सा.का.नि. 152.—केन्द्रीय सरकार, असम राइपफल्स अध्निियम, 2006 ;2006 का 47द्ध की धरा 165 की उप-धरा ;2द्ध के खंड ;कद्ध और खंड ;खद्ध के साथ पठित उप-धरा ;1द्ध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, असम राइपफल्स ;समूह 'ख' योध्क पदद्ध भर्ती नियम, 2001 को जहाँ तक उनका संबंध् सूबेदार ;रेडियो मैकेनिकद्धऔर सूबेदार मेजर ;रेडियो मैकेनिकद्ध और असम राइपफल्स ;समूह 'ग' योध्क पदद्ध भर्ती नियम, 2000 जहां तक उनका संबंध् नायब सूबेदार ;रेडियो मैकेनिकद्ध के पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, असम राइपफल्स में रेडियो मैकेनिक समूह 'ख' योध्क पदों पर भती की प(ति का विनियम करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम असम राइपफल्स रेडियो मैकेनिक समूह 'ख' योध्क पद भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और वेतन बैंड और ग्रेड वेतन/वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तम्भ ;2द्ध से स्तम्भ ;4द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पदों में से किसी पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. चिकित्सक दृृष्टया योग्यता.—इन नियमों में किसी बात के होते हुए भी, केवल वे व्यक्ति, जो चिकित्सा प्रवर्ग शेप-1 में है, इन नियमों के उपबंधें के अध्ीन नियुक्ति के लिए पात्रा होंगे ।

स्पष्टीकरण.- शेप-1 से यथा नीचे परिभाषित चिकित्सा प्रवर्ग अभिप्रेत है :-

;iद्ध कोड अक्षर शेप ;एस. एच. ए. पी. ई.द्ध जो निम्नलिखित कृत्य का प्रतिनिध्त्वि करते हैं, द्वारा उपदशत दिए गए घटकों के अध्ीन अध्किारी की योग्यता निर्धरित करने के पश्चात्‌्‌, चिकित्सा अध्किारी द्वारा किया गया चिकित्सा वर्गीकरणः-

एस - मनोवैज्ञानिक

एच - श्रवण शक्ति

ए - उपांग ;अपैन्डेजेसद्ध

पी - शारीरिक क्षमता

ई - दृृष्टि शक्ति

;iiद्ध प्रत्येक घटक के अध्ीन किसी अध्किारी की कार्यक्षमता प्रत्येक कोड अक्षर के सामने अंक 1 से 5 तक किसी कार्यक्षमता उपदशत करते हुए दर्शाई जाएगी और कोड अक्षर के पश्चात्‌्‌ अंक लिखे जाएंगे सिवाय उसके द्वारा जहां कोई अध्किारी सभी घटकों में श्रेणी-1 में है, वहां उसका प्रवर्ग एस1 एच1ए1पी1ई1 लिखने के बजाय शेप-1 लिखकर दर्शाया जा सकेगा, इन अंकों का साधरण मूल्यांकन निम्नानुसार हैः-

;कद्ध कहीं भी सभी कर्तव्यों के लिए योग्य ।

;खद्ध सभी कर्तव्यों के लिए योग्य किन्तु क्या कर्तव्यों में तीव्र कठिनाई या दोनों कानों या आखों की श्रवण शक्ति /दृष्टि की तीक्ष्णता की मांग अंतरग्रस्त है या नहीं, पर निर्भर करते हुए कर्तव्यों के प्रकार और नियोजन योग्यता क्षेत्राों के अनुसार परिसीमाएं हो सकती हैं ।

;गद्ध ''एस'' घटक को छोड़कर नेमी या निष्क्रिय कर्तव्यों के लिए योग्य किन्तु उच्च स्थान ;2700 मीटर से अध्किद्ध अत्यध्कि ठंडे क्षेत्राों या पहाड़ी भूखंडों पर और लम्बे कर्तव्य भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती हैं ।

;घद्ध अस्पताल में भर्ती या बीमारी की छुट्‌टी के कारण कर्तव्यों के लिए अस्थायी रूप से अयोग्य ।

;घद्ध कर्तव्यों के लिए स्थायी रूप से अयोग्य ।

6. शिथिल करने की शक्ति.- जहांं केन्द्रीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हेें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों, भूतपूर्व835 [भाग IIखण्ड 3(i)] भारत का राजपत्रा : जून 15, 2013/ज्येष्ठ 25, 1935 सैनिकोें और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

MINISTRY OF HOME AFFAIRS

New Delhi, the 31st May, 2013

G.S.R. 152.—In exercise of the powers conferred by sub-Section (1) read with clauses (a) and (b) of sub-section (2) of Section 165 of the Assam Rifles Act, 2006 (47 of 2006), and in supression of the Assam Rifles (Group 'B' Combatised posts) Recruitment Rules, 2001, in so far as they relate to the post of Subedar (Radio Mechanic) and Subedar Major (Radio Mechanic) and the Assam Rifles (Group 'C' Combatised posts) Recruitment Rules, 2000, in so far as it relate to the post of Naib Subedar (Radio Mechanic), except as respects things done or omitted to the done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the Radio Mechanic, Group 'B' Combatised posts in the Assam Rifles, namely :—

1. Short title and commencement. — (1) These rules may be called the Assam Rifles Radio Mechanic, Group 'B' posts Recruitment Rules, 2013.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale. —The number of posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc. — The method of recruitment to the said posts, age limit, qualifications and other matters relating to the said Post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Medical Fitness.—(1) Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for appointment on promotion under the provisions of these rules.

Explanation.—For the purpose of this rule, SHAPE-I, shall mean :—

(i) medical classification done by the Medical Officer after assessing fitness of the officer under given factors indicated by the code letters, SHAPE, which represent the following function :—

S – Psychological

H – Hearing

A – Appendages

P – Physical Capacity

E – Eye-Sight;

(ii) Functional capacityof an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency. The numerals shall be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1 General evaluation of these numerals is as under :—

(a) fit for all duties anywhere;

(b) fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes;

(c) Excepting ''S'' factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 metres) extreme cold areas or hilly terrain and for long assignments;

(d) temporarily unfit for duties on account of hospitalisation or sick leave;

(e) permanently unfit for duties.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. सा.का.नि. 153.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियोंं का प्रयोग करते हुए वित्त मंत्राालय, केन्द्रीय उत्पाद शुल्क और सीमा शुल्क बोर्ड स्टापफ कार चालक ;समूह 'ग' पदद्ध भर्ती नियम, 2003 को उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, वित्त मंत्राालय, केन्द्रीय उत्पाद शुल्क और सीमा शुल्क बोर्ड में स्टापफ कार चालक पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम वित्त मंत्राालय, केन्द्रीय उत्पाद शुल्क और सीमा शुल्क बोर्ड ;स्टापफ का चालकद्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे हाेंगे जो इन नियमों से उपाब( अनुसूची के स्तम्भ ;2द्ध से स्तम्भ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अन्य अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तम्भ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ।

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्ग, भूतपूर्व सैनिकोें और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 1 : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा-जिले के पांगी उपखंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध ।

टिप्पण 2 : रोजगार कार्यालय के माध्यम से आने वाले अभ्यथयों की दशा में आयु-सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालय से नाम भेजने के लिए कहा गया है ।

G.S.R. 153.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Finance Central Board of Excise and Customs, Staff Car Drivers (Group 'C' Posts) Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Drivers in the Ministry of Finance, Department of Revenue, Central Board of Excise and Customs namely :—

1. Short title and commencement. — (1) These rules may be called the Ministry of Finance, Central Board of Excise and Customs (Staff Car Drivers) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band, grade pay or pay scale. —The number of the posts, their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification etc. — The method of recruitment, age-limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 155.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केंद्रीय भूमिगत जल बोर्ड प्रयोगशाला सहायक भर्ती नियम, 2001 और केंद्रीय भूमिगत जल बोर्ड तकनीकी वाहक और तकनीकी परिचारक भर्ती नियम, 1973 जहां तक उनका संबंध् प्रयोगशाला सहायक और क्षेत्रा सहायक पद से है को उन बातों के सिवाए अध्क्रिांत करते हुए ऐसे अध्क्रिमण से पहले किया गया है जल संसाध्न मंत्राालय के केंद्रीय भूमिगत जल बोर्ड में प्रयोगशाला सहायक पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम जल संसाध्न मंत्राालय, केंद्रीय भूमिगत जल बोर्ड प्रयोगशाला सहायक, समूह ''ग'' पद भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पद संख्या, उसका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के स्तम्भ ;2द्ध से स्तम्भ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ;5द्ध से ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति —

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केंद्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 2 : रोजगार कार्यालयों के माध्यम से उन पदों की बाबत जिन पर नियुक्ति की दशा में प्रत्येक मामले में आयु सीमा अवधरित करने के लिए निर्णायक तारीख वह अन्तिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने को कहा गया है ।

G.S.R. 155.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board, Laboratory Attendant, Recruitment Rules, 2001 and the Central Ground Water Board Technical Bearer and Technical Attendant Recruitment Rules, 1973, in so far they relate to the posts of Laboratory Attendant and Field Assistant, Except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Attendant in the Ministry of Water Resources, Central Ground Water Board, namely :—

1. Short title and commencement. — (1) These rules may be called Ministry of Water Resources, Central Ground Water Board, Laboratory Attendant, (Group 'C' post) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale. —The number of post, its classification , pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. — The method of recruitment , age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

2. ऐसे विभागीय तकनीकी सहायक ;हदीद्ध पर, जिन्होंने वेतन बैंड-1 में वेतनमान 5200-20,200 रुपए ग्रेड वेतन 2800 रुपए में उस श्रेणी में छह वर्ष नियमित सेवा की है, बाहरी व्यक्तियों के साथ विचार किया जाएगा और उनके पद पर नियुक्ति के लिए चयन किए जाने की दशा में वह पद प्रोन्नति द्वारा भरा गया समझा जाएगा।

टिप्पण 1ः प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए, किसी अधिकारी द्वारा, 1 जनवरी, 2006 से पहले, जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित वेतन संरचना का विस्तार किया गया है, को वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी वेतन या वेतनमान पर की गई सेवा समझी जाएगी।

टिप्पण 2ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी जो प्रोन्नति की सीध्ी पंक्ति में हैं, विचार किए जाने के लिए पात्रा नहीं होंगे। इसी प्रकार से, प्रतिनियुक्ति व्यक्ति प्रोन्नति द्‌वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे।

टिप्पण 3ः प्रतिनियुक्ति की अवधि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवधि साधरणतया तीन वर्ष से अध्कि नहीं होगी।

टिप्पण 4ः प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए, किसी अध्किारी द्‌वारा, 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और जहां यह लाभ केवल उस पद ;उन पदोंद्ध पर, जिनके लिए ग्रेड वेतन बिना किसी उन्नयन के साधरण प्रतिस्थापन ग्रेड है, विस्तारित होगा। वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी। प्रतिनियुक्ति पर नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

2. Number of posts, classification, pay band and grade pay or pay scale. —The number of the said post, its classification , the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. — The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

(a)(i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with six years' service in the grade rendered after appointment therto on a regular basis in Pay Band-1 in the scale of pay of Rs. 5200-20200 plus grade pay Rs. 2800 or equivalent in the parent cadre or Department; and

(b)(i) possessing Bechelor's Degree with Hindi and Economics as subject from a recognised University; and

(ii) two years experience of compilation and editing of data and production of magazines, books and reports.

2. The Department Technical Assistant (Hindi) in Pay Band-1 in the scale of pay of Rs. 5200-20200 plus Grade Pay Rs. 2800 with six years' regular service in the grade will also be considered alongwith outsiders and in case he/she is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 1: For the purpose of computing minimum qualifying service for pormotion, the service rendered on regular basis by an officer prior to 1st January, 2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding pay/pay scale extended based on the recomendations of the Pay Commission.

Note-2 : The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note-3 : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation/Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of the applications.

Note-4 : For the purpose of appointment on promotion/ deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.

G.S.R. 157.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Drivers-cum-Mechanic, Regional Station on Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bangaluru (Group 'C' Posts), Recruitment Rules, 2012, namely:—

1. (1) These rules may be called the Drivers-cum Mechanic, Regional Station on Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bangaluru, (Group 'C' Posts) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Drivers-cum Mechanic, Regional Station on Forage Production and Demonstration and Central Fodder Seed Production Farm, Hessarghatta, Bangaluru, (Group 'C' Posts) recruitment Rules, 2012, in the Schedule,- (a) In column (7), for the existing entry, the following entry shall be substituted, namely:—

"Experience of maintenance and minor repairs of tractors and Agricultural machinery or vehicle from any Government Department or Office or Agriculture Farm."

(b) In column (9) for the existing entry, the following entry shall be substituted, namely:—

"Two years for direct recruits."
