सा.का.नि. 180 .—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और लोक नायक जय प्रकाश नारायण राष्ट्रीय अपराध् शास्त्रा एवं विध् िविज्ञान संस्थान, दफ्रतरी ;समूह फ्घय् पदद्ध भर्ती नियम, 2007, लोक नायक जय प्रकाश नारायण राष्ट्रीय अपराध् शास्त्रा एवं विध् िविज्ञान संस्थान, चपरासी ;समूह फ्घय् पदद्ध भर्ती नियम, 2006, गृह मंत्राालय, लोक नायक जय प्रकाश नारायण राष्ट्रीय अपराध् शास्त्रा एवं विध् िविज्ञान संस्थान, गेस्टेटनर आपरेटर ;समूह फ्घय् पदद्ध भर्ती नियम, 2005, लोक नायक जय प्रकाश नारायण राष्ट्रीय अपराध् शास्त्रा एवं विध् िविज्ञान संस्थान, ;प्रयोगशाला परिचारकद्ध भर्ती नियम, 2005, लोक नायक जय प्रकाश नारायण राष्ट्रीय अपराध् शास्त्रा एवं विध् िविज्ञान संस्थान, टिपिफन कक्ष ;समूह फ्घय् पदद्ध भर्ती नियम, 2005 को उन बातों के सिवाय अध्क्रिान्त करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, गृह मंत्राालय के अध्ीन लोक नायक जय प्रकाश नारायण राष्ट्रीय अपराध् शास्त्रा एवं विध् िविज्ञान संस्थान के समूह 'ग' बहुकार्य कर्मचारीवृंद के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम लोक नायक जय प्रकाश नारायण राष्ट्रीय अपराध् शास्त्रा एवं विध्ि विज्ञान संस्थान, बहुकार्य कर्मचारीवृंद ;समूह 'ग' पदद्ध भर्ती नियम, 2014 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 180 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, Daftry (Group 'D' post) Recruitment Rules, 2007, the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, Peon (Group 'D' post) Recruitment Rules, 2006, the Ministry of Home Affairs, Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, Gestetner Operator (Group 'D' post) Recruitment Rules, 2005, the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, (Laboratory Attendant) Recruitment Rules, 2005, the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, Tiffin Room (Group 'D' post) Recruitment Rules, 2005, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Group 'C' Multi Tasking Staff in the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science under the Ministry of Home Affairs, namely :—

1. Short title and commencement.—(1) These rules may be called the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Science, Multi Tasking Staff (Group 'C' post), Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and grade pay or pay scale.—The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment to the said post, age-limit, qualifications and other matters relating therefor shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 181 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Institute of Secretariat Training and Management, Deputy Director (Economics and Planning) Recruitment Rules, 2008, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Director (Economics and Planning) in the Institute of Secretariat Training and Management, Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, namely:-

1. Short title and commencement.- (1) These rules may be called the Institute of Secretariat Training and Management Deputy Director (Economics and Planning) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and grade pay or pay scale. - The number of the said post, its classification and pay band and grade pay or pay Scale attached thereto shall be as specified in columns (2) to (4) of the schedule hereto annexed.

3. Method of recruitment, age limit and qualification, etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex- servicemen, Other Backward Classes and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) One year teaching experience in Economic Policy or Financial Management or One year experience in imparting or Organising Training in Economic Policy, Planning or Financial Management.

Note.- For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common Grade Pay or pay scale, and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without an upgradation.

G.S.R. 183 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Archives of India (Recruitment to Group 'C' and 'D' posts) Rules, 2001 is so far as they relate to the posts of Record Attendant, Mender, Laboratory Attendant, Boiler Attendant, Peon, Farash, Helper, Guard, watchman, Safaiwala and Safaiwala-cum-Farash, except as respects things done or omitted to be done before such supersession, the President hereby, makes the following rules, regulating the method of recruitment of the Group 'C' Multi Tasking Staff posts in the National Archives of India, in the Ministry of Culture, namely:-

1. Short Title and commencement:- (1) These Rules may be called the Ministry of Culture, National Archives of India, 'Multi Tasking Staff' (Group 'C') Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of Posts, classification, pay band and grade pay or scale of pay:- The number of posts, their classification, pay band and grade pay or scale of pay attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these Rules.

3. Method of recruitment, age limit and other qualification, etc:- The method of recruitment to the said post, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification:- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living has contracted into or contracted a marriage with any person;

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of these rules.

5. Power to relax:- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

प्रतिनियुक्ति या आमेलन या पुनर्नियोजन जिसके न हो केन्द्रीय सचिवालय लिपिकीय सेवा के उच्च श्रेणी लिपिक या केन्द्रीय सचिवालय आशुलिपिक सेवा के ऐसे आशुलिपिक जिन्होंने समूह सकने पर सीध्ी भर्ती द्वारा । 'घ' की श्रेणी में पांच वर्ष सेवा नियमित आधर पर की है और या केन्द्रीय सचिवालय लिपिकीय सेवा के ऐसे अवर श्रेणी लिपिक जिसने उस श्रेणी में 10 वर्ष की सेवा नियमित आधर पर की है । ऐसे अध्किारियों को अध्मिानतः दी जाएगी जिनके पास उनके संबंध्ति कार्यालय में सदृृश पदों के कार्य का अनुभव हो ।

भूतपूर्व सैनिकों के लिए : प्रतिनियुक्ति और पुननयोजन : सशस्त्रा बल के ऐसे कामकों के संबंध् में भी विचार किया जाएगा जो एक वर्ष की अवध् िके भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए स्तंभ ;7द्ध में अपेक्षित अनुभव और अर्हताएं हैं ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंध्नों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्रा बल से निर्मुक्त किया जाना है, तत्पश्चात्‌्‌ उन्हें पुननयोजन पर बने रहने दिया जा सकता है ।

टिप्पण : प्रतिनियुक्ति की अवध्,ि जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगी ।

G.S.R. 184 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Agriculture and Cooperation Transport Officer Recruitment Rules, 1990, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Transport Officer in the Ministry of Agriculture, (Department of Agriculture and Cooperation), namely :-

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Transport Officer, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.—The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

3. Method of Recruitment, age limit, qualifications, etc. .—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications. — No person,-

(a) who has entered into or contracted a marriage with a person having aspouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax.— Where the Central Government is of opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex- Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard .

Scheduled Tribes if. at any stage of selection, the Staff Selection Commission or Competent Authority is of the opinion that sufficient number of candidates with requisite experience are not likely to be available to fill up the vacancy reserved for them.

Service or Stenographers Grade 'D' of the Central Secretariat Stenographers Service with five years regular service in the grade and Lower Division Clerks of the Central Secretariat Clerical Service with ten years regular service in the grade. Preference will be given to officers who have experience of work of similar posts in their respective offices.

Deputation/Re-employment for Ex-Servicemen

The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications laid down for direct recruits in column 8 shall also be considered. Such persons would be given deputation terms up to the date on which they are due for release from the Armed Forces; thereafter they may be continued, on re-employment.

Note: Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization shall ordinarily not exceed three years .
