सासासासा....का.िनका.िनका.िनका.िन.... 60606060———— राष्ट्रपति, संविधान के अनु(cid:17)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:29)ए और के न्!ीय भूिमगत जल बोर्ड, स्टाफ कार (ाइवर (समूह 'ग' पद) भर्ती नियम, 1995 को, उन बातों के सिवाय अधि/ांत करते (cid:29)ए जिन्हें ऐसे अधि/मण से पहले किया गया है, या करने का लोप किया गया है, जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, के न्!ीय भूमिगत जल बोर्ड में स्टाफ कार (ाइवर (विशेष <ेणी) के पद पर भर्ती की प>ति का विनियमन करने के लिए निम्नलिखित नियम बनाते है, अर्थात् :-
1.1.1.1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ....—(1) इन नियमों का संक्षिप्त नाम के न्!ीय भूमिगत जल बोर्ड , स्टाफ कार (ाइवर (िवशेष <ेणी) भर्ती नियम, 2016 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता---- वह Nक्ति-
(क) जिसने ऐसे Nक्ति से जिसका पति या जिसकी पOी जीवित है, विवाह किया है; या
(ख) जिसने अपने पति या अपनी पOी के जीवित रहते (cid:29)ए किसी Nक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहP होगा :
परन्तु यदि के न्!ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Qयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुRेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Nक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. 5. 5. 5. शिथिल करने की शक्ति:शिथिल करने की शक्ति:शिथिल करने की शक्ति:शिथिल करने की शक्ति: जहां के न्!ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब> करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Nक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. *ावृत्ति*ावृत्ति*ावृत्ति*ावृत्ति: इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहP डालेगी िजनका के न्!ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Nक्तियों के लिए उपबंध करना अपेक्षित है ।

MINISTRY OF WATER RESOURCES, RIVER DEVELOPMENT AND GANGA REJUVENATION
New Delhi, the 11th April, 2016
G.S.R.60.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Ground Water Board, Staff Car Driver (Group 'C' posts) Recruitment Rules, 1995, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Special Grade) in the Central Ground Water Board, Ministry of Water Resources, River Development and Ganga Rejuvenation, namely:-
1. Short title and commencement.-(1) These rules may be called the Central Ground Water Board, Staff Car Driver (Special Grade), Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale.- The number of the post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

जिसने ऐसे Qयक्ति से िजसका पति या जिसकी पत्नी जीिवत है, विवाह किया है: या
जिसने अपने पति या अपनी पत्नी की जीवित रहते (cid:29)ए किसी Qयक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहP होगा :
परन्तु यदि के न्!ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Qयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुRेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी Qयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

6. <या<या<या<यावृत् ितवृत् ितवृत् ितवृत् ित.... —इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहP डालेगी, जिनका के न्!ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों भूतपूर्व सैनिकों अन्य पिछडे वगn, और अन्य विशेष प्रवर्ग के Qयक्तियों के लिए उपबंध करना अपेक्षित है ।

| प्रतिनियुक् ित (अल् प कािलक संिवदा सिहत) क े न् !ीय सरकार या राज् य सरकारों या संघ राज् य क्षेत्र प्रशासन या पब् िलक सेक् टर उप/म या स् वशासी निकायों या कानूनी संगठनों या भारतीय कृ षि अनुसंधान परिषद या कृ षि विश् वविद्यालयों के अधीन ऐसे अधिकारी : (क) (i) "जो मूल संवर्ग/विभाग में नियमित आधार पर सदृश पद धारण किए ए हैं : या (ii) जिन् होंने मूल संवर्ग/विभाग में वेतन बैंड-3, W. 15600-39100, Iेड वेतन 6600 के साथ या समतुल् य वेतनमान में नियमित आधार पर नियुक् ित के उपरान् त उसी Iेड में पांच वर्ष की नियमित सेवा की हो, और (ख) जिनके पास निम् नलिखित अर्हताएं और अनुभव हों :- (i) समय-समय पर यथासंशोिधत भारतीय पशुचिकित् सा परिषद अधिनियम, 1984 की प्रथम और द्वितीय अनुसूची में सूचीब> है । पशुचिकित् सा डिIी अर्हता । किसी मान् यता प्राप् त विश् वविद्यालय या संस् थान से पशुचिकित् सा, विरोलाजी/बैक् टीरियोलाजी/माइ/ोबायलों (ii) इम् युनोलाजी/औषधि में स् नात् कोत्तर डिIी । (iii) भारतीय पशुचिकित् सा परिषद/राज् यों या संघ राज् य क्षेत्रों के पशुचिकित् सा परिषद के साथ पंजीकरण (iv) किसी सरकारी विभाग/स् वशासी या कानूनी पब् िलक सेक् टर उप/म/अर्ध शासकीय/संगठन विश् वविद्यालय या मान् यता प्राप् त अनुसंधान संस् थान से पशुप् लेग उन् मूलन के विशेष सदंर्भ में पशुधन रोग निदान/ रोग नियंत्रण तथा उन् मूलन /ियाकलापों का 12 वर्ष का अनुभव हो । प्रतिनियुक् ित की अवधि, जिसके अंतर्गत अल् पकालिक संविदा है जिसके अंतर्गत के न् !ीय सरकार के उसी या किसी अन् य संगठन या विभाग में इस नियुक् ित से ठीक पहले धारित किसी अन् य बाs काडर पद पर प्रतिनियुक् ित जिसके अंतर्गत अल् पकािलक संिवदा भी है, की अवधि है साधारणतया 4 वर्ष से अधिक नहP होगी । प्रतिनियुक् ित, जिसके अंतर्गत अल् पकािलक संिवदा भी है, द्वारा नियुक् ित के लिए अधिकतम आयु सीमा आवेदन प्राप् त करने की अंतिम तारीख को 56 वर्ष से अधिक नहP होगी। प्रतिनियुक् ित या आमेलन के आधार पर नियुक् ित के प्रयोजन के लिए किसी अधिकारी द्वारा 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे के न् !ीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस् तार किया गया है, नियमित आधार की गई सेवा को, िसवाए उस दशा के , जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण I ेड वेतन या वेतनमान सहित एक <ेणी में विलय हो गया है और वहां यह लाभ के वल उस पद पर विस् तारित होगा जिसके लिए Iेड वेतन या वेतनमान बिना किसी उन् नयन का साधारण प्रतिस् थापन Iेड है उक् त वेतन आयोग की सिफारिशों पर आधारित विस् तारित तत्स् थानी Iेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी । |

G.S.R.61.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Animal Husbandry, Dairying and Fisheries, Director (Information and Communication)(National Rinderpest Eradication Project) Recruitment Rules, 2005 except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director (Information and Communication)(National Project on Rinderpest Surveillance and Monitoring) in the Ministry of Agriculture and Farmers Welfare, in the Department of Animal Husbandry Dairying and Fisheries, namely. -
1. Short title and commencement.- (1) These rules may be called the Department of Animal Husbandry Dairying and Fisheries, Director (Information and Communication)(National Project on Rinderpest Surveillance and Monitoring) Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, its classification, pay band and grade pay or pay scale. -The number of post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification. - The method of recruitment to the said post, age limit, qualifications and other matters relating to be said post shall be as specified in column (5) to (13) of the aforesaid said Schedule. 4. Disqualification. - No person
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of these provisions of these rules with respect to any class or category of persons.
6. Savings. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(iv) Eight (8) years' experience in livestock diseases diagnosis or disease control and eradication activities with particular reference to rinderpest eradication from Government Department or Autonomous or Statutory Organization or PSU or Semi-Government Organization or University or Recognized Research Institute. (Period of deputation (including short term contract) including period of deputation (Including Short Term Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed four years. The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding 56 years as on the closing date of receipt of application). Note: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1.1.2006 and the date from which the revised pay structure based on the VI Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any up-gradation. |
