सा.का.नि. 163.—राष्टश्पति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रद;बपकरू217द्धा षक्तियों का प्रयोग करते हुए और राष्टश्ीय परीक्षणषाला, कोलकाता ;कार्यालय अध्ीक्षकद्ध भर्ती नियम, 2005 को, उन बातों के सिवाय अध्;िबपकरू216द्ध ांत करते हुए, जिन्हें ऐसे अध्;िबपकरू216द्ध मण से पहले किया गया है या करने का लोप किया गया है के सिवाय अध्;िबपकरू216द्ध ांत करते हुए, उपभोक्ता मामले खाद्य और सार्वजनिक वितरण मंत्राालय, उपभोक्ता मामले विभाग के अध्ीन राष्टश्ीय परीक्षणषाला में कार्यालय अध्ीक्षक के पद की भर्ती की प३ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम राष्टश्ीय परीक्षणषाला, कार्यालय अध्ीक्षक भर्ती नियम, 2015 है ।

3. भर्ती की प३ ति, आयु-सीमा, षैक्षिक अर्हताएं आदि.—उक्त पद पर भर्ती की प३ति, आयु-सीमा, षैक्षिक अर्हताएं और उससे संबंाित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्;बपकरू230द्ध ीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. षिथिल करने की षक्ति.—जहां केन्;बपकरू230द्ध ीय सरकार की यह राय है कि ऐसा करना आवष्यक या समीचीन है, आदेष द्वारा और वहां उसके लिए जो कारण हैं, उन्हें लेखब३ करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेष द्वारा षिथिल कर सकेगी।

6. व्यावश्;िबपकरू217द्धा.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेषों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगो–, भूतपूर्व सैनिकों और अन्य विषेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

प्रोन्नति द्वारा, जिसके न हो सकने पर प्रतिनियुक्ति द्वारा प्रोन्नति :

ऐसे अवर श्रेणी लिपिक जो वेतन बैंड-1, 5200;बपकरू181द्ध 20,200 रुपये तथा 2400 रुपये के ग्रेड वेतन में है और नियमित आधर पर नियुक्ति के बाद श्रेणी में दस वर्ष सेवा की है ।

प्रोन्नति प्रषासन, स्थापना और लेखा मामलों के क्षेत्रा में 2/4 सप्ताह के सपफलतापूर्वक प्रषिक्षण पूरा होने की षर्त के अयध्ीन होगी ।

परंतु कि ऐसे व्यक्ति जिन्होंने विभागीय प्रोन्नति समिति की बैठक की तारीख से पहले प्रोन्नति के लिए प्रषिक्षण पूरा नहीं किया है, पर इस षर्त पर विचार किया जाएगा कि अपेक्षित प्रषिक्षण विभागीय प्रोन्नति समिति की बैठक की तारीख के एक वर्ष के अंदर पूरा किया जाएगा ।

परंतु यह और कि ऐसे व्यक्ति जो दो वषो– के भीतर सेवानिवश्श्त्त होने वाले हैं को प्रोन्नति के लिए सेसे प्रषिक्षण के पूरा करने से छूट दी जाएगी ।

टिप्पणी 1 ः जहां ऐसे कनिष्ठ व्यक्तियों, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनकेे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा, परंतु यह तब जब उनकी अपेक्षित अर्हक या पात्राता सेवा ऐसी अर्हक या पात्राता सेवा के आध्े से अध्कि अथवा दो वर्ष, जो भी कम हो और जिन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, के साथ अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

टिप्पणी 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिषों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिषों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई समझी जाएगी ।

प्रतिनियुक्ति :

केंद्रीय सरकार के अध्ीन ऐसे अध्किारी :;बपकरू181द्ध

;कद्ध;iद्ध नियमित आधर पर धरित समतुल्य पदऋ अथवा

;iiद्ध श्रेणी में 10 वर्ष की नियमित सेवा के साथ 2400 रुपये के ग्रेड वेतन के साथ 5200;बपकरू181द्ध 20,200 रुपये के वेतन बैंड में धरित पदऋ और

;खद्ध प्रषासन, स्थापना और लेखा मामलों में दो वर्ष का अनुभव हो ।

टिप्पणी 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पणी 2 :;बपकरू181द्ध प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌्‌य पद पर प्रतिनियुक्ति की अवध् ि है साधरणतया 3 वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

टिप्पणी 3 : प्रतिनियुक्ति या आमेलन के आधर पर नियुक्ति के प्रयोजन के लिए, किसी अध्किारी द्वारा, 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिषों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दषा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिपफारिषों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना भर्ती करने में किन परिस्थितियां जिनमें संघ लोक सेवा आयोग से भर्ती

करने के लिए परामर्ष किया जाएगा ।

G.S.R. 163.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Test House, Kolkatta (Office Superintendent) Recruitment Rules, 2005, except as respect things done or ommitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Office Superintendent in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :–२भाग II खण्ड ³(i)श् भारत का राजपत्रा : अगस्त 22, 2015/श्रावण 31, 1937 ¹²⁷³ 1. Short title and commencement.— (l) These rules may be called the National Test House, Office Superintendent Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.— The number of the said posts, its classification and scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc.— The method of recruitment to the said post, age-limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.-—No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Upper Division Clerk in the Pay Band-1, Rs. 5200–20,200 with grade pay of Rs. 2400 and with ten years' service in the grade rendered after appointment thereto on a regular basis.

Promotion shall be subject to successful completion of training of 2/4 weeks in the field of Administration, Establishment and Accounts matters:

Provided that those persons who have not completed training for promotion before the date of meeting of Departmental Promotion Committee shall also be considered subject to the condition that the required training shall be completed within one year of the date of meeting of Departmental Promotion Committee:

Provided further that those persons who are due to retire within two years shall be exempted from completion of such training for promotion.

Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligihility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January 2006 (the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission.

Deputation :

Officers under the Central Government :

(A)(i) holding analogous posts on a regular basis; or

(ii) holding posts in Pay Band 1, Rs. 5200-20200 with grade pay of Rs. 2400 with ten years' regular service in the grade; and

(B) having two years' experience in Administration, Establishment and Accounts matters.

Note l : The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 2 : Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by transfer or deputation shall be not exceeding fifty 56 years as on the closing date of receipt of applications.

Note 3 : For the purpose of appointment on deputation (ISTC) basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 (the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. षिथिल करने की षक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवष्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब३ करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेष द्वारा षिथिल कर सकेगी ।

G.S.R. 164.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Research Institute, Kasauli (Class III and Class IV posts), Recruitment Rules, 1965 in so far as they relate to the post of Stenographer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade II, Group 'C' post in the Central Research Institute, Kasauli, namely :—

l. Short title and commencement.— (1) These rules may be called the Central Research Institute, Kasauli, Stenographer Grade II, Group 'C' post, Recruitment Rules, 2015

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of post, classification, pay band, grade pay or pay scale.— The number of said posts, its classification, pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications,— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

G.S.R. 166.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Research Institute, Kasauli, (Group 'D' post), Recruitment Rules, 1982, in so far as they relate to the posts of Varishtha Safaiwala, Jamadar Peon, Daftri, Head Chowkidar, Safaiwala/Conservancy Safaiwala, Peon and Chowkidars and in supersession of Central Research Institute, Kasauli (Guest House Attendant) Recruitment Rules, 1985, except as respects things done or omitted to be done such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff, Group 'C' posts in the Central Research Institute, Kasauli, namely :—

l. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Multi Tasking Staff, Group 'C' post, Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band, grade pay or pay scale.— The number of post, its classification, pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications,— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के सबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा है।, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा, परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध्ि सपफलतापूर्वक पूरी कर ली हो ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिषों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिषों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

टिप्पण 1ः;बपकरू181द्ध प्रतिनियुक्ति की अवध्,ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्‌्‌य पद पर प्रतिनियुक्ति की अवध् ि है साधरणतया 3 वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी।

टिप्पण 2ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R 167.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Dr. Ram Manohar Lohia Hospital, New Delhi (Central Sterilization Services Assistant) Group 'C'Post, Recruitment Rules, 2006, the Dr. Ram Manohar Lohia Hospital, New Delhi Technician (Central Sterilisation Services ) Group 'C' post, Recruitment Rules, 2005 and the Dr. Ram Manohar Lohia Hospital, New Delhi, Senior Technician (Central Sterilisation Service Department) Group 'C' post, Recruitment Rules, 2006 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of the Senior Technician (Central Sterilisation Service Department), Technician (Central Sterilisation Service) and Central Sterilisation Service Assistant in the Central Sterilisation Service Department of the Dr. Ram Manohar Lohia Hospital of Delhi, namely:-

1. Short title and commencement. – (1) These rules may be called the Dr. Ram Manohar Lohia Hospital, New Delhi, Senior Technician (Central Sterilisation Service Department ) , Technician (Central Sterilisation Service ) and Central Sterilisation Service Assistant Group 'C' posts Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of the said posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. – No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.
