G.S.R. 54.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Agriculture, Central Institute of Fisheries, Nautical and Engineering Training, Kochi, Chief Instructor (Marine Engineering)/Mechanical Marine Engineer Recruitment Rules, 2013, namely :—
1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Central Institute of Fisheries, Nautical and Engineering Training, Kochi, Chief Instructor (Marine Engineering)/Mechanical Marine Engineer Recruitment (Amendment) Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Agriculture, Central Institute of Fisheries, Nautical and Engineering Training, Kochi, Chief Instructor (Marine Engineering)/Mechanical Marine Engineer Recruitment Rules, 2013, in the Schedule.-
(i) in column (5), under the heading "Whether selection post or non-selection post" for the word "Non-Selection" appearing in the entry, the word "Selection" shall be substituted;
(ii) in column (12), under the heading "If a Departmental Promotion Committee exists what is its composition", for the number and words "1. Chairman or Member, Union Public Service Commission", the number and words "1. Secretary, Department of Animal Husbandry, Dairying and Fisheries" shall be substituted.

सा.का.नि. 55.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और क्षेत्राीय प्रचार निदेशालय ;प्रदेशद्ध ;समूह फ्गय् और समूह फ्घय् पदद्ध भर्ती नियम, 1986 जहां तक उनका संबंध् दफ्रतरी, चपरासी, चौकीदार अैर पफराश के पदों से है और क्षेत्राीय प्रचार निदेशालय ;मुख्यालयद्ध समूह फ्घय् भर्ती नियम, 2005, जहां तक उनका संबंध् दफ्रतरी, चपरासी, चौकीदार, सपफाईवाला-सह-पफराश, कनिष्ठ गैस्टेटनर आपरेटर और पैकर के पदों से है को, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, सूचना और प्रसारण मंत्राालय के क्षेत्राीय प्रचार निदेशालय में बहु-कार्य कर्मचारिंबृृंद पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :—
1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम क्षेत्राीय प्रचार निदेशालय, सचूना और प्रसारण मंत्राालय, बहु-कार्य कर्मचारिवृृंद भर्ती नियम, 2014 है।
;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.— उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिर्दिष्ट हैं ।
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : मार्च 8, 2014/पफाल्गुन 17, 1935 2713. भर्ती की प(ति, आयु सीमा और अन्य अर्हताए.ं— उक्त पद पर भर्ती की प(ति, आयु सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से ;13द्ध में विनिर्दिष्ट हैं।
4. निरर्हता.—वह व्यक्ति,—
;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया हैऋ या
;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया हैं, उक्त पद पर नियुक्ति का पात्रा नहीं होगाः परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।
6. व्यावृृत्ति- इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ें वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है।

टिप्पण 2 ः-रोजगार कार्यालय के माध्यम से आने वाले अभ्यर्थियों की दशा में आयु-सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालय से नाम भेजने के लिए कहा गया है।

G.S.R. 55.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Field Publicity (Regions) (Group 'C' and 'D' posts) Recruitment Rules, 1986 in so far as it relates to the post of Daftary, Peon, Chowkidar and Farash and the Directorate of Field Publicity (Headquarters) Group 'D' Recruitment Rules, 2005 in so far as it relates to the post of Daftary, Peon, Chowkidar, Safaiwala-cum-Farash, Jr. Gestetner Operator and Packer, except as respects things done or omitted to be done before such supersessions,, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Directorate of Field Publicity of the Ministry of Information and Broadcasting, namely :—
1. Short title and commencement.-(1) These rules may be called the Directorate of Field Publicity, Ministry of Information and Broadcasting, Multi-Tasking Staff Recruitment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of Post, classification, pay band, grade pay and the pay scale.- The number of the said post, its classification, pay band, grade pay and the pay scale attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the above said Schedule.
4. Disqualification.— No person,-
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

टिप्पण 2ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति मेंं हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे। इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे।
टिप्पण 3ः प्रतिनियुक्ति की अवध् ि;जिसके अंतर्गत अल्पकालिक संविध भी हैद्ध जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह््य पद पर प्रतिनियुक्ति की अवध् िहै, ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध साधरणतया 3 वर्ष से अध्कि नहीं होगी।
टिप्पण 4ः प्रतिनियुक्ति पर नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।
टिप्पण 5ः प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए 1-1-2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी।

G.S.R. 56.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Adult Education (Hindi Officer) Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Official Language) in the Directorate of Adult Education, Ministry of Human Resource Development, Department of School Education and Literacy, namely :—
1. Short title and commencement.- (1) These rules may be called Ministry of Human Resource Development, the Directorate of Adult Education, the Department of School Education and Literacy, Assistant Director (Official Language) Recruitment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of Post, classification, pay band and grade pay or pay scale.— The number of the said post, its classification, pay band, grade pay or pay scale attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment to the said Post, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the above said Schedule.
4. Disqualification.— No person,—
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for resons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or caterory of persons.
6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : The departmental Junior Translator in the pay band-2, Rs. 9300- 34800 with grade pay of Rs. 4200/- with eight years' regular service in the grade shall also be considered along with outsides candidates and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion.
Note 2 : The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation, Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 3 : The period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarly not to exceed three years.
Note 4 : The maximum age limit for appointment by deputation (including short term contract) shall not be exceeding 56 years as on the closing date of the receipt of applications.

G.S.R. 57.— The method of Recruitment to the post of Confidential Assistant in the Pay Band/Pay Scale [Rs. 9300- 34800/-+ Grade pay Rs. 4200(revised)] in the Government of India, Ministry of Tourism on transfer on deputation basis is henceforth done away with. Accordingly, the existing Recruitment Rule for the post of Confidential Assistant bearing G.S.R. 431 dated 20-03-1982 ceases to exist with immediate effect.
2. Simultaneously, the post of Confidential Assistant is taken on the cadre strength of Assistants in the same Pay Band-2, Rs. 9300-34800 + Rs. 4200 (Grade Pay) of the Government of India, Ministry of Tourism.
