सा.का.नि. 245.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और गृह मंत्राालय, राष्ट्रीय अपराध् रिकार्ड ब्यूरो, अपराध् रिकार्ड, प्रशासन और प्रशिक्षण डिवीजन में उप-निरीक्षक, हैड कांस्टेबल, कांस्टेबल 'ग्रुप' सी पद भर्ती नियम, 2005 को उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, गृृह मंत्राालय, राष्ट्रीय अपराध् रिकार्ड ब्यूरो, अपराध् रिकार्ड, प्रशासन और प्रशिक्षण प्रभाग में उप-निरीक्षक, हैड कांस्टेबल और कांस्टेबल के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम गृृह मंत्राालय, राष्ट्रीय अपराध् रिकार्ड ब्यूरो, अपराध् रिकार्ड, प्रशासन और प्रशिक्षण प्रभाग, समूह फ्गय् पद भर्ती नियम, 2014 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—ये नियम इससे संलग्न अनुसूची के स्तम्भ ;1द्ध में विनिदष्ट पदों को लागू होगें ।

3. पद-संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—पद-संख्या, उनका वर्गीकरण, तथा वेतन बैंड और ग्रेड-वेतन या वेतनमान वह होगें, जो पूर्वोक्त अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

5. निरर्हताएं.— वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और भूतपूर्व सैनिकोें और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

हैऋ और[भाग II—खण्ड 3(i)] भारत का राजपत्रा : नवम्बर 29, 2014/अग्रहायण 8, 1936 1449 ;11द्ध ऐसे अवर श्रेणी लिपिक ;संवर्ग बाह्‌यद्ध जिन्होंने उस श्रेणी में आठ वर्ष नियमित सेवा की है । टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध्ि सपफलतापूर्वक पूरी कर ली हों । टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा, 1 जनवरी, 2006 से पहले, उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी । प्रतिनियुक्ति/आमेलनः केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्राों के ऐसे पुलिस अध्किारी : ;iद्ध;कद्ध जो मूल काडर या विभाग में नियमित आधर पर सदृश पद धरण किये हुए है । या ;खद्ध जिन्होंने मूल कॉडर या विभाग में वेतन बैंड-1, 5200-20200 रफ. ग्रेड वेतन 2000 रफ. या समतुल्य पदों पर नियमित आधर पर नियुक्ति के पश्चात्‌ उस श्रेणी में पांच वर्ष सेवा की होऋ और ;iiद्ध जिनके पास अपराध् अभिलेख प्रबंध्न जिसके अंतर्गत प्रशासन या क्रय और गृह प्रबंध्न से संबंध्ति मामले भी है का तीन वर्ष का अनुभव है । ;पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।द्ध ;प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केंद्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् ि है, साधरणतया तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा, आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी । टिप्पण : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए, किसी अध्किारी द्वारा, 01 जनवरी, 2006 से पहले ;उस तारीख से, जिससे छठे केंद्रीय वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया हैद्ध नियमित आधर पर की गई सेवा को सिवाय उस दशा के जहाँ एक से अध्कि पूर्व-पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है, और वहां यह लाभ केवल उस पद ;उन पदोंद्ध पर विस्तारित होगा, जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के साधरण प्रतिस्थापन ग्रेड है । वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध्ि सपफलतापूर्वक पूरी कर ली हों ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा, 1 जनवरी, 2006 से पहले, उस तारीख से, जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

G.S.R. 245.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, National Crime Records Bureau Records, Crime Records, Administration and Training Division, Sub-Inspectors, Head Constables and Constables, Group 'C' posts Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Sub-Inspectors, Head Constables and Constables in the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Group 'C' posts Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, Classification and Pay Band and Grade Pay or Pay Scale.—The number of posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

4. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex- Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time, in this regard.

(b) with five years' service in the grade rendered after appointment thereto on regular basis in posts in the Pay Band - 1, Rs. 5200-20200 plus Grade Pay of Rs. 2000 or equivalent in the parent cadre or department; and

(ii) possessing three years experience of Crime Records Management including matters relating to administration or purchase and housekeeping.

(The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.)

(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years, as on the closing date of receipt of applications.)

Note : For purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2006 (the date from which the revised pay structure based on the sixth Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding Grade Pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common Grade Pay or pay scale, and where this benefit will extend only for the post(s) for which that Grade Pay or pay scale is the normal replacement grade without any upgradation.

1. (1) These rules may be called the Central Electricity Authority, Multi- Tasking Staff, Group 'C' Posts (Amendment) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Electricity Authority, Multi-Tasking Staff, Group 'C' Posts Recruitment Rules, 2013 (hereinafter referred to as the said rules), in rule 1, in subrule (1), for the figures "2013", the figures "2014" shall be substituted.

3. In the Schedule to the said rules, in the entries under Column (7), Note: 1 shall be omitted.

सा.का.नि. 247.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और स्वास्थ्य और परिवार कल्याण मंत्राालय, विभागीय कैंटीन समूह 'ग' और समूह 'घ' पद भर्ती नियम, 2001 को, जहां तक उसका संबंध् कनिष्ठ लिपिक और रसोइया ;कुकद्ध के पदों से है, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्राालय के विभागीय कैंटीन समूह 'ग' पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्राालय, विभागीय कैटीन ;समूह 'ग' पदद्ध भर्ती नियम, 2014 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—ये नियम इन नियमों से उपाब( अनुसूची के स्तम्भ ;1द्ध में विनिदष्ट पदों को लागू होंगे ।

3. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड-वेतन या वेतनमान वे होंगे, जो उक्त अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

5. आरंभिक गठन.—ऐसे पदधरी जो सहायक हलवाई-सह-रसोइया और कैंटीन परिचर का पदधरण किए हुए हैं इन नियमों के प्रारंभ से पूर्व उक्त पदों पर नियमित आधर पर नियुक्त थे इन नियमों के अध्ीन उक्त पदों पर नियुक्त किए गए समझे जाएंगे और ऐसे प्रारंभ से पहले उक्त पदों में उनके द्वारा की गई सेवा को परिवीक्षा, पुष्टि और प्रोन्नति, आदि के प्रयोजन के लिए हिसाब में लिया जाएगा ।

6. निरर्हताएं.— वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पदों पर नियुक्ति का पात्रा नहीं होगा :

7. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

8. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों, भूतपूर्व सैनिकोें और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

लिपिक 3ऽ ;2014द्ध साधरण केन्द्रीय वेतन बैंड 1, अचयन 18 से 25 वर्ष के बीच ऽकार्यभार के सेवा, ;समूह 'ग'द्ध, वेतनमान 5200- ;केन्द्रीय सरकार द्वारा समय-समय आधर पर अराजपत्रिात, 20200 रु. पर जारी किए गए अनुदेशों परिवर्तन किया अननुसचिवीय ग्रेड वेतन या आदेशों के अनुसार सरकारी जा सकता है । 1900 रफ. सेवकों के लिए साधरण अभ्यथयों की दशा में आयु शिथिल करके 40 वर्ष त क और अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यथयों की दशा में आयु शिथिल करके 45 वर्ष तक की जा सकता है।द्ध

कि वह अंतिम तारीख जो असम, मेघालय, अरुणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा-जिले के पांगी, उपखंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई हैद्ध ।

टिप्पण 2 :— रोजगार कार्यालयों के माध्यम से की जाने वालीे भर्ती की दशा में आयु-सीमा अवधारित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए सीध्े भर्ती किए जाने वाले व्यक्तियों परिवीक्षा की अवध्,ि यदि कोई हो अपेक्षित शैक्षिक और अन्य अर्हताएं के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

;कद्ध किसी मान्यताप्राप्त बोर्ड या विश्वविद्यालय से नहीं सीध्े भर्ती किए जाने वाले वाणिज्य विषय सहित 12वीं कक्षा उत्तीर्ण या समतुल्य, व्यक्तियों के लिए दो वर्ष और

;खद्ध कम्प्यूटर पर अंग्रेजी में 35 शब्द प्रतिमिनट और हदी में 30 शब्द प्रतिमिनट टंकण की गति रखता हो । ;प्रत्येक शब्द के लिए 5 की डिप्रेशन के औसत पर 10500 की डिप्रेशन प्रति घंटा या 9000 की डिप्रेशन प्रति घंटा के अनुरूप 35 शब्द प्रतिमिनट और 30 शब्द प्रतिमिनट की गति ।द्ध

टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में सक्षम प्राध्किारी के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 ः अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध सक्षम प्राध्किारी के विवेकानुसार अनुसूचित जातियों/ अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर सक्षम प्राध्किारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

भर्ती की प(ति : भर्ती सीध्े होगी या प्रोति द्वारा प्रोति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न प(तियों प्रोति या प्रतिनियुक्ति या आमेलन किया जाएगा द्वारा भरे जाने वाले पदों की प्रतिशतता

सौ प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रोन्नति : सीध्ी भर्ती द्वारा ।

ऐसे कैंटीन परिचर जिन्होंने वेतन बैंड-1, 5200-20200 रफ. + ग्रेड वेतन 1800 रफ. में कम से कम तीन वर्ष नियमित सेवा की है ।

टिप्पण 1 : सचिवालय प्रशिक्षण और प्रबंध् संस्थान या किसी अन्य मान्यताप्राप्त संस्थानों से लिपिक के पद पर प्रोन्नति के लिए कैंटीन परिचर के लिए संघटनात्मक व्यवहार, संपर्क कौशल और लेखा प(तियों पर दो सप्ताह का प्रशिक्षण अनिवार्य होगा ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येेष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और जिन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंन ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा सपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केंद्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा सिवाय उस दशा के जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उन पदों पर विस्तारित होगा जिनके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति :

केंद्रीय सरकार के ऐसे अध्किारीः

;iद्ध जो वेतन बैंड-1, 5200-20200 रफ. + ग्रेड वेतन 1900 रफ. में नियमित आधार पर सदृश पद धरण किए हुए हैंऋ या

;iiद्ध ऐसे कैंटीन परिचर जिन्होंने वेतन बैंड-1, 5200-20200 रफ. + ग्रेड वेतन 1800 रफ. में कम से कम तीन वर्ष नियमित सेवा की हैऋ और

;iiiद्ध जिसके पास स्तंभ ;7द्ध के अध्ीन सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए विहित अर्हताएं हैं ।

टिप्पण-1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधरणतया तीन वर्ष से अध्कि नहीं होगी ।

टिप्पण 3 : प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

प्रोन्नति जिसके न हो सकने पर प्रतिनियुक्ति द्वारा और प्रोन्नति : दोनों के न हो सकने पर सीध्ी भर्ती द्वारा । ऐसे सहायक हलवाई-सह-रसोइया जिन्होंने वेतन बैंड-1, 5200-20200 रफ. +

ग्रेड वेतन 1900 रफ. में कम से कम तीन वर्ष नियमित सेवा की है ।

टिप्पणी 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

New Delhi, the 26th November, 2014

G.S.R. 247.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Health and Family Welfare, Departmental Canteen, Group 'C' & 'D' Recruitment Rules, 2001, in so far as they relate to the posts of Junior Clerk and Cook, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'C' posts in the Ministry of Health and Family Welfare Departmental Canteen, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Departmental Canteen (Group 'C' posts) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the posts specified column (1) of the Schedule annexed to these rules.

3. Number of posts, classification, pay band and grade payor pay scale.— The number of the said posts, their classification the pay band and grade payor pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Initial Constitution.— The incumbents holding the posts of Assistant Halwai-cum-Cook and Canteen Attendant, who were appointed on regular basis to the said posts before the commencement of these rules, shall be deemed to have been appointed to the said posts under these rules and the services rendered by them in the said posts before such commencement shall be taken into account for the purposes of probation, confirmation, promotion, etc.

6. Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

7. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

8. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note : A two weeks training on organisational behaviour, communication skill and accounting practices shall be mandatory for Canteen Attendants for promotion to the post of Clerk from the Institute of Secretariat Training and Management or any other recognised Institutes.

Note 1 : Where juniors, who-have completed their qualifying or eligibility service, are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the commission, except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any upgradation.

Note 2 : Period of deputation, including period of deputation in another ex-cadre post, held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to exceed three years.

Note 3 : The maximum age limit for appointment by deputation or absorption shall be not exceeding 56 years as on the closing date of the receipt of applications.

1. Short title and commencement. - (1) These rules may be called the. Ministry of Road Transport and Highways, Transport Research Wing, Group 'B' Post Recruitment (Amendment) Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Road Transport and Highways, Transport Research Wing, Group 'B' Post Recruitment Rules, 2013 (hereinafter referred to as the said rules), in rule 1, in sub-rule (1), for the figures "2013", the figures "2014" shall be substituted.

3. In the Schedule to said rules,-

(i) in column (2), under the heading 'Number of post', for the existing entries, the following entries shall be substituted, namely:-

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

1. Short title and commencement. — (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, Painter, Group 'C' Post, Recruitment Rules, 2014.

टिप्पण 1 ः प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् िहै, साधारणतया 3 वर्ष से अध्कि नहीं होगी ।

टिप्पण 2 ः प्रतिनियुक्ति ;अल्रपकालिक संविदा सहितद्ध द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

G.S.R. 251.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Commission for Agricultural Costs and Prices (Library and Information Assistant) Recruitment Rules, 1999, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the post of Library and Information Assistant in the Commission for Agricultural Costs and Prices in the Department of Agriculture and Cooperation of the Ministry of Agriculture, namely:-

1. Short title and commencement.— (1) These rules may be ca\1ed the Ministry of Agriculture, (Department of Agriculture and Cooperation, Commission for Agricultural Costs and Prices), Library and Information Assistant (Group 'B') Recruitment Rules, 2014.

(2) They shal1 come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of the said post, its classification, pay band and grade pay or pay scale attached thereto shal1 be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person,—

(a) who has entered into or contracted a marriage with person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shal1 affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of Central Government shall ordinarily not exceed three years.

Note 2 : The maximum age-limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

Note 3 : Officers of only Central or State Governments and Union Territory Administrations shall be eligible for consideration for Absorption.

1. (i) These rules may be called the Directorate of Plant Protection, Quarantine and Storage, Faridabad Wireless Operator and Wireless Supervisor Recruitment (Amendment) Rules, 2014.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. In the Directorate of Plant Protection, Quarantine and Storage, Faridabad Wireless Operator and Wireless Supervisor Recruitment Rules, 2012, in the Schedule,-

(a) against serial number 1 relating to the post of Wireless Operator, in column (7), under the heading "Essential", for item (ii), the following shall be substituted, namely:-

"(ii) Certificate of Proficiency (COP) license for Radio Telephony Restricted (Permit) issued by the Wireless Planning and Coordination (WPC) Wing of the Ministry of Communications and Information Technology." (b) against serial number 2 relating to the post of Wireless Supervisor, in column (7), under the heading "Essential", for item (ii), the following shall be substituted, namely:-
