का.नि.आ. 25.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और ;iद्ध रक्षा मंत्राालय, सशस्त्रा बल मुख्यालय और अंतर सेवा संगठन, ज्येष्ठ रिप्रोग्रापिफक सहायक, रिप्रोग्रापिफक सहायक और पैफरो मुद्रक/ड्राइंग मुद्रक भर्ती नियम, 2000ऋ ;iiद्ध रक्षा मंत्राालय, संयुक्त बीजलेख ब्यूरो ;समूह 'ग' पदद्ध भर्ती नियम, 2001 को जहां तक उसका संबंध् रिप्रोग्रापिफक सहायक के पद से हैऋ और ;iiiद्ध रक्षा मंत्राालय, वायु सेना मुख्यालय ;समूह 'ग' पदद्ध भर्ती नियम, 2002 को जहां तक उसका संबंध् ज्येष्ठ रिप्रोग्रापिफक सहायक और रिप्रोग्रापिफक सहायक पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्राालय के अध्ीन, रक्षा मंत्राालय के एकीकृृत मुख्यालयों ;सेना, नौसेना और वायु सेनाद्ध, रक्षा कर्मचारिवृंृद मुख्यालय और अंतर सेवा संगठन में समूह 'ग' पदों पर नियुक्त होने के लिए भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम रक्षा मंत्राालय के एकीकृृत मुख्यालयों ;सेना, नौसेना और वायु सेनाद्ध, रक्षा कर्मचारिवृंृद मुख्यालय और अंतर सेवा संगठन, ज्येष्ठ रिप्रोग्रापिफक सहायक, रिप्रोग्रापिफक सहायक और पैफरो मुद्रक/ड्राइंग मुद्रक समूह 'ग' पद भर्ती नियम, 2015 है ।

(267)268 THE GAZETTE OF INDIA : JUNE 27, 2015/ASADHA 6, 1937 [PART II—SEC. 4] 2. लागू होना.—ये नियम इन नियमों से उपाब( अनुसूची के स्तंभ ;1द्ध में विनिर्दिष्ट पदों को लागू होेंगे ।

3. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंध्ति अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ;5द्ध से ;13द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ऋ

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण 1 : आयु-सीमा अवधरित करने

के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा-जिले[भाग IIखण्ड 4] भारत का राजपत्रा : जून 27, 2015/आषाढ़ 6, 1937 269 ;6द्ध के पांगी-उपखण्ड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई है ।द्ध

टिप्पण 2 : रोजगार कार्यालय के माध्यम से आने वाले अभ्यर्थियों की दशा में आयु-सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस तक रोजगार कार्यालय से नाम भेजने के लिए कहा गया है ।

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि यदि कोई हो अपेक्षित शैक्षिक और अन्य अर्हताएं

व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

आवश्यक : ;1द्ध किसी मान्यता प्राप्त बोर्ड या विश्वविद्यालय से बारहवीं कक्षा पासऋ

;2द्ध कैमरा प्रचालन और प्लेट निर्माण या इलैक्ट्रोस्टेटिक निगेटिव उपस्कर में तीन वर्ष का अनुभव ।

वांछनीय :

किसी मान्यता प्राप्त बोर्ड या विश्वविद्यालय से भौतिक विज्ञान और रसायन विज्ञान विषय के साथ बारहवीं कक्षा पास

टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में उन कारणों के लिए जो लेखब( किए जाएं कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबध्ी अर्हता ;अर्हताएं द्ध उन कारणों के लिए जो लेखब( किए जाएं कर्मचारी चयन आयोग या सक्षम प्राध्किारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है, जब चयन के किसी प्रक्रम पर सक्षम प्राध्किारी की यह राय है कि उसके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले इन समुदाय के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

भर्ती की प(ति : भर्ती सीध्े होगी या प्रोन्नति द्वारा या प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां, प्रतिनियुक्ति या आमेलन द्वारा तथा विभिन्न प(तियों द्वारा भरी जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा जाने वाली रिक्तियों की प्रतिशतता

प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा प्रोन्नति : ऐसे रिप्रोग्रापिफक सहायक जिनकी वेतन बैंड-1, 5200-20200 रु. और दोनों के न हो सकने पर सीध्ी भर्ती द्वारा । ग्रेड वेतन 2400 रु. की श्रेणी में पांच वर्ष नियमित सेवा की है । जिसके टिप्पणः- सभी पात्रा अभ्यर्थियों को प्रोन्नति, प्रतिनियुक्ति न हो सकने पर ऐसे पफैरो मुद्रक और ड्राइंग मुद्रक जिनकी वेतन बैंड -1, और सीध्ी भर्ती के प्रयोजन के लिए व्यावसायिक परीक्षण 5200-20200 रु. ग्रेड वेतन 1800 रु. की श्रेणी में कुल सोलह वर्ष की में अर्हता प्राप्त करना आवश्यक होगा । सम्मिलित नियमित सेवा की है ।

टिप्पण 1ः-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जब कि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2ः-प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

प्रतिनियुक्ति :-केन्द्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्रा प्रशासन के ऐसे अध्किारी :

;कद्ध ;iद्ध जो मूल काडर या विभाग में नियमित आधर पर सदृृश पद धरण किए हुए हैंऋ या

;iiद्ध जिसकी मूल काडर या विभाग में वेतन बैंड-1, 5200-20200 रु. ग्रेड वेतन 2400 रु. की श्रेणी में पांच वर्ष की नियमित सेवा है ऋ और

;खद्ध स्तंभ ;7द्ध के अध्ीन सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हैं ।

टिप्पण 1ः-पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2ः-प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌य पद पर प्रतिनियुक्ति की अवध् िहै साधरणतया तीन वर्ष से अध्कि नहीं होगी ।

टिप्पण 3ः-प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

टिप्पण 4ः-प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन केे लिए किसी अध्किारी द्वारा 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना

भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

समूह 'ग' विभागीय प्रोन्नति समिति ;पुष्टि और प्रोन्नति के लागू नहीं होता ।

संबंध् में विचार करने के लिएद्ध जिसमें निम्नलिखित होंगे :—

1. उप मुख्य प्रशासनिक अध्किारी,

संयुक्त सचिव ;प्रशिक्षणद्ध, एवं मुख्य प्रशासनिक अध्किारी का कार्यालय, रक्षा मंत्राालय —अध्यक्ष

2. रक्षा मंत्राालय का एकीकृत मुख्यालय ;नौसेना या वायुसेनाद्ध मानकीकरण निदेशालय और प्रमुख इंजीनियर शाखा, रक्षा मंत्राालय प्रत्येक में से एक उप निदेशक या समतुल्य हैसियत का अध्किारी —सदस्य

प्रोन्नति द्वारा टिप्पणः- सभी पात्रा अभ्यर्थियों को प्रोन्नति के प्रयोजन ग्रेड वेतन 1800 रु. की श्रेणी में ग्यारह वर्ष की नियमित सेवा की है । के लिए व्यावसायिक परीक्षण में अर्हता प्राप्त करना आवश्यक होगा ।

टिप्पण 1ः-जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में उन कारणों के लिए जो लेखब( किए जाएं कर्मचारी चयन आयोग या सक्षम प्राध्किारी के विवेकानुसार शिथिल की जा सकती है ।

S.R.O. 25.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of (i) the Ministry of Defence, Armed Forces Headquarters and Inter Service Organisations, Senior Reprographic Assistant, Reprographic Assistant and Ferro Printer/Drawing Printer Recruitment Rules, 2000; (ii) the Ministry of Defence, Joint Cipher Bureau (Group 'C' posts) Recruitment Rules, 2001 in so far as it relates to the post of Reprographic Assistant; and (iii) the Ministry of Defence, Air Headquarters (Group 'C' posts) Recruitment Rules, 2002 in so far as it relates to the posts of Senior Reprographic Assistant and Reprographic Assistant, except as respects things done or omitted to be done before such supersessions, the President hereby makes the following rules regulating the method of recruitment to join Group 'C' posts in the Integrated Headquarters of Ministry of Defence (Army, Navy and Air), Defence Staff Headquarters and Inter Service Organisation, under the Ministry of Defence, namely :-

1. Short title and commencement. — (1) These rules may be called the Ministry of Defence, Integrated Headquarters of Ministry of Defence (Army, Navy and Air), Defence Staff Headquarters and Inter Service Organisations, Senior Reprographic Assistant, Reprographic Assistant and Ferro Printer/Drawing Printer, Group 'C' Posts Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.— These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification, pay band and grade pay or pay scale. — The number of said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the above said Schedule.

4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .— No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1.— Qualifications are relaxable at the discretion of the Staff Selection Commission in case of candidates otherwise well qualified.

Note 2.— The qualifications regarding experience is relaxable at the discretion of the Staff Selection Commission/ Competent Authority in the case of candidates belonging to the Scheduled Castes or Scheduled Tribes, if at any stage of selection, the competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

Note :-All eligible candidates will be required to with five years regular service in the grade failing which qualify trade test for the purpose of promotion, sixteen years combined regular service in the grade of deputation and direct recruitment. Ferro Printer and Drawing Printer in the pay band -l,

` 5200-20200 plus grade pay of `1800.

Note 1:- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2:- For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January 2006 (the date from which the revised pay structure based on the Sixth Central Pay Commission Recommendations has been extended), shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission.

Deputation: Officers of the Central Government or State Government or Union Territory Administration:-

(a)(i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with five years regular service in the grade in pay band - 1, ` 5200-20200 plus grade pay of ` 2400 in the parent cadre or Department, and

(b) possessing educational qualifications and experience as prescribed for direct recruits under column (7).

Note l:- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2:- The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not exceed three years.

Note 3:- The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.

Note 4:- For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2006 (the date from which the revised pay structure based on the 6th CPC recommendation has been extended) shall be deemed to278 THE GAZETTE OF INDIA : JUNE 27, 2015/ASADHA 6, 1937 [PART II—SEC. 4] ;11द्ध be service rendered in the corresponding grade pay or pay scale based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one scale with a common grade pay/pay scale, and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation.
