सा.का.नि. 89.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत के महारजिस्ट्रार के कार्यालय के भाषा प्रभाग और राज्यों एवं संघ राज्यक्षेत्राों में स्थित जनगणना कार्य निदेशकों के कार्यालयों में ;आशुलिपिक ग्रेड-Iद्ध भर्ती नियम, 2007 का अध्क्रिमण करते हुए, ऐसे अध्क्रिमण से पहले इस संबंध् में की गई या लोप की जाने वाली कार्यवाही को छोड़कर, भारत के महारजिस्ट्रार के कार्यालय के भाषा प्रभाग और राज्यों एवं संघ राज्यक्षेत्राों में स्थित जनगणना कार्य निदेशकों के सभी कार्यालयों में आशुलिपिक ग्रेड-I के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का नाम भारत के महारजिस्ट्रार के कार्यालय का भाषा प्रभाग और राज्यों एवं संघ राज्यक्षेत्राों में स्थित जनगणना कार्य निदेशकों के सभी कार्यालय, आशुलिपिक ग्रेड-I, भर्ती नियम, 2015 होगा ।

3. भर्ती की प(ति, आयु-सीमा, शैक्षिक अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, शैक्षिक अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम ;5द्ध से ;13द्ध में विनिदष्ट हैं ।

4. निरर्हताएं.— वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके लिए जो कारण हैं, उन्हें लेखब( करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई भी बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

नोट 1 : जहां उन कनिष्ठों की पदोन्नति के लिए विचार किया जा रहा हो जिन्होंने पात्राता अथवा अर्हक सेवा पूरी कर ली हो तो ऐसी अर्हक अथवा पात्राता सेवा पहले ही पूर्ण कर चुके कनिष्ठों के साथ उनके वरिष्ठ सहकर्मियों पर भी विचार किया जाएगा बशर्ते कि उनकी वांछित पात्राता अथवा अर्हक सोवा ऐसी अर्हक अथवा पात्राता सेवा के आध्े से अध्कि अथवा दो वर्ष , जो भी कम हो, से कम नहीं हो और अगली उच्च श्रेणी में पदोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूर्ण कर चुके हों ।

नोट 2 : पदोन्नति के लिए न्यूनतम अर्हक सेवा की गणना के उद्देश्य से, किसी अध्किारी द्‌्‌वारा, 01 जनवरी, 2006 अथवा छठे वेतन आयोग की अनुशंसाओं के आधर पर संशोध्ति वेतन ढांचा लागू किए जाने की दिनांक से पूर्व नियमित आधर पर दी गई सेवा को उक्त वेतन आयोग की अनुशंसा के आधर पर लागू तदनुरूपी ग्रेड पे/वेतनमान में की गई सेवा माना जाएगा ।

प्रतिनियुक्ति :—

केंद्रीय सरकार के अंतर्गत आशुलिपिक के पद पर कार्यरत अध्किारी :—

;कद्ध;iद्ध जो अपने मूल संवर्ग अथवा विभाग में नियमित आधर पर सदृश पद धारण किए होंऋ अथवा

;iiद्ध 2400 रुपये के गे्रड पे के साथ पे बैण्ड-1 में दस वर्ष की नियमित सेवा सहितऋ अथवा समकक्ष

टिप्पणी 1 :पफीडर वर्ग के विभागीय अध्किारी जो पदोन्नति की सीध्ी लाइन में हैं, प्रतिनियुक्ति के लिए विचार के पात्रा नहीं होंगे । इसी प्रकार, प्रतिनियुक्ति पर नियुक्त कर्मचारी पदोन्नति पर नियुक्ति के लिए विचार के पात्रा नहीं होंगे ।

टिप्पणी 2 : केन्द्रीय सरकार के उसी अथवा अन्य संगठन अथवा विभाग में इस नियुक्ति से तुरंत पहले धरित किसी अन्य संवर्ग-बाह्‌्‌य पद पर प्रतिनियुक्ति की अवध् िसहित प्रतिनियुक्ति की अवध् िसामान्यतः तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन पत्रा प्राप्त होने की अंतिम तारीख को 'छप्पन वर्ष से अध्कि नहीं' होगी ।

के आधर पर लागू तदनुरूपी ग्रेड पे या वेतनमान में की गई सेवा माना जाएगा । सिवाय उसके, जहां एक से अध्कि पूर्व-संशोध्ति वेतनमान एक साझा ग्रेड पे या वेतनमान के साथ एक ग्रेड पे में आमेलित कर दिए गए हैं ऋ और जहां यह लाभ केवल उन पदों को मिल रहा है जिसके लिए उक्त ग्रेड पे या वेतनमान बगैर किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है ।

यदि विभागीय पदोन्नति समिति विद्‌यमान है, तो उसकी संरचना भर्ती करते समय किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श क्या है ?

G.S.R. 89.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Language Division of the Office of the Registrar General, India and the Offices of the Directors of Census Operations in States and Union Territories Stenographer Grade-I, Recruitment Rules, 2007, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade-I in the Language Division of the Office of the Registrar General, India, and all the Offices of the Director of Census Operations in the States and the Union Territories, namely :—

1. Short title and commencement.—(1) These rules may be called the Language Division of the Office of the Registrar General, India and the Offices of the Director of Census Operations in the States and the Union Territories, Stenographer Grade I, Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification pay band and grade pay or pay scale.— The number of post, it classification and the Pay Band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc.— The method of recruitment, age-limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person,-

(a) who has entered into or contracted a marriage with a person, having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage, is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, Exservicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended, based on the recommendations of the pay Commission.

Deputation:

Officers holding the post of Stenographer under the Central Government-

(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with ten years' regular service in the Pay Band -I with Grade Pay Rs. 2400; or equivalent.

Note 1 : The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinary not exceed three years. The maximum age limit for appointment by deputation shall be 'Not exceeding fifty six years' as on the closing date of receipt of applications.

Note 3 : For the purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 (the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

G.S.R. 90.—In exercise of the powers conferred by the proviso to article 309 of the constitution and in supersession of the Ministry of Agriculture, Department of Agriculture and Cooperation, Additional Commissioner(Extension) Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Additional Commissioner(Extension) in the Ministry of Agriculture, Department of Agriculture and Cooperation, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Additional Commissioner(Extension), Group 'A' Posts, Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.—The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to Relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

alongwith their juniors who have already completed such

service for promotion, the service rendered on a regular basis

by an officer prior to 1.1.2006 or the date from which the

revised pay structure based on the 6th Central Pay Commission

recommendations has been extended, shall be deemed to be

service rendered in the corresponding pay or pay scale

extended based on the recommendations of the Pay

Commission.

सा.का.नि. 91.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केन्द्रीय भेड़ प्रजनन पफार्म, हिसार, ;वर्ग 3 और वर्ग 4 पदद्ध भर्ती नियम, 1971 को, जहां तक कि यह स्टॉकमेन के पद से संबन्ध्ति है, उन बातों के सिवाय जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने का लोप किया गया है, अध्क्रिांत करते हुए कृषि मंत्राालय, ;पशु पालन, डेयरी और मत्स्य पालन विभागद्ध केन्द्रीय भेड़ प्रजनन पफार्म, हिसार में स्टॉकमेन के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कृषि मंत्राालय, ;पशु पालन, डेयरी और मत्स्य पालन विभागद्ध केन्द्रीय भेड़ प्रजनन पफार्म, हिसार में स्टॉकमेन ;समूह 'ग'द्ध भर्ती नियम, 2015 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा अन्य अर्हताएं, आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 91.—In exercise of the powers conferred by the proviso to article 309 of the Constitution supersession of the Central Sheep Breeding Farm, Hissar (Class III and Class IV posts) Recruitment, Rules, 1971, in so far as they relate to the post of Stockman, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stockman in the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Central Sheep Breeding Farm, Hisar, namely;- 1. Short title and commencement. —(1) These rules may be called the Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Central Sheep Breeding Farm, Hisar, Stockman, Group 'C Post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.— The number of said post, its classification, pay band and grade payor pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age- limit, qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. —No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage "and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
