सा.का.नि. 197.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय संदर्भ पुस्तकालय, कलकत्ता ;पुस्तकालयाध्यक्षद्ध भर्ती नियम, 1972 के अध्क्रिमण में, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, संस्कृृति मंत्राालय के केन्द्रीय संदर्भ पुस्तकालय, कोलकाता में पुस्तकालयाध्यक्ष के पद की भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम संस्कृृति मंत्राालय, केन्द्रीय संदर्भ पुस्तकालय, कोलकाता, पुस्तकालयाध्यक्ष समूह 'क' पद भर्ती नियम, 2014 है ।

;2द्ध ये राजपत्रा में इनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या विवाह की संविदा की हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

;1द्ध केन्द्रीय या राज्य सरकार या स्वायत्त या सांविध्कि संगठन या सार्वजनिक क्षेत्रा के उपक्रम या विश्वविद्यालय या मान्यता प्राप्त अनुसंधान या शैक्षिक संस्थान के अंतर्गत पुस्तकालय में पुस्तकालय कार्यकलापों के कंप्यूटरीकरण का 01 वर्ष का अुनभव ।

;2द्ध किसी मान्यताप्राप्त विश्वविद्यालय या संस्थान से प्रबंध्न में बैचलर डिग्री या प्रबंध्न में डिप्लोमा या

;3द्ध किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से कंप्यूटर अनुप्रयोग में डिप्लोमा।

टिप्पण 1ः प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य संवर्ग बाह्‌्‌य पद पर प्रतिनियुक्ति की अवध्ि शामिल है, सामान्य रूप से 4 वर्ष से अध्कि नहीं होगी।

टिप्पण 2ः प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध/आमेलन पर नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

टिप्पण 3ः प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए, किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को सिवाय उस दशा के, जहां एक से अध्कि पूर्व-पुनरीक्षित वेतनमानों का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है, और वहां यह लाभ केवल उस पद ;पदोंद्ध पर विस्तारित होगा, जिसके ;जिनकेद्ध लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के साधरण प्रतिस्थापन ग्रेड है, वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी।

;IIद्ध संविदा के आधर पर : प्रतिनियुक्ति द्वारा नियुक्ति के लिए उपर्युक्त ;1द्ध में विनिर्दिष्ट अर्हताएं और अनुभव रखने वाले व्यक्ति।

टिप्पण 1ः संविदा के आधर पर नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 67 वर्ष से अध्कि नहीं होगी।

टिप्पण 2ः संविदा के आधर पर नियुक्ति 3 वर्ष की अवध् िके लिए होगी तथा इसे संतोषप्रद कार्य निष्पादन के अध्यध्ीन अध्कितम 70 वर्ष की आयु-सीमा तक बढ़ाई जा सकती है।

टिप्पण 3ः संविदा के आधर पर नियुक्ति के मामले में, पदधरी की सेवा संबंध्ी निबंध्न और शर्तें वही होगी, जो केन्द्रीय सरकार के सदृृश पदधरण करने वाले समूह 'क' के अध्किारी पर लागू होती है।

G.S.R. 197.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Reference Library, Calcutta (Librarian) Recruitment Rules, 1972, except as respects things done or omitted to be done before such supersession, the President hereby makes the follwoing rules regulating the method of recruitment to the post of Librarian in the Central Reference Library, Kolkata in the Ministry of Culture, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Culture, Central Reference Library, Kolkata, Librarian, Group 'A' post Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification .—The number of said post, its classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. —No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) with five years' regular service in the grade rendered after appointment thereto on regular basis in post in the pay band-3 Rs. 15600-39100 plus grade pay of Rs. 6600 or equivalent in the cadre or department;

and

(B) Essential:

(1) Master's degree in Library Science and Information Science or higher degree from a recognised University or equivalent;

(2) ten years' professional experience in a library under Central or State Government or autonomous or statutory organization or Public Sector Undertaking University or recognised research or educational Institution.

Desirable:

(1). One year experience of computerizing library activities in a library under Central State Government or autonomous or statutory organization or Public Sector Undertaking or University or recognised research or educational institution;

(2). Bachelor's Degree in management or Diploma in Management from a recognised University or Institute or equivalent;

(3). Diploma in Computer Applications from a recognised University or Institute.

Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed four years.

Note 2: The maximum age limit for appointment by deputation (including short term contract)/absorption shall be not exceeding fifty six years' as on the last date of receipt of applications.

Note 3: For purposes of apointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to the service rendered in the corresponding grade pay or Pay Scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or Pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any up- gradation.

(II) On Contract Basis: Persons possessing the qualifications and experience specified in (I) above for appointment by deputation.

Note 1: The maximum age limit for appointment on contract basis shall not exceed sixty seven years as on the closing date for receipt of applications.

Note 2: Appointment on contract basis shall be for a period of three years and may be extended subject to satisfactory performance and maximum age limit of seventy years.

Note 3: In case of appointment on contract basis, the terms and conditions of service of the incumbent of the post shall be as applicable to a Group 'A' Officer of the Central Government holding analogous post.

टिप्पण 1ः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होनें ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

टिप्पण 2ः प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केंद्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है नियमित आधर पर की गई सेवा को वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी।

प्रतिनियुक्तिः

केंद्रीय या राज्य सरकार या संघ राज्य क्षेत्राों के ऐसे अध्किारीः

टिप्पण 1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्त पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे।

;प्रतिनियुक्ति की अवध् िजिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर वाह्‌्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगी। प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगीद्ध ।

टिप्पण 2ः प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए, किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले / उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व-पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ;उन पदोंद्ध पर विस्तारित होगा, जिसके लिए ग्रेड वेतन / वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन / वेतनमान में की गई सेवा समझी जाएगी ।

G.S.R. 198.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Directorate of Adult Education class III & class IV posts Recruitment Rules, 1980, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Superintendent in the Directorate of Adult Education, Ministry of Human Resource Development, Department of School Education and Literacy, namely:-

1. Short title and commencement.- (1) These rules may be called the Directorate of Adult Education, Ministry of Human Resource Development, Department of School Education and Literacy, Superintendent, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. These rules shall be applicable to the post specified in the Schedule annexed to these rules.

3. Number of post, classification and pay band and grade pay or pay scale. - The number of post, its classification, pay band and grade pay or pay Scale attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.

4. Method of recruitment, age limit educational qualification, etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving. - Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes the Ex- servicemen, and other special category of persons in accordance with the orders issued by the Central Government from time-to-time in this regard.

Note 1: Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006/the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendations of the Pay Commission.

Deputation :

Officer under the Central or State Government or Union Territories: (a) (i) holding analogous post on regular basis in the parent cadre or Department; or (ii) with 6 years' service in the grade rendered after appointment thereto on regular basis in pay band-1, Rs.5200- 20200 and grade pay of Rs. 2800 or equivalent in the parent cadre or Department; or (iii) with ten years' service in the grade rendered after appointment thereto on regular basis in pay band-1, Rs. 5200- 20200 with Grade Pay of Rs.2400 or equivalent in the parent cadre or Department; and (b) having two year's of experience in Establishment matters. Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. (Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of the receipt of applications.) Note 2: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2006 / the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay / pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common Grade Pay / pay scale, and where this benefit will extend only for the post(s) for which that grade pay / pay scale is the normal replacement grade without any upgradation.

सा.का.नि. 199.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और प्रौढ़ शिक्षा निदेशालय, तीसरी तथा चौथी श्रेणी पद के भर्ती नियम, 1973 को उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, मानव संसाध्न विकास मंत्राालय, प्रौढ़ शिक्षा निदेशालय, स्कूल शिक्षा और साक्षरता विभाग में उच्च श्रेणी लिपिक के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम मानव संसाध्न विकास मंत्राालय, प्रौढ़ शिक्षा निदेशालय, स्कूल शिक्षा और साक्षरता विभाग, उच्च श्रेणी लिपिक, भर्ती नियम, 2014 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.— वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके और संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकोें और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पणः आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए अंतिम तारीख कर्मचारी चयन आयोग द्वारा विज्ञापित की जाएगी।

टिप्पण 1ः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा पंरतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

प्रतिनियुक्ति :

केंद्रीय सरकार के ऐसे अध्किारी :-

पोषक प्रवर्ग के ऐसे विभागीय अध्किारी जो प्रोन्नति की सीध्ी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे। इसी प्रकार प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 199.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Directorate of Adult Education Class-III and Class-IV posts Recruitment Rules, 1973, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk in the Directorate of Adult Education, Department of School Education and Literacy, Ministry of Human Resource Development, namely:-

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale. - The number of posts, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. - No person.-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Where junior who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1-1-2006 the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission.

The department Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation

Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization of department of the Central Government shall ordinarily not exceed three years.

The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of application.

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कृषि मंत्राालय, कृषि और सहकारिता विभाग, विस्तार निदेशालय, उच्च श्रेणी लिपिक और अवार श्रेणी लिपिक समूह 'ग' भर्ती नियम, 2014 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उनका वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि उस विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजाति, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों अथवा अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 201.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Extension (Class III and Class IV Posts) Recruitment Rules, 1964, Directorate of Extension (Group C and Group D posts) Recruitment (Third Amendment) Rules, 1979 and Directorate of Extension (Group 'C' and Group 'D' Posts) Recruitment) (Amendment) Rules, 1988, in so far as they relate to the posts of Cameraman-cum-Plate-Maker and Assistant Cameraman-cum-Plate-Maker, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Cameraman-cum-Plate-Maker and Assistant Cameraman-cum-Plate-Maker, in the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension, namely :-

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension, Cameraman-cum-Plate-Maker and Assistant Cameraman cum- plate-Maker, Group 'C' posts Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules.

3. Number of posts, classification, pay band and grade pay or pay scale.—The number of said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit, qualifications, etc. .—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. — No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

G.S.R. 202.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Extension (Class III and Class IV Posts) Recruitment Rules, 1964, in so far as it relates to the post of Projector Operator, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Projector Operator in the Directorate of Extension under the Ministry of Agriculture, Department of Agriculture and Cooperation, namely :-

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, Projector Operator, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.—The number of the said post, its classification and the scales of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of Recruitment, age-limit and other qualifications, etc. .—The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications. — No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes the Ex- Servicemen, and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard .

G.S.R. 203.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Extension (Class III and Class IV Posts) Recruitment Rules, 1964, and directorate of Extension (Group 'C' and Group 'D' posts) Recruitment ( Amendment) Rules, 1984 in so far as they relate to the posts of Head Binder and Binder, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Head Binder and Binder in the Directorate of Extension, Department of Agriculture and Cooperation, Ministry of Agriculture, namely :-

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, Head Binder and Binder (Group 'C' posts) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules.

3. Number of posts, classification, pay band and grade pay or pay scale.—The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of Recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualifications. — No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

6. Power to relax.— Where the Central Government is of opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes the Ex-Servicemen, and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 205.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और अखिल भारतीय मृृदा एवं भूमि उपयोग सर्वेक्षण संगठन ;ज्येष्ठ लेखाकारद्ध भर्ती नियम, 1977 को, उन बातो के सिवाय अध्क्रिान्त करते हुए जिन्हें ऐसे अध्किरण से पहले किया गया है या करने से लोप किया गया है, भारतीय मृृदा एवं भूमि उपयोग सर्वेक्षण, कृृषि और सहकारिता विभाग, कृृषि मंत्राालय, में तकनीकी अध्किारी के पद पर भर्तीं की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम भारतीय मृृदा और भूमि उपयोग सर्वेक्षण ;ज्येष्ठ लेखाकारद्ध भर्ती नियम, 2014 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतन बैंड तथा ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

उक्त पदों पर नियुक्ति का पात्रा नहीं होगाऋ

G.S.R. 205.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the All India Soil and Land Use Survey Organization (Senior Accountant) Recruitment Rules, 1977, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Technical Officer in the Soil and Land Use Survey of India, Department of Agriculture and Co-operation, in the Ministry of Agriculture, namely :-

1. Short title and commencement.— (1) These rules may be called the Soil and Land Use Survey of India (Senior Accountant) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

4. Disqualifications. — No person,-

G.S.R. 207.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following amendment to the National Test House, Head Quarters and Regional Offices, Multi Tasking Staff (Technical) Group 'C' Post Recruitment Rules, 2014, namely :—

1. Short title and commencement.—(1) These rules may be called the National Test House, Head Quarter and Regional Offices, Multi Tasking Staff (Technical) Group 'C' Post Recruitment (Amendment) Rules, 2014.

(2) They shall come into force on the date of publication in the Official Gazette.

2. In the National Test House, Head Quarter and Regional Offices, Multi Tasking Staff (Technical) Group 'C' Post Recruitment Rules, 2014, in the schedule, in column 7, for the 'Note' under the heading 'Desirable', the following Note shall be substituted, namely:-

"Note : Desirable qualfication is relaxable at the discretion of the Staff Selection Commission in case the candidates is otherwise qualified."
