काकाकाका....निनिनिनि....आआआआ.... 22221111....— राष्ट्रपति संविधान के अनु(cid:17)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते !ए और रक्षा मंत्रालय, वायु सेना मुख्यालय, माडलर इंटरप्रिटर (भर्ती) िनयम, 2006 को उन बातों के सिवाय अधि2ांत करते !ए जिन्हें ऐसे अधि2मण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय (वायु सेना) के एकीकृ त मुख्यालय में माडलर इंटरप्रिटर के पद पर भर्ती की प<ति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ :::: (1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा मंत्रालय के एकीकृ त मुख्यालय (वायु सेना), माडलर इंटरप्रिटर भर्ती नियम, 2016 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पदों की संख्या, वर्गीकरणपदों की संख्या, वर्गीकरणपदों की संख्या, वर्गीकरणपदों की संख्या, वर्गीकरण,,,, वेतन बैंड और (cid:31)ेड वेतन या वेतन बैंड और (cid:31)ेड वेतन या वेतन बैंड और (cid:31)ेड वेतन या वेतन बैंड और (cid:31)ेड वेतन या वेतनमानवेतनमानवेतनमानवेतनमान – उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और Hेड वेतन या वेतनमान वे होंगे जो इन नियमों से उपाब< अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिMदष्ट हैं ।

(क) जिसने ऐसे Rक्ति से जिसका पति या जिसकी पSी जीवित हैं, विवाह किया है; या

(ख) िजसने अपने पति या अपनी पSी के जीवित रहते !ए किसी Rक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहT होगा :

परन्तु यदि के न्Uीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Rक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुVेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Rक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति - जहां के न्Uीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखब< करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Rक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।

6. -ावृति-ावृति-ावृति-ावृति - इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहT डालेगी, जिनका के न्Uीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग\, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Rक्तियों के लिए उपबंध करना अपेक्षित है ।

MINISTRY OF DEFENCE

New Delhi, the 12th May, 2016 S.R.O. 21.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Defence, Air Headquarters, Modeller Interpreter (Recruitment) Rules, 2006, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Modeller Interpreter in Integrated Headquarters of Ministry of Defence (Air), namely:-

1. Short title and commencement.– (1) These rules may be called the Ministry of Defence, Integrated Headquarters of Ministry of Defence (Air), Modeller Interpreter Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and scale of pay.– The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed hereto.

3. Method of recruitment, age limit and qualifications etc.– The method of recruitment to the said posts, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Period of deputation [including short term contract(ISTC)] including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of applications. Note : For the purpose of appointment on deputation (ISTC) basis, the service rendered on a regular basis by an officer prior to 1.1.2006 the date from which the revised pay structure based on the 6th Central Pay Commission	NaN

recommendations has been extended, shall be deemed to be service rendered in the corresponding Grade Pay or Pay Scale extended based on the recommendations of the pay commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common Grade Pay or Pay Scale, and where this benefit will extend only for the post(s) for which that Grade Pay or Pay Scale is the normal replacement grade without any upgradation.

Armed Forces personnel in the rank of Junior Commissioned Officers, Junior Warrant Officer, Warrant Officer and Master Warrant Officer of Air Force and theirs equivalent in Army and Navy who are due to retire or to be transferred to reserve within a period of one year and having the qualifications and experience prescribed shall be the same as of deputationists. Such persons would be given deputation terms up to the date on which they are due for release from Armed Forces; thereafter they may be continued on re-employment. काकाकाका....नििििननन....आआआआ.... 22222222....----राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सेना ऑर्डनेंस कोर (कनिष्ठ अनुवादक) भर्ती नियम, 1989, क उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मं़त्रालय, सेना ऑर्डनेंस कोर में ज्येष्ठ अनुवादक और कनिष्ठ अनुवादक क पदं पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :-

1. संक्षिप्त नाम और प्रारंभ :संक्षिप्त नाम और प्रारंभ :संक्षिप्त नाम और प्रारंभ :संक्षिप्त नाम और प्रारंभ : (1) इन नियमों का संक्षिप्त नाम, सेना ऑर्डनेंस कोर, ज्येष्ठ अनुवादक और कनिष्ठ अनुवादक (समूह '' पद) भर्ती नियम, 2016 है ।

(2) ये राजपत्र मेंं प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान - पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान - उक्त पदं की संख्या, उसका वर्गीकरण और उनके पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान - पद संख्या, वर्गीकरण और वेतन बैंड तथा ग्रेड वेतन या वेतनमान - वेतन बैंड तथा ग्रेड वेतन या वेतनमान वे हाेंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्ंतभ (4) में विनिदिष्ट हैैं।

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि -भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि -भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि -भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि - उक्त पदं पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे सम्बन्धित अन्य बातें वे होंगी जो पूर्वक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिर्दिष्ट हैं ।

4. निरर्हता :निरर्हता :निरर्हता :निरर्हता : वह व्यक्ति-139 [भाग II—खण्ड 4] भारत का राजपत्रा : मई 21, 2016/वैशाख 31, 1938 (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है या विवाह की सविंदा की है, या , या , या , या

(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है, या विवाह की सविंदा की है,,,,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

5. षिथिल करने की षिथिल करने की षिथिल करने की षिथिल करने की श्श्श्शक्ति :ाक्ति :ाक्ति :ाक्ति : जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, तथा संघ लक सेवा आयग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बावत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति :व्यावृत्ति :व्यावृत्ति :व्यावृत्ति : इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस सम्बन्ध में समय-समय पर जारी किये गये आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ वर्गं, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियोें के लिए उपबंध करना अपेक्षित है ।

प्रोन्नति :- कनिष्ठ अनुवादक में से, जिन्हंने वेतनमान-2, 9300-34800 रु. और ग्रेड वेतन 4200 रु. सहित ग्रेड में पाँच वर्ष नियमित सेवा की ह और प्रशासनिक मंत्रालय द्वारा विहित सं स्थान से सुसंगत क्षेत्र मे ं ं द से चार सप्ताह का आज्ञापक प्रशिक्षण सफलतापूर्वक पूरा किया ह । टिप्पण-1 :- जहां ऐस कनिष्ठ व्यत्तियं क संबंद्य में, जिन्हंन अपनी अर्हक या पात्र्ाता सवा पूरी कर ली है, प्रोन्नति क लिए टिप्पण-1 :- टिप्पण-1 :- टिप्पण-1 :- विचार किया जा रहा ह, वहां उनक ज्येष्ठ व्यत्तियं क संबंद्य में भी विचार किया जाएगा परंतु यह तब जब कि उसक द्वारा की गई ऐसी अर्हक या पात्रता सवा, अपेक्षित अर्हक या पात्रता सवा क आधे से अधिकया दो वर्ष से, इनमें से जो भी कम हो, और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियो ं सहित, जिन्होंने ऐसी अर्हक या पात्रता सवा पहले ही पूरी ली है, अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली है । टिप्पण-2 :- टिप्पण-2 :- प्रोन्नति क लिए न्यूनतम अर्हक सवा की संगणना करने के प्रयजन क लिए अधिकारी द्वारा 01 जनवरी, 2006 से टिप्पण-2 :- टिप्पण-2 :-

पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर गई सेवा समझी जाएगी ।

प्रतिनियुक्ति :-प्रतिनियुक्ति :-प्रतिनियुक्ति :-प्रतिनियुक्ति :- केन्द्रीय या राज्य सरकार या संघ राज्य क्षेत्रों के अधिकारी :

(क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद पर धारित किए हुए हों या

( ii) जिसने वेतनमान-2, 9300-34800 रु. और 4200 रु. ग्रेड वेतन में नियमित आधार पर नियुक्ति के पश्चात्‌ दिए गए ग्रेड में पाँच वर्ष नियमित सेवा की हो; और

(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं और अनुभव हो, जो इस प्रकार से हैंः-

- किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी में मास्टर डिग्री, जिसमें अंग्रेजी एक अनिवार्य विषय या वैकल्पिक विषय या डिग्री स्तर पर परीक्षा का माध्यम रहा होे; या

- किसी मान्यताप्राप्त विश्वविद्यालय से अंग्रेजी में मास्टर डिग्री, जिसमे हिन्दी एक अनिवार्य विषय या वैकल्पिक विषय या डिग्री स्तर पर परीक्षा का माध्यम रहा होेे; या

- किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंगे्रजी के अतिरिक्त किसी अन्य विषय में हिन्दी माध्यम से मास्टर डिग्री और जिसमें अंग्रेजी एक अनिवार्य विषय या वैकल्पिक विषय या डिग्री स्तर पर परीक्षा का माध्यम रहा हो; या

- किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंगे्रजी के अतिरिक्त किसी अन्य विषय में अंग्रेजी माध्यम में मास्टर डिग्री और जिसमें हिन्दी एक अनिवार्य विषय या वैकल्पिक विषय या डिग्री स्तर पर परीक्षा का माध्यम रहा हो; या

- किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंग्रेजी के अतिरिक्त किसी अन्य विषय में मास्टर डिग्री जिसमें हिन्दी और अंग्रेजी एक अनिवार्य या वैकल्पिक विषय हो या दोनों में से एक परीक्षा का माध्यम रहा हो और दूसरा डिग्री स्तर पर अनिवार्य या वैकल्पिक विषय रहा हो; और

- हिन्दी से अंग्रेजी में अनुवाद का मान्यताप्राप्त डिप्लोमा या प्रमाणपत्र पाठ्‌यक्रम और विपर्ययेन या केन्द्रीय या राज्य सरकार कार्यालय, जिसके अंतर्गत भारत सरकार उपक्रम भी हैं, में हिन्दी से अंग्रेजी अनुवाद का तीन वर्ष का अनुभव और विपर्ययेन।

पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है; प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे। इसी प्रकार प्रतिनियुक्ति व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे।

(प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बा]य पद पर प्रतिनियुक्ति की अवधि है साधारणतया 3 वर्ष से अधिक नहीं हागी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयुसीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। )

टिप्पण :-टिप्पण :-टिप्पण :-टिप्पण :- प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा, 01 जनवरी, 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, सिवाय उस दशा के, जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद (उन पदों) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिफारिषों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान में की गई सेवा समझी जाएगी ।

दि विभागीय प्रोन्नति समिति है तो उसकी संरचना	भर्ती करने मे ं किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

S.R.O. 22—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Army Ordnance Corps (Junior Translator) Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Translator and Junior Translator in the Ministry of Defence, Army Ordnance Corps, namely:-

1. Short title and commencement.– (1) These rules may be called the Army Ordnance Corps, Senior Translator and Junior Translator (Group 'B' post) Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and pay band and grade pay or pay scale.—The number of said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age limit, qualification and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.–No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Service Public Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-Serviceman and other special categories of persons, in accordance with the orders issued by the Central Government from tim- to-time in this regard.

Note-1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. Note-2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission. 1. (1) इन नियमों का संक्षिप्त नाम रक्षा लेखा िवभाग (लेखापरीक्षक) दूसरा संशोधन भर्ती िनयम, 2016 है।

(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त !ए समझे जाएंगे।

2. रक्षा लेखा विभाग, (लेखापरीक्षक) भर्ती िनयम, 2009 की अनुसूची के स्तम्भ 11 में, पैरा (i),(ii),(iii) इस प्रकार संशोधित किए जाते हैं:-

(i) 50 प्रतिशत सीधी भर्ती द्वारा

(ii) 40 प्रतिशत प्रोन्नति द्वारा

1. (1) These rules may be called the Defence Accounts Department, (Auditor) second Amendment Recruitment Rules, 2016. (2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Defence Accounts Department, (Auditor) Recruitment Rules, 2009, in column 11 para (i),(ii),(iii) may be amended as :-

In column 12, para (i) and para (ii) may be amended as :-

(i) 40% by promotion from amongst Clerks-cum-Typist who have rendered a minimum of thirteen years regular service in the Grade.

(ii) 10% by promotion from amongst Graduate Clerk-cum-Typists and Graduate MTS having a minimum of three years of service on passing the Departmental Examination by them for the post of Auditor.

Note:- The principal rules dated the 15th September, 2009 was published in the Gazette of India, Part II, Section 4 vide number S.R.O. No. 22 on the 26th day of September 2009. Subsequently a corrigendum number S.R.O. 95, dated the 30th October, 2012 was issued in the Gazette of India on 10th day of November, 2012. Further, an amendment was issued vide SRO No. 53 dated 11.08.2014 and published in the Gazette of India on 24.08.2014.
