सा.का.नि. 253.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा स्वास्थ्य और परिवार कल्याण मंत्राालय, डिस्पैच राइडर समूह ''ग'' पद भर्ती नियम, 2007 को, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्राालय में डिस्पैच राइडर के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌्‌ः--

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्राालय, डिस्पैच राइडर ;समूह 'ग' पदद्ध भर्ती नियम, 2014 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उक्त पदों से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

डिस्पैच 01* ;2014द्ध साधरण केन्द्रीय वेतन बैंड-1, लागू नहीं 18 से 25 वर्ष के बीच । केन्द्रीय सरकार द्वारा राइडर *कार्यभार के सेवा, समूह 'ग' 5,200— होता समय-समय पर जारी किए गए आदेशों के आधर पर अराजपत्रिात 20200 रफपये अनुसार सरकारी सेवकों के लिए साधरण परिवर्तन किया ;अननुसचिवीयद्ध ग्रेड वेतन अभ्यर्थियों की दशा में आयु 40 वर्ष तक तथा जा सकता है । 1,900 रुपये अनुसूचित जाति और अनुसूचित जनजाति के अभ्यर्थियों की दशा में आयु 45 वर्ष तक शिथिल की जा सकती है।द्ध

टिप्पण 1 : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उपखंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यर्थियों के लिए विहित की गई है ।द्ध

टिप्पण 2 : रोजगार कार्यालयों के माध्यम से की जाने वाली भर्ती की दशा में, आयु-सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए परिवीक्षा की अवध्,ि और अन्य अर्हताएं

टिप्पण ः-अनुभव संबंध्ी अर्हता उन कारणों के लिए जो लेखब( किए जाएं केन्द्रीय सरकार के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर केन्द्रीय सरकार की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध् होने की सम्भावना नहीं है।

भर्ती की प(ति : भर्ती सीध्े होगी या प्रोन्नति द्वारा प्रोेन्नति/प्रतिनियुक्ति/अंतरण द्वारा भर्ती की दशा में वे श्रेणियां जिनसे या प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न प(तियों प्रोेन्नति/प्रतिनियुक्ति/अंतरण किया जाएगा द्वारा भरी जाने वाले पदों की प्रतिशतता

प्रतिनियुक्ति/आमेलन/सशस्त्रा सेनाओं के कार्मिकों के आमेलन : स्वास्थ्य और परिवार कल्याण मंत्राालय के नियमित बहुकार्य पुनर्नियोजन द्वारा, जिसके न सकने पर सीध्ी भर्ती द्वारा। कर्मचारीवृृंद कर्मचारी में से, जिसके न हो सकने पर केन्द्रीय सरकार के अन्य मंत्राालयों से ऐसेे नियमित डिस्पैच राइडर/बहु-कार्य कर्मचारीवृृंद कर्मचारी जिनके पास स्तंभ 7 में सीध्ी भर्ती किए जाने वाले व्यक्तियों के लिए विहित अर्हता और अनुभव है। भूतपूर्व सैनिकों के लिए : प्रतिनियुक्ति/पुनर्नियोजन सशस्त्रा बल के ऐसे कार्मिकों के संबंध् में भी विचार किया जाएगा जो एक वर्ष की अवध् िके भीतर सेवानिवत्त्ृा होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और सीध्ी भर्ती किये जाने वाले व्यक्तियों के लिए विहित अर्हताएं हैं। यदि उनका चयन कर लिया जाता है तो ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निर्बध्नों पर रखा जाएगा जिस तारीख से उन्हे सशस्त्रा बल से निर्मुक्त किया जाना हैऋ तत्पश्चात्‌्‌ उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है। टिप्पण 1 : प्रतिनियुक्ति की अवध्,ि जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै, साधारणतया तीन वर्ष से अध्कि नहीं होगी।

टिप्पण 2 : प्रतिनियुक्ति या आमेलन द्वारा नियुक्ति के लिए अध्कितम आयु- सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

टिप्पण 3 : प्रतिनियुक्ति या आमेलन के आधर पर नियुक्ति के प्रयोजन के लिए, किसी अध्किारी द्वारा 1 जनवरी, 2006 से या उस तारीख से, जिसको छठे वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, पूर्व नियमित आधर पर की गई सेवा को उक्त आयोग की सिपफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझा जाएगा, सिवाय उस दशा के, जहां एक से अध्कि पूर्व-पुनरीक्षित वेतनमानों का सामान्य ग्रेड वेतन या वेतनमानों के साथ एक श्रेणी में विलय हो गया है, और जहां यह लाभ केवल उस पद ;उन पदोंद्ध के लिए विस्तारित होगा, जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के साधरण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिशों पर आधरित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी।

यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

New Delhi, the 25th November, 2014

G.S.R. 253.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Health and Family Welfare, Dispatch Rider, Group 'C' post Recruitment Rules, 2007, except as respects things done or omitted to the done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Despatch Rider in the Ministry of Health and Family Welfare, namely:—

1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Despatch Rider (Group 'C' Post) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.—The number of the said post, its classification, the Pay Band and Grade Pay or Pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No Person,—

(c) who has entered into or contracted a marriage with a person having a spouse living, or

(d) who, having a spouse living, has entered into or contracted a marriage with any person,[भाग II—खण्ड 3;iद्ध] भारत का राजपत्रा : दिसम्बर 6, 2014/अग्रहायण 15, 1936 1511 shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note :—The qualifications regarding experience are relaxable at the discretion of the Central Government for reason to be recorded in writing in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection the Central Government is of the opinion that sufficient number of candidates possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

By deputation/absorption/re-employment of Armed Absorption : Forces personnel, failing which by direct recruitment. From amongst regular Multi Tasking Staff employees in the Ministry of Health and Family Welfare, failing which from regular Despatch Rider/Multi Tasking Staff from other Ministries of Central Government, who possess the qualifications and experience prescribed for direct recruits in column (7).

For Ex-Servicemen :

Deputation/re-employment

The Armed Forces personnel due to retire or who are to be transferred to reserve within period of one year and having the requisite experience and educational qualification prescribed for direct recruits shall also be considered. If selected, such persons would be given deputation terms upto the date on which they are due for release from the armed forces; thereafter they may be continued on re-employment.

Note 1 : The Period of deputation, including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to exceed three years.

Note 2 : The maximum age-limit for appointment by deputation or absorption shall be not exceeding 56 years as on the closing date of the receipt of applications.

Note 3 : For the purpose of appointment on deputation or absorption, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission, except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any upgradation.

टिप्पण 1 : कैन्टीन परिचरों की लिपिक के पद पर प्रोन्नति के लिए सचिवालय प्रशिक्षण और प्रबंध् संस्थान या किसी अन्य मान्यताप्राप्त संस्थान से संघटनातमक व्यवहार, संचार कौशल और लेखा व्यवहार पर दो सप्ताह का प्रशिक्षण अनिवार्य होगा।

टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जायेगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि से या दो वर्ष से, इसमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

G.S.R. 254.—In exercise of the powers conferred by the proviso to article 309 of the Constitution the President hereby makes the following rules regulating the method of recruitment to the post of Clerk in the Ministry of Health and Family Welfare, Directorate General of Health Services, New Delhi, namely:—

1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Directorate General of Health Services, Departmental Canteen (Clerk, Group 'C' Post) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of the said post, its classification, the Pay Band and Grade Pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shallbe as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.— No Person, -

(a) who has entered into or co ntracted a marriage with a person having a spouse living; or

(d) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt such person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for the reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, the Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 :—Where juniors, who have completed their qualifying or eligibility service, are being considered for promotion, their seniors would also be considered provided they are not short

of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 3 :—For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1 day of january, 2006 or the date from

which the revised pay structure based on the recommendations of the Sixth central pay commission has been extended shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Commission, except where there has been merger of more than one pre-revised scale of pay into one grade with a common

grade pay or pay-scale, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any upgradation.

सा.का.नि. 255.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और अखिल भारतीय मृृदा और भू-उपयोग सर्वेक्षण संगठन समूह 'ख' राजपत्रिात और अराजपत्रिात लिपिकवर्गीय पद भर्ती नियमावली 1977 को, जहां तक कि उनका संबंध् प्रशासनिक अध्किारी के पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, कृषि मंत्राालय, कृषि और सहकारिता विभाग, भारतीय मृृदा और भू-उपयोग सर्वेक्षण में प्रशासनिक अध्किारी के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌्‌ः--

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम भारतीय मृृदा और भू-उपयोग सर्वेक्षण ;प्रशासनिक अध्किारीद्ध भर्ती नियम, 2014 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों संख्या, उसका वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन अथवा उससे सलंग्न वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अन्य अर्हताएं, आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, और संघ और लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को, किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों अथवा अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आधे से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए, किसी अध्किारी द्वारा 1 जनवरी, 2006 से या उस तारीख से, जिसको छठे वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, पूर्व नियमित आधर पर की गई सेवा को उक्त आयोग की सिपफारिशों के आधर पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझा जाएगा।

;iiद्ध जिन्होंनेे मूल काडर या विभाग में वेतन बैंड-2, 9,300--34,800 रुपए ग्रेड वेतन 4,200 रुपये या समतुल्य में नियमित आधर पर नियुक्ति के पश्चात्‌्‌ उस श्रेणी में पॉंच वर्ष सेवा की हो।

;खद्ध निम्नलिखित शैक्षिक अर्हता और अनुभव रखता हो।

;iद्ध मान्यताप्राप्त विश्वविद्यालय या संस्थान से बेचलर डिग्री।

;iiद्ध प्रशासन, स्थापन या लेखा के मामले में दो वर्ष का अनुभव।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किये जाने के पात्रा नहीं होंगे। इसी प्रकार प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्ति की लिए विचार किये जाने के पात्रा नहीं होंगे।

टिप्पण 2 : प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै साधरणतया 3 वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

टिप्पण 3 : प्रतिनियुक्ति या आमेलन के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगी जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिश पर आधरित विस्तृत तत्‌्‌स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी।

G.S.R. 255.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the All India Soil and Land Use Survey Organisation (Group 'B' Gazetted and Non-Gazetted Ministerial Posts) Recruitment Rules, 1977, in so far as they relates to the post of Administrative Officer, except as respects thing done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Administrative Officer in the Soil and Land Use Survey of India, Department of Agriculture and Co-operation, Ministry of Agriculture, namely:—

1. Short title and commencement.— (1) These rules may be called the Soil and Land Use Survey of India (Administrative Officer) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, and pay band and grade pay or pay scale.— The number of the said post, its classification, and the Pay Band and Grade Pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating there to shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No Person, -

(a) who has entered into or contracted a marriage with a person having aspouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the UPSC, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1:—Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alonwith their juniors who have already completed such qualifying or eligibility service.

Note 2 :—For the purpose of computing minimum qualifying service for promotion, the service renderd on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendations of the Pay Commission.

Deuptation: Officers of the Central Government:

(A) (i) Holding analogous posts on regular basis in the

parent cadre of department; or

(ii) With five years' service in the Grade rendered after appointment thereto on a regular basis in posts in PB-2, Rs. 9300-34800 with Grade Pay of Rs. 4200 or equivalent in the parent cadre or department; and

(B) Possessing the following Educational Qualification and experience:-

(i) Bachelors Degree from a recognized University or

Institute.

(ii) Two years experience in Administration, Establishment

and Accounts matters.

Note 1 :—The departmental officers in the feeder category who are in the direct line of promotion shall be eligible for consideration for appointment on deputation. Similarly deputationists shall not be eligible for consideration of appointment by promotion.

Note 2 :—Period of deputation including period of deputation spent in any other ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3 :—For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendation of the Pay Commission, except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any upgradation.
