सा.का.नि. 221.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और गृह मंत्राालय, पुस्तकालय सूचना सहायक समूह 'ग' पद भर्ती नियम, 1993 को, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्राालय में पुस्तकालय और सूचना सहायक के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम गृह मंत्राालय, ;पुस्तकालय और सूचना सहायकद्ध भर्ती नियम, 2014 हैं ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—पद की संख्या, उनका वर्गीकरण, वेतन बैंड तथा ग्रेड वेतन या उससे संलग्न वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तम्भ ;2द्ध से स्तम्भ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उपर्युक्त अनुसूची के स्तम्भ ;5द्ध से स्तम्भ ;13द्ध में विनिदष्ट है ।

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है विवाह किया है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ऋ

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुमेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

तक शिथिल की जा सकती है।द्ध टिप्पण : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख, भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरूणाचल प्रदेश, मिजोरम, मणिपुर, जम्मू-कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंडमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि यदि कोई हो और अन्य अर्हताएं

व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

आयुः नहीं सीध्े भर्ती किए जाने वाले आवश्यक : ;iद्ध किसी मान्यताप्राप्त विश्वविद्यालय अथवा संस्था से पुस्तकालय शैक्षणिक अर्हता : जी हां । और प्रोन्न्ति किए जाने वाले विज्ञान या पुस्तकालय और सूचना विज्ञान में बैचलर डिग्री ऋ व्यक्तियों के लिये दो वर्ष । ;iiद्धद्ध केन्द्रीय सरकार अथवा राज्य सरकार या स्वायत्त या कानूनी संगठन या पब्लिक सेक्टर उपक्रम या विश्वविद्यालयों या मान्यता- प्राप्त अनुसंधन या शैक्षिक संस्था के अध्ीन पुस्तकालय में दो वर्ष का अनुभव ।

(7) वांछनीय : किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान के कम्प्यूटर उपयोजन में डिप्लोमा

टिप्पण 1ः अर्हताएं अन्यथा सुअहत अभ्यथयों की दशा में उन कारणों के लिए जो लेखब( किए जाए कर्मचारी चयन आयोग अथवा सक्षम प्राध्किारी के विवेकानुसार शिथिल की जा सकती है । टिप्पण 2ः अनुभव संबंध्ी अर्हता उन कारणों के लिए जो लेखब( किए जाएं कर्मचारी चयन ओयाग अथवा सक्षम प्राध्किारी के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

टिप्पण 1 : वेतन बैंक-1 ;5200-20200रु.द्ध गे्रड वेतन 1900 रु. मेें ऐसे विभागीय पुस्तकालय लिपिक जिन्होंने उस श्रेणी में 10 वर्ष नियमित सेवा की हो और जिनके पास किसी मान्यता प्राप्त विश्वविद्यालय या स्ंस्थान से पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में बैचलर डिग्री हो, पर भी बाहरी व्यक्तियों के साथ विचार किया जाएगा और यदि ऐसे व्यक्ति का चयन किया जाता है, तो पद को प्रोन्नति द्वारा भरा गया समझा जाएगा, अन्यथा, इसे प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी है द्ध/आमेलन द्वारा भरा गया समझा जाएगा ।

टिप्पण 2ः केन्द्रीय सरकार और राज्य सरकार के पदधरियों पर केवल आमेलन के लिए विचार किया जाएगा ।

टिप्पण 3ः प्रतिनियुक्ति की अवध्;िजिसके अंतर्गत अल्पकालिक संविदा भी है द्ध जिसके अंतर्गत केन्द्रीय सरकार के उसी अथवा किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर-बाह्‌य पद पर प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध साधरणतया 3 वर्ष से अध्कि नहीं होगी ।

टिप्पण 4ः प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध/ आमेलन द्वारा नियुक्ति के लिए अध्कितम आयु सीमा आवेदनों की प्राप्ति की अंतिम तारीख से 56 वर्ष से अध्कि नहीं होगी । टिप्पण 5ःप्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे केंद्रीय वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहाँ एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन, या वेतनमान पर की गई सेवा समझी जाएगी ।

G.S.R. 221.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Home Affairs Library Information Assistant Group 'C' Posts Recruitment Rules, 1993, except as respects[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अक्तूबर 25, 2014/कातक 3, 1936 1275 things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant in the Minitstry of Home Affairs, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, (Library Information Assistant), Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or scale of pay.—The number of post, its classification, the pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age-limit, qualifications and other matters relating to the siad post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) two years experience in a Library under the Central Government or a State Government or autonomous or statutoy organization or public sector undertaking

or Universities or recognized research or educational institution.

Desirable :

Diploma in Coputer Application from a recognized University or Institute.

Note 1: The qualifications are relaxable at the dis- cretion of the Staff Selection Commission Competent Authority, for reasons to be recorded in writing in case of candidates otherwise well qualified.

Note 2: The qualifications regarding experience is relaxable at the discretion of the Staff Selection Commission or Competent Authority or reason to

be recorded in writing, in case of candidates belonging to Scheduled Castes and the Scheduled Tribes, if at any stage of the selection, Staff Selection Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience

are not likely to be available to fill the posts reserved for them.

(ii) with six year service in the grade rendered after appointment thereto on regular basis in posts in pay band-1, ` 5200-20200 plus grade pay of ` 2800 or equivalent in the parent cadre or department; and (b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).

Note 1: Department Library Clerk in Pay Band-1 (` 5200-20200 ) and Grade Pay of ` 1900 with ten years regular service in the grade and possessing Bachelor's Degree in Library Science or Libaray and Information Science from a recognized University or institute shall also be considered along with outsiders and in case such person is selected, the post shall be treated as having been filled by promotion, otherwise, it shall be treated as having been filled by deputation (including short term contract)/abosrption.

Note 2 : The officials from Central Government and State Government shall only be considered for absorption.

Note 3: The period of deputation (including short term contract) including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.

Note 4: The maximum age limit for appointment by deputation (including short term contract)/ absorption shall be not exceeding fifty-six years' as on the closing date of receipt of applications.

Note 5: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on Sixth Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

2. लागू होना.- ये नियम, इन नियमों से उपाब( अनुसूची के स्तंभ ;1द्ध में विनिदष्ट पदों को लागू होंगे । 3. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वे होेंगे जो पूर्वोक्त अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या विवाह की संविदा की है, या ;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किये गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 222.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Extension (ClassIII and IV Class posts) Recruitment Rules, 1964 in so far, it relates to the post of Driver, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Driver (Grade-1), Driver (Grade-II) and Driver (Ordinary grade), in the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, namely :—

1. Short title and commencement. — These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, Driver (Grade-I), Driver (Grade-II) and Driver (Ordinary grade) Group 'C' Post Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the posts specified in column (1) of the Schedule annexed to thses rules.

3. Number of posts, classification, pay band and grade pay or pay scale.— The number of the said post, their classification , pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the afore said Schedule .

4. Method of recruitment, age-limit and other qualification, etc.— The method of recruitment , age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.— No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 223.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय जल एवं विद्युत अनुसंधन केन्द्र, पुणे, सहायक तकनीकी सेवा ;आरेखण कर्मचारीवृृन्दद्ध नियम, 1988 को जहां तक उनका संबंध् प्रधन नक्शानवीश, नक्शानवीश श्रेणी-I और नक्शानवीश श्रेणी-2 के पदों से, को उन बातों के सिवाय अध्क्रिान्त करते हुए जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने से लोप किया गया है जल संसाध्न मंत्राालय, केन्द्रीय जल एवं विद्‌्‌युत अनुसंधन केन्द्र, पुणे में प्रधन नक्शानवीश और नक्शानवीश श्रेणी-1 के पदों पर भर्ती की पद्‌्‌ध्ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम जल संसाध्न मंत्राालय, केन्द्रीय जल एवं विद्‌्‌युत अनुसंधन केन्द्र पुणे, सहायक तकनीकी सेवा ;प्रधन नक्शानवीश और नक्शानवीश श्रेणी-Iद्ध भर्ती नियम, 2014 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उसका वर्गीकरण तथा उनके वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाब( अनुसूची के स्तम्भ ;2द्ध से स्तम्भ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं, आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वह होंगी जो उक्त अनुसूची के स्तम्भ ;5द्ध से स्तम्भ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पदों पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों,और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

परन्तु ऐसे व्यक्तियों को जो दो वर्ष के भीतर सेवानिवृृत्त होने वाले हैं, ऐसे प्रशिक्षण के पूरा करने से छूट प्राप्त होंगे। परन्तु यह कि उन व्यक्तियों पर, जिन्होंने विभागीय प्रोन्नति समिति ;डीपीसीद्ध की बैठक की तारीख से पूर्व प्रोन्नति के लिए प्रशिक्षण पूरा नहीं किया है, इस शर्त के अध्ीन रहते हुए विचार किया जाएगा कि अपेक्षित प्रशिक्षण विभागीय प्रोन्नति समिति की बैठक की तारीख के एक वर्ष के भीतर पूरी की जाएगी। टिप्पण 1-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध्ि सपफलतापूर्वक पूरी कर ली हो। टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी। सिवाय इसके जहां एक सामान्य ग्रेड वेतन या वेतनमान के साथ एक या एक से[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अक्तूबर 25, 2014/कातक 3, 1936 1293 (11)

अध्कि पूर्व पुनरीक्षित वेतनमान का एक ग्रेड में विलय किया गया है और जहां यह पफायदा केवल उन पद या उन पदों को विस्तारित होगा जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापित ग्रेड है। प्रतिनियुक्तिः केन्द्रीय सरकार के ऐसे अध्किारीः

;कद्ध;iद्ध जो मूल काडर या विभाग में नियमित आधर पर सदृश पद धरण किए हुए हैंऋ या

;iiद्ध जिन्होंने मूल कॉडर या विभाग में वेतन बैंड-2, 9300- 34800 रफ. + ग्रेड वेतन 4200 रफ. या समतुल्य में उस पद पर पांच वर्ष नियमित सेवा की हो। ;खद्ध जिनके पास स्तंभ ;7द्ध में सीध्ी भर्ती के लिए यथाविहित शैक्षिक अर्हता ं और अनुभव है ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो

प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे। इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे।

टिप्पण 2ः प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् ि है, साधरणतया तीन वर्ष से अध्कि नहीं होगी।

टिप्पण 3ः प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

टिप्पण 4ः प्रतिनियुक्ति या आमेलन के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा 01 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे केंद्रीय वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहाँ एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

G.S.R. 223 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Water and Power Research Station, Pune, Auxiliary Technical Service (Drawing Staff), Recruitments Rules, 1988, in so far as it relate to the posts of Head Draftsman, Draftsman Grade-I and Draftsman Grade-II, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Head Draftsman and Draftsman Grade-I in the Ministry of Water Resources, Central Water and Power Research Station, Pune, namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, Central Water and Power Research Station, Pune, Auxiliary Technical Services (Head Draftsman and Draftsman Grade-I), Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.—The number of post, its classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc..—The method of recruitment to the said posts, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservation, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Where juniors, who have completed their qualifying or eligibility service are being considered for promotion, their seniors whould also be Considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors, who have already completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the recommendations of the Sixth Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation. 5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित हैं ।

G.S.R. 224.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Safdarjung Hospital, New Delhi (Multi Rehabilitation Worker), Group 'C' Posts, Recruitment Rules, 2008, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Community Based Rehabilitation Worker namely :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Health and Family Welfare, Safdarjung Hospital New Delhi (Community Based Rehabilitation Worker) Group 'C' Post Recruitment Rules 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.—The number of the said posts, its classification and the pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time-to-time in this regard.

Note 1: Qualification regarding experience is relaxable at the direcretion of the competent authority in case of candidates belong to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the compelent authority is of the opinion that sufficient number of candidates belonging to these commities possessing the requisite exprence are not likely to be available to fill up the posts reserved for them.
