का. िनका. िनका. िनका. िन. आ. . आ. . आ. . आ. 16161616....———— राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए और (i) रक्षा मंत्रालय, रक्षा उत्पादन और पू0त विभाग, 2ालिटी आ5ासन निदेशालय (नौ सेना) (भंडार अधीक्षक और ज्येष्ठ भंडारपाल) समूह 'ग' अराजपत्रित, पद भर्ती िनयम, 2002 को जहां तक उनका संबंध भंडार अधीक्षक के पद से है; तथा (ii) रक्षा मंत्रालय, रक्षा उत्पादन और पू0त विभाग, 2ालिटी आ5ासन निदेशालय (नौ सेना) समूह 'ख', अराजपत्रित, ज्येष्ठ भंडार अधीक्षक भर्ती नियम, 2002 को उन बातों के सिवाय अधिAांत करते 'ए, जिन्हें ऐसे अधिAमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, 2ालिटी आ5ासन निदेशालय (नौ सेना) में भंडार अधीक्षक के पद पर भर्ती की पFति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. 1 संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ :::: (1) इन नियमों का संक्षिप्त नाम, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, 2ालिटी आ5ासन निदेशालय (नौ सेना), भंडार अधीक्षक, पद भर्ती नियम, 2016 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत होंगे ।
2. लागू होनालागू होनालागू होनालागू होना : ये नियम, इन नियमों से उपाबF अनुसूची के स्तंभ (1) में विनिSदष्ट पद को लागू होंगे ।

4. भर्ती की प'ति, आयु सीमा, अर्हताएं आदि भर्ती की प'ति, आयु सीमा, अर्हताएं आदि भर्ती की प'ति, आयु सीमा, अर्हताएं आदि भर्ती की प'ति, आयु सीमा, अर्हताएं आदि ---- भर्ती की पFति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिSदष्ट हैं।

(क) जिसने ऐसे Zक्ति से जिसका पति या जिसकी प[ी जीवित है, विवाह किया है या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी प[ी के जीवित रहते 'ए किसी Zक्ति से विवाह किया है या विवाह की सविदा की है उक्त पदों पर नियुक्ति का पात्र नह] होगा :
परन्तु यदि के न्^ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Zक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अऩु'ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Zक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
6. शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति –––– जहां के न्^ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबF करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Zक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
7. 1ावृत्ति 1ावृत्ति 1ावृत्ति 1ावृत्ति –––– इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह] डालेगी, जिनका के न्^ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Zक्तियों के िलए उपबंध करना अपेक्षित है।

| सत्तर प्रतिशत प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा, तीस प्रतिशत प्रतिनियुक्ति द्वारा | प्रोन्नति : वेतन बैंड – 1, 5200-20200 रू. + Vेड वेतन 2400 k. में से ऐसे अधीक्षक (भंडार) (तत्कालिन वरिष्ठ भंडारपाल) जिन्होंने उस mेणी में दस वर्ष नियमित सेवा की है और जो दो से चार सप्ताह का प्रशिक्षण (संबंधित क्षेत्र में) सफलतापूर्वक पूरा किया हो । टिप्पण टिप्पण –––– 1111:::: ऐसे अधिकारियों को जो रिक्ति की तारीख से तीन वर्ष के भीतर टिप्पण टिप्पण अधिव0षता पर निवृत होने वाले है को प्रशिक्षण की प्रAिया से छू ट होगी । टिप्पण टिप्पण –––– 2222:::: जहां ऐसे कनिष्ठ Zक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता टिप्पण टिप्पण स ेवा पूरी कर ली है, प्रोन्नति के लिए विचार किया जा रहा हो, वहां उनके ज्येष्ठ Zक्तियों के संबंध में भी विचार किय़ा जाएगा परंतु यह तब जब कि उसके द्वारा की गई ऐसी अर्हक या पात्रता सेवा, अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ Zक्तियों सहित, जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है, अगली उqतर m ेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो। टिप्पण टिप्पण –––– 3333:::: प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए टिप्पण टिप्पण किसी अधिकारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे क े न्^ीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी Vेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी। प्रतिनियुक्ति प्रतिनियुक्ति:::: प्रतिनियुक्ति प्रतिनियुक्ति क े न्^ीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के अधीन ऐसे अधिकारी : (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए 'ए हैं : या (ii) जिन्होंने मूल काडर या विभाग में वेतन बैंड – 1, 5200-20200 रू. + V ेड वेतन 2800 रू. या इसके समतुल्य पदों पर नियमित आधार पर नियुक्ति क े पuात् उस mेणी में छह वर्ष सेवा की है : या (iii) जिन्होंने मूल काडर या विभाग में, वेतन बैंड – 1, 5200-20200 + Vेड व ेतन 2400 k. या इसके समतुल्य पदों पर नियमित आधार पर नियुक्ति के पuात् उस mेणी में दस वर्ष सेवा की है : और (ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएँ और अनुभव हों अर्थात् : (i) किसी मान्यताप्राप्त वि5विधालय से बैचलर डिVी (ii) सामVी प्रबंधन में प्रमाणपत्र पाvAम : और (iii) के न्^ीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्र में संगठन या स्वायत्त निकायों या कानूनी संगठन या पब्लिक सेक्टर उपAम या वि5विधालयों या मान्यताप्राप्त अनुसंधान संस्था या भारतीय शेयर बाजार के साथ सूचीबF Zक्तिगत संगठन से भंडारण या लेखा में एक वर्ष का अनुभव । टिप्पण टिप्पण –––– 1111: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, टिप्पण टिप्पण प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नह] होंगे । इसी प्रकार प्रतियुक्त Zक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नह] होंगे । प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) की अविध, जिसके अंतर्गत क े न्^ीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले | NaN |

S.R.O. 16.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of (i) the Ministry of Defence, Department of Defence Production and Supplies, Directorate of Quality Assurance(Naval)(Store Superintendent and Senior Store Keeper) Group "C'' Non-gazetted posts Recruitment Rules, 2002, in so far as they relate to the post of Store Superintendent; and (ii) the Ministry of Defence, Department of Defence Production and Supplies, Directorate of Quality Assurance(Naval), Group 'B' Non-Gazetted, (Senior Store Superintendent) Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Store Superintendent, in the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance(Naval), namely:-
1. Short title and commencement.-(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance(Naval), Store Superintendent post, Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application - These rules shall apply to the post specified in column (1) of the Schedule annexed to these rules.
3. Number of post, classification, pay band and grade pay or pay scale.-The number of the said post, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age limit, qualifications, etc.-The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns(5) to (13) of the said Schedule.
5. Disqualification.-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or119 [भाग II—खण्ड 4] भारत का राजपत्रा : मई 7, 2016/वैशाख 17, 1938 (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. Note 3: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2006, the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission. D eputation: Officers under the Central Government or State Governments or Union- territories: (a)(i) holding analogous posts on regular basis in the parent cadre or department; or ( ii) with six years service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band-1, Rs.5200-20200 plus Grade Pay of Rs.2800 or equivalent in the parent cadre or department; or ( iii) with ten years service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band-1, Rs.5200-20200 plus Grade Pay of Rs.2400 or equivalent in the parent cadre or department; and ( b) possessing the following educational qualification and experience, namely:- ( i) Bachelor's degree from a recognised University; ( ii) Certificate course in Material Management; and ( iii) One year experience in store keeping or accounting from organisation in Central Government or State Governments or Union-territory or autonomous bodies or statutory organisation or Public Sector Undertaking or Universities or recognised Research Institutions or Private organisation listed on the Stock Exchange(s) of India. Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion (period of deputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications). का. िन. आ. का. िन. आ. का. िन. आ. का. िन. आ. 17171717....————राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रzत शक्तियों का प्रयोग करते 'ए, और नौसेना समूह 'ख' और समूह 'ग' में पुस्तकालय कर्मचारिवृन्द पद भर्ती नियम, 2001, जहां तक उनका संबंध सहायक पुस्तकालय और सूचना अधिकारी और पुस्तकालय और सूचना सहायक के पदों से हैं को, उन बातों के सिवाय अधिAान्त करते 'ए, जिन्हें ऐसे अधिAमण से पहले किया गया है या करने का लोप किया गया है, एकीकृ त मुख्यालय रक्षा मंत्रालय (नौसेना) में पुस्तकालय कर्मचारिवृन्द के पद पर भर्ती की पद्दती का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात :-
1. संक्षिप्त नाम और प्रारम्भ.संक्षिप्त नाम और प्रारम्भ.संक्षिप्त नाम और प्रारम्भ.संक्षिप्त नाम और प्रारम्भ.---- (1) इन नियमों का संक्षिप्त नाम एकीकृ त मुख्यालय रक्षा मंत्रालय (नौसेना) समूह 'ख' पुस्तकालय कर्मचारिवृन्द पद भर्ती नियम, 2016 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

3. भर्ती की भर्ती की भर्ती की भर्ती की पद्दतीपद्दतीपद्दतीपद्दती,,,, आयुआयुआयुआयु----सीमासीमासीमासीमा,,,, अर्हताएँअर्हताएँअर्हताएँअर्हताएँ,,,, आदि.आदि.आदि.आदि.– भर्ती की पद्दती, आयु-सीमा, अर्हताएँ और उक्त पदों से संबन्धित अन्य बातें वे होंगी जो उपयु र्क्त अनुसूची के स्तंभ (5) से (13) में विनिSदष्ट हैं।
4. निरर्हता.निरर्हता.निरर्हता.निरर्हता.– वह Zक्ति –
(क) जिसने ऐसे Zक्ति से जिसका पति या जिसकी प[ी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी प[ी के जीवित रहते 'ए किसी Zक्ति से विवाह किया है, या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नह] होगा :
122 THE GAZETTE OF INDIA : MAY 7, 2016/VAISAKHA 17, 1938 [PART II—SEC. 4]परंतु यदि कें ^ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Zक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु}ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Zक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.शिथिल करने की शक्ति.– जहां के न्^ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके िलए जो कारण हैं, उन्हें लेखबF करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Zक्तियों कि बाबत, आदेश द्वारा शिथिल कर सके गी।
6. 1ावृत्ति.1ावृत्ति.1ावृत्ति.1ावृत्ति.– इन नियमों कि कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह] डालेगी, िजनका कें ^ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग(cid:127), भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Zक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 17.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Navy Group 'B' and 'C' Library Staff and Cinema Staff posts Recruitment Rules, 2001 in so far as they relate to the posts of Assistant Library and Information Officer and Library and Information Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to certain Library Staff posts in Integrated Headquarters Ministry of Defence (Navy), namely :-
1. Short title and commencement. -
(a) These rules may be called the Integrated Headquarters Ministry of Defence (Navy) Group 'B', Library Staff posts Recruitment Rules, 2016.
(b) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale - The number of the said posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in Columns (5) to (13) of the said Schedule.
4. Disqualification- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,
Shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

S.R.O. 18.— In exercise of powers conferred by section 13 of the National Cadet Corps Act, 1948 (Act XXXI of 1948), the Central Government hereby makes the following rules further to amend the National Cadet Corps Rules, 1948, namely :-
1. Short title and commencement.—(1) These rules may be called the National Cadet Corps (Amendment) Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Cadet Corps Rules, 1948, in rule 6, in clause (b), for the words and figures "unless he has attained the age of 13 years and has not attained the age of 18½ years;",the words and figures "unless he has attained the age of 12 years and he is studying in a class not lower than Class VIII and has not attained the age of 18½ years;" shall be substituted.
