सा.का.नि. 225.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सीमा शुल्क, उत्पाद शुल्क और स्वर्ण ;नियंत्राणद्ध अपील अध्किरण समूह 'ग' और समूह 'घ' पद भर्ती नियम, 1986 को, जहां तक उसका संबंध् दफ्रतरी, जमादार, चपरासी, सपफाईवाला और चौकीदार के पदों से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, वित्त मंत्राालय, राजस्व विभाग के अध्ीन सीमा शुल्क, उत्पाद शुल्क और सेवा कर अपील अध्किरण ;सीईएसटीएटीद्ध में बहुकार्य कर्मचारिवृंद के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम वित्त मंत्राालय, सीमा शुल्क, उत्पाद शुल्क और सेवा कर अपील अध्किरण समूह 'ग' पद भर्ती नियम, 2014 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या, उनका वर्गीकरण और उनके वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहोैल और स्पीति जिले तथा चम्बा-जिले के पांगी-उपखण्ड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई है ।द्ध रोजगार कार्यालय के माध्यम से आने वाले अभ्यथयों की दशा में आयु-सीमा अवधारित करने के लिए[भाग II—खण्ड 3(i)] भारत का राजपत्रा : नवम्बर 1, 2014/कातक 10, 1936 1311 (6)

G.S.R. 225.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Customs, Excise and Gold (Control) Appellate Tribunal (Group 'C' and Group 'D' posts) Recruitment Rules, 1986, in so far as they relate to the posts of Daftry, Jamadar, Peon, Safaiwala and Chowkidar, except as respects things1312 THE GAZETTE OF INDIA : NOVEMBER 1, 2014/KARTIKA 10, 1936 [PART II—SEC. 3(i)] done or omitted to lie done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in the Customs, Excise and Service Tax Appellate Tribunal (CESTAT) under the Department of Revenue, Ministry of Finance, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Finance, Customs, Excise and Service Tax Appellate Tribunal, Group 'C' post Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.— The number of post, its classification attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex- Service men and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

102 उत्तीर्ण या समतुल्य । ;2द्ध रंग प्रसंस्करण तथा मुद्रण स्लाइड डुप्लिकेशन कार्य का तीन वर्ष का अनुभव । टिप्पण 1ः अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है। टिप्पण 2ः अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध कर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है।

भर्ती की प(ति : भर्ती सीध्े होगी या प्रोति द्वारा प्रोति/प्रतिनियुक्ति/आमलेन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोति/ या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न प(तियों प्रतिनियुक्ति/आमलेन किया जाएगा द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता

प्रोति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा प्रोतिः— ऐसा ब्रोमाइड मुद्रक ;श्वेत और श्यामद्ध जिसने उस श्रेणी में 13 वर्ष दोनों के न हो सकने पर सीध्ी भर्ती द्वारा नियमित सेवा की हो ।

G.S.R. 226.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Extension (Group 'C' Posts) Recruitment Rules, 1983; Directorate of Extension (Group 'C' and Group 'D' posts) Recruitment (Amendment) Rules, 1984 and Directorate of Extension (Class III and Class IV posts) Recruitment (IIIrd Amendment) Rules, 1972 in so far as they relate to the posts of Bromide Printer (Colour), Bromide Printer (B and W) and Dark Room Assistant (Photography), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Bromide Printer (Colour), Bromide Printer (B and W) and Dark Room Assistant (Photography), in the Directorate of Extension under the Ministry of Agriculture, Department of Agriculture and Cooperation, namely:-

1. Short title and commencement.—( 1) These rules may be called the Ministry of Agriculture, Department of[भाग II—खण्ड 3(i)] भारत का राजपत्रा : नवम्बर 1, 2014/कातक 10, 1936 1321 Agriculture and Cooperation, Directorate of Extension, Bromide Printer (Colour), Bromide Printer (Black and White) and Dark Room Assistant (Photography)(Group 'C') Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of the said posts, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to Relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ Departmental in the Central Government shall ordinarily not exceed 3 years. The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding 56 years as on the clsoing date for the receipt of applications.

3. पद संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—पद संख्या, उसका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है ।

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संध लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण-1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 227.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Delhi Milk Scheme (Senior Dairy Engineer) Recruitment Rules, 1984, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Dairy Engineer in Delhi Milk Scheme under the Department of Animal Husbandry, Dairying and Fisheries in the Ministry of Agriculture, namely:-

1. Short title and commencement.— (1) These rules may be called the Delhi Milk Scheme, Senior Dairy Engineer (Group 'A') Department of Animal. Husbandry, Dairying and Fisheries in the Ministry of Agriculture, Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the post specified in column (1) of the Schedule annexed to these rules.

3. Number of posts. classification and the pay band and grade pay or pay scale.— The number of post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit and other qualifications etc.— The method of recruitment to the said post, age limit. qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing In these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) The departmental Dairy Engineer in Pay Band 3 Rs.15600- 39100+Grade Pay of Rs.6600/- with 5 years' regular service in the grade will also be considered alongwith outside candidates and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

G.S.R. 228.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjung Hospital (Class III Post) Radiographer Recruitment Rules, 1973, in so far as they relate to the post of Radiographers and in supersession of the Safdarjung Hospital, New Delhi, Group 'C' (X- ray Assistant) Recruitment Rules, 1995, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group 'C' posts of X-ray Assistant and Radiographers in the Department of Radiology in the Safdarjung Hospital, New Delhi, namely:-

1. Short title and commencement.— (1) These rules may be called Safdarjung Hospital, New Delhi, Radiology Cadre, Group C Recruitment Rules, 2014.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.— The number of the said posts, their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification, etc.—The method of recruitment, age limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

1. Short title and commencement.— (1) These rules may be called the Safdarjung Hospital, New Delhi, Occupational Therapist (Group 'B' Post) Recruitment Rules, 2014.

(2). They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade payor pay scale.— The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. .

4. Disqualification. - No person, -

सा.का.नि. 231.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और क्षेत्राीय कार्यालय, पर्यावरण और वन मंत्राालय ;समूह 'ग' और समूह 'ध' पदद्ध भर्ती नियम, 1992 को जहां तक उनका संबंध् आशुलिपिक समूह 'ध' , उच्च श्रेणी लिपिक, निम्न श्रेणी लिपिक, ड्राईवर, दफ्रतरी, चपरासी के पदों से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, पर्यावरण, वन और जलवायु परिवर्तन मंत्राालय के क्षेत्राीय कार्यालयों में समूह 'ग' पदाें पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम क्षेत्राीय कार्यालय, पर्यावरण, वन और जलवायु परिवर्तन मंत्राालय ;समूह 'ग' पदद्ध भर्ती नियम, 2014 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—ये नियम इन नियमोे से उपाब( अनुसूची के स्तम्भ ;1द्ध में विनिदष्ट पदों को लागू होंगे ।

3. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या उससे संलग्न वेतनमान वे होंगे जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण-1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण-2ः प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् िहै साधरणतया 3 वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी

जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है, और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

टिप्पण 4ः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

G.S.R. 231.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Regional Offices, Ministry of Environment and Forest (Group 'C' and Group 'D' posts) Recruitment Rules, 1992, in so for as Stenographer Grade 'D', Upper Division Clerk, Lower Division Clerk, Driver, Daftry, Peon, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'C' posts in the Regional Offices of the Ministry of Environment, Forest and Climate Change, namely :-

1. Short title and commencement.— (1) These rules may be called the Regional Offices of the Ministry of Environment, Forest and Climate Change (Group 'C' posts) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the posts specified in column(l) of the Schedule annexed to these rules.

3. Number of posts, classification, pay band and grade payor pay scale.—The number of the said posts, their classification, the pay band and grade pay attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in the columns (5) to (13) of the aforesaid Schedule.

5. Disqualification. - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other backwards classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 3: For the purpose of appointment on deputation or absorption basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 (the date from which the revised pay structure based on the sixth Central Pay Commission recommendation has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common Grade Pay or Pay Scale and where this benefit will extend only for the post or posts for which that Grade Pay or Pay Scale is the normal replacement grade without any upgradation.

टिप्पण 1ः पर्यवेक्षण क्षमता से किसी प्रयोगशाला या प्रायोगिक संयंत्रा के भारसाध्क के रूप में अयस्क और खनिज के रसायन विश्लेषण तथा उसके कार्य और क्रियाकलापों के निरीक्षण और प्रबंध्न के संचालन अभिप्रेत है ।

टिप्पण 2 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा उन कारणों के लिए जो लेखब( किए जाएँ संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती है।

टिप्पण 3 : अनुभव संबंध्ी अर्हता उन कारणों के लिए जो लेखब( किए जाएँ संध लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है।

टिप्पण 4 : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए, किसी अध्किारी द्वारा, 01 जनवरी 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को , सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ;उन पदोंद्ध पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

G.S.R. 232.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Chief Chemist, Indian Bureau of Mines, Ministry of Mines, namely :-

1. Short title and commencement.— (1) These rules may be called the Ministry of Mines, Indian Bureau of Mines, Chief Chemist Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No person—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Supervisory capacity means being in-charge of a laboratory or pilot plant conducting chemical analysis of ores and minerals and overseeing and managing its affairs and functioning.

Note 2: The qualifications are relaxable at the discretion of Union Public Service Commission for reasons to be recorded in writing in case of candidates otherwise well qualified .

Note 3: The qualification regarding experience is relaxable at the discretion of Union Public Service Commission for reasons to be recorded in writing in the case of candidates belonging to the Scheduled Castes or Scheduled Tribes, if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them .

(a)( i) Holding analogous posts on regular basis in the parent cadre or department; or

(ii ) With five years regular service in the grade rendered after appointment thereto on a regular basis in the post in the pay band - 3 Rs. 15600-39100 with grade pay of Rs. 7600 or equivalent in the parent cadre or department; and

(b) Possessing the educational qualifications and experience prescribed for direct recruits under colomn (7) .

Note 1 : The departmental Superintending Chemist in the Pay band - 3 Rs. 15600-39100 with grade pay of Rs. 7600 with five years regular service in the grade shall also be considered alongwith outsiders and in case such person is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 2 : The period of deputation (including short tenn contract) including the period of deputation (including short term contract ) in another ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years'.

Note 3: The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

Note 4 : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the recommendations of 6th Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.
