सा.का.नि. 187.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और क्षेत्राीय प्रचार निदेशालय ;समूह 'ग' और समूह 'घ' पदद्ध भर्ती नियम, 1986 को जहां तक इसका संबंध् लेखाकार के पद से है, और क्षेत्राीय प्रचार निदेशालय, लेखाकार ;मुख्यालयद्धभर्ती नियम, 1999 को उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, सूचना और प्रसारण मंत्राालय के क्षेत्राीय प्रचार निदेशालय में लेखाकार के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध सूवना और प्रसारण मंत्राालय क्षेत्राीय प्रचार निदेशालय, लेखाकार ;समूह 'ग' पदद्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तम्भ ;2द्ध से स्तम्भ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ;5द्ध से स्तम्भ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों के बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

क्षेत्राीय प्रचार निदेशालय ;मुख्यालयद्ध या क्षेत्राीय कार्यालयों मेें ऐसा उच्च श्रेणी लिपिक जिसने नियमित आधर पर इसमें नियुक्ति के पश्चात्‌ उच्च श्रेणी लिपिक और वेतन बैंड-1 ;5200-20,200 रु.द्ध और ग्रेड वेतन 1900 रु. के अवर श्रेणी लिपिक के रूप में 13 वर्ष नियमित सेवा की है । टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक/पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो जहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्राता सेवा, अपेक्षित अर्हक/ पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो । टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की गणना के प्रयोजन के लिए 1 जनवरी, 2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना विस्तारित की गई है, इससे पूर्व किसी अध्किारी द्वारा नियमित आधर पर की गई सेवा आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति :

;iद्ध केन्द्रीय सरकार के ऐसे अध्किारी जो नियमित आधर पर अनुरूप पद धरण कर रहे हैं :

;iiद्ध जो वेतन बैंड-1, वेतनमान ;5200-20200 रु.द्ध और गे्रड वेतन 2400 रु. में पांच वर्ष नियमित सेवा कर चुके होंऋ या

;iiiद्ध जिन्होंने नियमित आधर पर नियुक्ति के पश्चात्‌ वेतन बैंड-1, ;5200-20200 रुद्ध और गे्रड वेतन 1900 रु. और 2400 रु. में तेरह वर्ष सम्मिलित सेवा की हो।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । टिप्पण 2ः प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति सेे ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै साधरणतया तीन वर्ष से अध्कि नहीं होगी ।

टिप्पण 3ः प्रतिनियुक्ति पर नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

टिप्पण 4ः प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए 1 जनवरी, 2006 ;वह तारीख जिसमें छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना विस्तारित की गई हैद्ध से पूर्व किसी अध्किारी द्वारा नियमित आधर पर की गई सेवा को, तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी, जहां यह लाभ केवल उस पद या उन पदों पर विस्तारित होगा जिनके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है,1078 THE GAZETTE OF INDIA : AUGUST 3, 2013/SRAVANA 12, 1935 [PART II—SEC. 3(i)] यदि विभागीय प्रोन्नति समिति है तो उसकी संरचना

New Delhi, the 22nd July, 2013

G.S.R. 187.—In exercise of the power conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Field Publicity (Regions) (Group 'C' and 'D' posts) Recruitment Rules, 1986, in so far as it relates to the post of Accountant, and the Directorate of Field Publicity, Accountant (Headquarters) Recruitment Rules, 1999 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accountant in the Directorate of Field Publicity in the Ministry of Information and Broadcasting, namely :—

1. Short title and commencement. — (1) These rules may be called the Ministry of Information and Broadcasting, Directorate of Field Publicity, Accountant, (Group 'C' Post) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and the pay band and grade pay or pay scale.—The number of said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. —The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the above said Schedule.

4. Disqualification. —No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1.—Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2.—For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1-1-2006 the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission.

Deputation —

Officer of the Central Government :—

(i) holding analogous post on regular basis; or

(ii) with five years' regular service in Pay band-1 (Rs. 5200-20200) and Grade pay of Rs.2400; or

(iii) with thirteen years combined service in Pay band-1 (Rs. 5200- 20200) and grade pay of Rs.1900 and Rs. 2400 rendered after appointment on regular basis.

Note 1.—The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2. —Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of Central Government shall ordinarily not exceed three years.

Note 3. —The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of the applications.

Note 4.—For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January (the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

सा.का.नि. 188.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और उस समय के शिक्षा और समाज कल्याण मंत्राालय के शिक्षा विभाग, के प्रौढ शिक्षा निदेशालय में वर्ग-3 और वर्ग-4 के पदों पर भर्ती नियम, 1973 को जहां तक इनका संबंध् निम्न श्रेणी लिपिक से है, उन बातों के सिवाय अध्क्रिमण करते हुए जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है, अथवा करने का लोप किया गया है, एतद्‌द्वारा मानव संसाध्न विकास मंत्राालय, प्रौढ़ शिक्षा निदेशालय में निम्न श्रेणी लिपिक के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

3. भर्ती की प(ति, आयु-सीमा अर्हता इत्यादि.— भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य मामले कथित अनुसूची के स्तम्भों ;5द्ध से स्तम्भ ;13द्ध में विनिदष्ट किए जाएंगे ।

4. निरर्हता.—कोई भी व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति जिसका पति या जिसकी पत्नी जीवित है, से विवाह किया है, या विवाह की संविदा की है, या

बशर्ते कि केन्द्रीय सरकार , यदि इस बात से संतुष्ट हो जाती है कि विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध् िके तहत अनुज्ञेय है और यह कि ऐसा करने के लिए अन्य आधर है, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक अथवा या समीचीन है, वहां आदेश द्‌वारा लिखित में ऐसे कारणों को लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग अथवा प्रवर्ग के व्यक्तियों के संबंध् में शिथिल कर सकेगी ।

6. व्यावृति.—इन नियमों की कोई भी बात आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्‌वारा इस संबंध् में समय-समय पर जारी किए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, पूर्व सैनिकों, और व्यक्तियों के अन्य विनिर्दिष्ट वर्गों के लिए उपबंध् करना अपेक्षित है ।

G.S.R 188.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of erstwhile Ministry of Education and Social Welfare, Department of Education, Directorate of Adult Education, Class III and Class IV posts Recruitment Rules 1973, in so far as they relate to the post of Lower Division Clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk, in the Ministry of Human Resource Development, Directorate of Adult Education, namely:

Short title and commencement.— (1) These rules may be called the Ministry of Human Resource Development, Directorate of Adult Education, Lower Division Clerk, Group 'c' Post Recruitment Rules, 2013. (2) They shall come into force on the date of their publication in the Office Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.-—The number of the said post, its classification pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification etc..— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.-—Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) These rules may be called the Central Ground Water Board, Hammerman Group 'D' post, Recruitment (Amendment) Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Ground Water Board Hammerman Group 'D' post Recruitment Rules, 2010 in column 8 relating to the ''Educational and other qualifications required for direct recruits'' for the entry, 'the following entries shall be substituted, namely:

''Essential :—

(1) Matriculate from a recognised Board or equivalent;

(2) Certificate from the Industrial Training Institute in the trade of Fitter or Diesel or Motor Mechanic or Welder.
