सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 210210210210....————राष्ट्रपति, संविधान के अनुAछेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते .ए और लाल बहादुर शाDी राष्ट्रीय प्रशासन अकादमी (कार्यालय स्थापन समूह 'ग' और समूह 'घ' पद) भर्ती नियमावली, 2000 को, जहां तक उनका संबंध नर्स, भेषजिJ और रोग विJान सहायक के पदों से है, उन बातों के सिवाय अधि(cid:20)ांत करते .ए जिन्हें ऐसे अधि(cid:20)मण से पहले किया गया है या करने का लोप किया गया है, काLमक, लोक शिकायत और पेंशन मंत्रालय के लाल बहादुर शाDी राष्ट्रीय प्रशासन अकादमी में नर्स, भेषजJ और रोग विJान सहायक के पदों पर भर्ती की पNति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-
1111. संक्षिप्त. संक्षिप्त. संक्षिप्त. संक्षिप्त नाम और प्रारंभः नाम और प्रारंभः नाम और प्रारंभः नाम और प्रारंभः (1).—इन नियमों का संक्षिप्त नाम काLमक, लोक शिकायत और पेंशन मंत्रालय, काLमक और प्रशिक्षण विभाग, लाल बहादुर शाDी राष्ट्रीय प्रशासन अकादमी मसूरी (नर्स, भेषजJ और रोग विJान सहायक) भर्ती नियम, 2015 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

3. भर्ती की प+ति, आयु सीमा3. भर्ती की प+ति, आयु सीमा3. भर्ती की प+ति, आयु सीमा3. भर्ती की प+ति, आयु सीमा,,,, अअअअर्हताएंर्हताएंर्हताएंर्हताएं आदिआदिआदिआदि....————भर्ती की पNति, आयु सीमा, अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो पूवXक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिVदष्ट हैं ।
4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता---- वह Yयक्ति –
(क) जिसने ऐसे Yयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है, या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते .ए किसी Yयक्ति से विवाह किया है, या विवाह की संविदा की है :-
उक्त पद पर नियुक्ति का पात्र नहZ होगा
परन्तु यदि के न्(cid:16)ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Yयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुJेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Yयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्(cid:16)ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखबN करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Yयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

| छ मास का अनुभव या (ख) (i) किसी मान्यताप्राप्त बोर्ड या संस्थान से जनरल मिडवाइफरी में डिप्लोमा (ii) किसी राज्य नmसग परिषद में नर्स या नर्स और मिडवाइफ के रूप में रजिस्ट्रीकृ त (iii) उपरोक्त (i) में उल्लेखित शैक्षिक अर्हताएँ अLहत करने के पgात न्यूनतम पचास बेड वाले अस्पताल में दो वर्ष छ मास का अनुभव । टिप्पण 1 :- प्रतिनियुक्ती के अवधि, जिसके अंतर्गत कें दीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाu पद पर प्रतिनियुक्ति की अवधि साधारणतया 3 वर्ष से अधिक नहZ होगी। ि टप्पण 2 :- प्रतिनियुक्ति द्वारा नियुक्ति के िलए अिधकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहZ होगी । ि टप्पण 3 :- प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे कें ीय वेतन आयोग की सिफ़ारिशों पर आधारित प ुनरीक्षित वेतन संरचना का विस्तार किया गया, िनयिमत आधार पर की गई सेवा को, िसवाय उस दशा के , जहां एक से अधिक पूर्व प ुनरीक्षित वेतनमान का साधारण Uेड वेतन या वेतनमान सहित एक 0 ेणी में िवलय हो गया है और वहाँ यह लाभ के वल उस पद ( उन पदों ) पर विस्तारित होगा जिसके लिए Uेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थान Uेड है उक्त वेतन आयोग की सिफ़ारिशों पर आधारित विस्तारित तत्स्थानी Uेड वेतन या वेतनमान म ें की गई सेवा समझी जाएगी । ि टप्पण 4 :- कें दीय सरकार के अधिकारी आमेलन के लिए अनुJेय होंगे । |

G.S.R. 210.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Lal Bahadur Shastri National Academy of Administration (Office Establishment Group 'C' and 'D' Posts) Recruitment Rules, 2000, in so far as they relate to the posts of Nurse, Pharmacist and Pathological Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Nurse, Pharmacist and Pathological Assistant in the Lal Bahadur Shastri National Academy of Administration, Mussoorie in the Ministry of Personnel, Public Grievance and Pensions namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie (Nurse, Pharmacist and Pathological Assistant) Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale.—The number of the posts, their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 211.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Commission for Agricultural Costs and Prices, Group 'C' & 'B' posts Recruitment Rules, 2000, the Commission for Agricultural Costs and Prices (Private Secretary) Recruitment rules, 2001 and the Ministry of Agriculture, Department of Agriculture and Cooperation, the Commission for Agricultural Costs and Prices, Senior Private Secretary, Group 'B' post Recruitment Rules, 2002 except as respects things done or omitted to be done before[भाग II—खण्ड 3(i)] भारत का राजपत्रा : नवम्बर 7, 2015/कातक 16, 1937 1553 such supersession, the President hereby makes the following rules, regulating the method of recruitment to the post of Stenographer Grade-I, Private Secretary and Senior Private Secretary Group 'B', in the Commission for Agricultural Costs and Prices in the Department of Agriculture, Cooperation and Farmers Welfare of the Ministry of Agriculture and Farmers Welfare, namely:-
1. Short title and Commencement.- (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, (Department of Agriculture, Cooperation and Farmers Welfare, Commission for Agricultural Costs and Prices), Stenographer Grade-I, Private Secretary and Senior Private Secretary Group 'B', Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale.- The number of posts, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person,-
(a) who has entered into or contracted a marriage with person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Grade Pay of Rs.2400 with 10 years' regular service in the grade will be considered alongwith outsiders if the departmental candidate is selected for appointment to the post, it shall be treated as having filled by promotion. Note 2: The departmental officer in the feeder category who is in direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 212212212212....————राष्ट्रपति, संविधान के अनुAछेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते .ए और सूचना और प्रसारण मंत्रालय स्टाफ कार (cid:140)ाइवर, (विशेष 0ेणी, 0ेणी-1, 0ेणी-2 और साधारण 0ेणी) सवार हरकारा भर्ती नियम, 2004 को उन बातों के सिवाय अधि(cid:20)ांत करते .ए जिन्हें ऐसे अधि(cid:20)मण से पहले किया गया है या करने का लोप किया गया है, सूचना प्रसारण मंत्रालय के मुख्य सचिवालय में स्टाफ कार (cid:140)ाइवर (विशेष 0ेणी, 0ेणी-1, 0ेणी-2 और साधारण 0ेणी) पदों पर भर्ती की पNति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थातः-

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
पदों की संख्या, वर्गीकरण, वेतन बैंड और )ेड वेतन या वेतनमान ---- पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और Uेड वेतन या 2.2.2.2. पदों की संख्या, वर्गीकरण, वेतन बैंड और )ेड वेतन या वेतनमान पदों की संख्या, वर्गीकरण, वेतन बैंड और )ेड वेतन या वेतनमान पदों की संख्या, वर्गीकरण, वेतन बैंड और )ेड वेतन या वेतनमान वेतनमान वे होंगे जो इन नियमों से उपाबN अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिVदष्ट हैं।

(क) जिसने ऐसे zक्ति से जिसका पति या जिसकी प(cid:131)ी जीवित हैं, विवाह किया है, या
(ख) जिसने अपने पति या अपनी प(cid:131)ी के जीवित रहते .ए किसी zक्ति से विवाह किया है, उक्त पद पर नियुक्ति का पात्र नहZ होगाः-
परन्तु यदि के न्(cid:16)ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे zक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुJेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी zक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

प्रकाशन प्रभाग में, सूचना और प्रसारण मंत्रालय के अधीन मीडिया यूनिट में स्टाफ कार (cid:140)ाइवरों के चार पद विद्यमान हैं। 28.8.2002 से सूचना और प्रसारण मंत्रालय तथा प्रकाशन प्रभाग में स्टाफ कार (cid:140)ाइवरों के काडरों को सम्मिलित करने का विनिgय किया गया है।
सम्मिलित संख्या के आधार पर 28.8.2002 से ऊपर उल्लिखित संरचना और प्रतिशतता के अनुसार चार Uेडों में बारह पद सृजित किए गए हैं। तदनुसार सम्मिलित काडर में नए पदों पर प्रोन्नति 28.8.2002 या उसके बाद से प्रभावी होगी। इन भर्ती नियमों को भूतलक्षी प्रभाव, इस उदारीकरण के परिणामस्वरूप दिया जा रहा है। यह प्रमाणित किया जाता है कि इन नियमों के प्रवर्तन को दिए गए भूतलक्षी प्रभाव का सरकारी सेवकों के किसी भाग या वर्ग पर प्रतिकू ल प्रभाव नहZ पड़ेगा।

G.S.R. 212.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Information and Broadcasting Staff Car Drivers (Special Grade, Grade-I, Grade-II and Ordinary Grade) and Despatch Rider Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Drivers (Special Grade, Grade-I, Grade-II and Ordinary Grade) and Despatch Rider in the Main Secretariat of the Ministry of Information and Broadcasting, namely:-
1. Short title and commencement.-
(1) These rules may be called the Ministry of Information and Broadcasting Staff Car Drivers (Special Grade, Grade-I, Grade-II and Ordinary Grade) and Despatch Rider Recruitment Rules, 2014.
(2) They shall come into force from the date of the publication in the Official Gazette of India.
2. Number of post, classification and pay band and grade pay or pay scale.-
The number of the said posts, their classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.-
The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Explanatory Memorandum: Pursuant to the directions of the Hon'ble Central Administrative Tribute, Principal Bench in O.A. No.2529/96 in the case of Central Government Staff Car Drivers and Bikram Singh Vs. Union of India the Department of Personnel and Training has issued an O.M. No.43019/54/96-Estt.(D) dated 15.02.2001 for modification of the existing grade structure for the Staff Car Drivers under the Central Government organizations as under which inter-alia includes introduction of a new grade namely "Special Grade" in the scale of pay of Rs.5000-8000/- (Revised pay PB-2, 9300-34800/- + Grade pay 4200/-) with retrospective effect from 08/11/1996.

Promotion of eligible candidates to "Special Grade", subject to availability of post, shall be made with retrospective effect to the w.e.f. 08/11/1996 and arrears in such cases shall be allowed with effect from 08/11/1996. Further in respect of Cadres where the strength of Staff Car Drivers is between 10 and 19 the Department of Personnel and Training has agreed as a special case to allow placement of one post of Staff Car Driver in the "Special Grade" as the percentage fraction of post computed @5% of the total strength comes to 0.5 and above which may be rounded off to one. But where the Cadre strength is less than 10, as a measure of further liberalization the combination of different Cadres Staff Car Drivers under the Central Government organization is permissible which the Ministry may operate on a nodal basis. In the Ministry of Information & Broadcasting 08 posts of Staff Car Driver exist. In the Publication Division, a media unit under the Ministry of Information & Broadcasting 04 posts of Staff Car Driver exist. It has been decided to combine the cadres of Staff Car Driver in the Ministry of Information & Broadcasting and the Publications Division w.e.f. 28/08/2002. Based on combined strength of 12 posts have been created in the 4 Grades as per structure and percentage mentioned above w.e.f. 28/08/2002. Accordingly in the combined cadre the promotion to newly created posts will be effective from 28/08/2002 or later. The retrospective effect to the Recruitment Rules is being given as a result of liberalization. It is certified that the retrospective effect given to enforcement of these Rules will not affect any Section of Class of Government Servants adversely.

G.S.R. 213.-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Planning Commission Protocol Officer Recruitment Rules,2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Protocol Officer in the NITI Aayog, namely: -1574 THE GAZETTE OF INDIA : NOVEMBER 7, 2015/KARTIKA 16, 1937 [PART II—SEC. 3(i)] 1. Short title and commencement. - (1) These rules may be called the NITI Aayog (Protocol Officer), Recruitment Rules, 2015.
(2)They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade.—The number of said post, their classification, pay band and grade pay or pay scale applicable thereto, shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living has entered into or contracted a marriage with any other person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 214 .-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Textiles, Office of the Development Commissioner for Handlooms, (Assistant ) Recruitment Rules, 2004, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant in the Office of the Development Commissioner for Handlooms (Headquarters), Ministry of Textiles, namely: -
1. Short title and commencement. - (1) These rules may be called the Ministry of Textiles, Office of the Development Commissioner for Handlooms (Headquarters), Assistant, Group 'B' Post, Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale. - The number of said post, its classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
