आंध््र प्रदेश उच्च न्यायालय के न्यायाध्ीश, श्री न्यायमूर्ति पिनाकी चन्द्र घोष, जिन्हें आंध््र प्रदेश उच्च न्यायालय में मुख्य न्यायाध्ीश नियुक्त किया गया है, अपनी सेवा की उस अवध् िके लिए जब वह अपने मूल उच्च न्यायालय अर्थात्‌ कलकता उच्च न्यायालय से बाहर अपनी सेवाएं प्रदान करेंगे, अपने वेतन के अतिरिक्त 9000 रु. ;नौ हजार रुपये मात्राद्ध प्रतिमाह का प्रतिपूरक भत्ता प्राप्त करने के पात्रा होंगे ।

सा.का.नि. 136.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सचिवालय प्रशिक्षण और प्रबंध् संस्थान संयुक्त निदेशक ;वित्तीय प्रबन्ध्द्ध भर्ती नियम, 1986 को, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, कार्मिक, लोक शिकायत और पेंशन मंत्राालय, कार्मिक और प्रशिक्षण विभाग, सचिवालय प्रशिक्षण और प्रबंध् संस्थान में संयुक्त निदेशक ;वित्तीय प्रबन्ध्द्ध के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ ः—

1. संक्षिप्त नाम और प्रारंभ—

;1द्ध इन नियमों का संक्षिप्त नाम सचिवालय प्रशिक्षण और प्रबंध् संस्थान, संयुक्त निदेशक ;वित्तीय प्रबन्ध्द्ध भर्ती नियम, 2013 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पद संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान ः उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिर्दिष्ट हैं।

3. भर्ती की प(ति, आयु-सीमा और अर्हता आदि : उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिर्दिष्ट हैं।

4. निरर्हता : वह व्यक्ति—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्रा नहीं होगा ः

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध् िके अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

5. शिथिल करने की शक्ति ः

G.S.R. 136.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Institute of Secretariat Training and Management Joint Director (Financial Management) Recruitment Rules, 1986, except as respects things done or omitted to have been done, before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Joint Director (Financial Management) in the Institute of Secretariat Training and Management, Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, namely :—

1. Short title and commencement.—(1) These rules may be called the Institute of Secretariat Training and Management, Joint Director (Financial Management) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Pay Band and Grade Pay or Pay Scale.—The number of the said post, its classification and Pay Band and Grade Pay or Pay Scale attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.

3. Method of recruitment, age limit and qualification, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage, is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post (s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

3. आंकड़ा प्रविष्टि कार्य के लिए 8000 की डिप्रेशन

प्रति घंटा की गति का निर्णय सक्षम प्राध्किारी द्वारा ईडीपी मशीनों पर गति परीक्षण का संचालन किया जाएगा।

टिप्पण 1 ः-अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है।

सा.का.नि. 139.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और केन्द्रीय मीन-उद्योग परिचालन संस्थान ;वर्ग 3 और वर्ग 4 पदद्ध भर्ती नियम, 1968 को जहां तक उनका संबंध् मसालची, रसोइया पद से है, केन्द्रीय मीन-उद्योग प्रवर्ती ;समूह 'ग'द्ध भर्ती नियम, 1977 को जहां तक उनका संबंध् मुख्य रसोइया और ज्येष्ठ डैक हैण्ड पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, कृषि मंत्राालय पशुपालन, डेयरी और मत्स्यपालन विभाग के केन्द्रीय मत्स्य उद्योग, नाविक और इंजीनियरी प्रशिक्षण संस्थान, केाच्ची में सरोइया ;छात्राावासद्ध और रसोइया श्रेणी I ;जलयानद्ध के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कृषि मंत्राालय, पशुपालन, डेयरी और मत्स्यपालन विभाग के केन्द्रीय मत्स्य उद्योग, नाविक और इंजीनियरी प्रशिक्षण संस्थान, कोच्ची, रसोइया ;छात्राावासद्ध और रसोइया श्रेणी I ;जलयानद्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पद संख्या, उसका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित सीध्े भर्ती किए जाने वाले व्यक्तियों परिवीक्षा की अवध्,ि यदि कोई हो शैक्षिक और अन्य अर्हताएं के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

G.S.R. 139.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Institute of Fisheries Operatives (Class III and Class IV Posts) Recruitment Rules, 1968, in so far as they relate to the posts of Masalchi, Cook and the Central Institute of Fisheries Operatives (Group C) Recruitment Rules, 1977, in so far as they relate to the posts of Head Cook and Senior Deck Hand-cum-Cook except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Cook (Hostel) and Cook Grade I (Vessel) in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Central Institute of Fisheries, Nautical and Engineering Training, Kochi, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Central Institute of Fisheries, Nautical and Engineering Training, Kochi, Cook (Hostel) and Cook Grade I (Vessel) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, Classification and pay band and grade pay or pay scale.—The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power of relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to the recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
