सा.का.नि. 215.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए डा. राम मनोहर लोहिया अस्पताल, नई दिल्ली, समूह 'ग' भर्ती नियम, 2003 को, उन बातों के सिवाय अध्क्रिांत करते हुए जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, स्वास्थ्य और परिवार कल्याण मंत्राालय के अध्ीन डा. राम मनोहर लोहिया अस्पताल, नई दिल्ली में मैकेनिक के पद पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम स्वास्थ्य और परिवार कल्याण मंत्राालय, डा. राम मनोहर लोहिया अस्पताल, नई दिल्ली मैकेनिक समूह 'ग' पद भर्ती नियम, 2015 है ।

;2द्ध ये राजपत्रा में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण, वेतन बैंड, ग्रेड वेतन या वेतनमान.—पदों की संख्या, उसका वर्गीकरण, वेतन बैंड, ग्रेड वेतन या वेतनमान वह होगा, जो इन नियमों से उपाब( अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अर्हताएं आदि.— भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से ;13द्ध में विनिदष्ट हैं ।

;कद्ध जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया हैऋ या विवाह की संविदा की हैऋ या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया हैऋ या विवाह की संविदा की हैऋ उक्त पदों पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे़ वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

जा सकती हैद्ध टिप्पण :- आयु-सीमा अवधरित करने के लिए निर्णायक तारीख भारत में अभ्यथयों से आवेदन प्राप्त करने के लिए नियत की गई अंतिम तारीख होगी । ; न कि वह अंतिम तारीख जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू और कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहोल एवं स्पीति जिले तथा चम्बा जिले के पांगी उप खंड, अंदमान और निकोबार द्वीप अथवा लक्षद्वीप के अभ्यथयों के लिए विहित की गई है ।द्ध

सीध्े भर्ती किए जाने वाले व्यक्तियों के लिए अपेक्षित शैक्षिक सीध्े भर्ती किए जाने वाले परिवीक्षा की अवध्,ि यदि कोई हो और अन्य अर्हताएं

व्यक्तियों के लिए विहित आयु और शैक्षिक अर्हताएं प्रोन्नत व्यक्तियों की दशा में लागू होंगी या नहीं

वांछनीय : हदी और अंग्रेजी पढ़ने के योग्य हो ।

टिप्पण 1 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में, उन कारणों को लेखब( किए जाएं कर्मचारी चयन आयोग या सक्षम प्राध्किारी के विवेकानुसार शिथिल की जा सकती हैं ।

टिप्पण 2 : अनुभव संबंध्ी अर्हता ;अर्हताएंद्ध उन कारणों को लिए जो लेखब( किए जाएं कर्मचारी चयन आयोग या सक्षम प्राध्किारी के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है, जब चयन के किसी प्रक्रम पर कर्मचारी चयन आयोग या सक्षम प्राध्किारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध् होने की संभावना नहीं है।

New Delhi, the 6th October, 2015

G.S.R. 215.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Dr. Ram Manohar Lohia Hospital, New Delhi Group 'C' Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Mechanic in Dr. Ram Manohar Lohia Hospital, New Delhi under the Ministry of Health and Family Welfare , namely:

1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare, Dr. Ram Manohar Lohia Hospital, New Delhi Mechanic, Group 'C' post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band, grade pay or pay scale.- The number of the posts, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment age limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. – No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving :- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

;iiद्ध किसी स्वास्थ्य संबंध्ी कार्यक्रम में प्रबंध्न, योजना, बजट करने, निगरानीख मूल्यांकन संबंध्ी कार्य में दो वर्ष का अनुभव ऋ

टिप्पण 1ः प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध की अवध्ि जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धरित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवध् िहै साधरणतया 3 वर्ष से अध्कि नहीं होगी ।

टिप्पण 2ः प्रतिनियुक्ति ;अल्पकालिक संविदा सहितद्ध द्‌्‌वारा नियुक्ति के लिए अध्कितम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अध्कि नहीं होगी ।

G.S.R. 216.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Health and Family Welfare, Assistant Programme Officer (Drug De- addiction Programme) Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant programme Officer (Drug De- addiction Programme) in the Ministry of Health and Family Welfare, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, Assistant Programme Officer (Drug De- addiction Programme) Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, pay band and grade pay or pay scale. - The number of post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications etc.- The method of recruitment, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2: The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

Note 3: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2006 the date from which the revised pay structure based on the recommendations of the Sixth Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम कोयला मंत्राालय, स्टापफ कार ड्राइवर भर्ती नियम, 2015 है।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन अथवा वेतनमान.—उक्त पद की संख्या, उसका वेतनमान वह होगा, जो इन नियमों से संब( अनुसूची के कालम ;2द्ध से ;4द्ध में विनिदष्ट हैं ।

3. भर्ती की प(ति, आयु-सीमा, अन्य अर्हताएं आदि.—उक्त पद पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी, जो उपरोक्त अनुसूची के कालम ;6द्ध से कालम ;13द्ध में विनिदष्ट हैं ।

4. अयोग्यता.—वह व्यक्ति उक्त पद पर नियुक्ति का पात्रा नहीं होगा :—

;कद्ध जिसने ऐसे व्यक्ति से विवाह या विवाह का अनुबंध् किया है, जिसका पति या पत्नी जीवित है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह का अनुबंध् किया है,

बशर्ते कि केन्द सरकार ने इस बात से संतुष्ट होकर ऐसे व्यक्ति को इस नियम के प्रवर्तन से छूट न दी हो कि उस व्यक्ति अथवा विवाह के अन्य पक्षकार के लिए लागू वैयक्तिक विध् िके अंतर्गत ऐसे विवाह की अनुमति है तथा ऐसा करने के अन्य आधर भी हैं

5. छूट देने का अध्किार.—यदि केन्द्रीय सरकार की राय में ऐसा करना आवश्यक या समीचीन है, तो वह आदेश के माध्यम से व्यक्तियों को किसी श्रेणी अथवा वर्ग के संबंध् में इन नियमों के प्रावधन से छूट दे सकती है तथा इसके कारण लिखित में रिकार्ड किए जाएंगे ।

6. व्यावृत्ति.—इन नियमों में शामिल किसी भी बात से केन्द्रीय सरकार द्वारा समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए प्रदान की गई आरक्षण, आयु-सीमा में छूट और अन्य अपेक्षित रियायतें प्रभावित नहीं होगी ।

उन सशस्त्रा सेना कार्मिकों जो एक वर्ष की अवध् िके भीतर सेवा निवृृत्त होने वाले हों अथवा जिनका रिजर्व में स्थानान्तरण होने वाला हो तथा जिनके पास कालम ;7द्ध के अध्ीन सीध्ी भर्ती के लिए निर्धरित अनुभव और अर्हताएं हाें, पर भी विचार किया जाएगा । चयन हो जाने पर ऐसे

व्यक्तियों को उस तारीख तक की अवध् िके लिए प्रतिनियुक्ति दी जाएगी

जिस तारीख को उन्हें सशस्त्रा सेनाओं से कार्यमुक्त किया जाना है और

उसके बाद उन्हें पुनर्नियोजन के आधर पर रखा जाएगा । यदि ऐसे पात्रा

व्यक्ति के पद पर चयन होने से पूर्व सेवानिवृृत्त हो जाते हैं अथवा उनका

रिजर्व में स्थानान्तरण कर दिया जाता है तो उस स्थिति में उनकी नियुक्ति

पुनर्नियोजन के आधर पर होगी ।

By Deputation/Absorption failing which by Deputation/Absorption: From amongst the regular direct recruitment Dispatch Rider (Group C) and Group 'C' employees in For Armed Forces Personnel: Pay Band I, Rs. 5200-20200 with Grade Pay of Rs. 1800 Deputation/re-employment with three years' service in the grade rendered after appointment thereto on a regular basis in Pay Band I, Rs. 5200-20200 with Grade Pay of Rs. 1800 in the Ministry of Coal or its subordinate offices who possess the qualifications and experience prescribed for direct recruits under column (7).

Deputation/Re-employment for armed forces

personnel

The Armed Forces Personnel due to retire or to be transferred to reserve within a period of one year and having experience and qualifications prescribed for direct recruits under column (7) shall also be considered. If selected, such persons shall be given deputation terms up to the date on which they are due for release from the Armed Forces and thereafter they may be continued on re-employment basis. In case, such eligible persons have retired or have been transferred to reserve before the actual selection to the post is made, their appointment shall be on re-employment basis.

Note: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation/absorption shall be 'not exceeding 56 years' as on the closing date of receipt of applications.
