सा.का.नि. 170.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और राष्ट्रीय परीक्षण शाला, कलकत्ता, उप निदेशक ;प्रशासनद्ध भर्ती नियम, 1999 को , उन बातों के सिवाय अध्क्रिान्त करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या लोप किया गया है, उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्राालय, उपभोक्ता मामले विभाग, राष्ट्रीय परीक्षण शाला में प्रशासनिक अध्किारी के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्राालय, उपभोक्ता मामले विभाग, राष्ट्रीय परीक्षण शाला, प्रशासनिक अध्किारी, समूह 'क' पद भर्ती नियम, 2015 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

3. भर्ती की प(ति, आयु-सीमा, शैक्षिक अर्हताएं, आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, शैक्षिक अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, आदेश द्वारा और वहां उनके लिए जो कारण हैं उन्हें लेखब( करके संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण-1ः बाह्म व्यक्तियों के साथ-साथ, वेतन बैंड-3, 15, 600-39,100 रुपये गे्रड वेतन 5400 रुपये वाले पद पर श्रेणी में पांच वर्ष की नियमित सेवा कर चुके विभागीय प्रशासनिक अध्किारी ;श्रेणी-Iद्ध के मामले पर भी विचार किया जाएगा और यदि नियुक्ति के लिए उनका चयन हो जाता है तो पद को प्रोन्नति के अधर पर भरा गया माना जाएगाा ।

टिप्पण-2ः प्रतिनियुक्ति, जिसके अंतर्गत उसी अथवा केन्द्रीय सरकार के किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर नियुक्ति की अवध् ि साधारणतया चार वर्ष से अध्कि नहीं होगी ।

टिप्पण-3ः प्रतिनियुक्ति पर नियुक्ति के लिए अध्कितम आयु आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

G.S.R. 170.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Test House, Calcutta, Deputy Director (Administration) recruitment Rules, 1999, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Administrative Officer in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, National Test House, namely :-

1. Short title and commencement.— (i) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, National Test House, Administrative Officer, Group 'A' Post Recruitment Rules, 2015.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, Pay band and grade pay or pay scale.— The number of the post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, educational qualifications etc.— The method of recruitment, to the said post, age limit, educational qualifications and other matters relating to thereto shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.— No person,-

(a) who has entered into contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1: The Departmental Administrative Officer (Grade I) in the Pay Band 3, Rs.15,600-39,100 plus grade pay of Rs.5400 with five years regular service in the grade will also be considered alongwith outsiders and in case he is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

Note 2 : The period of deputation including the period of deputation in another ex– cadre post held immediately preceding the appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed four years.

Note 3 : The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of the receipt of application.

गे्रड वेतन 2400 रुपये और नियमित आधर पर नियुक्ति के पश्चात्‌्‌ श्रेणी में दस वर्ष की सेवा की है और प्रोन्नति पर धरित किए जाने वाले पद के कर्तव्यों के क्षेत्रा में 2 या 4 सप्ताह का अनिवार्य प्रशिक्षण सपफलतापूर्वक पूरा किया हो।

परंतु ऐसे व्यक्ति जिन्होंने विभागीय प्रोन्नति समिति की बैठक की तारीख से पूर्व प्रोन्नति के लिए प्रशिक्षण पूरा नहीं किया है, पर इस शर्त पर विचार किया जाएगा कि वे अपेक्षित प्रशिक्षण विभागीय प्रोन्नति समिति की बैठक की तारीख के एक वर्ष के भीतर पूरा करेंगे ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनकेे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जबकि उनकी अपेक्षित द्वारा की गई ऐसी अर्हक या पात्राता1324 THE GAZETTE OF INDIA : SEPTEMBER 5, 2015/BHADRA 14, 1937 [PART II—SEC. 3(i)] ;11द्ध सेवा, ऐसी अर्हक या पात्राता सेवा के आध्े से अध्कि अथवा दो वर्ष से, जो भी कम हो और जिन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, के साथ अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

टिप्पणी 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन से किसी अध्किारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को वेतन आयोग की सिपफारिशों के आधरित पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी।

प्रतिनियुक्ति/आमेलन :

;कद्ध केंद्रीय सरकार या राज्य सरकारों या संंघ राज्य क्षेत्राों के अध्ीन कार्य कर रहे आशुलिपिक :-

;iद्ध जो मूल काडर या विभाग में नियमित आधर पर सदृश पद धरित किए हुए हैंऋ या

;iiद्ध जिनकी वेतन बैंड-1, 5200-20200 रुपये तथा गे्रड वेतन 2400 रुपये में नियमित आधर पर नियुक्ति के पश्चात्‌्‌ श्रेणी में दस वर्ष की सेवा की है ।

टिप्पणी -1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

G.S.R. 171.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, National Test House, Kolkata, Stenographer Grade I, Group 'B' Post, Recruitment Rules, 2007 and in supersession of National Test House, Stenographer Grade II and Stenographer Grade-III (Group C) Recruitment Rules, 2007, in so far as they relate to the post of Stenographer (Grade II), except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade I in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :-

1. Short title and commencement.- (1). These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, the National Test House, Stenographer Grade I Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.- The number of the post, its classification pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc. - The method of recruitment to the said post, age-limit, educational qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or two years whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2006 or the date from which the revised pay structure based on the recommendation of the Sixth Central Pay Commission has been extended shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission.

Note 1: The departmental officers in the feeder category, who are in the direct line of promotion, shall not be eligible for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for

consideration for appointment by promotion.

Note 3 : The maximum age-limit for appointment by deputation shall not be exceeding 56 years as on the closing date of the receipt of application .

सा.का.नि. 172.—संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और पफार्मेसी परिचर, पुस्तकालय परिचर, संदेशवाहक और सपफाईकर्मी, भारतीय चिकित्सा भेषजसंहिता प्रयोगशाला ;समूह 'घ' पद द्ध भर्ती नियमावली, 1979 का अतिक्रमण करते हुए, ऐसे अतिक्रमण से पूर्व की गई अथवा किए जाने के लिए लोप की गई बातों को छोड़कर, राष्ट्रपति एतदद्‌्‌वारा भारतीय चिकित्सा भेषजसंहिता प्रयोगशाला, गाजियाबाद के मल्टी टास्किंग स्टापफ पद की भर्ती की प(ति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

4. अयोग्यता.—कोई व्यक्ति,—

बशर्ते केन्द्रीय सरकार यदि संतुष्ट होती है कि यह विवाह ऐसे व्यक्ति और विवाह में दूसरे पक्ष पर लागू पर्सनल लॉ के तहत अनुमत्य है और ऐसा करने के लिए वहां पर अन्य आधर मौजूद हैं, किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकती है ।

5. छूट का अध्किार.—जहां पर केन्द्रीय सरकार का यह मत है कि ऐसा करना आवश्यक या समीचीन है, आदेश द्वारा और लिखित में दर्ज किए जाने वाले कारणों का उल्लेख करके किसी वर्ग या श्रेणी के व्यक्तियों के संबंध् में इन नियमों के किसी भी प्रावधन को छूट दे सकती है ।

6. बचत.—केन्द्रीय सरकार द्‌्‌वारा समय-समय पर इस संबंध् में जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनिकों और अन्य विशेष श्रेणियों के उम्मीदवारों के लिए आरक्षण, आयु-सीमा में छूट प्रदान की जाने वाली अपेक्षित अन्य रियायतों पर ये नियम किसी भी रूप में प्रभावी नहीं होंगे ।

सा.का.नि. 173.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, विध् िऔर न्याय मंत्राालय, विधयी विभाग, राजभाषा खंड ;समूह 'क' और समूह 'ख' पदद्ध भर्ती नियम, 2003 को, जहां तक उसका संबंध् अध्ीक्षक ;मुद्रणद्ध ;हदी शाखाद्ध से है तथा विध् िऔर न्याय मंत्राालय, विधयी विभाग, राजभाषा खंड ;समूह 'ग' पदद्ध भर्ती नियम, 2005 को, जहां तक उसका संबंध् मुद्रण सहायक ;हदी शाखा के पदद्ध के पद से है, उन बातों के सिवाय अध्क्रिान्त करते हुए , जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, विध् िऔर न्याय मंत्राालय, विधयी विभाग, राजभाषा खंड में समूह 'ख' पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम विध् िऔर न्याय मंत्राालय, विधयी विभाग, राजभाषा खंड, ;समूह 'ख' पदद्धभर्ती ;संशोध्नद्ध नियम, 2015 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और उनके वेतनमान वे हाेंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं, आदि.—भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी, जो उक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया हैऋ

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है, और ऐसा करने के लिए अन्य आधर हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध् को, किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछडे़ वर्गों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा, प्रोन्नतिः- ऐसे मुद्रण सहायक ;राजभाषा खंड, विधयी विभाग, विध्ि जिसके अंतर्गत अल्पकालिक संविदा भी है । और न्याय मंत्राालयद्ध, जिन्होंने 9300— 34800 रुपए वेतन बैंड 2

4200 रुपए ग्रेड वेतन में पांच वर्ष नियमित सेवा की है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा, 01 जनवरी, 2006 से या उस तारीख से, जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, पूर्व नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी।

प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्धः—

केंद्रीय सरकार या राज्य सरकारों या संंघ राज्यक्षेत्रा प्रशासन या लोक क्षेत्रा उपक्रमों या अर्( सरकारी या स्वायत्तशासी और कानूनी संगठनों या विश्वविद्यालयाें या मान्यताप्राप्त अनुसंधन संस्थानों या परिषदों के अध्ीन ऐसे अध्किारी :—

;कद्ध;iद्ध जो सदृश पद धारण किए हुए हैं, या

;iiद्ध जिन्होंने मूल काडर या विभाग में 9300-34800 रु.वेतन बैंड 2 4200 रुपए के ग्रेड वेतन या समतुल्य में नियमित आधर पर नियुक्ति के पश्चात्‌्‌ उस में पांच वर्ष की सेवा की है, और

;खद्ध जो निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हैं :

;iद्ध किसी केंद्रीय अध्निियम, प्रांतीय अध्निियम या किसी राज्य अध्निियम द्‌्‌वारा या उसके अध्ीन स्थापित या निगमित मान्यताप्राप्त विश्वविद्‌्‌यालय या केंद्रीय सरकार द्‌्‌वारा मानी गई किसी सम विश्वविद्‌्‌यालय उच्च शिक्षा संस्था से या केंद्रीय सरकार द्‌्‌वारा अनुमोदित किसी अन्य संस्था या विदेशी विश्वविद्‌्‌यालय से डिग्री ।

;iiद्ध केंद्रीय या राज्य/संंघ राज्यक्षेत्रा प्रशासन की प्रेस में विध्ेयकों, अध्निियमों और अध्यादेशों के प्रूपफ वाचन का तीन वर्ष का अनुभव ।

;iiiद्ध किसी केंद्रीय अध्निियम, प्रांतीय अध्निियम या किसी राज्य अध्निियम द्‌्‌वारा या उसके अध्ीन स्थापित या निगमित किसी मान्यताप्राप्त बोर्ड या विश्वविद्‌्‌यालय से या केंद्रीय सरकार द्‌्‌वारा अनुमोदित किसी उच्च शिक्षा के सम विश्वविद्‌्‌यालय अथवा किसी अन्य संस्था या विदेशी विश्वविद्‌्‌यालय से हदी एक विषय के साथ या हदी माध्यम से हाई स्कूल की परीक्षा उत्तीर्ण की है अथवा किसी किसी केंद्रीय अध्निियम, प्रांतीय अध्निियम या राज्य अध्निियम द्‌्‌वारा स्थापित या निगमित किसी बोर्ड या विश्वविद्‌्‌यालय या केंद्रीय सरकार द्‌्‌वारा उच्च शिक्षा के लिए माने गए सम विश्वविद्‌्‌यालय या केंद्रीय सरकार द्‌्‌वारा अनुमोदित किसी अन्य संस्था या विदेशी विश्वविद्‌्‌यालय में कोई अन्य उच्चतर परीक्षा उत्तीर्ण की है।

वांछनीय : ;iद्ध किसी केंद्रीय अध्निियम, प्रांतीय अध्निियम या राज्य अध्निियम द्‌्‌वारा या उसके अध्ीन स्थापित या निगमित किसी मान्यताप्राप्त बोर्ड या विश्वविद्‌्‌यालय से या केंद्रीय सरकार द्‌्‌वारा अनुमोदित उच्च शिक्षा के किसी सम विश्वविद्‌्‌यालय या विदेशी विश्वविद्‌्‌यालय से किसी मान्यताप्राप्त विश्वविद्‌्‌यालय से मुद्रण प्रौद्‌्‌योगिकी में डिप्लोमा ।

;iiद्ध किसी केंद्रीय अध्निियम, प्रांतीय अध्निियम या राज्य अध्निियम द्‌्‌वारा या उसके अध्ीन स्थापित या निगमित किसी मान्यताप्राप्त बोर्ड या विश्वविद्‌्‌यालय से या केंद्रीय सरकार द्‌्‌वारा अनुमोदित उच्च शिक्षा के किसी सम विश्वविद्‌्‌यालय या विदेशी विश्वविद्‌्‌यालय से किसी मान्यताप्राप्त विश्वविद्‌्‌यालय से विध् ि;एल. एल. बी.द्ध में बैचलर डिग्री ।

टिप्पण 1 : प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा, 1 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में ि व ल य ह ा े गया है और वहां यह लाभ केवल उस पद ;पदोंद्ध पर विस्तारित होगा, जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

टिप्पण-2ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण-3ः प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध की अवध् ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध की अवध् िहै, साधारणतया तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

टिप्पण :- आयु-सीमा अवधारित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी ;न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंदमान और निकोबार द्वीप या लक्षद्वीप के अभ्यथयों के लिए विहित की गई है। रोजगार कार्यालयों के माध्यम से की जाने वाली नियुक्ति की दशा में, आयु-सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस पर रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

2. केंद्रीय सरकार या राज्य सरकार या संंघ राज्य क्षेत्रा प्रशासन में या मुद्रण मुद्रणालय में प्रूपफ वाचन का कम से कम दो वर्ष का अनुभव हो ।

3. परीक्षा के माध्यम के रूप में हदी से हाई स्कूल पास ।

टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में कर्मचारी चयन आयोग के विवेकानुसार शिथिल की जा सकती है ।

टिप्पण 2 : अनुभव संबध्ी अर्हता ;अर्हताएंद्धकर्मचारी चयन आयोग के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है, जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है ।

;iद्ध पचास प्रतिशत प्रोन्नति द्‌्‌वारा जिसके न हो सकने प्रोन्नतिः राजभाषा खंड के ऐसे प्रूपफ वाचक, जिन्होंने 5200-20200 रुपए पर प्रतिनियुक्ति द्‌्‌वारा । के वेतन बैंड-1 + 2400 रुपए ग्रेड वेतन में 10 वर्ष की नियमित सेवा की ;iiद्ध पचास प्रतिशत सीध्ी भर्ती द्‌्‌वारा है ।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए किसी अध्किारी द्वारा, 1 जनवरी, 2006 से या उस तारीख से, जिससे छठे वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, पूर्व नियमित आधर पर की गई सेवा को उक्त वेतन आयोग की सिपफारिशों के आधर पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी।

;खद्ध स्तंभ 7 के अध्ीन सीध्ी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हैं :

टिप्पण 1 : प्रतिनियुक्ति ;जिसके अंतर्गत अल्पकालिक संविदा भी हैद्ध के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा, 1 जनवरी, 2006 से पहले या उस तारीख से, जिससे छठे वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

टिप्पण-3ः प्रतिनियुक्ति की अवध् िजिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् िहै, साधारणतया तीन वर्ष से अध्कि नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

G.S.R. 173.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'A' and Group 'B' posts) Recruitment Rules, 2003 in so far as it relates to the post of Superintendent (Printing) (Hindi Branch) and in supersession of the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'C' posts) Recruitment Rules, 2005 in so far as it relates to the post of Printing Assistant (Post in Hindi Branch) except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group 'B' posts in the Official Languages Wing, Legislative Department, Ministry of Law and Justice, namely:-

1. Short title and commencement.— (1) These rules may be called the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'B' posts) Recruitment Rules, 2015.

2. They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, Pay Band and Grade Pay or Pay Scale.—The number of said posts, their classification, the Pay Band and Grade Pay or Pay Scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.— The method of recruitment, to the said posts age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of Persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay/ pay scale extended based on the recommendations of the said Pay Commission.

Deputation (including Short Term Contract) :-

Officers under the Central Government or State Governments or Union Territories administration. or Public Sector Undertakings or Semi- Government or Autonomous and Statutory Organisations or Universities or Recognised Research Institutions or Councils.

(a)(i) holding analogous posts; or

(ii) with 5 years' service in the grade rendered after appointment thereto on regular basis in the pay band-2, Rs.9300-34800 with grade pay of Rs.4200/- or equivalent in the parent cadre or Department; and

(b) possessing the following educational qualifications and experience:

(i) Degree from a recognised University established or incorporated by or under a Central Act; Provincial Act or a State Act or any institution for higher education deemed to1342 THE GAZETTE OF INDIA : SEPTEMBER 5, 2015/BHADRA 14, 1937 [PART II—SEC. 3(i)] ;11द्ध be a University by the Central Government or any other institution or foreign University approved by the Central Government.

(ii) Three years' experience of proof reading of Bills, Acts and Ordinances in a Central or State/Union Territory Administration Press;

(iii) Passed High School or any other higher examination from a recognised Board or University established or incorporated by or under a Central Act; Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central Government or any other institution or foreign University approved by the Central Government through Hindi medium or had offered Hindi as a subject in High School or any higher examination from a recognised board or University established or incorporated by or under a Central Act; Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central Government or any other institution or foreign University approved by the Central Government.

Desirable:

(i) Diploma in Printing Technology from a recognised university established or incorporated by or under a Central Act; Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central Government or any other institution or foreign University approved by the Central Government.

(ii) Bachelor's Degree in Law (LLB) from a recognised university established or incorporated by or under a Central Act; Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central Government or any other institution or foreign University approved by the Central Government.

Note 1.-For the purpose of appointment on deputation (including short term contract) basis, the service rendered on a regular basis by an officer prior to 01.01.2006 i.e. the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the said Commission except where there has been merger of more than one pre-revised scale of pay into one grade with common grade pay or pay scale, and in the case of such merger this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement of the grade prior to 01.01.2006 without any upgradation.

Note 2:- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Note:-3 Period of Deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputations shall be not exceeding 56 years, as on the closing date of the receipt of applications.

1. 2. At least two years' experience of proof reading in printing press or in a Government of a Central or State and Union Territory Administration .

3. Passed High School with Hindi as a medium of Examination.

Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission in the case of candidates otherwise well qualified.

Note 2: The qualifications regarding experience are relaxable at the discretion of the Staff Selection Commission in the case of candidates belonging to the Scheduled Castes and the Scheduled Tribes, if at any stage of selection. the Staff Selection Commission is of the opinion that sufficient number of candidates from those communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

(ii) with 6 years' service in the grade rendered after appointment thereto on regular basis in the pay band of Rs.5200-20200 with grade pay of Rs. 2800/- or equivalent in the parent cadre or Department; and

(iii) with 10 years' service in the grade rendered after appointment thereto on regular basis in the pay band of Rs.5200-20200 with grade pay of Rs. 2400/- or equivalent in the parent cadre or Department;

(b) possessing the following educational qualifications and experience as prescribed for the direct recruits under column (7).
