सासासासा....का.िनका.िनका.िनका.िन....21.21.21.21.————राष्ट्रपति, संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते )ए और सफदरजंग अस्पताल तथा डा. राम मनोहर लोिहया और उपचर्या गृह (गैर-चिकित्सीय राजपत्रित पद) भर्ती संशोधन नियम, 1978 को, उन बातों के सिवाय अधि9ांत करते )ए, जिन्हें ऐसे अधि9मण से पहले किया गया है या करने का लोप किया गया है, सफदरजंग अस्पताल और डा. राम मनोहर लोहिया अस्पताल, नई दिल्ली में आहारिवद् समूह 'ख' पद पर भर्ती की प?ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

3333.... भर्ती की प'ति, आयुभर्ती की प'ति, आयुभर्ती की प'ति, आयुभर्ती की प'ति, आयु----सीमा, अर्हताएं, आदिसीमा, अर्हताएं, आदिसीमा, अर्हताएं, आदिसीमा, अर्हताएं, आदि – भर्ती की प?ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उपयु र्क्त अनुसूची के स्तंभ (5) से (13) में विनिTदष्ट हैं ।
4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता : वह Wक्ति-
(क) जिसने ऐसे Wक्ति से जिसका पति या जिसकी पXी जीवित है, विवाह किया है ।
(ख) जिसने अपने पति या अपनी पXी के जीवित रहते )ए किसी Wक्ति से विवाह किया है ।
उक्त पदों पर नियुक्ति का पात्र नहZ होगा :
परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Wक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Wक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5555.... शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति : जहां के न्[ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब? करके , तथा संघ लोक सेवा आयोग से परामर्श करके , करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Wक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6666.... 3ावृत्ति3ावृत्ति3ावृत्ति3ावृत्ति : इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहZ डालेगी, जिनका के न्[ीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगa, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Wक्तियों के लिए उपबंध करना अपेक्षित है ।

MINISTRY OF HEALTH AND FAMILY WELFARE New Delhi, the14th December, 2015
G.S.R21.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Safdarjang Hospital and the Dr. Ram Manohar Lohia Hospital and Nursing home (Non-Medical Gazetted posts) Recruitment (Amendment) Rules, 1978 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group 'B' post of Dietician in Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital, New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Dietician, Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital New Delhi Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band, grade pay or pay scale: – The number of post, its classification and the pay band, grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc. – The method of recruitment, age-limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
[भाग II—खण्ड 3 (i)] भारत का राजपत्र : फरवरी 13, 2016/माघ 24, 1937 1435. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving :- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

सासासासा....काकाकाका....निनिनिनि.... 22222222....राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और मानव संसाधन विकास मंत्रालय, उच्चतर शिक्षा विभाग, स्टाफ कार चालक, समूह 'ग' पद भर्ती नियम, 2011, जहां तक कि वे स्टाफ कार चालक (विशेष श्रेणी) से संबंधित हैं, को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, मानव संसाधन विकास मंत्रालय, उच्चतर शिक्षा विभाग में स्टाफ कार चालक (विशेष श्रेणी) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः-
1111.... संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ----(1) इन नियमों का संक्षिप्त नाम मानव संसाधन विकास मंत्रालय, उच्चतर शिक्षा विभाग, स्टाफ कार चालक (विशेष श्रेणी), समूह 'ख' पद भर्ती नियम, 2016 है।
(2) ये उनके राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
वर्गीकरण, वेतन बैंड और ग्रेड वेतन अथवा वेतनमान....---- इसके अतिरिक्त संलग्न उक्त पदों की संख्या, 2222.... पदों की संख्या,पदों की संख्या,पदों की संख्या,पदों की संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन अथवा वेतनमान वर्गीकरण, वेतन बैंड और ग्रेड वेतन अथवा वेतनमान वर्गीकरण, वेतन बैंड और ग्रेड वेतन अथवा वेतनमान उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे, जो इन नियमों से उपाबद्ध अनुसूची के कॉलम (2) से (4) में विनिर्दिष्ट हैं।
3333.... भर्ती की पद्धति, आयु-सीमा और भर्ती की पद्धति, आयु-सीमा और अर्हताएं आदिअर्हताएं आदिअर्हताएं आदिअर्हताएं आदि....---- भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे भर्ती की पद्धति, आयु-सीमा और भर्ती की पद्धति, आयु-सीमा और होंगी जो उक्त अनुसूची के कॉलम (5) से (13) में विनिर्दिष्ट हैं।
4444.... निनिनिनिररररर्हता -र्हता -र्हता -र्हता - वह व्यक्ति -
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या
(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगाः
बशर्ते यदि केंद्र सरकार को यह संतुष्टि हो जाती है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी भी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5555.... शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....---- जहां केंद्र सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें संघ लोक सेवा आयोग के साथ परामर्श से लेखबद्ध करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी।

G.S.R. 22.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Human Resource Development, Department of Higher Education, Staff Car Drivers Group 'C' Posts Recruitment Rules, 2011, in so far as they relate to the post of Staff Car Driver (Special Grade), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Special Grade) in the Ministry of Human Resource Development, Department of Higher Education, namely:-
1. Short title and commencement --- (1) These rules may be called Ministry of Human Resource Development, Department of Higher Education, Staff Car Driver (Special Grade) , Group 'B' Post Recruitment Rules, 2016.
(2) They shall came into force on the date of their publication in the official Gazette.

Number of Post, classification, pay band and grade pay or pay scale.--- The number of the said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualifications, etc., ---The method of recruitment, age-limit, qualifications and other matters connected herewith shall be as specified in columns (5) to (13) of the said schedule.
4. Disqualifications --- No person, ---
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government, may, if satisfied that such marriage is permissible under personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of these rules.
5. Power to relax --- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and in consultation with the Union Public Service Commission for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving --- Nothing in these rules shall affect reservation, relaxation of age- limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government in this regard.

4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता ::::---- वह jयक्ति –[भाग II—खण्ड 3 (i)] भारत का राजपत्र : फरवरी 13, 2016/माघ 24, 1937 149 (क) िजसने ऐसे jयक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते )ए किसी jयक्ति से विवाह किया है,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहZ होगा ।
परन्तु यदि के न्[ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे jयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु\ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी jयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 23.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, the Lal Bahadur Shastri National Academy of Administration, Group 'B' Posts Recruitment Rules, 2003, in so far as they relate to the posts of Administrative Officer (Account) and Junior Accounts Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Administrative Officer (Accounts) and Junior Accounts Officer in the Lal Bahadur Shastri National Academy of Administration, Mussoorie under the Ministry of Personnel, Public Grievance and Pensions, Department of Personnel and Training, namely:

Short title and commencement. - (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, the Lal Bahadur Shastri National Academy of Administration, Mussoorie, Administrative Officer (Accounts) and Junior Accounts Officer (Group 'B' posts) Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band, grade pay or pay scale. - The number of post, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualifications, etc.-The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification:- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| By composite method [deputation (including short term contract) plus promotion] (A) Deputation (including short term contract): Officers of the Central Government or State Government or Union territories or public sector undertakings or autonomous body; (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years' service in the grade rendered after appointment thereto on regular basis in the pay band-2, Rs.9300-34800/- with grade pay Rs. 4200/- or equivalent in the parent cadre or department; and (b) possessing any of the following qualifications: pass in the Subordinate Accounts Service Examination or equivalent examination conducted by any one of the organised accounts department of the Central Government. or successful completion of training in cash and accounts work in the Institute of Secretariat Training and Management or an equivalent training course and three years' experience in cash, accounts and budget work. (B) The departmental Junior Accounts Officer in the pay band 2, Rs.9300-34800 with grade pay of Rs.4200/- with five years' regular service in grade and having educational qualifications and experience prescribed for considering appointment on deputation basis shall also be considered alongwith outsiders and in case such person is selected for appointment to the post, the same shall be deemed to have been filled by promotion. Note1: The Departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short term contract) including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications. Note 4: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2006 or the date from which the revised pay structure based on the recommendations of the Sixth Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre revised scale of pay into one grade with a common grade pay or pay scale and where this benefit will extend only for the post(s) for which that | Not applicable | Consultation with Union Public Service Commission is not necessary | NaN |
