सा.का.िन. सा.का.िन. सा.का.िन. सा.का.िन. 14141414....———— राष्ट्रपति, संविधान के अनु(cid:18)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते "ए, और क्षेत्रीय िनरीक्षण निदेशालय (वर्ग - 3 अनुसिचवीय और अननुसिचवीय पद) िनयम, 1962 को, जहाँ तक उसका संबंध आशुिलिपक के पद से है, उन बातों के सिवाय अधि.ान्त करते "ए जिन्हें ऐसे अधि.मण से पहले किया गया है या करने का लोप किया गया है, वाणिज्य और उद्योग मंत्रालय, वाणिज्य विभाग में आशुलिपिक :ेणी - 2 के पद पर भर्ती की प>ति को विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :—

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

3. भर्ती की प&ति, आयुसीमा और अन्य अर्हताएं आदि भर्ती की प&ति, आयुसीमा और अन्य अर्हताएं आदि भर्ती की प&ति, आयुसीमा और अन्य अर्हताएं आदि भर्ती की प&ति, आयुसीमा और अन्य अर्हताएं आदि ---- भर्ती की प>ति, आयुसीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिUदष्ट हैं।
4. निरर्हता निरर्हता निरर्हता निरर्हता ---- वह Xक्ति—
(क) जिसने ऐसे Xक्ति से जिसका पति या जिसकी पYी जीवित है, विवाह किया है ; या विवाह की संविदा की है ; या
(ख) जिसने अपने पति या अपनी पYी के जीवित रहते "ए किसी Xक्ति से विवाह किया है ; या विवाह की संविदा की है
उक्त पद पर नियुक्ति का पात्र नहZ होगा :
परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति ----जहाँ के न्[ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब> करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. 4ावृत्ति 4ावृत्ति 4ावृत्ति 4ावृत्ति ---- इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, जिनका के न्[ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगc, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Xक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 14. – In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Regional Directorate of Inspection (Class III- Ministerial and Non-Ministerial Posts) Rules, 1962, in so far as they relate to the post of Stenographers, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to post of Stenographer Grade-II in Ministry of Commerce and Industry, Department of Commerce, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Commerce and Industry, Department of Commerce, Directorate General of Supplies and Disposals, Regional offices, Stenographer Grade-II Posts Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and pay band and grade pay or pay scale.—The number of the said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in Column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.– No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person,108 THE GAZETTE OF INDIA : JANUARY 23, 2016/MAGHA 3, 1937 [PART II—SEC. 3(i)] shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते "ए किसी qयक्ति से विवाह किया है, या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहZ होगा:
परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे qयक्ति और विवाह के अन्य पक्षकार को लागू स्वीकृ त िविध के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी qयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

6. =या=या=या=यावृत्तिवृत्तिवृत्तिवृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, िजनका कें [ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों अन्य पिछडें वगc,भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के qयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 15.−−−− In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion, Protocol Officer (Recruitment) Rules 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Protocol Officer in the Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, namely:-
1. Short title and commencement. −(1)These rules may be called the Ministry of Commerce and Industry (Department of Industrial Policy and Promotion) Protocol Officer (Recruitment) Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and pay band and grade pay or pay scale.−The number of the said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc.−The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.− Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी। 5. शििििथिल करने ाथिल करने ाथिल करने ाथिल करने की की की की षक्तिाक्तिाक्तिाक्ति -जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, तथा तथा तथा तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।
6. व्यावृत्तिव्यावृत्तिव्यावृत्तिव्यावृत्ति-इन नियमों की कोई बात, ऐसे आरक्षणों, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस सम्बन्ध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

Note 3.- For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the recommendations of the Sixth Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit shall extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

G.S.R. 17.–In exercise of the powers conferred by the proviso to article 309 of the constitution and in supersession of Central Water Commission Ministerial Group 'C' posts (Subordinate Offices) Recruitment Rules, 2001 related to the posts of Upper Division Clerk and Lower Division Clerk except as respects of things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Ministerial (Group-C ) posts of Upper Division Clerk and Lower Division Clerk in the subordinate offices of the Central Water Commission, namely :-
1. (1) Short title and commencement – These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Water Commission (Subordinate Offices) Ministerial (Group-C posts) Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale .–The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc. .– The method of recruitment, age limits, qualifications and other matters relating thereto shall be as specified in columns 5 to 13 of the said schedule.
4. Disqualification- No Person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

3.3.3.3. भर्ती की प&ति, आयुभर्ती की प&ति, आयुभर्ती की प&ति, आयुभर्ती की प&ति, आयु----सीमा, तथा अन्य अर्हताएं आदिसीमा, तथा अन्य अर्हताएं आदिसीमा, तथा अन्य अर्हताएं आदिसीमा, तथा अन्य अर्हताएं आदि---- उक्त पद पर भर्ती की प>ति, आयु-सीमा, अर्हताएं तथा उनसे, संबंधित अन्य बातें उक्त अनुसूची के स्तंभ (5) से (13) में विनिUदष्ट हैं।
4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता---- वह Xक्ति-
(क) जिसने ऐसे Xक्ति जिसका पति या जिसकी पYी जीवित है, से विवाह किया है, या
(ख) जिसने अपने पति या पYी के जीवित रहते "ए किसी Xक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहZ होगा:
परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Xक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Xक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति---- जहां के न्[ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह, उसके लिए जो कारण हैं उन्हें लेखब> करके और संघ लोक सेवा आयोग से परामर्श लेकर इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Xक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

G.S.R. 18.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Farakka Barrage Project Group 'B' Posts Recruitment Rules, 2003 and the Farakka Barrage Project (Group 'C' posts) Recruitment Rules, 2002 in so far as they relate to the posts of Stenographer Grade I and Stenographer Grade II in the Farakka Barrage Project except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade I in the Farakka Barrage Project, namely:-
1. Short title and commencement – (i) These rules may be called the Farakka Barrage Project (Stenographer Grade I) Recruitment Rules, 2015.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale.- The number of posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications etc. - The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person
shall be eligible for appointment to the said posts:.
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of the rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

4444.... भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि भर्ती की पद्धति, आयु सीमा, अर्हताएं आदि.—भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी भर्ती की पद्धति, आयु सीमा, अर्हताएं आदिभर्ती की पद्धति, आयु सीमा, अर्हताएं आदि जो उक्त अनुसूची के स्तम्भ (5) से (13) में विनिर्दिष्ट हैं।
5555.... निरर्हतानिरर्हतानिरर्हतानिरर्हता.—वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5. शििििथिल करने की ाथिल करने की ाथिल करने की ाथिल करने की शक्तिाक्तिाक्तिाक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, तथा तथा तथा तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।
6. व्यावृत्तिव्यावृत्तिव्यावृत्तिव्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस सम्बन्ध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 19.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ganga Flood Control Commission (Group "C" posts) Recruitment Rules, 2008, in so far as it relate to the post of Head Clerk, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Head Clerk in the Ganga Flood Control Commission, under the Ministry of Water Resources, River Development and Ganga Rejuvenation namely:-
1. Short title and Commencement.- (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Ganga Flood Control Commission, Head Clerk (Group 'B' post) Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette,
2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification, pay and grade payor scale of pay. - The number of the said posts, its classification, pay band and grade payor scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age limit and qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualifications. - No person, -
(a) who has entered into or contracted a marriage with a perron having. a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, I other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed three years. Note 3: The maximum age-limit for appointment by deputation shall be 'not exceeding 56 years' as on the closing date of receipt of applications. (ख). जिसने अपने पति या अपनी पत्नी के जीवित रहते "ए किसी qयक्ति से विवाह किया है।
उक्त पदों पर नियुक्ति का पात्र नहZ होगा:
परन्तु यदि कें [ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे qयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी qयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति: जहां कें [ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखब> करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के qयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. =या=या=या=यावृत्तिवृत्तिवृत्तिवृत्ति: इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, जिनका कें [ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किये गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगc, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के qयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 20.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Research Institute, Kasauli, Dispenser (Group 'C' post) Recruitment Rules, 1986, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Dispenser in the Central Research Institute, Kasauli, Ministry of Health and Family Welfare, namely:-

Short title and commencement.- (1) These rules may be called the Central Research Institute, Kasauli, Ministry of Health and Family Welfare, Dispenser, Group 'C' post, Recruitment Rules, 2016. (2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade payor pay scale.- The number of post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc.- The method of recruitment, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person-
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
