सा.का.नि. 130.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और संघ लोक सेवा आयोग, ;समूह 'घ' पदद्ध भर्ती नियम, 2002 और संघ लोक सेवा आयोग, सलाहकार सूट, समूह 'ग' और समूह 'घ' पद भर्ती नियम, 2004 को, जहां तक उनका संबंध् बैरा ;सलाहकार सूटद्ध और वाश बॉय ;सलाहकार सूटद्ध के पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पूर्व किया गया है या करने से लोप किया गया है, संघ लोक सेवा आयोग में बहु कार्य कर्मचारिवृंृद के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग ;बहु कार्य कर्मचारिवृंृदद्ध भर्ती नियम, 2015 है ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 130.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Union Public Service Commission (Group 'D' posts) Recruitment Rules, 2002, and the Union Public Service Commission, Advisers' Suite, Group 'C' and Group 'D' Posts Recruitment Rules, 2004, in so far as they relate to the posts of Bearer (Advisers' Suite) and Wash Boy (Advisers' Suite) except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in the office of the Union Public Service Commission, namely:—

1. Short title and commencement.— (l) These rules may be called the Union Public Service Commission (Multi Tasking Staff) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post(s), classification and pay band and grade pay or pay scale.— The number of post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.-—No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा, परंतु यह तब जबकि उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध्ि सपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की गणना करते समय, अध्किारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, पुनरीक्षित वेतनमान को समझा जाएगा ।

प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा द्धः—

केंद्रीय सरकार या राज्य सरकार या संंघ राज्य क्षेत्रा प्रशासन या पब्लिक सैक्टर के उपक्रमों या विश्वविद्‌्‌यालयों या मान्यता प्राप्त अनुसंधन संस्थानों या अर्ध् सरकारी या स्वायत्त निकायों या स्वैच्छिक संगठनों के ऐसे अध्किारी :—

;कद्ध;iद्ध मूल संवर्ग या विभाग में सदृश पद धारण किए हुए हैं ऋ या

;iiद्ध मूल संवर्ग या विभाग में वेतन बैंड-2, 9300-34800 रु.ऋ ग्रेड वेतन 4200 रु. या समतुल्य में नियमित आधर पर नियुक्ति के पश्चात्‌्‌ उस पद पर पांच वर्ष नियमित सेवा की होऋ और

;खद्ध निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों-

;1द्ध;iद्ध किसी मान्यता प्राप्त विश्वविद्‌्‌यालय या संस्थान से कृृषि में बैचलर डिग्री हो

टिप्पण-1ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

R. 131.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Food and Agriculture (Recruitment to Technical Non-gazetted Class II and III Posts) Rules; 1959, in so far as they relate to the post of Senior Technical Assistant (Seeds), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Technical Assistant Grade-I (Seeds) and Senior Technical Assistant Grade-II (Seeds) in the Seeds Division of the Ministry of Agriculture, Department of Agriculture and Cooperation, namely:-

l. Short title and commencement.— (1) These rules may be called the Ministry of Agriculture, Department of Agriculture and Cooperation, Senior Technical Assistant Grade-I (Seeds) and Senior Technical Assistant Grade- II (Seeds), Group 'B' Post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Application.— These rules shall apply to the posts specified in column (l) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualifications,— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the Sold posts:

Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, in consultation with the Union Public Service Commission, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.-—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are net short of the requisite qualifying or eligibility service by more than half of such qualifying or eligihility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding payor pay scale extended based on the recommendations of the Pay Commission.

Deputation (including short-term contract):

Officers under the Central or State Governments or Union Territory Administrations or public sector undertakings or universities or recognised research institutions or semi- Government or autonomous bodies or statutory organisations:

(A) (i) holding analogous posts on regular basis in the parent cadre or Department; or

(ii) with five years' service in the grade rendered after appointment thereto on a regular basis in posts in pay band 2, Rs. 9300-34800 plus grade pay of Rs. 4200/- or equivalent in the parent cadre or department; and

(B) possessing the following educational qualifications and experience:

(l)(i) Bachelor's Degree in Agriculture from a recognised university or institute;

Note l: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

(Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age-limit for appointment by deputation (including short- term contract) shall be not exceeding fifty six years as on the closing date of receipt of applications).

Note 2: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade payor pay scale, and where this benefit will extend only for the posts for which that grade payor pay scale is the normal replacement grade without any upgradation.

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

G.S.R. 133.— In exercise of the powers conferred by the proviso to article 309 of Constitution, and in supersession of Central Water Commission Editor (Bhagirath- English) Recruitment Rules, 2002 except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Editor (Bhagirath- English) in the Central Water Commission, namely:-

1. Short title and commencement.— (1) These rules may be called the, Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water Commission Editor (Bhagirath-English) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale.— The number of the said post, its classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Scheduled annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.— No person,

(a) Who has entered into or contracted a marnage with a person having a spouse living, or

(b) Who, having a spouse living has entered into or contracted a marriage with any person shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit, and other concessions required to be provided for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed three years.

G.S.R. 134.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Water Commission, Subordinate Offices (Storekeeper) Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Store Keeper in the Ministry of Water Resources, the Central Water Commission, namely :-

1. Short title and commencement.— (1) These rules may be called the Ministry of Water Resources, the Central Water Commission, Store Keeper, Group 'C' Post, Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale .— The number of post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc. — The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. — No person -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

टिप्पण 1 : पोषक प्रवर्ग के वे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा

नियुक्त के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति की अवध् ि केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध्ि

साधरणतया तीन वर्ष से अध्कि नहीं होगी ।

टिप्पण 3 : प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

टिप्पण 4 : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा, 1 जनवरी, 2006 से पहले उस तारीख[भाग IIखण्ड 3(i)] भारत का राजपत्रा : जुलाई 25, 2015/श्रावण 3, 1937 1079 ;11द्ध से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए 01.01.2006 या वह तारीख जिसको छठे केन्द्रीय वेतन आयोग की सिपफारिश पर आधरित पुनरीक्षित वेतन संरचना का

विस्तार किया गया है, से पूर्व किसी अध्किारी द्वारा नियमित आधर

पर की गई सेवा को, छठे वेतन आयोग की सिपफारिशों के आधर पर विस्तारित तत्स्थानी ग्रेड वेतन/वेतनमान में की गई सेवा समझी जाएगी।

टिप्पण 1 : पोषक प्रवर्ग के वे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा

नियुक्त के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 135.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Civil Aviation, Directorate General of Civil Aviation, Headquarters, Departmental Canteen (Group 'C' and Group 'D' posts) Recruitment Rules 2004, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment to Group 'C' posts in the Departmental Canteen of the Directorate General of Civil Aviation, Ministry of Civil Aviation namely:-

1. Short title and commencement.— (l)These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, Departmental Canteen (Group 'C' posts) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale .— The number of the posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications.— The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification .— No Person, -

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

5. Power to relax .— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving .— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
