सा.का.नि. 265.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और क्षेत्रा संकार्य प्रभाग, राष्ट्रीय प्रतिदर्श सर्वेक्षण संगठन ;सहायक पुस्तकालयाध्यक्षद्ध भर्ती नियम, 1982 और क्षेत्रा संकार्य प्रभाग, राष्ट्रीय प्रतिदर्श सर्वेक्षण संगठन ;पुस्तकालय सहायकद्ध भर्ती नियम, 1987 को उन बातों के सिवाय अध्क्रिान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, क्षेत्रा प्रचालन प्रभाग, राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय, सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्राालय में पुस्तकालय और सूचना सहायक के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्राालय, क्षेत्रा प्रचालन प्रभाग, राष्ट्रीय प्रतिदर्श सर्वेक्षण कार्यालय ;पुस्तकालय और सूचना सहायकद्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके और संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित सीध्े भर्ती किए जाने वाले व्यक्तियों परिवीक्षा की अवध्,ि यदि कोई हो शैक्षिक और अन्य अर्हताएं के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

आवश्यक :— ;iद्ध किसी मान्यताप्राप्त विश्वविद्यालय या लागू नहीं होता दो वर्ष संस्थान से पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में वैचलर डिग्रीऋ ;iiद्ध केंद्रीय सरकार या राज्य सरकार या स्वायत्त या कानूनी संगठन या पब्लिक सेक्टर उपक्रम या विश्वविद्यालय या मान्यताप्राप्त अनुसंधन और शैक्षणिक संस्थान के अध्ीन पुस्तकालय में दो वर्ष का वृत्तिक अनुभव । वांछनीय- किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से कंप्यूटर अनुप्रयोग में डिप्लोमा । टिप्पण 1 : अर्हताएं, अन्यथा सुअहत अभ्यथयों की दशा में कर्मचारी चयन आयोग या सक्षम प्राध्किारी के विवेकानुसार कारण लेखब( करके शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध कर्मचारी चयन आयोग या सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग सक्षम प्राध्किारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की सम्भावना नहीं है ।

सीध्ी भर्ती द्वारा टिप्पण : पदधरी के प्रतिनियुक्ति या लम्बी बीमारी या अध्ययन छुट्‌टी या किन्हीं अन्य परिस्थितियों में एक वर्ष या इससे अध्कि अवध् िके लिए बाहर रहने के कारण हुई रिक्तियां केन्द्रीय सरकार के मूल काडर या विभाग में नियमित आधर पर सदृश पद धरण कर रहे निम्नलिखित अध्किारियों में से प्रतिनियुक्ति के आधर पर भरी जा सकेंगी जो उफपर स्तंभ 7 के अध्ीन सीध्ी भतयों के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हों ।

प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

New Delhi, the 7th November, 2013

G.S.R. 265.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Field Operations Division, National Sample Survey Organisation (Assistant Librarian), Recruitment Rules,1982 and the Field Operations Division, National Sample Survey Organisation (Library Assistant), Recruitment Rules,1987, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant in the Field Operations Division, National Sample Survey Office, Ministry of Statistics and Programme Implementation, namely :—

1. Short title and commencement.— (1 ) These rules may be called the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample Survey Office (Library and Information Assistant), Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of posts, classification and pay band and grade pay or scale of pay.— The number of the said posts, its classification and pay band and grade pay or scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc .— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided to the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 266.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Public Works Department (Central Office) Assistant (Architectural Department) Recruitment Rules,1980 except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant (Architectural Department) in the Ministry of Urban Development, Central Public Works Department namely:-—

1. Short title and commencement.— (1) These rules may be called the Ministry of Urban Development, Central Public Works Department Assistant (Architectural Department) Group 'B' post Recruitment Rules 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.— The number of post, its classification pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc .— The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid schedule.

4. Disqualification.- No person -

(a) who has entered into or contracted a marriage with a person having a spouse living or

Saving.— Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 268.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जल संसाध्न मंत्राालय, ज्येष्ठ विश्लेषक ;कार्य अध्ययनद्ध और कनिष्ठ विश्लेषक ;कार्य अध्ययनद्ध भर्ती नियम, 1997 को, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, जल संसाध्न मंत्राालय में ज्येष्ठ विश्लेषक;कार्य अध्ययनद्ध के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम जल संसाध्न मंत्राालय, ज्येष्ठ विश्लेषक;कार्य अध्ययनद्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवध् ि;जिसके अंतर्गत अल्पकालिक संविदा भी

हैद्ध जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में

टिप्पण 3 : प्रतिनियुक्ति/आमेलन के आधर पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी, 2006 से पहले ;उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया हैद्ध नियमित आधर पर की गई सेवा को, सिवाए उस दशा के जहाँ एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ;उन पदोंद्ध पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है, वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

टिप्पण 4 : वेतन बैंड-2, 9300-34800 रफ. ग्रेड वेतन 4600 रफ. में ऐसे विभागीय कनिष्ठ विश्लेषक पर भी विचार किया जाएगा जिन्होंने उस श्रेणी में सात वर्ष नियमित सेवा की है और जो सचिवालय प्रशिक्षण और प्रबंध् संस्थान का उच्च प्रबंध् सेवा पाठ्‌यक्रम पूरा किया हो या जो रक्षा कार्य अध्ययन संस्थान या कोई अन्य मान्यताप्राप्त संस्था में तुल्य प्रशिक्षण किया हो और यदि उस पद पर नियुक्ति के लिए उसका चयन हो जाता है तो वह पद प्रोन्नति द्‌वारा भरा गया समझा जाएगा ।

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to provided for the Scheduled Castes and Scheduled Tribes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) has completed successfully, the Advanced Management Service Course of the Institute of Secretariat Training and Management or a comparable training in the Defence Institute of Work Study or in any other recognised Institution .

Note 1 : The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation (including short term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years, as on the closing date for receipt of applications).

Note 3 : For the purposes of appointment on deputation/ absorption basis, the service rendered on a regular basis by an officer prior to 1st January, 2006, the date from which the revised pay structure based on the Sixth Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

Note 4 : The Departmental Junior Analysts in PB-2, Rs. 9300- 34800 with grade pay of Rs. 4600 with seven years of regular service in the grade and who have undergone the Advanced Management Service Course of the Institute of Secretariat Training and Management or a comparable training in the Defence Institute of Work study or in any other recognised Institution, will also be considered and in case he is selected for appointment, the post shall be deemed to have been filled by promotion.

Note 5 : For the pruopse of comptuing minimum qualifying service for promotion, the service rendered on a regular basis by an officer proior to 1st January, 2006 (the date from which the

सा.का.नि. 269.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और केंद्रीय सरकार औद्योगिक अध्किरण-सह-श्रम न्यायालय वर्ग-3 और वर्ग-4 पद भर्ती नियम, 1976 को उन बातों के सिवाय भागतः अध्क्रिान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया हैं या करने का लोप किया गया है, केंद्रीय क्षेत्रा के अध्ीन विभिन्न राज्यों में गठन के लिए केंद्रीय सरकार औद्योगिक अध्किरण-सह-न्यायालय में समूह 'ख' पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम केंद्रीय सरकार औद्योगिक अध्किरण-सह-श्रम न्यायालय, समूह 'ख' पद पर भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. केंद्रीय क्षेत्रा के लिए गठित केंद्रीय औद्योगिक अध्किरण-सह-श्रम न्यायालय के कार्यालय में ये नियम इन नियमों से उपाब( अनुसूची के स्तंभ ;1द्ध में विनिर्दिष्ट पदों को लागू होगें ।

3. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G. S. R. 269.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in partial supersession of the Central Government Industrial Tribunal-cum-Labour Court Class III and Class IV posts Recruitment Rules,1976, except as respect things done or omitted to be done before such supersession, the President hereby makes[भाग II—खण्ड 3(i)] भारत का राजपत्रा : नवम्बर 30, 2013/अग्रहायण 9, 1935 1617 the following rules regulating the method of recruitment to Group B posts in the Central Government Industrial Tribunal- cum-Labour Courts set up in different States under the Central Sphere, namely :—

1. Short title and commencement.— (1) These rules may be called the Central Government Industrial Tribunal cum-Labour Courts Group 'B' posts Recruitment Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application :—These rules shall apply to the post specified in column (1) of the Schedule annexed hereto, in the offices of the Central Government Industrial Tribunal-cum-Labour Courts set up in the Central Sphere .

3. Number of posts, classification, pay band and grade pay or pay scale .—The number of posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule .

4. Method of recruitment, age-limit and other qualifications .— The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith shall be specified in columns (5) to (13) of the said schedule.

5. Disqualification.—No person -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons.
