सा.का.नि. 212.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जल संसाध्न मंत्राालय, कमान क्षेत्रा विकास ;समूह कद्ध पद भर्ती नियम, 2002 को, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने से लोप किया गया है, जल संसाध्न मंत्राालय के अध्ीन कमान क्षेत्रा विकास में आयुक्त ;क.क्षे.वि.द्ध, ज्येष्ठ संयुक्त आयुक्त ;कृषि विद्‌याद्ध, संयुक्त आयुक्त ;मृदाद्ध के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध जल संसाध्न मंत्राालय, कमान क्षेत्रा विकास ;समूह क पदद्ध, भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—पदों की संख्या, उनका वर्गीकरण, उनके वेतन बैंड और ग्रेड वेतन या वेतनमान वे हाेंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

;iiद्ध राज्य सरकार या केन्द्रीय सरकार के सचाई या कृषि विभाग में या किसी मान्यताप्राप्त कृषि विश्वविद्यालय में या किसी कृषि प्रशिक्षण या अनुसंधन या प्रबंध्न संस्थान में कमान क्षेत्रा विकास या सचाई संब( कार्य में पन्द्रह वर्ष का व्यवहारिक अनुभव ।

टिप्पण 2 : प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

टिप्पण 3 : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए, किसी अधिकारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहाँ यह लाभ केवल उस पद ;उन पदोंद्ध पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिपफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

MINISTRY OF WATER RESOURCES

New Delhi, the 22nd August, 2013

G.S.R. 212.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Command Area Development (Group A) posts Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Commissioner (Command Area Development), Senior Joint Commissioner (Agriculture Discipline), Joint Commissioner (Soils) in the Command Area Development under the Ministry of Water Resources, namely :—

1. Short title and commencement. — (1) These rules may be called the Ministry of Water Resources, Command Area Development (Group 'A' Posts) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. — The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.— No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,[भाग IIखण्ड 3(i)] भारत का राजपत्रा : अगस्त 31, 2013/भाद्र 9, 1935 1209 shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations relaxation of age limit and other concessions required to provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(b) possessing the following educational qualifications and experience :—

(i) Master's Degree in Civil Engineering or Soil and Water Conservation Engineering or Agricultural Engineering or a Master's Degree in Agricultural Science from a recognised University; and

(ii) Fifteen years practical experience in Command Area Development or irrigation related work in the irrigation or agricultural Department of a State Government or Central Government or in any recognised Agricultural University or in any agricultural training or Research or Management Institute.

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 213.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Cattle Breeding Farms (Class III and and Class IV posts) Recruitment Rules, 1969, in so far as they relate to the post of Technical Assistant, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Assistant in the Central Cattle Breeding Farm under the Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture, namely :—

1. Short title and commencement.—(1) These rules may be called the Central Cattle Breeding Farm, Technical Assistant (Group 'C' Post) Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.—The number of said post, its classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit qualifications, etc..—The method of recruitment, to the said post, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid schedule.

4. Disqualification.—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति केे लिए विचार किए जाने के पात्रा नहीं होंगे इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 214.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Cattle Breeding Farms (Class III and Class IV posts) Recruitment Rules, 1969, in so far as they relate to the post of Upper Division Clerk, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Central Cattle Breeding Farms, namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Central Cattle Breeding Farm, Upper Division Clerk, Group 'C' Post Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.—The number of said post, its classification, pay band and grade payor pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age-limit, qualifications and other matter relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the recommendations of the Sixth Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grad pay or pay scale is the normal replacement grade without any upgradation.

Deputation :

Officers of the Central Government,—

(i) holding analogous posts on regular basis; or

(ii) with eight years' regular service in the grade of Lower Division Clerk or equivalent.

Note l : The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation and similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 : The period of deputation including the period of deputation in another ex-cadre post held immediately proceeding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years.

Note 3 : The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.

G.S.R. 216.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of System Manager in the Mahalanobis National Crop Forecast Centre (MNCFC) under Ministry of Agriculture, Department of Agriculture and Cooperation, namely:—

1. Short title and commencement.—(1) These rules may be called the Mahalanobis National Crop Forecast Centre(MNCFC) System Manager Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.—The number of posts, their classification and the pay band and grade pay or pay scale attached thereto, shall be as specified in Columns-(2) to( 4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualification.—The method of recruitment, age limit, qualifications and other matters to the said post, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 217.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Agriculture) Assistant Director (Remote Sensing), Deputy Director in the Mahalanobis National Crop Forecast Centre (MNCFC) under Ministry of Agriculture, Department of Agriculture and Cooperation, namely:—

1. Short title and commencement.—(1) These rules may be called the Mahalanobis National Crop Forecast Centre (MNCFC), Assistant Director (Agriculture), Assistant Director (Remote Sensing), Deputy Director Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.—The number of posts, their classification and the pay band and grade pay or pay scale attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

सा.का.नि. 218.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पूत और निपटान महानिदेशालय ;सहायक निदेशक, पूत श्रेणी-2द्ध भर्ती नियम, 2011 का और संशोध्न करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. ;1द्ध इन नियमों का संक्षिप्त नाम पूत और निपटान महानिदेशालय ;सहायक निदेशक, पूत श्रेणी-2द्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पूत और पिनटान महानिदेशालय ;सहायक निदेशक, पूत श्रेणी-2द्ध भर्ती ;संशोध्नद्ध नियम, 2011 ;जिसे इसमें इसके पश्चात्‌ उक्त नियम कहा गया हैद्ध की अनुसूची के स्तंभ 2 में, फ्46 पदों का विद्याशाखा के अनुसार विवरणय् शीर्षक के अंतर्गत कोष्ठक, वर्ण, शब्द और अंक फ्;कद्ध इलेक्ट्रिकल इंजीनियरी और इलेक्ट्रोनिक और संचार/सूचना प्रौद्योगिकी और कंप्यूटर विज्ञान-12य् के स्थान पर कोष्ठक, वर्ण, शब्द और अंक फ्;कद्ध इलेक्ट्रोनिक और संचार इंजीनियरी/सूचना प्रौद्योगिकी/कंप्यूटर विज्ञान-12य् रखा जाएगा ।

3. उक्त नियम की अनुसूची के स्तंभ 7 में, कोष्ठक और शब्द फ्;केन्द्रीय सरकार द्वारा समय-समय पर जारी अनुदेशों या आदेशों के अनुसार, साधरण अभ्यथयों की दशा में केन्द्र सरकारी सेवकों के लिए शिथिल कर के पैंतीस वर्ष की आयु और अनुसूचित जाति या अनुसूचित जनजाति से संबंध्ति उम्मीदवारों की दशा में शिथिल कर के चालीस वर्ष की जा सकती हैद्धय् के स्थान पर ;केन्द्रीय सरकार द्वारा जारी किए गए अनुदेशों या आदेशों के अनुसार, सरकारी सेवकों के लिए पांच वर्ष तक शिथिल की जा सकती हैद्धय् रखा जाएगा ।

4. उक्त नियम की अनुसूची के स्तंभ 8 में, फ्आवश्यकय् शीर्षक के अंतर्गत, प्रविष्टियों में, फ्या समतुल्यय् को छोड़ दिया जाएगा।

G.S.R. 218.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Directorate General of Supplies and Disposals (Assistant Director of Supplies, Grade II) Recruitment Rules, 2011, namely; :—

1. (1) These rules may be called the Directorate General of Supplies and Disposals (Assistant Director of Supplies, Grade II) Recruitment (Amendment) Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Directorate General of Supplies and Disposals (Assistant Director of Supplies, Grade II) Recruitment Rules, 2011, (hereinafter referred to as the said rules), in column 2, under the heading "Discipline-wise break-up of 46 posts", for the brackets, letter, words and figures "(a) Electrical Engineering and Electronics and Communications/Information Technology and Computer Science-12", the brackets, letter, words and figures "(a) Electronics and Communication Engineering/Information Technology/Computer Science-12" shall be substituted.

3. In the Schedule to the said rules, in column 7, for the brackets and words "(Relaxable for Government servants upto the age of thirty-five years in the case of general candidates and upto forty years in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes in accordance with the instructions or orders issued by the Central Government from time to time)", "(Relaxable for Government servants upto five years in accordance with the instructions or orders issued by the Central Government)" shall be substituted.

4. In the Schedule to the said rules, in column 8, under the heading "Essential", in the entries, the words "or equivalent" shall be omitted.

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कार्यालय अध्ीक्षक मुख्य श्रम आयुक्त ;केंद्रीयद्ध के प्रादेशिक कार्यालय समूह 'ख' पद भर्ती नियम, 2013 है ।

2. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता : वह व्यक्ति,—

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

ऐसे उच्च श्रेणी लिपिक जिनका वेतन बैंड-1, 5200-20200 रफ. ग्रेड वेतन 2400 रफ. श्रेणी में दस वर्ष की नियमित सेवा है और प्रोन्नत पद के सुसंगत क्षेत्रा में दो सप्ताह का आवासीय प्रशिक्षण प्रोग्राम कर चुके हैं ।

टिप्पण 1ः जहां ऐसे कनिष्ठ व्यक्तियोंं के संबंध् में, जिन्होंने अपनी अर्हक/पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक/पात्राता सेवा, अपेक्षित अर्हक/पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, से कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

G.S.R. 219.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Office Superintendent Gr. II [Regional Offices of Chief Labour Commissioner (Central) Recruitment Rules, 2007 and Group 'C' Posts (Regional Offices of the Chief Labour Commissioner Organisation) Rules, 1978 in sofar as it relates to the post of Office Superintendent Gr. I except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post or Office Superintendent in the Ministry of Labour & Employment in the Regional Offices of the Chief Labour Commissionert (Central), namely :—

1. Short title and Commencement.—(1 ) These rules may be called the Office Superintendent, Regional Offices of the Chief Labour Commissioner (Central) Group ' B' Post Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or scale of pay.—The number of the post , its classification, pay band and grade pay or pay scale attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservation and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories or persons, in accordance with the orders issued be the Central Government from time to time in this regard.
