सा.का.नि. 54 - राष्ट्रपति , संविधान के अनुच्छेद 309 के उपबंध द्वारा प्रतत शक्तियों का प्रयोग करते हुए तथा शिक्षा और संस्कृति मंत्रालय (शिक्षा और संस्कृति विभाग) के पुस्तकालयाध्यक्ष ग्रेड-1 ( भाषा ) भर्ती नियम, 1984, के अधिक्रमण में , उन बातों के सिवाय , अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, संस्कृति मंत्रालय में सहायक पुस्तकालय एवं सूचना अधिकारी ( भाषा) के पद की भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात्: -

1 . संक्षिप्त नाम और प्रारंभ - ( 1 ) इन नियमों का संक्षिप्त नाम संस्कृति मंत्रालय ( केन्द्रीय ग्रंथागार पुस्तकालय) सहायक पुस्तकालय एवं सूचना अधिकारी ( भाषा) भर्ती नियम , 2016 है ।

(2) ये राजपत्र में इनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद- संख्या वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4 ) में विनिर्दिष्ट हैं।

3. भर्ती की पद्धति, आयु-सीमा और अर्हताएं , आदि : उक्त पदों पर भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची से उपाबद्ध स्तंभ (5) से ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता: वह व्यक्ति -

जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है विवाह या संविदागत विवाह किया है; या (क)

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी अन्य व्यक्ति से विवाह या संविदागत विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु , यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकती है।

5. शिथिल करने की शक्ति जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकती है ।

6. व्यावृत्तिः- इन नियमों की कोई बात, ऐसे आरक्षण , आयु -सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

(i ) किसी मान्यता प्राप्त विश्वविद्यालय से संबंधित विषय में मास्टर डिग्री ।

(ii ) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान मे पुस्तकालय विज्ञान या पुस्तकालय और सूचना विज्ञान में मास्टर डिग्री।

( ii ) जिन्होंने मूल काडर या विभाग में वेतन बैंड-2, 9300-34800 रु. + ग्रेड - वेतन 4200 रु . या समतुल्य पद पर नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में 5 वर्ष सेवा की हो; और

(iii ) किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान या बोर्ड से कम्प्यूटर अनुप्रयोग में डिप्लोमा।

टिप्पण 1

(ख) जो स्तम्भ 7 के अंतर्गत सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित निम्नलिखित शैक्षिक अर्हताएं और अनुभव रखते हों ।

अन्यथा अर्हताएं , सुअर्हित अभ्यर्थियों की दशा में अर्हता उन कारणों के लिए जो लेखबद्ध करते हुए, संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों या अनुसूचित जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

(प्रतिनियुक्ति की अवधिः जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है, साधारणतया 3 वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( अल्प कालिक संविदा सहित) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी)।

MINISTRY OF CULTURE

New Delhi , the 28th March , 2016

G.S.R. 54. In exercise of the powers conferred by the provision to article 309 of the Constitution , and in supersession of the Ministry of Education and Culture ( Department of Education and Culture ) Librarian Grade- I ( Language ) Recruitment Rules , 1984 , except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and Information Officer( Language ) in the Ministry of Culture , namely: -

1. Short title and commencement : - ( 1 ) These rules may be called the Ministry of Culture ( Central Secretariat Library) Assistant Library and Information Officer ( Language ) Recruitment Rules , 2016 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification and pay band and grade pay or pay scale: The number of the said post , its classification and the pay band and grade pay or pay scale attached there to , shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment, age - limit , qualification . etc- The method of recruitment , age - limit , qualification and other matters relatingto the said post shall be as specified in columns (5) to ( 13 ) of the above said Schedule .

4. Disqualification . - No person-

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who , having a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said post :

Provided that the Central Government may , if, satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing , and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Schedule Tribes , Other Backward Classes . Ex - service men and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard .

Note 2: The qualification(s) regarding experience is / are relaxable at the discretion of the Union Public Service Commission for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes and Scheduled Tribes if, at any stage of selection , the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them .

सा.का.नि.55- राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और गृह मंत्रालय अग्निशमन सलाहकार भर्ती नियम, 1990 को उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अभिक्रमण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय में अग्निशमन सलाहकार के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थातः-

1. संक्षिप्त नाम और प्रारंभ.-

(1 ) इन नियमों का संक्षिप्त नाम गृह मंत्रालय, अग्निशमन सलाहकार भर्ती नियम, 2016 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण वेतनमान.-

पद संख्या उसका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4 ) में विनिर्दिष्ट है ।

3 . भर्ती की पद्धति, आयु सीमा, और अर्हताएं आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूचि के स्तम्भ ( 5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट है ।

(ख) (जिनके पास स्तंभ (7) जैसे ही सीधे भर्ती किए जाने वाले व्यक्तियों की अर्हताएँ हैं ।

( iii ) महानिरीक्षक (राष्ट्रीय आपदा मोचन बल और नागरिक सुरक्षा) सदस्य

टिप्पण 1: ऐसे विभागीय अधिकारी अर्थात ऐसे उप अग्निशमन अधिकारियों पर अन्य अभ्यर्थियों के साथ विचार किया जाएगा जिन्होंने उस श्रेणी में दस वर्ष नियमित सेवा की है और यदि उस पद पर नियुक्ति के लिए उसका चयन हो जाता है तो वह पद प्रोन्नति द्वारा भरी गई मानी जाएगी ।

टिप्पण 3: प्रतिनियुक्ति / आमेलन के

आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले (उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है ) नियमित आधार पर की गई सेवा को, सिवाय उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन / वेतनमान सहित एक श्रेणी में विलय कर दिया गया है और वहां यह लाभ केवल उस पद (उन पदों) पर विस्तारित होगा जिसके लिए ग्रेड वेतन/ वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है , वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन/ वेतनमान में की गई सेवा समझी जाएगी ।

G.S.R.55-In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Home Affairs, Fire Adviser Recruitment Rules , 1990 , except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules , regulating the method of recruitment to the post of Fire Adviser in the Ministry of Home Affairs , namely : - 1 .

Short title and commencement .

(1) These rules may be called the Ministry of Home Affairs , Fire Adviser Recruitment Rules , 2016 . (2) They shall come into force on the date of their publication in the Official Gazette .

Number of post, classification , pay band and grade pay or pay scale .

The number of post , its classification pay band and grade pay or pay scale attached there to shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .

Method of recruitment , age limit and qualifications , etc.-

The method of recruitment to the said post , age limit , qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule .

Disqualification . - No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who , have a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts:

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so , exempt any person from the operation of this rule .

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient to do so , it may by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Schedules Tribes , Ex - servicemen , and other special categories of persons , in accordance with orders issued by the Central Government from time to time in this regard .

सा.का.नि.56 .---राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और गृह मंत्रालय उप अग्निशमन सलाहकार भर्ती नियम , 1990 को उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अभिक्रमण से पहले किया गया है या करने का लोप किया गया है , गृह मंत्रालय में उप अग्निशमन सलाहकार के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्: -

1. संक्षिप्त नाम और प्रारंभ-

(1 ) इन नियमों का संक्षिप्त नाम गृह मंत्रालय , उप अग्निशमन सलाहकार भर्ती नियम , 2016 है ।

(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण वेतनमान -

पद संख्या, उसका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2 ) से स्तंभ ( 4) में विनिर्दिष्ट है ।

3 . भर्ती की पद्धति , आयु सीमा , और अर्हताएं आदि उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5 ) से स्तंभ ( 13 ) में विनिर्दिष्ट है ।

4. निरर्हताएं . वह व्यक्ति,

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है या विवाह की संविदा की है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह किया है, या विवाह की संविदा की है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

5. शिथिल करने की शक्ति- जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति- इन नियमों की कोई बात ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

टिप्पण 1: प्रतिनियुक्ति की अवधि ( जिसके अंतर्गत अल्पकालिक संविदा भी है) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन / विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है (जिसके अंर्तगत अल्पकालिक संविदा भी है) साधारणतया चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति (जिसके अंर्तगत अल्पकालिक संविदा भी है) के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

G.S.R. 56. In exercise of the powers conferred by the proviso to article 309 of the Constitution , and in supersession of the Ministry of Home Affairs , Deputy Fire Adviser Recruitment Rules , 1990 , except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules , regulating the method of recruitment to the post of Deputy Fire Adviser in the Ministry of Home Affairs , namely : -

1. Short title and commencement . -

( 1 ) These rules may be called the Ministry of Home Affairs , Deputy Fire Adviser Recruitment Rules , 2016 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of post , classification , pay band and grade pay or pay scale . -

The number of post , its classification pay band and grade pay or pay scale attached there to shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .

3. Method of recruitment , age - limit and qualifications , etc.-

The method of recruitment to the said post , age limit , qualifications and other matters relating thereto shall be as specified in columns (5) to ( 13 ) of the said Schedule .

4. Disqualification . - No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who , have a spouse living , has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts:

5. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient to do so , it may by order , for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any ofthe provisions of these rules with respect to any class or category of persons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Schedule Tribes , Ex- servicemen , and other special categories of persons , in accordance with orders issued by the Central Government from time to time in this regard .

सा.का.नि. 57- राष्ट्रपति , संविधान के अनुच्छेद 148 के खंड ( 5 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और भारत के नियंत्रक - महालेखापरीक्षक से परामर्श करने के पश्चात् भारतीय लेखा परीक्षा और लेखा विभाग , ( स्टाफ कार चालक और सवार हरकारा ) भर्ती नियम , 1988 को जहां तक उनका संबंध स्टाफ कार चालक ( साधारण श्रेणी) , स्टाफ कार चालक ( श्रेणी- II ) और स्टाफ कार चालक ( श्रेणी -1 ) के पदों से है , उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, भारतीय लेखा परीक्षा और लेखा विभाग के क्षेत्रिय कार्यालयों में स्टाफ कार चालक ( साधारण श्रेणी ) , स्टाफ कार चालक ( श्रेणी- II ) और स्टाफ कार चालक (श्रेणी -1 ) के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते है , अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय लेखा परीक्षा और लेखा विभाग , स्टाफ कार चालक ( साधारण श्रेणी ) , स्टाफ कार चालक ( श्रेणी-II ) और स्टाफ कार चालक ( श्रेणी -1 ) भर्ती नियम , 2016 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. पदों की संख्या, वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान उक्त पदों की संख्या , उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन या वेतनमान वे होंगे , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु - सीमा , अर्हताएं आदि- भर्ती की पद्धति, आयु- सीमा, अर्हताएं और उक्त पदों से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से ( 13 ) में विनिर्दिष्ट हैं ।

4. निरर्हता- वह व्यक्ति, -

( क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है; या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है;

उक्त पद पर नियुक्ति का पात्र नहीं होगाः

परन्तु यदि भारत के नियंत्रक - महालेखापरीक्षक को यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगा ।

5. शिथिल करने की शक्ति- जहां भारत के नियंत्रक - महालेखापरीक्षक की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण है , उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्धारा शिथिल कर सकेगी।

6. व्यावृत्ति- इन नियमों की कोई बात , ऐसे आरक्षणों , आयु - सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, भारतीय लेखा परीक्षा और लेखा विभाग मे नियोजित व्यक्तियों को लागू होने के रूप में जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंद्ध करना अपेक्षित है ।

टिप्पण - अनुभव संबधी अर्हता उन कारणों के लिए जो लेखबद्ध किए जाए सक्षम प्राधिकारी के विवेकानुसार अनुसूचित जातियों और जनजातियों के अभ्यर्थियों की दशा में तब शिथिल की जा सकती हैं जब चयन के किसी प्रक्रम पर सक्षम प्राधिकारी की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों के पर्याप्त संख्या में उपलब्ध होने की सम्भावना नहीं है ।

प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियाँ जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा

भारतीय लेखा परीक्षा और लेखा विभाग के सम्बंधित प्रादेशिक कार्यालय जिनमें स्टाफ कार ( साधारण श्रेणी) का पद भरा जाना है में वेतन बैंड- 1, 5200-20200 रु. और ग्रेड वेतन 1800 रु. में ऐसे नियमित सवारहरकारा ( समूह 'ग' ) और समूह ' ग' कर्मचारी में से, जिनके पास मोटर कार चालन की क्षमता की पहुँच के चालन परिक्षण के आधार पर मोटर कार के लिए विधिमान्य चालन अनुज्ञप्ति हो, जिसके न हो सकने पर भारतीय लेखा परीक्षा और लेखा विभाग के अन्य कार्यालयों या केंद्रीय सरकार के मंत्रालयों में वेतन बैंड- 1 , 5200-20200 रु. और ग्रेड वेतन 1800 रु. में जो नियमित आधार पर सवारहरकारा या नियमित समूह ' ग ' कर्मचारी का पद धारण करने वाले कर्मचारियों में से जो स्तंभ (7) में यथा विनिर्दिष्ट आवश्यक अर्हता को पूरा करते हैं ।

सशस्त्र बल कर्मियों के लिए : प्रतिनियुक्ति/ पुनर्नियोजन

सशस्त्र बल के ऐसे कार्मिकों के संबंध में भी विचार किया जायेगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिज़र्व में स्थानांतरित किये जाने वाले है और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं है । ऐसे व्यक्तियों को उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्र बल से निर्मुक्त किया जाना है; तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है ।

टिप्पण : - प्रतिनियुक्ति की अवधि , जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी।

G.S.R. 57. In exercise of the powers conferred by clause (5) of article 148 of the Constitution and in supersession of the Indian Audit and Accounts Department ( Staff Car Driver and Despatch Rider ) Recruitment Rules 1988 , in so far as they relate to the posts of Staff Car Driver ( Ordinary Grade ) , Staff Car Driver ( Grade - II ) and Staff Car Driver ( Grade -I ) , except as respects things done or omitted to be done before such supersession , the President, after consultation with the Comptroller and Auditor General of India, hereby makes the following rules regulating the method of recruitment in the field offices of the Indian Audit and Accounts Department to the posts of Staff Car Driver (Ordinary Grade ) , Staff Car Driver ( Grade II ) and Staff Car Driver (Grade I ) , namely: -

1. Short title and commencement . ( 1 ) These rules may be called the Indian Audit and Accounts Department [Staff Car Driver ( Ordinary Grade ) , Staff Car Driver ( Grade II ) and Staff Car Driver ( Grade I ) ] Recruitment Rules, 2016 .

(2) They shall come into force on the date of their publication in the Official Gazette .

2. Number of posts , classification , pay band and grade pay or pay scale . The number of said posts , their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) ofthe annexed Schedule .

3. Method of recruitment , age limit and qualifications , etc. The method of recruitment, age limit , qualifications and other matters relating thereto the said posts shall be as specified in columns (5) to ( 13 ) of the said Schedule .

4. Disqualifications.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who , having a spouse living, has entered into or contracted a marriage with any person ,

shall be eligible for appointment to the said posts:

Provided that the Comptroller and Auditor -General of India may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule.

5. Power to relax . Where the Comptroller and Auditor-General of India is of opinion that it is necessary or expedient so to do , he may , by order , and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving.- Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons , in accordance with the orders issued by the Central Government from time to time in this regard as applicable to persons employed in the Indian Audit and Accounts Department .

1. Senior Deputy Accountant General or Director or Deputy Accountant General or Deputy Director or an officer of equivalent rank in- charge of administration group .

From amongst the regular Dispatch Rider (Group 'C' ) and Group ' C ' Staff in Pay Band 1 Rs . 5200-20200 Grade Pay Rs.1800 in the concerned field office of the Indian Audit and Accounts Department , in which the post of Staff Car Driver ( Ordinary Grade ) is to be filled up, who possess valid driving license for Motor Cars on the basis of driving test to assess the competence to drive Motor Cars , failing which from officials holding the post of Dispatch Rider on regular basis or regular Group ' C' employees in Pay Band 1 Rs . 5200- 20200 Grade Pay Rs.1800 in other offices of the Indian Audit and Accounts Department or Ministries of the Central Government who fulfill the necessary qualification as mentioned incolumn(7) .

Deputation/ re-employment Forces Personnel : for Armed

2. Another Senior Deputy Accountant General or Director or Deputy Accountant General of or Deputy Director or an officer equivalent rank ( from any other office of the Indian Audit and Accounts Department) .

The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed shall also considered . Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces ; thereafter they may be continued on re- employment .

3. A Senior Accounts Officer or Senior Audit Officer or Accounts Officer or Audit Officer or an officer of equivalent rank.

Note : The senior amongst the officers at serial numbers 1 and 2 above shall be the Chairperson.

Note: The period of deputation including the period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be 'Not exceeding 56 years ' as on the closing date of receipt of applications .
