सा.का.नि. 10.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए कृृषि मंत्राालय, केंद्रीय उर्वरक क्वालिटी नियंत्राण और प्रशिक्षण संस्थान ;समूह 'क' के पदद्ध भर्ती नियम, 2010 में निम्नलिखित संशोध्न करती हैं, अर्थात्‌ :—

1. ;1द्ध इन नियमों का संक्षिप्त नाम कृृषि मंत्राालय, केंद्रीय उर्वरक क्वालिटी नियंत्राण और प्रशिक्षण संस्थान ;समूह 'क' के पदद्ध भर्ती ;संशोध्नद्ध नियम, 2015 है ।

;2द्ध यह राजपत्रा में प्रकाशन की तारीख को प्रवृृत्त होंगे ।

2. कृृषि मंत्राालय, केंद्रीय उर्वरक क्वालिटी नियंत्राण और प्रशिक्षण संस्थान ;समूह 'क' के पदद्ध भर्ती नियम, 2010 में अनुसूची के स्थान पर निम्नलिखित अनुसूची रखी जाएगी, अर्थात्‌ :—

प्रोन्नतिः

1. केन्द्रीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्राों या मान्यता प्राप्त अनुसंधन संस्थाओं या विश्वविद्‌्‌यालयों या पब्लिक सेक्टर उपक्रमों या अर्ध् सरकारी या स्वशासी या कानूनी निकायों के अध्ीन ऐसे अध्किारी -79 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जनवरी 17, 2015/पौष 27, 1936 ;11द्ध

;कद्ध;iद्ध जो मूल काडर या विभाग में नियमित आधर पर सदृश पद धरण कर रहे हैंऋ या ;iiद्ध जिन्होंने मूल काडर या विभाग में वेतन बैंड-3 के 15600-39100 रफ. + ग्रेड वेतन 7600 रफ. वाले पदों में नियमित आधर पर नियुक्ति के पश्चात्‌्‌ उस श्रेणी में पांच वर्ष सेवा की हैऋ या समतुल्य ऋ और ;खद्ध जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हैं :- ;iद्ध केन्द्रीय सरकार या राज्य सरकार द्‌्‌वारा मान्यताप्राप्त विश्वविद्‌्‌यालय से अकार्बनिक या कार्बनिक या विश्लेषणात्मक रसायन विज्ञान में विशेषज्ञता के साथ-साथ रसायन विज्ञान में मास्टर डिग्री या केन्द्रीय सरकार या राज्य सरकार द्‌्‌वारा मान्यताप्राप्त विश्वविद्‌्‌यालय से मृृदा विज्ञान या कृृषि रसायन विज्ञान में विशेषज्ञता के साथ कृृषि विज्ञान में मास्टर डिग्री । ;iiद्ध मृदा उर्वरता और उर्वरक के उपयोग के क्षेत्रा में बारह वर्ष का अनुभव और उर्वरक उपयोग सहित उर्वरकों के क्वालिटी नियंत्राण में 5 वर्ष का अनुभव हो । ;iiiद्ध पाँच वर्ष का प्रशासनिक अनुभव । टिप्पण-1ः वेतन बैंड -3 ;15600-39100द्ध+ ग्रेड वेतन 7600 रु. में, ऐसा विभागीय संयुक्त निदेशक जिसने उस श्रेणी में 5 वर्ष नियमित सेवा की है, के संबंध् में भी अन्य व्यक्तियों के साथ विचार किया जाएगा और यदि उसका उस पद पर नियुक्ति के लिए चयन कर दिया जाता है तो वह पद प्रोन्नति से भरा समझा जाएगा । टिप्पण-2ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्‌्‌वाारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । टिप्पण-3ः प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध की अवध्ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध की अवध् ि है साधरणतया 5 वर्ष से अध्कि नहीं होगी । टिप्पण-4ः प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध पर नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगीद्ध टिप्पण 5 : प्रतिनियुक्ति पर नियुक्ति के प्रयोजन के लिए 1 जनवरी, 2006 ;वह तारीख जिसकोे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना विस्तारित की गई हैद्ध से पूर्व किसी अध्किारी द्‌्‌वारा नियमित आधर पर की गई सेवा उक्त वेतन आयोग की सिपफारिशों पर आधरित, विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी। सिवाय इसमें जहाँ एक या एक से अध्कि पूर्व पुनरीक्षित वेतनमान का सामान्य ग्रेड वेतन या वेतनमान के साथ एक ग्रेड में विलय किया गया है और जहां यह पफायदा केवल उस पद या उन पदों को विस्तारित होगा जिसके लिए वह ग्रेड वेतन या वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है।

प्रोन्नति जिसके न हो सकने पर अल्पकालिक प्रोन्नति-वेतन बैंड-3 ;15600-39100 रफ.द्धऔर ग्रेड वेतन 6600 संविदा सहित प्रतिनियुक्ति द्‌्‌वारा । में ऐसा उपनिदेशक जिसने श्रेणी में 5 वर्ष नियमित सेवा की हो ।

टिप्पण 1ः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक/ पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्राता सेवा, अपेक्षित अर्हक/पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की गणना के प्रयोजन के लिए 1 जनवरी, 2006 वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना विस्तारित की गई है, से पूर्व किसी अध्किारी द्‌्‌वारा नियमित आधर पर की गई सेवा उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी वेतन या वेतनमान में की गई सेवा समझी जाएगी।

प्रतिनियुक्ति [अल्पकालिक संविदा ;आई एस टी सीद्ध सहित ]

1. केन्द्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्रा से जो या मान्यताप्राप्त अनुसंधन संस्थाओं या विश्वविद्‌्‌यालयों या पब्लिक सेक्टर उपक्रमों या अर्ध् सरकारी या स्वशासी या कानूनी निकायों के अध्ीन ऐसे अध्किारी -81 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जनवरी 17, 2015/पौष 27, 1936 ;11द्ध

;कद्ध;iद्ध जो मूल काडर या विभाग में नियमित आधर पर सदृश पद धरण कर रहे हैंऋ या

;1द्ध केन्द्रीय सरकार या राज्य सरकार द्‌्‌वारा मान्यताप्राप्त किसी विश्वविद्‌्‌यालय या संस्थान से अकार्बनिक या कार्बनिक या विश्लेषणात्मक रसायन विज्ञान में विशेषज्ञता के साथ-साथ रसायन विज्ञान में मास्टर डिग्री या मृृदा विज्ञान या कृृषि रसायन विज्ञान में विशेषज्ञता के साथ एम.एस.सी. ;कृृषिद्ध,

;2द्ध मृदा उर्वरता और उर्वरक के उपयोग के क्षेत्रा में दस वर्ष का अनुभव जिसके अंतर्गत उर्वरकों का क्वालिटी नियंत्राण के क्षेत्रा में पांच वर्ष का अनुभव भी हो ।

वांछनीय :

;Iद्ध केन्द्रीय सरकार या राज्य सरकार द्‌्‌वारा मान्यताप्राप्त किसी विश्वविद्‌्‌यालय या संस्थान से उपरोक्तः

;iद्ध में वर्णित आवश्यक अर्हताएं में से किसी विषय में डाक्ट्रेट डिग्री

(ii) उर्वरकों के विश्लेषण में उपयोग किए जाने वाले आध्ुनिक उपस्करों और उपकरणों के प्रचालन का पांच वर्ष का अनुभव ऋ

(iii) प्रकाशित कागज पत्राों की प्रतियों के माध्यम से साक्ष्यित रूप में मृृदा उर्वरता, उर्वरक के उपयोग और उर्वरकों के मृृदा उर्वरता और उर्वरकों के क्वालिटी नियंत्राण के जांच में विश्लेषण परिणामों की रिपोर्ट और निर्वचन लेखन का पांच वर्ष का अनुभव

टिप्पण-1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्‌्‌वाारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण-2ः प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध की अवध् ि है साधरणतया चार वर्ष से अध्कि नहीं होगी ।

2. संयुक्त सचिव ;एकीकृृत पुष्टि प्रबंध्द्ध कृृषि और सहकारिता विभाग —सदस्य 3. निदेशक ;केन्द्रीय उर्वरक क्वालिटी नियंत्राण और प्रशिक्षण संस्थानद्ध —सदस्य

*;कार्यभार के सेवा, समूह 'क', 15600-39100 रु. ;केंद्रीय सरकार द्वारा समय-समय जारी किए आधर पर राजपत्रिात, और ग्रेड वेतन गए अनुदेशों या आदेशों के अनुसार सरकारी परिवर्तन किया अननुसचिवीय 6600 रु. सेवकों के लिए पांच वर्ष तक शिथिल की जा सकता है।द्ध

आवश्यक : आयु : नहीं सीध्ी भर्ती वाले व्यक्तियों के लिए ;iद्ध किसी मान्यताप्राप्त विश्वविद्‌्‌यालय या संस्थान से शैक्षणिक अर्हताएंः हाँ एक वर्ष । अकार्बनिक या कार्बनिक या विश्लेषणात्मक रसायन विज्ञान में विशेषज्ञता के साथ-साथ रसायन विज्ञान में83 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जनवरी 17, 2015/पौष 27, 1936 ;7द्ध

मास्टर डिग्री या मृृदा विज्ञान या कृृषि रसायन विज्ञान में विशेषज्ञता के साथ एम.एस.सी. ;कृृषिद्ध ;iiद्ध उर्वरक के विश्लेषण के क्षेत्रा में पाँच वर्ष का अनुभव । वांछनीय : ;कद्धकेन्द्रीय सरकार या राज्य सरकार द्‌्‌वारा मान्यताप्राप्त किसी विश्वविद्‌्‌यालय या संस्था से मद-;iद्ध में वर्णित किसी विषय में डाक्ट्रेट डिग्री

(ख) उर्वरकों के विश्लेषण में उपयोग किए जाने वाले आध्ुनिक उपस्करों और उपकरणों के प्रचालन का पांच वर्ष का अनुभव

(ग) प्रकाशित कागज पत्राों द्वारा साक्ष्यित रूप में मृृदा उर्वरता, उर्वरक के क्षेत्रा में विश्लेषण परिणामों की रिपोर्ट और निर्वचन लेखन का पाँच वर्ष का अनुभव

टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में संघ लोक सेवा आयोग के विवेकानुसार कारण लेखब( करके शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध संघ लोक सेवा आयोग के विवेकानुसार कारण लेखब( करके अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक/ पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परन्तु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक/पात्राता सेवा, अपेक्षित अर्हक/पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक/पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

टिप्पण-1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्‌्‌वाारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण-2ः प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध की अवध् ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध की अवध् िहै साधरणतया चार वर्ष से अध्कि नहीं होगी ।

टिप्पण-3ः प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध पर नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

1. (1) These rules may be called the Ministry of Agriculture, Central Fertilizer Quality Control and Training Institute (Group 'A' Posts) Recruitment (Amendment) Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Agriculture, Central Fertilizer Quality Control and Training Institute (Group 'A' Posts) Recruitment Rules, 2010, for the Schedule , the following Schedule shall be substituted, namely:-

Note 1: The departmental Joint Director in pay band-3 (Rs.15,600-39,100) with grade pay of Rs.7,600 with five years' regular service in the grade will also be considered alongwith outsiders and if he or she is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 2 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly deputationist shall not be eligible for consideration for appointment by promotion.

Note 3: Period of deputation (Including short term contract) including period of deputation(Including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed five years.

1. संक्षिप्त नाम और प्रारंभः— ;1द्ध इन नियमों का संक्षिप्त नाम कृृषि मंत्राालय, कृृषि एवं सहकारिता विभाग, कृृषि लागत और मूल्य आयोग अध्ीक्षक ;समूह 'ख' पदद्ध भर्ती नियम, 2015 है ।

2. Number of posts, classification, pay band and grade payor pay scale.— The number of the said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person,—

(a) who has entered into or contracted a marriage with person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment on deputation shall be not exceeding 56 years as on the closing date of receipt of applications.)

1. ;1द्ध इन नियमों का संक्षिप्त नाम संगरोध् अध्किारी ;समूह ''क''द्ध पशु संगरोध् और प्रमाणीकरण सेवा, कृृषि मंत्राालय, पशुपालन, डेयरी और मत्स्य पालन विभाग भर्ती ;संशोध्नद्ध नियम, 2015 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृृत्त होंगे ।

2. संगरोध् अध्किारी समूह ''क'' पशु संगरोध् और प्रमाणीकरण सेवा, कृृषि मंत्राालय, पशुपालन, डेयरी और मत्स्य पालन विभाग भर्ती नियम, 2012 की अनुसूची में,

G.S.R. 12 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Quarantine Officer, Group 'A', Animal Quarantine and Certification Services, Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries Recruitment Rules, 2012, namely- 1. (1) These rules may be called the Quarantine Officer (Group 'A'), Animal Quarantine and Certification Services, Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries Recruitment (Amendment) Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Quarantine Officer, Group 'A', Animal Quarantine and Certification Services, Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries Recruitment Rules, 2012, in the Schedule, -

(i) In Column (10), for the existing entry, the following entry shall be inserted, namely-

Note: Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for duration of one year or more may be filled on deputation basis (including short-term contract) from amongst officers of Central Government/State Government/Union territories/veterinary hospitals/Indian Council of Agricultural Research/recognised research institutions/Universities/Public Sector Undertakings/ statutory and autonomous bodies

(a) holding analogous posts on regular basis; and

(b) possessing educational qualifications and experience prescribed for direct recruits under column (7). (Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment In the same or some other organisation/department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding fifty six years as on the closing date of receipt of applications) ;

(ii) in column (11), for the existing entries, the following entry shall be substituted, namely:-

"Not applicable.";

(iii) in column (13), for the existing entry, the following entry shall be substituted, namely:-

"Consultation with the Commission is necessary for appointment to the post on each occasion.".
