सा.का.नि.145 .—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और कामक, लोक शिकायत और पेंशन मंत्राालय, कामक और प्रशिक्षण विभाग, लाल बहादुर शास्त्राी राष्ट्रीय प्रशासन अकादमी, आंकड़ा प्रविष्टि प्रचालक ग्रेड 'ख' समूह 'ग' पद भर्ती नियमावली 2002 को, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, आंकड़ा प्रविष्टि प्रचालक ;श्रेणी 'ख'द्ध पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कामक, लोक शिकायत और पेंशन मंत्राालय, लाल बहादुर शास्त्राी राष्ट्रीय प्रशासन अकादमी, समूह 'ख' ;समूह 'ग'द्ध पद भर्ती नियम, 2014 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 145 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration Data Entry Operator, Grade 'B' (Group 'C' post) Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post Data Entry Operator (Grade B), namely:-—

1. Short title and commencement.-— (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie Data Entry Operator, Grade B (Group 'C' post) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette

2. Number of posts, classification and pay band, grade pay and pay scale.— The number of the post, its classification and the pay band and grade pay and pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications. etc.-— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-service persons and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. Short title and commencement.—(1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie Stenographer Grade II, Assistant Riding Instructor and Assistant Physical Training Instructor or Sports Officer Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay and pay scale.-— The number of the post, its classification and the pay band and grade pay and pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

1. Short title and commencement.— (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie Dresser (Dispensary) and Riding Assistant Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

सा.का.नि. 149.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय मृृदा एवं सामग्री अनुसंधन शाला, नई दिल्ली, अनुसंधन सहायक भर्ती नियम, 2001 को, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, जल संसाध्न मंत्राालय के अध्ीन केन्द्रीय मृृदा और सामग्री अनुसंधन केन्द्र, नई दिल्ली में अनुसंधन सहायक के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम केन्द्रीय मृृदा और सामग्री अनुसंधन केन्द्र, नई दिल्ली अनुसंधन सहायक भर्ती नियम, 2014 है।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद-संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—पद संख्या, उसका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अर्हताएं, आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. इंजीनियरी डिग्री के साथ भर्ती हुए व्यक्तियों के लिए रक्षा मंत्राालय में सेवा करने का दायित्व.—ऐसे व्यक्ति जिनके पास इंजीनियरी में डिग्री है इन नियमों के अध्ीन किसी पद पर नियुक्त किया जाता है, यदि ऐसा अपेक्षा हो, चार वर्ष की अन्यून अवध् िके लिए जिसके अंतर्गत प्रशिक्षण पर बिताई गई अवध्,ि यदि कोई हो, भी है, भारत में सम्मिलित किसी रक्षा सेवा में या भारत के रक्षा सेवा से संबंध्ति किसी भी पद पर सेवा करने के दायित्वाध्ीन होंगेः

परन्तु ऐसे व्यक्ति-

;कद्ध उस पद पर नियुक्ति की तारीख से दस वर्ष की समाप्ति के पश्चात्‌्‌ यथापूर्वोक्त सेवा करने के लिए, और

;खद्ध साधरणतया, चालीस वर्ष की आयु प्राप्त करने के पश्चात्‌्‌ यथापूर्वोक्त सेवा करने के लिए, अपेक्षित नहीं होगा।

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पणी 1ः प्रोन्नति के लिए पात्राता सूची अपनी-अपनी श्रेणी या अपने-अपने पद के लिए विहित अर्हक सेवा पूरा करने की तारीख के प्रतिनिदेश से तैयार की जाएगी।

टिप्पणी 2ः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

G.S.R. 149.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Soil and Materials Research Station, New Delhi, Research Assistant Recruitment Rules, 2001, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Research Assistant in the Central Soil and Materials Research Station, New Delhi, under the Ministry of Water Resources, namely:-—

1. Short title and commencement.-— (1) These rules may be called the Central Soil and Materials Research Station, New Delhi, Research Assistant Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of post, its classification pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications. etc.-— The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Liability to serve in the Defence Service of recruits with engineering degree.— Any person with a degree in engineering appointed to any post under these rules shall, if so required, be liable to serve anywhere in India including, in any defence service or posts connected with the defence of India for a period of not less than four years including the period, if any, spent on training:

Provided that such person shall not be required-

(a) to serve as aforesaid after the expiry of ten years from the date of appointment to the said post; and

(b) ordinarily, to serve as aforesaid after attaining the age of forty years.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years whichever is less. and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 3: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2006 or the date from which the revised pay structure based in the recommendations of the Sixth Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post (s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

2. पदों की संख्या, वर्गीकरण, पे बैंड और ग्रेड पे/वेतनमान.— पदों की संख्या, उनका वर्गीकरण और उनसे संबंध्ति पे बैंड व ग्रेड पे/वेतनमान उक्त संलग्न अनुसूची के कॉलम ;2द्ध से ;4द्ध में बताए गए अनुसार होंगे।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं.—उक्त पदों से संबंध्ति भर्ती की प(ति, आयु-सीमा, अर्हताएं और अन्य विषय उक्त संलग्न अनुसूची के कॉलम ;5द्ध से ;13द्ध में बताए गए अनुसार होंगे।

4. अनर्हता.—कोई भी ऐसा व्यक्ति,—

;कद्ध जिसने किसी ऐसे व्यक्ति से विवाह कर लिया है या करने वाला है जिसका पति अथवा जिसकी पत्नी जीवित है, अथवा

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह कर लिया है या करने वाला है। उक्त किसी भी पद पर नियुक्ति के लिए आयोग्य माना जाएगा।

बशर्ते कि केंद्र सरकार इस बात से संतुष्ट हो कि उस व्यक्ति ने जिससे विवाह किया है उसकी उन दोनों के वैयक्तिक कानून के अनुसार अनुमति दी जा सकती है और ऐसा करने के अन्य कारण भी हों।

G.S.R. 151 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Science & Technology (India Meteorological Department) Laboratory Assistant Group 'C' Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of Recruitment to Group 'C' posts of Meteorological Observer Grade-I, II & III in the office of the India Meteorological Department, Ministry of Earch Sciences, namely:-—

1. Short title and commencement.-— (i) These rules may be called the Ministry of Earth Sciences (India Meteorological Department), Meteorological Observer Grade-I, II, & III posts, Recruitment Rules, 2014.

(ii) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts, classification, pay band and grade pay/pay scale.— The number of said post, its classification and the pay band and grade pay/pay scales attached there to shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications. etc.-— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit, and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.
