सा.का.नि. 80.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विस्तार निदेशालय ;ज्येष्ठ अनुवादकद्ध भर्ती नियम, 1984, विस्तार निदेशालय ;हदी अध्किारीद्ध, भर्ती नियम, 1985 और विस्तार निदेशालय ;समूह 'ग' और 'घ' पदद्ध भर्ती नियम, 1964, को, जहां तक कि उनका संबंध् सहायक निदेशक ;रा.भा.द्ध, ज्येष्ठ अनुवादक और कनिष्ठ अनुवादक के पदों से है, उन बातों के सिवाय अध्क्रिान्त करते हुए, जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, कृृषि मंत्राालय, कृृषि एवं सहकारिता विभाग के अध्ीन विस्तार निदेशालय में सहायक निदेशक ;रा.भा.द्ध, ज्येष्ठ अनुवादक और कनिष्ठ अनुवादक के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कृृषि मंत्राालय, कृृषि और सहकारिता विभाग, विस्तार निदेशालय, सहायक निदेशक ;रा.भा.द्ध ;समूह 'क'द्ध, ज्येष्ठ अनुवादक और कनिष्ठ अनुवादक ;समूह 'ख'द्ध भर्ती नियम, 2015 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

(513)514 THE GAZETTE OF INDIA : APRIL 25, 2015/VAISAKHA 5, 1937 [PART II—SEC. 3(i)] 2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड तथा ग्रेड वेतन या उससे संलग्न वेतनमान वे हाेंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं, आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ ;5द्ध से ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या विवाह की संविदा की हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की होः

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है, और ऐसा करने के लिए अन्य आधर हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को, किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

;iiद्ध केंद्रीय सरकार या राज्य सरकार या स्वायत्त निकाय या कानूनी संगठन या प्राइवेट सेक्टर उपक्रम या विश्वविद्यालय या मान्यता प्राप्त अनुसंधन या शैक्षणिक संस्थाओं के अंग्रेजी से हदी और हदी से अंग्रेजी में अनुवाद के कार्य और हदी में पारिभाषिक शब्दावली ;पारिभाषिक कार्यद्ध का उपयोग या प्रयोग करने का तीन वर्षों का अनुभव ।

केंद्रीय सरकार या राज्य सरकार या स्वायत्त निकाय या कानूनी संगठन या पब्लिक सेक्टर उपक्रम या विश्वविद्यालय या मान्यताप्राप्त अनुसंध् ान या शैक्षणिक संस्थाओं के अध्ीन हदी और अंग्रेजी में अध्यापन या हदी या अंग्रेजी में अनुसंधन में तीन वर्षों का शिक्षण अनुभव हों ।

वांछनीय : संविधन की 8वीं अनुसूची में सम्मिलित हदी के अतिरिक्त किसी एक भाषा का किसी मान्यता प्राप्त बोर्ड से 10वीं स्तर पर अध्ययन।

टिप्पण-1ः ऐसे विभागीय ज्येष्ठ अनुवादक जिन्होंने वेतन बैंड-2, 9300-34800 रुपये + गे्रड वेतन 4600 रु. में तीन वर्षों की नियमित सेवा की हो, पर भी बाह्‌्‌य व्यक्तियों के साथ विचार किया जाएगा और उनके नियुक्ति के लिए चयनित किए जाने की दशा में, पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

टिप्पण-2ः प्रतिनियुक्ति की अवध् िजिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् िहै, साधारणतया तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

टिप्पण-3ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 4 :— प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है नियमित आधर पर की गई सेवा को सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

हदी से अंग्रेजी और अंग्रेजी से हदी में अनुवाद का मान्यताप्राप्त संस्थान से डिप्लोमा अथवा प्रमाण पत्रा या केंद्रीय अथवा राज्य सरकार जिसके अंतर्गत भारत सरकार का उपक्रम भी है, में हदी से अंग्रेजी और अंग्रेजी से हदी के अनुवाद कार्य का तीन वर्ष का अनुभव ।

टिप्पण-1ः- ऐसे विभागीय कनिष्ठ अनुवादक जिन्होंने वेतन बैंड-2, 9300-34800 रुपये + गे्रड वेतन 4200 रु. में पांच वर्ष की नियमित सेवा की हो पर भी बाह्‌्‌य व्यक्तियों के साथ विचार किया जाएगा । उन की नियुक्ति के लिए चयनित किए जाने की दशा में, पद प्रोन्नति द्वारा भरा गया समझा जाएगा ।

टिप्पण-2ः- प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् िहै, साधारणतया तीन वर्ष से अध्कि नहीं होगी ।

टिप्पण-3ः- पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण-4ः- प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

टिप्पण 1ः-भारत सरकार द्वारा जारी किए आधर पर अराजपत्रिात, ;ग्रेड वेतन गए अनुदेशों या आदेशों के अनुसार सरकारी परिवर्तन किया अननुसचिवीय 4200 रुपयेद्ध सेवकों के लिए 5 वर्ष तक शिथिल की जा सकता है।द्ध

टिप्पण 2 :- आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध कारणों के लिए जो लेखब( किये जाएं कर्मचारी चयन आयोग या सक्षम प्राध्किारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यथयों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग या सक्षम प्राध्किारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यथयों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

G.S.R. 80.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Extension (Senior Translator) Recruitment Rules, 1984, Directorate of Extension (Hindi Officer) Recruitment Rules, 1985 and Directorate of Extension (Group 'C' and Group 'D' posts) Recruitment Rules, 1964, in so far as they relate to the posts of Assistant Director(OL), Senior Translator and Junior Translator, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Assistant Director(OL), Senior Translator and Junior Translator, in the Directorate of Extension under the Ministry of Agriculture, Department of Agriculture and Cooperation, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Directorate of Extension, Assistant Director(OL) (Group 'A'), Senior Translator and Junior Translator (Group 'B') Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of the said posts, its classification, pay band and grade payor pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.— The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. —No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .

5. Power to Relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reason to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or cateqory of persons .

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Three years experience of teaching in Hindi and English or research in Hindi or English under Central or State Governments or autonomous Body or Statutory Organisations or Public Sector Undertakings or Universities or recognised research or educational institutions.

Desirable:

Studied one of the languages other than Hindi included in the 8th Schedule of the Constitution at 10th level from a recognized board.

Note1: The Departmental Senior Translator with three years regular service in Pay band - 2, 9300-34800 with grade pay Rs. 4600/- shall also be considered along with outsiders. In case he or she is selected for appointment, the post shall be deemed to have been filled by promotion.

Note2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to exceed three years. The Maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date for the receipt of applications.

Note 3: The Departmental officer in the feeder category who is in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 4: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1 st January, 2006 (the date from which the revised pay structure based on the Sixth Central Pay Commission recommendation has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay recommendations of the pay commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common Grade Pay or Pay scale and where this benefit will extend only for the post of posts for which that grade payor pay scale in the normal replacement grade without any upgradation.

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा, परंतु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध्ि सपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा, 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझा जाएगा ।

टिप्पण-1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 81.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Agriculture, Directorate of Extension, Stenographer (Grade-I, II and III) Recruitment Rules, 2003, in so far as it relates to the posts of Stenographer (Grade-I) and Stenographer (Grade-II), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade-I in the Directorate of Extension under the Ministry of Agriculture, Department of Agriculture and Co-operation, namely:—

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Co-operation, Directorate of Extension Stenographer Grade -I, Group 'B' Post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.—The number of said post, its classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post :

5. Power to Relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission .

Deputation (including short-term contract):

Officers holding the post of Stenographer under the Central Government or State Governments or Union Territory Administrations or Public Sector Undertakings or Universities or Recognised Research Institutions or Semi Government or Autonomous Bodies or Statutory Organisations:

(i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with six years service in the grade rendered after appointment thereto on a regular basis in pay band-1, Rs. 5200-20200/- with grade pay of Rs. 2800/- in the parent cadre or department; or

(iii) with ten years service in the grade rendered after appointment thereto on a regular basis in pay band-1, Rs. 5200-20200/- with grade pay of Rs.2400/- in the parent cadre or department.

Note 1: The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

(Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.)

Note 2: For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

सा.का.नि. 82.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और केन्द्रीय पशु प्रजनन पफार्म भर्ती नियम, 1992 ;कृृषि अध्किारीद्ध को उन बातों के सिवाय अध्क्रिान्त करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, कृृषि मंत्राालय के पशुपालन, डेयरी और मत्स्यपालन विभाग तथा केन्द्रीय पशु प्रजनन पफार्म में कृृषि अध्किारी के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कृृषि मंत्राालय, पशुपालन, डेयरी और मत्स्यपालन विभाग तथा केन्द्रीय पशु प्रजनन पफार्म में कृृषि अध्किारी, समूह ''ख'' पद भर्ती नियम, 2015 है।

4. निरर्हता.—वह व्यक्ति,—

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को, किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 1 : नियमित आधर पर कृृषि सहायक का पद धरण करने वाले पदधरी के लिए, इन नियमों की अध्सिूचना की तारीख को प्रोन्नति के लिए अर्हक सेवा आठ वर्ष रहेगी ।

टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा, परंतु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

G.S.R. 82.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in "Supersession of the Central Cattle Breeding Farm Recruitment Rules, 1992 (Agriculture Officer), except with respect to things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Agriculture Officer in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries and Central Cattle Breeding Farm, namely:-

1. Short title and commencement.—(1) These rules may be called the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Central Cattle Breeding Farm, Agriculture Officer, Group 'B' Post Recruitment Rules, 2015,

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of said posts, their classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.— The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage; and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: The qualifying service for promotion for the incumbents holding the post of Agriculture Assistant on regular basis on the date of notification of these rules shall continue to be eightyears.

Note 2: Where juniors who have completed their qualifying or eligibility service are beir considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 3: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1.1.2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission.

Deputation (including short-term contract):

Officers under the Central Government/State Governments/Union territories/recognized research institutions/Agricultural Universities/Public Sector Undertakings/semi-Government/statutory or autonomous organisations.

the grade rendered after appointment thereto on a regular basis in posts in pay band-2, Rs. 9300-34800/- with grade pay of Rs. 4200/- or equivalent in the parent cadre or Department; or

(iii) with eleven years service in the grade rendered after appointment thereto on a regular basis in posts in pay band-1 Rs. 5200-20200/- with grade pay of Rs. 2800/- or equivalent in the parent cadre or Department; and

(B) possessing the following educational qualifications and experience:

Essential :

(i) Degree in Agriculture from a recognised University or Institute.

(ii) three years' experience in production, extension, propagation and development of fodder crops in the Agricultural Department of Central Government/State Government/Indian Council of Agricultural Research/ Agricultural Universities/recognised research institutions/Veterinary Councils.

Desirable:

Master's Degree in Agronomy or Agriculture from a recognised University or Institute.

Note 1: The departmental officers in the feeder category who are in direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion.

[Period of Deputation(including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding fifty six years as on the closing date of receipt of applications].

Note 2: For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006/the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/ pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where the benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation .
