सा.का.नि. 67.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और व्यावसायिक पुर्नवास केन्द्र ;समूह 'ग' और समूह 'घ' पदद्ध भर्ती नियम, 1980 को आंशिक रूप से उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, श्रम और रोजगार मंत्राालय के नियोजन और प्रशिक्षण महानिदेशालय के अध्ीन व्यावसायिक पुर्नवास केन्द्रों के कार्यालयों में प्रवेश ;इन टेकद्ध सहायक, उच्च श्रेणी लिपिक, निम्न श्रेणी लिपिक, सेवा यान ड्राइवर और कार्यशाला परिसर के समूह 'ग' काडर जिसके अंतर्गत बहु कार्य कर्मचारिवृंद भी है के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम व्यावसायिक पुर्नवास केन्द्र ;समूह 'ग' द्ध अराजपत्रिात पद भर्ती नियम, 2014 है।

2. पद की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पद की संख्या उनका वर्गीकरण और उनका वेतन बैंड तथा ग्रेड-वेतन या वेतनमान वे होंगे जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता— वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकोें और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण : अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध, उन कारणाें के लिए जो लेखब( किए जाएं महानिदेशक, महानिदेशालय रोजगार और प्रशिक्षण उन कारणाें के लिए जो लेखब( किए जाएं के विवेकानुसार अनुसूचित जनजातियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर सक्षम प्राध्किारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से

G.S.R. 67.— In exercise of the powers conferred by the provision to article 309 of the Constitution of India and in partial supersession of the Vocational Rehabilitation Centers (Group 'C') Recruitment Rules, 1980, except as respects, things done or omitted to be done before such supersession, the President of India hereby makes the following rules regulating the method of recruitment to the posts of Intake Assistant, Field Assistant, Stenographer, Upper Division Clerk, Lower Division Clerk, Service Vehicle Driver and Workshop Attendant of group 'C' cadre including Multi Tasking Staff in the offices of the Vocational Rehabilitation Centers under the Directorate General of Employment & Training, Ministry of Labour and Employment, namely:-

1. Short title and commencement:

(i) These rules may be called the Vocational Rehabilitation Centers (Group 'C' Non-gazetted posts) Recruitment Rules, 2014.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of the post, its classification, pay band and grade pay or pay scale: - The number of the said posts, their classification, attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limits, qualifications, etc.: - The methods of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualification: No person-

(a) Who has entered into or contracted a marriage with person having spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax:- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may be ordered and for reasons to be recorded in writing relax any of the provision of these rules with respect of any class or category of persons.

6. Saving: - Noting in these rules shall effect reservations, relaxation of age limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम केन्द्रीय मत्स्य, नौचालन और इंजीनियरी प्रशिक्षण संस्थान, कोचीन, बढ़ई, ;समूह 'ग' द्ध पद भर्ती नियम, 2015 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—पदों की संख्या, उनका वर्गीकरण, वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे हाेंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को, किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G. S. R. 68.— In exercise of powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Institute of Fisheries Operatives (Class III and Class IV Posts) Recruitment Rules, 1968, in so far as they relates to the post of Carpenter, except as respect things done or omitted to be done before such supersessions, the President hereby makes the following rules regulating the method of recruitment to the posts of Carpenter a Group 'C' Post in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, in the Central Institute of Fisheries, Nautical and Engineering Training, Cochin, namely:-

1. Short title and commencement. —(1) These rules may be called the Central Institute of Fisheries, Nautical and Engineering Training, Cochin Carpenter ( Group 'C' Post) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of Posts, classification and pay band, grade pay or pay scale. — The number of posts, their classification and the pay band, grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3 Method of recruitment, age-limit, qualifications, etc.— The method of recruitment to the said posts, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person,-—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-servicemen and other special categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

टिप्पण 3 : प्रोन्नत पद की ड्‌्‌यूटी से संबंध्ति क्षेत्रा में एक सप्ताह का प्रशिक्षण ।

टिप्पण-1ः पोषण प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे। इसी प्रकार प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण-2ः प्रतिनियुक्ति की अवध्,ि ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् िहै, साधारणतया 3 वर्ष से अध्कि नहीं होगी।

टिप्पण-3ः प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी है द्वारा नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

टिप्पण -4ः प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है। उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

G.S.R. 69.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Ganga Flood Control Commission (Stenographer Grade -I) (Group 'B' post) Recruitment Rules, 1984, in so far as it relates to the post of Stenographer Grade-I in the Ganga Flood Control Commission, except as respects things done or omited to be done me before such supersession, the President hereby makes the following rules regulating the method recruitment to the posts of Stenographer Grade -I in the Ganga Flood Control Commission the Ministry of Water Resources, River Development & Ganga Rejuvenation namely:-

1. Short title and commencement. —(1) These rules may be called Ministry of Water Resources, River Development & Ganga Rejuvenation, the Ganga Flood Control Commission, Stenographer Grade -I, Group 'B' Posts Recruitment Rules, 2015,

(2) They shall come into force on the date of the publication of this notification in the Official Gazette.

2. Number of Posts, classification, pay band, and grade pay or scale of pay. — The number of said posts, their classification and pay band, grade pay or pay scales attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3 Method of recruitment, age limit and qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it May, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendations of the Pay Commission.

Note 3: One week training in related field of duties of promotional post.

Deputation including short-term contract:

Officers under the Central Government or State Government or Union Territory or Public Sector Undertakings or Statutory Organisations or Universities and recognized Research Institutions.

(i) holding the post of Stenographer Grade 'C' or Grade-I in the PB- 2, Rs.9,300-34,800 plus grade pay of Rs. 4,200 on regular basis in the parent cadre or department; or

(ii) holding the post of Stenographer Grade 'D' with 10 years regular service in the Pay Band-I with Grade Pay of Rs. 2400.

Note 1: The departmental officers in the feeder grade who are in the direct line of promotion will not be eligible for consideration for appointment on deputation including short-term contract. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: Period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not to exceed three years.

Note 3: The maximum age limit for appointment by deputation (including short-term contract) shall be 'not exceeding 56 years' as on the closing date of receipt of applications.
