or Photolithography or Lithography from a recognised Institution.

(ii) three years practical experience including one year as Supervisor in Photolithography in a printing press or establishment

Note 1: The departmental officers in the feeder grade who are in direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: Period of deputation ((including Short Term Contract) including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government, shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (including Short Term Contract) shall be not exceeding fifty six years as on the closing date of receipt of applications.

S.R.O. 19.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Army Ordnance Corps, Principal Civilian Staff Officer (Stores), Senior Civilian Staff Officer (Stores) and Civilian Staff Officer (Stores) Group 'A' Post Recruitment Rules, 2003, in so far as they relate to the post of Principal Civilian Staff Officer (Stores) and Senior Civilian Staff Officer (Stores) except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Principal Civilian Staff Officer (Stores) and Senior Civilian Staff Officer (Stores) in the Army Ordnance Corps, namely:—

1. Short title and commencement.—(1) These rules may be called the Army Ordnance Corps, Principal Civilian Staff Officer (Stores) and Senior Civilian Staff Officer (Stores) Group 'A' posts, Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the said Schedule.

3. Number of posts, classification, pay band and grade pay/pay scale.— The number of the said posts, classification, pay band and grade pay/pay scales attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provisions for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

By Promotion Promotion :

Civilian Staff Officer (Stores) with five years regular service in the Pay Scale of Rs. 15600-39100 with Grade Pay of Rs. 6600 in Pay Band-3 renderd after appointment thereto on regular basis.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1-1-2006 the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendations of the said Pay Commission.
