सासासासा....का.िनका.िनका.िनका.िन.... 26262626....————के न्(cid:13)ीय सरकार, असम राइफल्स अिधिनयम, 2006 (2006 का 47) की धारा 165 की उप-धारा (2) के खंड (क) और खंड (ख) के द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए गृह मंत्रालय के अधीन असम राइफल्स में नायब सूबेदार (शिक्षक) के 1ेणी 'ख' यो(क पद की भर्ती की प5ति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात् :-

4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता : वह Pक्ति-
(क) जिसने ऐसे Pक्ति से जिसका पति या जिसकी पRी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पRी के जीवित रहते &ए किसी Pक्ति से विवाह किया है ;
उक्त पद पर नियुक्ति का पात्र नहT होगा :
परन्तु यदि के न्(cid:13)ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Pक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Pक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5555.... चिकित्सचिकित्सचिकित्सचिकित्सक दृष्टक दृष्टक दृष्टक दृष्टया योग्यया योग्यया योग्यया योग्यताताताता....————((((1) इन नियमों में अंतXवष्ट किसी बात के होते &ए भी, के वल वे Zयक्ति जो चिकित्सा प्रवर्ग "शेप-1" में है, इन नियमों के उपबंधों के अधीन नियुक्ति या प्रोन्नति पर नियुक्ति के लिए पात्र होंगे ।
(2) 'शेप-1' से निम्नानुसार परिभाषित चिक्तिसा प्रवर्ग अभिप्रेत है ।
(i) कोड अक्षर शेप (एस एच ए पी ई), जो निम्नलिखित कृ त्यों का प्रतिनिधित्व करते हैं, द्वारा उपदXशत, दिए गए कारकों के अधीन अधिकारी की उपयुक्तता निर्धारित करने के पश्चात् चिकित्सा अधिकारी द्वारा किया गया िचकित्सा वर्गीकरण अभिप्रेत है, अर्थात् :—
एस — मनोंवैUानिक
एच — 1वण शक्ति
ए — उपांग (अपैन्डेजेज)
पी — शारीरिक क्षमता
ई — दृष्टि-शक्ति
(ii) प्रत्येक कारक के अधीन, किसी अधिकारी की कार्यात्मक क्षमता, प्रत्येक कोड अक्षर के सामने अंक 1 से 5 तक घटती &ई कार्यात्मक दक्षता उपदXशत करते &ए उपदXशत की जाएगी । कोड अक्षर के पश्चात् अंक िलखे जाएंगे, िसवाय उसके , जहां कोई अिधकारी सभी कारकों में 1ेणी-1 में हैं, वहां उसका प्रवर्ग एस1 एच1 ए1 पी1 ई1 िलखने के बजाए, शेप-1 लिख कर दर्शाया जा सके गा । इन अंकों का साधारण मूल्यांकन निम्नानुसार है :—
(1) कहT भी सभी कर्तZयों के लिए योग्य ।
(2) सभी कर्तZयों के लिए योग्य, cकतु क्या, कर्तZयों में तीd दबाव या दोनों कानों की 1वण शक्ति या आंखों की दृष्टि की तीeणता की मांग अंतर्Cस्त है या नहT,पर निर्भर करते &ए कर्तZयों के प्रकार औ1 नियोजन योग्यता के क्षेत्रों के अनुसार परिसीमाएं हो सकती है ।
(3) "एस" कारक को छोड़कर, नेमी या निष्fिय कर्तZयों के िलए योग्य, किन्तु ऊं चे स्थान (2700 मीटर से अधिक) अत्यिधक ठंडे क्षेत्रों या पहाड़ी भूखंडों पर और दीर्घ कर्तZय भारों के लिए नियोजन योग्यता की परिसीमाएं हो सकती हैं ।
(4) अस्पताल में भर्ती होने या बीमारी की छु iी के कारण कर्तZयों के लिए अस्थायी रूप से अयोग्य ।
(5) कर्तZयों के लिए स्थायी रूप से अयोग्य ।
6666.... अन्यअन्यअन्यअन्य देशीय की अपात्रतादेशीय की अपात्रतादेशीय की अपात्रतादेशीय की अपात्रता....————कोई Zयक्ति, जो भारतीय नागरिक नहT है, परंतु लिखित में वह के न्(cid:13)ीय सरकार की पूर्व अनुमति के िसवाय, इन नियमों के अधीन नियुक्त नहT किया जाएगा :
परंतु इस नियम में अंतXनहित कोई भी बात इस बल में नेपाल और भूटान के की प्रजा की नियुक्ति या नियोजन के लिए वXजत नहT करेगी ।

8. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्(cid:13)ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब5 करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Pक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
7777.... :ावृत्ति:ावृत्ति:ावृत्ति:ावृत्ति....————इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहT डालेगी, जिनका के न्(cid:13)ीय सरकार द्वारा इस संबंध में समय–समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगk, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Pक्तियों के लिए उपबंध करना अपेक्षित है ।

New Delhi, the23rd February, 2016
G.S.R 26.—In exercise of the powers conferred by clauses (a) and (b) of sub-section (2) of section 165 of the Assam Rifles Act, 2006 (47 of 2006), the Central Government hereby makes the following rules regulating the Method of recruitment to Naib Subedar (Teacher) Group 'B' combatised posts in Assam Rifles under the Ministry of Home Affairs, namely:-
1. Short title and commencement.— (1) These rules may be called the Assam Rifles, Naib Subedar (Teacher), Group 'B' Cornbatised Posts Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
[भाग II—खण्ड 3 (i)] भारत का राजपत्र : फरवरी 27, 2016/फाल्गुन 8, 1937 1752. Number of posts, classification and Pay Band and Grade Pay or Pay Scale.—The number of post, its classification and the pay band and grade payor pay scale attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualification.—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall not be eligible for appointment to the said post;
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Medical Fitness. - (I) Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for appointment or promotion under the provisions of these rules.
(2) SHAPE-I means Medical Category defined as under:-
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function, namely:-
S — Psychological H — Hearing A — Appendages P — Physical Capacity E — Eye-Sight
(ii) Functional capacity of an officer under each factor will be denoted by numeral I to 5 against each code letter, indicating declining functional efficiency. The numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1 and general evaluation of these numerals is as under:-
(a) Fit for all duties anywhere.
(b) Fit for all duties but may have limitations as to type of duties and areas of employability depending on whether the duties involve severe stress or demand acuit of hearing/vision of both ears/eyes.
(c) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.
(d) Temporarily unfit for duties on account of hospitalization or sick leave.
(e) Permanent unfit for duties.
6. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule bar the appointment or employment of a subject of Nepal or Bhutan in the Force.
7. Special provisions as to application of these rules.—(1) These rules shall not apply to incumbents, holding civilian posts prior to the combatistion of these posts vide Order No 14012/140/AII/06/AR-PF-IV dated 27 November, 2008, who have not opted for combatisation.
(2) The incumbents referred to in sub-rule (1) shall continue in their respective posts till their superannuation upon the same terms and conditions of service as was applicable to them under the Assam Rifles Teaching Staff Recruitment Rules, 1980.
8. Power to relax.—Where the Central Government is of dle opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation, relax any of the provisions of these rules with respect to any class or category of persons.
9. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and Other Backward Classes: Ex-Servicemen and other176 THE GAZETTE OF INDIA : FEBRUARY 27, 2016/PHALGUNA 8, 1937 [PART II—SEC. 3(i)] special categories of persons in accordance with the orders issued by the Central Goveniment from time to time in this regard.

| (a) Education qualification : (i) Graduate from recognized University. (ii) B Ed Degree from recognized university. (iii) Proficiency in teaching in English and Hindi medium. (b) Physical standard: (i) Height : minimum 170 cms. (ii) Chest: minimum 80 cms (unexpanded) and minimum 85 cms (expanded). (iii) Weight: according to age and height. (c) Relaxation: There will be relaxation in age for the candidates belonging to the Schedule Caste, the Schedule Tribes, Other Backward Classes, Ex-Servicemen and other categories of persons in accordance with the Central Government orders on the subject. Relaxation will be permissible in height and chest to the tribals and hill people as follows:- Height: Minimum height for men belonging to hill areas of Garhwal, Kumaon, Himachal Pradesh, Gorkhas, Dogras, Marathas, Sikkimies, Leh and Ladakh, Kashmir Valley and North Eastern states will be 165 cms. For females, the minimum height will be 155 cms. The minimum height for tribes will be 162.5 cms for male and 150 cms for females. Chest : Relaxation in chest is applicable to only tribals and hill people. The minimum chest for this category of personnel is as under :- (i) Men belonging to hill areas: 78 - 83 cms. specified as above. G.S.R. .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Central Water and Power Research Station, Pune, Auxiliary Technical Services Laboratory Assistant Group 'C' posts and Recruitment Rules, 2010, in so far as it relates to the post of Laboratory Assistant Grade – II, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Laboratory Assistant Grade-II in the Central Water and Power Research Station, Pune, namely :-
1. Short title and commencement .— (1) These rules may be called the Central Water and Power Research Station, Pune, Auxiliary Technical Services, Laboratory Assistant Grade -II, Group 'C' Posts Recruitment Rules, 2016.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale .—The number of the said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc .—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification .—No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings .—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Casts, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 28.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board (Senior Cartographer) Recruitment Rules, 1980, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Cartographer in the Central Ground Water Board, Ministry of Water Resources, River Development and Ganga Rejuvenation, namely:-
1. Short title and commencement.-(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Central Ground Water Board, Cartographer, Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, the Pay band, grade pay or scale of pay.- The number of post, its classification, the pay band and grade pay or scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,[भाग II—खण्ड 3 (i)] भारत का राजपत्र : फरवरी 27, 2016/फाल्गुन 8, 1937 185 shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परन्तु यदि के न्(cid:13)ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Pक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Pक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

(6)(6)(6)(6) :ावृति.:ावृति.:ावृति.:ावृति.---- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहT डालेगी, जिनका के न्(cid:13)ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ें वगk, भूतपर्व सैनिकों और अन्य विशेष प्रवर्ग के Pक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 29.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the General Central Service (Class III posts in the office of the Director of Industrial Statistics, Calcutta, Cabinet Secretariat) Recruitment Rules 1959, the President hereby makes the following rules regulating the method of recruitment to the posts of Lower Division Clerk and Upper Division Clerk in the Central Statistics Office, (Industrial Statistics Wing), Kolkata in the Ministry of Statistics and Programme Implementation, namely:-
1. Short title and commencement.- (1) These rules may be called the Central Statistics Office (Industrial Statistics Wing), Kolkata, Lower Division Clerk and Upper Division Clerk, ( Group 'C' Posts) Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale .- The number of said posts, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxations of age limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(क) जिसने ऐसे Zयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है; या
(ख) िजसने अपने पित या अपनी पत्नी के जीवित रहते &ए किसी Zयक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहT होगा:
परन्तु यदि के न्(cid:13)ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Zयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Zयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति- जहां के न्(cid:13)ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब5 करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Zयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

(ग) जो स्तंभ (7) के अधीन सीधे भर्ती किए जाने वाले Zयक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव रखते हों।
टिप्पटिप्पटिप्पटिप्पण ण ण ण 1:1:1:1:---- प्रतिनियुक्ति की अवधि, जिसके अंतर्गत के न्(cid:13)ीय सरकार के उसी या किसी अन्य संगठन या िवभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बा(cid:145) पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहT होगी।

टिप्प्णटिप्प्णटिप्प्णटिप्प्ण 3:3:3:3:---- प्रतिनियुक्ति या आमेलन के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 01 जनवरी, 2006 से पहले या उस तारीख से िजससे छठे के न्(cid:13)ीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, िनयिमत आधार पर की गई सेवा को, िसवाय उस दशा के , जहां एक से अिधक पूर्व पुनरीक्षित वेतनमान का साधारण Cेड वेतन या वेतनमान सिहत एक 1ेणी में विलय हो गया है और वहां यह लाभ के वल उस पद (उन पदों) पर विस्तारित होगा जिसके लिए Cेड वेतन या वेतनमान िबना किसी उन्नयन का साधारण प्रतिस्थापन Cेड है उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी Cेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी।

G.S.R. 31.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Dr. Ram Manohar Lohia Hospital, Dialysis Technician (Group 'C' post) Recruitment Rules, 2005 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Dialysis Technician in Dr. Ram Manohar Lohia Hospital, New Delhi, namely:- 1. Short title and commencement. – (1) These rules may be called the Dr. Ram Manohar Lohia Hospital, New Delhi, Dialysis Technician Recruitment Rules, 2015
(2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, pay band and grade pay or pay scale. – The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 32.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of Dr. Ram Manohar Lohia Hospital, New Delhi (Family Welfare Worker), Recruitment Rules, 1985, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group 'C' post of Family Welfare Worker. 1. Short title and commencement. – (1) These rules may be called the Dr. Ram Manohar Lohia Hospital, New Delhi, Family Welfare Worker, Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification, pay band and grade pay or pay scale.- The number of the said posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person ,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

(क) जिसने ऐसे Pक्ति से जिसका पति या जिसकी पRी जीवित है, विवाह किया है या विवाह की संविदा की है, या (ख) जिसने अपने पति या अपनी पRी के जीवित रहते &ए किसी Pक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहT होगा :
परन्तु यदि के न्(cid:13)ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Pक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुUेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Pक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 34.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Willingdon Hospital and Nursing Home (Class III posts) Recruitment Rules, 1973 in so far as they relate to the post of Pharmacist/Dispenser/Dispenser Clerk except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Pharmacist in the Dr. Ram Manohar Lohia Hospital of Delhi, namely:-
1. Short title and commencement.–(1) These rules may be called the Dr. Ram Manohar Lohia Hospital, New Delhi, Pharmacist Recruitment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale.- The number of the posts, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc..—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person .-
(c) who has entered into or contracted a marriage with a person having a spouse living; or
(d) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

RECRUITMENT RULES FOR THE POST OF CHAIRMAN, NATIONAL AUTOMOTIVE BOARD.
G.S.R. 35.—Pursuant to the provisions contained in Rule 16.9.5 (h) of Rules and Regulations of "National Automotive Board", Department of Heavy Industry hereby makes the following Rules regulating the Method of Recruitment to the post of "Chairman", National Automotive Board, an autonomous Society set up by Government of India in the Ministry of Heavy Industries and Public Enterprises, Department of Heavy Industry and registered under SR Act. 1860 set under Registration No. S/ND/311/2013 dated 27th August, 2013, namely .
1. Short title and Commencement.—(1) These rules may be called National Automotive Board—"Recruitment Rules for the post of Chairman–2016"
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and scale of pay.—The number of posts, its Classification and scale of pay attached thereto shall be specified in columns 2 to 4 of the Schedule annexed to these rules
3. Method of recruitment, age limit and other qualification, etc.—The method of recruitment to the said post, age limit, qualification, and other matters relating thereto shall be as specified in columns 5 to 13 of the said schedule.
4. Tenure .—Tenure for the post of chairman will be of 5 years subject to retirement age of 65 years whichever is earlier.
5. Power to relax.—As stated in column 14 of the Schedule annexed to this rules.
