G.S.R. 168.—In exercise of the powers conferred by article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Civil Aviation , Bureau of Civil Aviation Security (Group 'B' posts)Recruitment Rules, 2009, namely:-
1. (1) These rules may be called the Ministry of Civil Aviation, Bureau of Civil Aviation Security (Group 'B' posts) Recruitment Amendment Rules, 2016.
(2) They shall be deemed to have come into force on the 28th day of the March, 2009.
2. In the Ministry of Civil Aviation , Bureau of Civil Aviation Security (Group 'B' posts) Recruitment Rules, 2009, in the opening paragraph, the words, brackets, letters and figures "and the Bureau of Civil Aviation Security (Sub- Inspector) Recruitment Rules, 1988, both published in the Gazette of India, Part-II, Section3(i) vide numbers GSR 435 dated the 12th October, 1996 and GSR 387 dated the 7th May, 1988 respectively" shall be omitted.
Explanatory Memorandum
In the Ministry of Civil Aviation, the post of Sub-Inspector is governed by the Bureau of Civil Aviation Security (Sub-Inspector) Recruitment Rules 1988. While publishing the Ministry of Civil Aviation, Bureau of Civil Aviation Security, (Group 'B' posts) Recruitment Rules, 2009 vide number G.S.R. 34 dated the 28th March, 2009, the Bureau of Civil Aviation Security (Sub-Inspector) Recruitment Rules 1988 were inadvertently superseded. This supersession created a presumption that there were no recruitment rules for the post of Sub-Inspector. Hence, it is necessary to amend the Ministry of Civil Aviation, Bureau of Civil Aviation Security (Group 'B' posts) Recruitment Rules, 2009, with retrospective effect in order to remove the anomaly created by the aforesaid inadvertent supersession.
It is certified that the interest of no one will be adversely affected as a result of retrospective effect being given to these rules.

4. ननरह(cid:6981)ता -र् ह (cid:7390)न(cid:7334) -
(क) नसिने ऐसे (cid:7390)न(cid:7334) से नसिका पनत या नसिक(cid:7409) प(cid:7360)ी ीिर्नत है, र्र्नाह (cid:7408)कया है या र्र्नाह क(cid:7409) संर्नदा क(cid:7409) है; या
(ख) नसिने अपने पनत या अपनी प(cid:7360)ी के ीिर्नत रहते (cid:7263)ए (cid:7408)कसी (cid:7390)न(cid:7334) से र्र्नाह (cid:7408)कया है, या र्र्नाह क(cid:7409) संर्नदा क(cid:7409) है;

6. (cid:7018)र्याृन(cid:7275)- इन ननयम(cid:7298) क(cid:7409) कोई बात, ऐसे आर(cid:6979)ण, आयु-सीमा म(cid:7286) छू ट और अ(cid:7008)य (cid:7407)रयायत(cid:7298) पर (cid:7079)र्भा नह(cid:7277) डालेगी, ननिका के (cid:7008)(cid:7076)ीय सरकार (cid:7367)ारा इस संबंध म(cid:7286) समय –समय पर ािरी (cid:7408)कए गए आदे(cid:7298) के अनुसार अनुसूनचत ािनतय(cid:7298), अनुसूनचत निािनतय(cid:7298), भूतर्पू(cid:6981) सैननक(cid:7298) और अ(cid:7008)य र्नेष (cid:7079र्)ग(cid:6981) के (cid:7390)न(cid:7334)य(cid:7298) के नलए उपबंध करना अपेन(cid:6979)त है ।

G.S.R.169.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the College of Nursing, New Delhi (Class III posts) Recruitment Rules, 1971,except as respect things done or omitted to be done before such supersession the President hereby make the following rules regulating the method of recruitment to the posts of Home Sister and Hostel Superintendent in Raj Kumari Amrit Kaur College of Nursing, New Delhi, namely:-
1. Short title and commencement.- (1) These rules may be called the RajkumariAmrit Kaur College of Nursing, New Delhi Group B (Home Sister and Hostel Superintendent) Group B posts Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and pay band and grade pay or pay scale :-The number of the said posts, its classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification:-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.170.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Central Research Institute, Kasauli (Group 'C' posts) Recruitment Rules, 1977, in so far as they relate to the post of Library attendant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the post of Library Attendant, in the Ministry of Health and Family Welfare, the Central Research Institute, Kasauli namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, the Central Research Institute, Kasauli, Library Attendant, Group 'C' Post, Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale. - The number of post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc. .- The method of recruitment, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rules.

G.S.R.172.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Herd Registration Scheme (Class III and Class IV posts) Recruitment Rules, 1978, in so far as they relate to the posts of Upper Division Clerk, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk in the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Central Herd Registration Scheme, namely:-
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अगस्त 13, 2016/श्रावण 22, 1938 9531. Short title and commencement .- (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Central Herd Registration Scheme, Upper Division Clerk, Group 'C' Post Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale .— The number of said posts, classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications .- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
