सा.का.नि. 201 .—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सपफदरजंग अस्पताल, ;तृतीय श्रेणी पदद्ध भर्ती नियमावली, 1973, को जहां तक उसका संबंध् इलैक्ट्रीशियन के पद से है, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, सपफदरजंग अस्पताल, नई दिल्ली में इलैक्ट्रीशियन के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम सपफदरजंग अस्पताल, नई दिल्ली, ;इलैक्ट्रीशियनद्ध ;समूह 'ग' पदद्ध भर्ती नियम, 2015 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान.—उक्त पदों की संख्या, उनका वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे हाेंगे, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा और अर्हताएं, आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;13द्ध में विनिदष्ट हैं ।

4. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या विवाह की संविदा की हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की हैऋ

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

टिप्पण : आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यर्थियों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ;न कि वह अ ं ि त म तारीख जो असम, मेघालय, अरूणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी, उपखंड, अंदमान और निकोबार द्वीप या लक्ष्य द्वीप के अभ्यर्थियों के लिए विहित की गई है ।

टिप्पण 1ः अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा उन कारणों के लिए जो लेखब( किए जाएं कर्मचारी चयन आयोग या सक्षम प्राध्किारी के विवेकानुसार शिथिल की जा सकती है।

टिप्पण 2ः अनुभव संबंध्ी ;अर्हताएंद्ध उन कारणों के लिए जो लेखब( किए जाएँ कर्मचारी चयन आयोग या सक्षम प्राध्किारी के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग या सक्षम प्राध्किारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है।

भर्ती की प(ति : भर्ती सीध्े होगी या प्रोन्नति द्वारा या प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां प्रतिनियुक्ति/आमेलन द्वारा तथा विभिन्न प(तियों द्वारा भरी जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा जाने वाली रिक्तियों की प्रतिशतता

प्रोन्नति द्वारा, जिसके न हो सकने पर प्रतिनियुक्ति द्वारा प्रोन्नति : वेतन बैंड-1, 5200-20200 रु. गे्रड वेतन 1800 रु. में दोनों के न हो सकने पर सीध्ी भर्ती द्वारा । ऐसे अस्पताल बहुकार्य कर्मचारिवृंद में से जिन्होंने उस श्रेणी में तीन

वर्ष सेवा की है ।

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर1462 THE GAZETTE OF INDIA : OCTOBER 31, 2015/KARTIKA 9, 1937 [PART II—SEC. 3(i)] ;11द्ध ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो।

टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन से किसी अध्किारी द्वारा, 01 जनवरी, 2006 से पहले/उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी।

प्रतिनियुक्तिः

;कद्ध केंद्रीय सरकार के ऐसे अध्किारीः-

;iद्ध जो मूल काडर या विभाग में नियमित आधर पर सदृश पद धरण किए हुए हैंऋ या

;iiद्ध जिन्होंने मूल काडर या विभाग में वेतन बैंड-1, 5200-20200 रु. गे्रड वेतन 1800 रु. या समतुल्य में नियुक्ति के पश्चात्‌्‌ उस श्रेणी में तीन वर्ष सेवा की हैऋ और

;खद्ध जिनके पास स्तंभ ;7द्ध में सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित अर्हताएं हैं ।

टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 2 : प्रतिनियुक्ति द्वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

टिप्पण 3 : प्रतिनियुक्ति की अवध् िजिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् ि है साधरणतया पांच वर्ष से अध्कि नहीं होगी ।

टिप्पण 4 : प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा, 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है नियमित आधर पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय कर दिया गया है और वहां यह लाभ केवल उस पद ;उन पदोंद्धपर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

G.S.R. 201 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjung Hospital (Class III Post) Recruitment Rules, 1973, in so far as they relate to the post of Electrician, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Electrician in the Safdarjung Hospital, New Delhi, namely:-

1. Short title and commencement.— (1) These rules may be called Safdarjung Hospital, New Delhi, (Electrician) Group C Post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.— The number of the said posts, their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification, etc.—The method of recruitment, age limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforsaid Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

reasons to be recorded in writing in case of candidates belong to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Staff Selection Commission/competent authority is of the opinion that sufficient number of candidates from these c o m m u n i t i e s p o s s e s s i n g t h e r e q u i s i t e experience are not likely to be available to fill up the posts reserved for them.

Note-1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to lst January,2006 or/the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recormuendations of the Pay Commission.

Deputation :

(a) Officers of the Central Govemment,-

(i) holding analogous posts on regular basis in the parent cadre or department; or

(iii) possessing qualifications required for direct recruitment in column (7).

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion.

Note 2 : The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.

Note 3: The period of deputation including the period of deputation in another ex-cadre post held immediately pleceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily to exceed five years'.

Note 4: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission, except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is normal replacement grade without any upgradation .

4. प्रारंभिक गठन.—इन नियमों के प्रवृत्त होने से पूर्व जो पदधरी कैन्टीन परिचारक के पद पर नियमित रूप से नियुक्त किए गए थे, उन्हें इन नियमों के अध्ीन उक्त पद पर नियमित रूप से नियुक्त किया गया समझा जाएगा और ऐसे प्रारंभ के पूर्व उनके द्वारा की गई सेवा को परिवीक्षा, पुष्टि, प्रोन्नति आदि के प्रयोजन के लिए गणना में लिया जाएगा ।

5. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या

6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

G.S.R. 202 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Canteen Attendant in the Ministry of Health and Family Welfare, Directorate General of Health Services, New Delhi, namely :—

1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Directorate General of Health Services, Canteen Attendant Group 'C' Post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.— The number of the said post, its classification,the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification, etc.—The method of recruitment, age limit, qualifications and other matters relating there to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Initial Constitution.—The incumbents holding the post of Canteen Attendant, who were appointed on regular basis before the commencement of these rules, shall be deemed to have been appointed ot the said post under these rules from the date of regular appointment and the services rendered by them in the said post before such commencement shall be taken in to account for the purpose of probation, confirmation, promotion, etc.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

G.S.R. 204 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Research Institute, Kasauli (Group 'D' posts) Recruitment Rules, 1982, in so far as they relate to the post of Fitter, Stoker and Tin Smith, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Workshop Attendant in the Central Research Institute, Kasauli in the Ministry of Health and Family Welfare namely :—

1. Short title and commencement.— (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Workshop Attendant (Group 'C' post) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

3. Method of recruitment, age limit, qualification, etc.—The method of recruitment, age limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

टिप्पण 1 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में, जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनसे ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा परंतु तब जब उसके द्वारा की गई ऐसी अर्हक या पात्राता सेवा के आध्े से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

बशर्ते कि, केन्द्र सरकार यदि इस बात से संतुष्ट हो कि ऐसा विवाह उस व्यक्ति तथा अन्य पक्षकार के लिए लागू पर्सनल लॉ के तहत अनुमत्‌य हो और ऐसा करने के लिए अन्य आधर हों, ऐसे व्यक्ति को इस नियम के प्रचालन से छूट दे सकती है ।

5. छूट देने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना अनिवार्य है अथवा समीचीन है तो यह लागू लिखित में रिकार्ड किए जाने वाले कारणों से और संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्तियों के किसी वर्ग अथवा श्रेणी के संबंध् में इन नियमों के किसी भी प्रावधन के संबंध् में छूट दे सकती है ।

G.S.R. 206 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution the President hereby makes the following rules regulating the method of recruitment to the posts of Director General of Hydrocarbons in Directorate General of Hydrocarbons, Ministry of Petroleum and Natural Gas namely:

1. Short title and commencement.— (1) These rules may be called the Ministry of Petroleum and Natural Gas, Director General, Directorate General of Hydrocarbons, Group C'A' Post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band, grade pay or pay scale.— The number of the said posts, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualification, etc.—The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

5. 6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Class, Ex-servicemen and

other special categories of person in accordance with the orders issued by the Central Government from time to time in

this regard.

(2) Master's degree in Business Administration or Post Graduate Diploma in Management.

Note 1: The period of deputation, including the period of deputation (including short-term contract) in another ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years,

Note 2: The maximum age limit for appointment by deputation shall be not exceeding fifty six (56) years as on the last date of receipt of applications.

Note 3: For purposes of apgointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre- revised scale of pay, into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post (s) for which that grade pay or pay scale is the normal replacement grade without an upgradation.

टिप्पण 1ः विभागीय उप आयुक्त ;समेकित पोषक तत्व प्रबंध्नद्ध जिसने, वेतन बैंड-3, 15600-39100 रफपए, ग्रेड वेतन 7600 रफपए सहित में उस श्रेणी में पांच वर्ष नियमित सेवा की है, के साथ प्रतिनियुक्त व्यक्तियों पर भी विचार किया जाएगा और यदि उस पद पर उसका चयन हो जाता है, तो उसे प्रोन्नति द्‌्‌वारा भरा समझा जाएगा।

टिप्पण-2ः पोषक प्रवर्ग के ऐसे विभागीय अध्किारी, जो प्रोन्नति की सीध्ी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होेंगे । इसी प्रकार प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्रा नहीं होंगे ।

टिप्पण 3 :— प्रतिनियुक्ति के आधर पर नियुक्ति के प्रयोजन के लिए किसी अध्किारी द्वारा 1 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिपफारिशों पर आधरित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधर पर की गई सेवा को सिवाय उस दशा के, जहां एक से अध्कि पूर्व पुनरीक्षित वेतनमान का साधरण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय कर दिया गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधरण प्रतिस्थापन ग्रेड है, उक्त वेतन आयोग की सिपफारिशों पर आधरित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।

टिप्पण 2 : जहां ऐसे कनिष्ठ व्यक्तियों के संबंध् में जिन्होंने अपनी अर्हक या पात्राता सेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ व्यक्तियों के संबंध् में भी विचार किया जाएगा, परंतु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्राता सेवा, अपेक्षित अर्हक या पात्राता सेवा के आध्े से अध्कि या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्राता सेवा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवध् िसपफलतापूर्वक पूरी कर ली हो ।

G.S.R. 207.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the.- (i) Ministry of Food and Agriculture (Recruitment to Technical Non- Gazetted Class II and III Posts) Rules, 1959 in so far as they relate to the posts of Senior Technical Assistant (Chemical Fertilizers) and Senior Technical Assistant (Manure); (ii) Department of Agriculture and Cooperation, Law Officer (Fertilizer) Recruitment Rules, 1976, in so far as they relate to the post of Law Officer (Fertilizer); (iii) Department of Agriculture and Cooperation, Fertilizer Division(Group 'A' and 'B' posts) Recruitment Rules, 2001 in so far as they relate to the posts of Assistant Director (Manures) and Assistant Development Officer (Manure); and (iv) Department of Agriculture and Cooperation, Integrated Nutrients Management Division (Group' A' Posts) Recruitment Rules, 2004 except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group ' A' and Group 'B' posts in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare Integrated Nutrient Management Division, namely:-

1. Short title and commencement:- (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare (Integrated Nutrients Management Division), Group 'A' and 'B"Technical Posts Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts specified in column(1) of the Schedule annexed to these rules.

3. Number of posts, classification, pay band and grade pay or pay scale.- The number of said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

4. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification- No person-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 208.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Commission for Agricultural Costs and Prices (Chairman) Recruitment Rules, 2007, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Chairman in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Commission for Agricultural Costs and Prices, namely:-

1. Short title and commencement:- (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Commission for Agricultural Costs and Prices, (Chairman) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, pay band and grade pay or pay scale.- The number of the said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification- No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(iii) ability to apply quantitative techniques.

(iv) must have published at least five technical papers or work on agricuiture prices. marketing or trade policy related to Agriculture in reputed journal.

(IV) The Seiection shall be made by a Search-cum-Selection Ccmmittee.

Eligibility of Age, mode of appointment and period of

appointment:

(V) Persons up to 56 years of age on the date of closing of application seeking deputation and completing term on retirement on superannuation or for a maximum period of deputation of five years, whichever is earlier; and

(VI) Persons up to 59 years of age on the date of closing of application seeking short-term (three years) contract.
