सा.का.नि. 64.—संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रपति, पेयजल और स्वच्छता मंत्राालय में मल्टी-टास्किंग स्टापफ ;एमटीएसद्ध के पद पर भर्ती की प(ति का विनियमन करते हुए एतद्‌द्वारा निम्नलिखित नियम बनाते हैं :—

1. लघु शीर्ष और प्रारंभ.—;1द्ध इन नियमों को पेयजल और स्वच्छता मंत्राालय में मल्टी-टास्किंग स्टापफ भर्ती नियम, 2012 कहा जाएगा ।

;2द्ध इन्हें सरकारी राजपत्रा में इनके प्रकाशन की तारीख से लागू किया जाएगा ।

2. पदों की संख्या, उनका वर्गीकरण, पे-बैंड, ग्रेड वेतन और वेतनमान.—इनसे सम्ब( पदों की संख्या, उनका वर्गीकरण तथा वेतनमान, पे-बैंड और ग्रेड वेतन वही होगा जो इन नियमों से सम्ब( अनुसूची के कालम ;2द्ध से ;4द्ध में यथानिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं आदि.—उपरोक्त पदों के बारे में भर्ती, आयु-सीमा, अर्हताएं और अन्य मामलों की प(ति वही होगी जो उपरिउल्लिखित अनुसूची के कालम ;5द्ध से स्तंभ ;14द्ध में यथानिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

(307)308 THE GAZETTE OF INDIA : APRIL 5, 2014/CHAITRA 15, 1936 [PART II—SEC. 3(i)] परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

उम्मीदवारों तथा यह तारीख असम, मेघालय, अरफणाचल प्रदेश, त्रिापुरा, सिक्किम, जम्मू व कश्मीर राज्य का लद्‌दाख संभाग, लाहौल व स्पीति जिला तथा हिमाचल प्रदेश के चम्बा जिले का पांगी उप-संभाग, अंडमान व निकोबार द्वीप समूह अथवा लक्षद्वीप में उनके लिए निर्धरित तारीख समाप्त होने के लिए नहीं ।

टिप्पणी 2 : रोजगार कार्यालय के माध्यम से की जाने वाली भर्ती के मामले में आयु-सीमा निर्धरित करने के लिए निर्णायक तारीख अंतिम तारीख होगी जिस तक रोजगार कार्यालय को नाम भेजने के लिए कहा गया है ।

New Delhi, the 5th December, 2012

G.S.R. 64.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Multi-Tasking Staff in the Ministry of Drinking Water and Sanitation, namely :—

1. Short title and commencement : (1) These rules may be called the Ministry of Drinking Water and Sanitation Multi Tasking Staff Recruitment Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, their classification, pay band, grade pay and scale of pay.—The number of posts, their classification and the scale of pay, pay band and grade pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.:—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the Schedule aforesaid.

4. Disqualifications.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any persons,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

फ्;iद्ध;खद्ध छानबीन समिति द्वारा सुनम्य पूरक स्कीम के अध्ीन प्रोन्नति के लिए पुनवलोकन किसी वर्ष में दो बार 1 जनवरी और 1 जुलाई से पूर्व किया जाएगा । ;खद्ध सभी अभ्यथयों, जिन्होंने रेजीडेंसी की विहित अवध् िपूरी कर ली है, का प्रत्येक वर्ष में दो बार, अर्थात्‌ 1 जनवरी और 1 जुलाई से पूर्व निर्धारण बोर्ड द्वारा, प्रोन्नति के लिए पुनवलोकन किया जाएगा । ;गद्ध ऐसे व्यक्ति जिन्होंने यथास्थिति 1 जनवरी या 1 जुलाई से तीन मास पूर्व किसी पद पर रेजीडेंसी की विहित अवध् िपूरी कर ली है या तीन मास पश्चात्‌ पूरी करेंगे का अगले उच्चतर ग्रेड में प्रोन्नति के लिए पुनवलोकन पर विचार उस तारीख को किया जाएगा ।य्

1. (1) These rules may be called the Ministry of Water Resources, Central Soil and Materials Research Station, New Delhi, Group 'A' Posts Recruitment Amendment Rules, 2013

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, Central Soil and Materials Research Station, New Delhi, Group' A' Posts Recruitment Rules, 2010, in rule 5, in sub-rule (i), for clause (i), the following clause shall be substituted, namely:—

"(i) (a) The review for promotion under Flexible Complementary Scheme by the Screening Committee shall be done twice in a year-before the 1st January and the 1st July of every year. (b) All candidates who have completed the prescribed period of residency shall be reviewed for promotion by the Assessment Board twice a year namely before the 1st January and the 1st July of every year. (c) Those who have completed or will complete the prescribed period of residency in a post during a period of three months before or three months after the 1 st January or the 1st July, as the case may be, shall be considered as on that date for review for promotion to the next higher grade."

सा.का.नि. 66.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, स्वास्थ्य और परिवार कल्याण मंत्राालय और स्वास्थ्य सेवा महानिदेशालय, कनिष्ठ नक्शानवीस ;समूह 'ग' पदद्ध भर्ती नियम, 2006, को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्राालय के स्वास्थ्य और परिवार कल्याण विभाग में कनिष्ठ नक्शानवीस के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

G.S.R. 66.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Health and Family Welfare and the Directorate General of Health Services, Junior Draftsman, Group 'C' Recruitment Rules, 2006, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Draftsman in the Department of Health and Family Welfare, Ministry of Health and Family Welfare namely:-

1. Short title and commencement.—(l) These rules may be called the Ministry of Health and Family Welfare, Department of Health and Family Welfare, Junior Draftsman (Group 'C' post) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and Grade pay or scale of pay.—The number of the said post, its classification and the Pay Band, Grade Pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualification, etc..—The method of recruitment, age limit, qualifications and other matters relating thereto to the said post shall be as specified in columns (5) to (13) of the schedule aforesaid.

4. Disqualifications.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post;

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these Rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 68.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और दमण एवं दीव प्रशासन प्राचार्य तकनीकी प्रशिक्षण संस्थान ;वर्ग 'क' राजपत्रिातद्ध पद भर्ती नियमावली 2004 को उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, तकनीकी प्रशिक्षण संस्थान, तकनीकी शिक्षा निदेशालय, दमण में प्रधनाचार्य ;समूह 'क'द्ध के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम तकनीकी प्रशिक्षण संस्थान, दमण और दीव ;प्रधनाचार्य समूह 'क' परद्ध भर्ती नियम, 2013 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, और संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंधें को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों, अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू और कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंदमान एवं निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध ।

टिप्पण 1 : जहाँ ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति : केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्राों के ऐसे अध्किारीः

;कद्ध ;iद्ध जो मूल कैडर या विभाग में नियमित आधर पर सदृश पद धरण कर रहे हैं, या

;iiद्ध जो मूल कैडर या विभाग में वेतन बैंड-2, वेतनमान 9300—34800 रु. ग्रेड वेतन 4800 रु. या समतुल्य में इसमें नियुक्त के पश्चात्‌ दो वर्ष सेवा कर चुके हैं, और

;खद्ध स्तंभ 7 के अध्ीन सीध्ी भर्ती वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हों ।

;पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगेऋ इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।द्ध

;प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य कैडर-बाह्य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगी ।द्ध

G.S.R. 68.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Administration of Daman and Diu, Principal, Technical Training Institute, (Group 'A' Gazetted) post Recruitment Rules, 2004, except as respects things done or omitted to be done before such suppression, the President hereby makes the following rules regulating the method of recruitment to the Posts of Principal (Group 'A') in Technical Training Institute, Directorate of Technical Education, Daman, namely:-

1. Short title and commencement.—(1) These rules may be called the Technical Training Institute of Daman and Diu (Principal Group 'A' Post) Recruitment Rules, 2013.

(2) These rules shall come into force from the date of their publication in the Official Gazette.

2. Number of post, classification and Pay Band and Grade Pay or Pay Scale.—The number of posts, classification of the said posts and scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification etc..—The method of recruitment, age limit, qualifications and other matters related thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person-

( a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 : The Qualification(s) regarding experience is/are relaxable at the Discretion of the Union Public Service Commission, for reasons to be recorded in writing in the case of candidates belonging to the Scheduled Castes or Scheduled Tribes if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding Pay or Pay Scale extended based on the

recommendations of the pay commission.

Deputation:

Officers of the Central or State Government or Union Territories :

(A) (i) Holding analogous post on a regular basis in the parent cadre or department; OR

(ii) With two years service in the grade rendered after appointment

thereto on a regular basis in the Pay Band-2 of Rs. 9300-34800 + Grade Pay of Rs. 4800 or equivalent in the parent cadre or department; and

(B) Possessing the Educational Qualifications and experience prescribed for direct recruits under column 7.

(The departmental officers in the feeder category who are in the

direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion).

(Period of deputation including period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of

applications).

Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an Officer prior to 1.1.2006

(The date from which the revised pay structure based on the 6th CPC recommendation has been extended) shall be deemed to be service rendered in the corresponding Grade Pay or Pay Scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common Grade Pay or Pay

Scale , and where this benefit will extend only for the post(s) for which that Grade Pay/Pay Scale is the normal replacement grade without any upgradation.

CORRIGENDUM

New Delhi, the 3rd February, 2011

G. S. R. 69.—In the following Notification published in the Gazette of India, Part-II, Section 3(i) vide number G.S.R. 64 dated 10th April, 2010 notifying the amendment to Recruitment Rules for the post of Store Superintendent in the Central Ground Water Board, a subordinate office of the Ministry of Water Resources, the following correction may be made :—

(i) The Central Ground Water Board, Store Superintendent Recruitment (Amendment) Rules, 2010 (G.S.R. 64 of 2010).

In column (8)(1)(2) of the Schedule, instead of the existing the following may be read :

(1) Diploma in Mechanical/Drilling/Petroleum/Mining Engineering; or Degree in Mechanical or Material Management from an institute registered with/recognized by Central/State Government/AICTE.

(2) Three years experience in Stores accounting pertaining to one or more of the following subject, purchase of stores, indenting through Director General, Supplies and Disposal, Inspection of Stores, Stores accounting maintenance of bin cards and disposal of stores from an organization under Central/State Government control or State/Central Public Sector Undertaking.
