सा.का.नि. 70.—केन्द्रीय सरकार, सशस्त्रा सीमा बल अध्निियम, 2007 ;2007 का 53द्ध की धरा 155 की उप-धरा ;2द्ध के खंड ;कद्ध और खंड ;गद्ध के साथ पठित उप-धरा ;1द्ध द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सशस्त्रा सीमा बल योध्क सिपाही ;चालकद्ध समूह 'ग' पद भर्ती नियम, 2012 का संशोध्न करने के लिये निम्नलिखित नियम बनाती है, अर्थात्‌ :—

G.S.R. 70.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-section (2) of Section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the following rules to amend the Sashastra Seema Bal, Combatised Constable (Driver) Group 'C' Post, Recruitment Rules, 2012, namely :—

1. (1) These rules may be called the Sashastra Seema Bal, Combatised Constable (Driver) Group 'C' Post, Recruitment (Amendment) Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Sashastra Seema Bal, Combatised Constable (Driver) Group 'C' Posts, Recruitment Rules, 2012,—

(a) in the entries under column (6), for the words the figures ''Between 23 and 28 years'', the words and figures ''Between 21 and 27 years'' shall be substituted ;

(b) in the entries under column (12), for the heading ''Departmental Promotion Committee (for considering case of confirmation) consisting of :–'', the heading ''Departmental Confirmation Committee (for considering confirmation) :–'' shall be substituted.

सा.का.नि. 71.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और आयकर समझौता आयोग ;समूह 'घ'द्ध भर्ती नियम, 2008 तथा समझौता आयोग ;आय-कर/ध्न करद्ध ;समूह 'घ'द्ध भर्ती नियम, 1981 को जहां तक कि उनका संबंध् कनिष्ठ गेस्टेटनर आपरेटर के पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है । वित्त मंत्राालय, राजस्व विभाग के अध्ीन आयकर समझौता आयोग में बहुकार्य कर्मचारिवृृन्द ;एमटीएसद्ध के पद पर भर्तीं की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम वित्त मंत्राालय, राजस्व विभाग, समझौता आयोग ;आयकर/ध्न करद्ध बहुकार्य कर्मचारिवृृन्द, समूह 'ग' पद भर्ती नियम, 2014 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद की संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान.—पदों की संख्या, उनका वर्गीकरण, उनके वेतन बैंड तथा ग्रेड वेतन या उससे संलग्न वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके इन नियमों के किसी उपबंध् को, किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण : रोजगार कार्यालय के माध्यम से आने वाले अभ्यर्थियों की दशा में आयु-सीमा अवधरित करनेे के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालय से नाम भेजने के लिए कहा गया है ।

G.S.R. 71.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Income Tax Settlement Commission (Group 'D' Posts), Recruitment Rules, 2008, and the Settlement Commission (Income Tax/Wealth Tax) (Group 'D' Posts), Recruitment Rules, 1981, in so far as they relate to the post of Junior Gestetner Operator except as respects things done or omitted to be done before such supersession, the President hereby makes the[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अप्रैल 11, 2015/चैत्रा 21, 1937 461 following rules regulating the method of recruitment to the post of Multi Tasking Staff (MTS) in the Income Tax Settlement Commission, under the Department of Revenue, Ministry of Finance, namely : —

1. Short title and commencement. — (1) These rules may be called the Ministry of Finance, Department of Revenue, Settlement Commission (Income Tax/Wealth Tax) Multi-Tasking Staff, Group 'C' Post Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale. —The number of post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. — The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. — No person, -

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. — Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

40 प्रतिशत प्रोन्नति द्वारा जिसके न होने पर प्रतिनियुक्ति प्रोति : ;जिसके अन्तर्गत अल्पकालिक संविदा भी हैद्ध द्वारा और वेतन बैंड-2, ;9300—34,800 रु.द्ध ग्रेड वेतन रु. 4200 में ऐसे 60 प्रतिशत प्रतिनियुक्ति ;जिसके अन्तर्गत अल्पकालिक ज्येष्ठ मानचित्रा सहायक जिन्होंने उस श्रेणी में आठ वर्ष नियमित सेवा की हो और किसी मान्यता प्राप्त विश्वविद्‌यालय या संस्थान से भूगोल संविदा भी हैद्ध द्वारा में कम से कम बेचलर डिग्री रखते हों ।

टिप्पण 1ः जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

टिप्पण 2ः प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा, 1 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 72.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the All India Soil and Land Use Survey Organisation (Junior Cartographer) Recruitment Rules, 1977, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Cartographic Officer in the Soil and Land Use Survey of India, Department of Agriculture and Co-operation, Ministry of Agriculture, namely :—

1. Short title and commencement.— (1) These rules may be called the Soil and Land Use Survey of India (Cartographic Officer) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and pay band and grade pay or pay scale.— The number of the said posts, its classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time-to-time in this regard.

Note 1 : Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility Service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations have been extended, shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendation of the Pay Commission.

Deputation (including short term contract) :

Officers under the Central Government or State Governments or Union Territory Administations or Agricultural Universities or Researach Institutions of Indian Council of Agricultural Research or Public Sector Undertakings or Semi- Government or Statutory or Autonomous Organisations :

(A) (i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with two years' service in the grade rendered after appointment thereto on regular basis in the posts in Pay Band -2 ( Rs. 9300-34800) plus grade pay of Rs. 4800 or equivalent in the parent cadre or Department; or

(iii) with three years' service in the grade rendered after appointment thereto on regular basis in the posts in Pay Band -2 ( Rs. 9300-34800) plus grade pay of Rs. 4600 or equivalent in the parent cadre or Department; or

(iv) with eight years' service in the grade rendered after appointment thereto on regular basis in the posts in Pay Band -2( Rs. 9300-34800) plus grade pay of Rs. 4200 or equivalent in the parent cadre or Department; and

(B) possessing the following educational qualifications and experience :

Essential :

(1) Master's degree in Geography with specialisation in Cartography from a recognised university or institute.

(2) One years' experience in Cartography Survey and

mapping.

Desirable :

Two years' experience of aerial photo or satellite image interpretation and computer aided analysis.

Note 1 :

The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

(Period of deputation (incuding short term contract) including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age- limit for appointment by deputation (including short term contract) shall not be exceeding 56 years as on the closing date of the receipt of applications).

Note 2 :

For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations have been extended, shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the posts for which that grade pay or pay scale is the normal replacement grade without any upgradation.

सा.का.नि. 74.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और शहरी विकास, केन्द्रीय लोक निर्माण विभाग, अनुभाग अध्किारी ;उद्‌्‌यानद्ध समूह 'ग' पद भर्ती नियम, 2001 को उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, शहरी विकास मंत्राालय के केन्द्रीय लो. नि. विभाग में अनुभाग अध्किारी ;उद्‌्‌यानद्ध के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम शहरी विकास मंत्राालय, केन्द्रीय लो. नि. विभाग में अनुभाग अध्किारी ;उद्‌्‌यानद्ध समूह 'ग' पद भर्ती नियम, 2014 है।

4. निरर्हता.— वह व्यक्ति,—

यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध् िके अध्ीन अनुज्ञेय है और ऐसा करने के लिए आधर हैं तो किसी व्यक्ति को इस प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई भी बात, ऐसे आरक्षण, आयु में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकोें और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 74.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Urban Development, Central Public Works Department, Section Officer (Horticulture) Group 'C' post Recruitment Rules, 2001, except as regards things done or omitted to be done, before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Section Officer (Horticulture) in the Ministry of Urban Development, Central Public Works Department, namely :—

1. Short title and commencement.— (1) These rules may be called the Ministry of Urban Development, Central Public Works Department, Section Officer (Horticulture) Group 'B' posts Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Pay Band and Grade Pay or Pay Scale.— The number of said posts, its classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

3. Method of recruitment, age-limit, qualifications etc..— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time-to-time in this regard.

Note 1 : The person appointed to the post on direct recuitment basis shall have to pass a departmental test in simple accounts and Horticulture within a period of two years from the date of appointment on regular basis failing which he shall not be allowed to draw the annual increment.

The syllabus for the test shall be as follows :

(i) maintenance of Imprest Accounts;

(ii) maintenance of Tools and plants, Accounts and Stock accounts i.e. Material obtained for general requirement of the department.

(iii) maintenance of materials at sub-accounts i.e. material cost of which is charged at specific works;

(iv) maintenance of muster rolls of labour employed departmentally;

(v) recording of measurements including preparation of contractors running and financial bills;

(vi) procedure for execution or works and preparation of work abstract.

(vii) the minimum qualifying marks for a pass in the Department test shall be 50 (fifty) out of 100 marks.

Note 2 : Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled on deputation basis from officers of Central Goverment :—

(a) holding analogous posts on regular basis in the parent cadre or Department; and

(b) possessing the qualifications and experience prescribed for direct recurit under column (7).

(Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications).

1. रजिस्ट्रीकरण प्रमाण-पत्रा

तक विध्मिान्य है, जब तक कि पूर्व में रद्‌्‌द या निलंबित न कर दिया गया हो ।

2. रजिस्ट्रीकृत बीज उत्पादक रेशमकीट बीज उत्पादन केन्द्र के किसी प्रमुख या सहजदृश्य स्थान पर इस रजिस्ट्रीकरण प्रमाण-पत्रा को संप्रदर्शित करेगा ।

3. रजिस्ट्रीकृत बीज उत्पादक केवल इस प्रमाण-पत्रा में अनुज्ञात अध्सिूचित किस्म या प्रकार के रेशमकीट बीज का ही उत्पादन करेगा ।

4. रजिस्ट्रीकृत बीज उत्पादक, यह सुनिश्चित करेगा कि रेशमकीट बीज की अध्सिूचित किस्म या प्रकार के उत्पादन के लिए यथाविनिर्दिष्ट सुविधएं गुणवत्ता मानकों के बनाए रखने की अपेक्षाओं या शर्तों को पूर्ण करती है ।

5. रजिस्ट्रीकृत बीज उत्पादक ;आर एस पीद्ध रजिस्ट्रीकृत बीज कोया उत्पादकों से ही बीज कोया खरीदेंगे । यदि वाणिज्यिक चॉकी कीटपालन के लिए बिक्री की जाती है तो रजिस्ट्रीकृत चॉकी कीटपालकों को ही बिक्री की जाएगी ।

6. रजिस्ट्रीकृत बीज उत्पादक, रजिस्ट्रीकरण प्राध्किारी को, इस प्रमाण-पत्रा में स्वीकृत अपने बीज उत्पादन केन्द्र के पते में किसी परिवर्तन की सूचना देगा ।

7. रजिस्ट्रीकृत बीज उत्पादक, रेशमकीट बीज के उत्पादन के लिए उत्पादक द्‌्‌वारा उपयोग में लाए गए परिसरों के निरीक्षण के प्रयोजन के लिए रजिस्ट्रीकृत समिति या उसके प्राध्किार के अध्ीन कार्य करने वाले किसी अन्य प्राध्किारी को प्रत्येक सुविध प्रदान करेगा ।

5. रजिस्ट्रीकृत बीज कोया उत्पादक ;आर एस सी पीद्ध रजिस्ट्रीकृत बीज उत्पादकों को ही अपने रेशमकीट बीज कोसों की बिक्री करेंगे ।

6. रजिस्ट्रीकृत बीज कोया उत्पादक, रजिस्ट्रीकरण प्राध्किारी को इस प्रमाण-पत्रा में दिए गए पते में किसी परिवर्तन की सूचना देगा ।

7. उत्पादक, कीटपालन गृृह, रेशमकीट पफसल या उत्पादित बीज कोया के निरीक्षण के प्रयोजन के लिए रजिस्ट्रीकरण समिति या उसके प्राध्किार के अध्ीन कार्य करने वाले किसी अन्य प्राध्किारी को प्रत्येक सुविध प्रदान करेगा ।

New Delhi, the 31st March, 2015

G.S.R. 76.—In exercise of the powers conferred by Section 13 of the Central Silk Board Act, 1948 (61 of 1948), the Central Government hereby makes the following rules further to amend the Central Silk Board Rules, 1955 namely :—

1. (1) These rules may be called, the Central Silk Board (Amendment) Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Silk Board Rules, 1955 (hereinafter referred to as the said rules), in rule 47, for sub-rule (1), the following sub-rule shall be substituted, namely :—

''(1) Any person intending to produce silk-worm seed of any kind or variety or silk-worm seed cocoon or rear chawki worm shall make the application to the Registration Committee in triplicate for registration as silk-worm seed producer in Form 12(a), as a chawki rearer in Form 12(b) and as seed cocoon producer in Form 12(c).'' 3. In the said rules, in rule 49, for sub-clauses (a) and (b), the following sub-clauses shall respectively be substituted, namely :—

''(a) to the producer of the silkworm seed in Form 14(a);

(b) to the chawki rearer in Form 14(b);

(c) to the seed cocoon producer in Form 14(c).''

4. In the said rules, in the Appendix, for Form 12, the following shall be substituted, namely :—

''Form 12(a), Form 12(b) and Form 12(c)''.

5. In the said rules, in the Appendix, for Form 14, the following shall be substituted, namely :—

''Form 14(a), Form 14(b) and Form 14(c)''.

Terms and conditions of registration

1. The Certificate of Registration is valid up to ....................................... unless previously cancelled or suspended.

2. The Registered Seed Producer (RSP) shall display this Certificate of Registration at a prominent and conspicuous place in the silkworm seed production centre.

3. The RSP shall produce only the silkworm seed of notified kind or variety as permitted in this Certificate.

4. The RSP shall ensure that the facilities as specified for production of notified kind or variety of silkworm seed meet the requirements or conditions for maintenance of quality standards.

5. The RSP shall buy seed cocoons only from Registered Seed Cocoon Producers and if sold for commercial chawki rearing purpose, it shall only be to Registered Chawki Rearers.

6. The RSP shall intimate to the Registration Authority any change in address of his/her seed production centre as mentioned in this Certificate

7. The RSP shall extend every facility to the Registration Committee or any other authority acting under its authority for the purpose of inspection of silkworm seed premises used by the producer for production thereof.

Terms and conditions of registration

1. The Certificate of Registration is valid up to ....................................... unless previously cancelled or suspended.

2. The Registered Chawki Rearer (RCR) shall display this Certificate of Registration at a prominent and conspicuous place in the chawki rearing centre.

3. The RCR shall produce only the silkworm seed of notified kind or variety as permitted in this Certificate.

4. The RCR shall ensure that the facilities as specified for commercial chawki rearing of notified kind or variety of silkworm seed meet the requirements or conditions for maintenance of quality standards.

5. The RCR shall buy disease free layings only from Registered Seed Producers.

6. The RCR shall intimate to the Registration Authority any change in address of the chawki rearing centre.

7. The RCR shall extend every facility to the Registration Committee or any other authority acting under its authority for the purpose of inspection of silkworm seed premises used by the producer for production thereof.

2. The Registered Seed Cocoon Producer (RSCP) shall display this Certificate of Registration at a prominent and conspicuous place in his rearing house.

3. The RSCP shall rear only the silkworm pure races of notified kind or variety as permitted in this Certificate.

4. The RSCP shall ensure that the facilities as specified for rearing silkworm pure races of notified kind or variety as permitted, meet the requirements or conditions for maintenance of quality standards.

5. The RSCP shall sell his/her silkworm seed cocoons only to Registered Seed Producers.

6. The RSCP shall intimate to the Registration Authority any change in address provided in this Certificate.

7. The producer shall extend every facility to the Registration Committee or any other authority acting under its authority for the purpose of inspection of the rearing house, the silkworm crop or the seed cocoons produced.
