1. संन(cid:6979)(cid:7009)त नाम और (cid:7079)ारंभ . — (1) इन ननयम(cid:7298) का संन(cid:6979)(cid:7009)त नाम गृह मं(cid:7074)ालय क(cid:7409) अकानूनी र्नभागीय क(cid:7289) टीन म(cid:7286) समूह 'ग' पद भत(cid:7278) ननयम, 2016 है।
(2) ये रापि(cid:7074) म(cid:7286) (cid:7079)कान क(cid:7409) तारीख को (cid:7079र्)ृ(cid:7275) ह(cid:7298)गे।
2. आरंनभक गठन. — (1) ननयनमतर् ेतन मै(cid:7407)(cid:7069)(cid:6989)स म(cid:7286) र्लेल म(cid:7286) र्ननभ(cid:7008)न पद(cid:7298) पर सभी ननयु(cid:6989)त कम(cid:6981)चा(cid:7407)रय(cid:7298) को इन ननयम(cid:7298) के अधीन ननयनमत पद(cid:7298) पर ननयु(cid:6989)त समझा ािएगा।
(2) उप ननयम (1) नन(cid:7416)द(cid:7020)ट कम(cid:6981)चा(cid:7407)रय(cid:7298) (cid:7367)ारा संबंनधत पद(cid:7298) म(cid:7286) क(cid:7409) गई र्सेा(cid:7312) को (cid:7079)ो(cid:7008)ननत, पुन(cid:7397) प(cid:7407)र्री(cid:6979)ा क(cid:7409) र्अनध और प(cid:7286)न के नलए अह(cid:6981)क र्सेा के (cid:7079)योनि के नलए गणना म(cid:7286) ली ािएगी।

5. भत(cid:7278) क(cid:7409) प(cid:7373)नत, आयु सीमा और अ(cid:7008)य अह(cid:6981)ताएं आ(cid:7408)द. — उ(cid:6989)त पद(cid:7298) पर भत(cid:7278) क(cid:7409) प(cid:7373)नत, आयु सीमा, अह(cid:6981)ताएं और उससे संबंनधत अ(cid:7008)य बात(cid:7286)र् े ह(cid:7298)गी ोि र्पू(cid:7299)(cid:6989)त अनुसूची के (cid:7021)त(cid:7013)भ (5) से (13) म(cid:7286) र्ननन(cid:7416)द(cid:7020)ट ह(cid:7289)।
6. ननरह(cid:6981)ता.-र् ह (cid:7018)यन(cid:7334)—
(क) नसिने ऐसे (cid:7018)यन(cid:7334), नसिका पनत या नसिक(cid:7409) प(cid:7004)नी ीिर्नत है, से र्र्नाह (cid:7408)कया है, या र्र्नाह क(cid:7409) संर्नदा क(cid:7409) है; या (ख) नसिने अपने पनत या अपनी प(cid:7004)नी के ीिर्नत रहते (cid:7263)ए (cid:7408)कसी (cid:7018)यन(cid:7334) से र्र्नाह (cid:7408)कया है या र्र्नाह क(cid:7409) संर्नदा क(cid:7409) है।
उ(cid:6989)त पद(cid:7298) पर ननयुन(cid:7334) का पा(cid:7074) नह(cid:7277) होगा:
पर(cid:7008)तु य(cid:7408)द के (cid:7008)(cid:7076)ीय सरकार का यह समाधान हो ािता है (cid:7408)क ऐसा र्र्नाह ऐसे (cid:7018)यन(cid:7334) और र्र्नाह के अ(cid:7008)य प(cid:6979)कार को लागू (cid:7021र्)ीय र्ननध के अधीन अनु(cid:6980)ेय है और ऐसा करने के नलए अ(cid:7008)य आधार ह(cid:7289) तोर् ह (cid:7408)कसी (cid:7018)यन(cid:7334) को इस ननयम के (cid:7079र्)त(cid:6981)न से छू ट दे सके गी।
7. ननल करने क(cid:7409) न(cid:7334). — हिां के (cid:7008)(cid:7076)ीय सरकार क(cid:7409) यह राय है (cid:7408)क ऐसा करना र्आ(cid:7019)यक या समीचीन है,र् हांर् ह उसके नलए ोि कारण ह(cid:7289), उ(cid:7008)ह(cid:7286) लेखब(cid:7373) करके इन ननयम(cid:7298) के (cid:7408)कसी उपबंध को (cid:7408)कसीर् ग(cid:6981) या (cid:7079र्)ग(cid:6981) के (cid:7018)यन(cid:7334)य(cid:7298) क(cid:7409) बाबत, आदे (cid:7367)ारा ननल कर सके गी।
8. (cid:7018)र्याृन(cid:7275). — इन ननयम(cid:7298) क(cid:7409) कोई बात, ऐसे आर(cid:6979)ण, आयु-सीमा म(cid:7286) छू ट और अ(cid:7008)य (cid:7407)रयायत(cid:7298) पर (cid:7079)र्भा नह(cid:7277) डालेगी, ननिका के (cid:7008)(cid:7076)ीय सरकार (cid:7367)ारा इस संबंध म(cid:7286) समय-समय पर ािरी (cid:7408)कए गए आदे(cid:7298) के अनुसार अनुसूनचत ािनतय(cid:7298), अनुसूनचत निािनतय(cid:7298), भूतर्पू(cid:6981) सैननक(cid:7298) और अ(cid:7008)य र्नेष (cid:7079र्)ग(cid:6981) के (cid:7018)यन(cid:7334)य(cid:7298) के नलए उपबंध करना अपेन(cid:6979)त है।

इस मं(cid:7074)ालय के र्नभागीय क(cid:7289) टीन के पदधा(cid:7407)रय(cid:7298)/कम(cid:6981)चार्रीृ ंद के नलए भत(cid:7278) ननयम(cid:7298) को पहले नह(cid:7277) बनाया गया ा, न ही अब तक इस मं(cid:7074)ालय (cid:7367)ारा र्नभागीय क(cid:7289) टीन म(cid:7286) कोई भत(cid:7278) क(cid:7409) गई है। र्नभागीय क(cid:7289) टीन के र्न(cid:7378)मान कम(cid:6981)चार्रीृ ंद क(cid:7409) पुर्ना(cid:6981)स मं(cid:7074)ालय क(cid:7409) (cid:7021)टा क(cid:7289) टीन म(cid:7286) आरंनभक ननयुन(cid:7334) क(cid:7409) गई ी। कम(cid:6981)चार्रीृ ंद को पुर्ना(cid:6981)स मं(cid:7074)ालय के प(cid:7407)रसमापन के प(cid:7019)चात् तारीख 1 अ(cid:6989)तूबर, 1991 से गृह मं(cid:7074)ालय म(cid:7286) अंत(cid:7407)रत (cid:7408)कया गया ा और उ(cid:7008)ह(cid:7286) पुर्ना(cid:6981)स (cid:7079)भाग के (cid:7272)प म(cid:7286) इस मं(cid:7074)ालय म(cid:7286) र्नलय (cid:7408)कया गया ा। भत(cid:7278) ननयम उन (cid:7018)यन(cid:7334)य(cid:7298) पर ोि पहले से ही र्सेा म(cid:7286) ह(cid:7289), पर भूतल(cid:6979)ी (cid:7079)र्भा से लागू ह(cid:7298)गे और (cid:7408)कसी अ(cid:7008)य (cid:7018)यन(cid:7334) पर इन ननयम(cid:7298) (cid:7367)ारा (cid:7079)नतकू ल (cid:7079)र्भा नह(cid:7277) पेगा।

| ो ननत: र् ेतन मै स म र्लेल 1 म ऐसा क टीन परचर नसिने कम से कम तीनर् ष ननयनमत र्सेा क है। ट पण 1: खाना पकाने, नसिके अंतगत र् छता का अनुरण भी है, से संबंनधत आद एक र्यसाय कौल परीा र्नभागीय ो नत सनमनत ारा संचानलत क ािएगी। ट पण 2: ो ननत के नलए यूनतम अहक र्सेा क संगणना करने के योनि के नलए कसी अनधकारी ारा, 01 र्निरी, 2016 से पहले या उस तारीख से नसिसे सार्त के ीयर् ेतन आयोग क नसार पर आधारत पुनरीनतर् ेतन संरचना का र्न तार कया गया है, ननयनमत आधार पर क गई र्सेा को, आयोग क नसार पर आधारत र्न तारतर् ेतन मैस म त ानी र्लेल पर क गई र्सेा समझी ािएगी। ट पण 3: हिां ऐसे कनन ठ यनय के संबंध म, न िहने अपनी अहक या पाता र्सेा पूरी कर ली है, ो ननत के नलए र्नचार कया ाि रहा हो,र् हां उनके ये ठ यनय के संबंध म भी र्नचार कया ािएगा परंतु यह तब बि क उसके ारा क गई ऐसी अहक या पाता र्सेा, अपेनत अहक या पाता र्सेा के आधे से अनधक से या दोर् ष से, इनम से ोि भी कम हो, कम न हो और उ हने अपने ऐसे कनन ठ यनय सनहत, न िहने ऐसी अहक या पाता र्सेा पहले ही पूरी कर ली है, अगली उ चतर ेणी म ो ननत के नलए अपनी पर्रीा क र्अनध सलतार्पूक पूरी कर ली हो। नतननयुन: क े ीय सरकार के ऐसे अनधकारी:- (i) ोि ननयनमत आधार पर सदृ पद धारण कए ए ह, या (ii) न िहनेर् ेतन मैस म र्लेल 1 म कम से कम तीनर् ष ननयनमत र्सेा क हो और उसके पास सहायक हर्लाई-सह-रसोइया के प म एकर् ष का अनुर्भ हो, और |
(iii) ननिके पास (cid:7021)तंभ (7) के अधीन सीधे भत(cid:7278) (cid:7408)कए ािनेर् ाले (cid:7018)यन(cid:7334)य(cid:7298) के नलए र्ननहत ैन(cid:6979)क अह(cid:6981)ताएं और अनुर्भ है।
(cid:7407)ट(cid:7009)पण 1: (cid:7079)नतननयुन(cid:7334) क(cid:7409) र्अनध, नसिके अंतग(cid:6981)त के (cid:7008)(cid:7076)ीय सरकार के उसी या (cid:7408)कसी अ(cid:7008)य संगठन या र्नभाग म(cid:7286) इस ननयुन(cid:7334) से ठीक पहले धा(cid:7407)रत (cid:7408)कसी अ(cid:7008)य काडर बा(cid:7405) पद पर (cid:7079)नतननयुन(cid:7334) क(cid:7409) र्अनध है, साधारणतया तीनर् ष(cid:6981) से अनधक नह(cid:7277) होगी। (cid:7079)नतननयुन(cid:7334) (cid:7367)ारा ननयुन(cid:7334) के नलए अनधकतम आयु सीमा र्आेदन (cid:7079)ा(cid:7009)त करने क(cid:7409) अंनतम तारीख को 56र् ष(cid:6981) से अनधक नह(cid:7277) होगी।
(cid:7407)ट(cid:7009)पण 2: पोषक (cid:7079र्)ग(cid:6981) के ऐसे र्नभागीय अनधकारी ोि (cid:7079)ो(cid:7008)ननत क(cid:7409) सीधी पंन(cid:7334) म(cid:7286) है, (cid:7079)नतननयुन(cid:7334) पर ननयुन(cid:7334) के नलए र्नचार के (cid:7408)कए ािने के पा(cid:7074) नह(cid:7277) ह(cid:7298)गे। इसी (cid:7079)कार, (cid:7079)नतननयु(cid:6989)त (cid:7018)यन(cid:7334) (cid:7079)ोन्ननत (cid:7367)ारा ननयुन(cid:7334) के नलए र्नचार (cid:7408)कए ािने के पा(cid:7074) नह(cid:7277) ह(cid:7298)गे।
(cid:7407)ट(cid:7009)पण 3: (cid:7079)नतननयुन(cid:7334)/आमेलन के आधार पर ननयुन(cid:7334) के (cid:7079)योनि के नलए (cid:7408)कसी अनधकारी (cid:7367)ारा, 01 र्निरी, 2016 से पहले या उस तारीख से नसिसे सार्त(cid:7286) के न्(cid:7076)ीयर् ेतन आयोग क(cid:7409) नसा(cid:7407)र(cid:7298) पर आधा(cid:7407)रत पुनरीन(cid:6979)तर् ेतन संरचना का र्न(cid:7021)तार (cid:7408)कया गया है, ननयनमत आधार पर क(cid:7409) गई र्सेा को, नर्साय उस दा के , हिां एक से अनधक र्पू(cid:6981) पुनरीन(cid:6979)तर् ेतनमान का साधारण (cid:7061)ेडर् ेतन यार् ेतनमान सनहत एक (cid:7088)ेणी म(cid:7286) र्नलय हो गया है औरर् हां यह लाभ के र्ल उस पद (उन पद(cid:7298)) पर र्न(cid:7021)ता(cid:7407)रत होगा नसिके नलये (cid:7061)ेडर् ेतन यार् ेतनमान नबना (cid:7408)कसी उ(cid:7008)नयन का साधारण (cid:7079)नत(cid:7021)ापन (cid:7061)ेड है, उ(cid:6989)त र्ेतन आयोग क(cid:7409) नसा(cid:7407)र(cid:7298) पर आधा(cid:7407)रत र्न(cid:7021)ता(cid:7407)रत र्ेतन मै(cid:7407)(cid:7069)(cid:6989)स म(cid:7286) त(cid:7004)(cid:7021)ानी र्लेल पर क(cid:7409) गई र्सेा समझी ािएगी।

G.S.R.175 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to Group 'C' posts in the Non-Statutory Departmental Canteen of the Ministry of Home Affairs, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Non- Statutory Departmental Canteen (Group 'C' Posts) Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Initial constitution. — (1) All employees appointed to various posts in regular Level in the Pay Matrix shall be deemed to have been appointed under these rules to the regular posts.
(2) The services rendered in the respective posts by the employees referred to in sub-rule (1) shall be counted for the purpose of qualifying service for promotion, confirmation, period of probation and pension.
3. Application. — These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

5. Method of recruitment, age limit and other qualifications, etc. — The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
6 Disqualifications. — No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.
7. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
8. Saving. —Nothing contained in these rules shall affect reservations, relaxations of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
Explanatory Memorandum
Recruitment rules for the officials/staff of Departmental Canteen of this Ministry had not been framed earlier nor any recruitment has been made in the Departmental Canteen by this Ministry so far. The existing staff of the Departmental Canteen had been initially appointed in the Staff Canteen, Ministry of Rehabilitation. The staff were transferred to the Ministry of Home Affairs with effect from the 1st day of October, 1991 after winding up of Ministry of Rehabilitation and the same was merged in this Ministry as Rehabilitation Division. The recruitment rules will be applicable with retrospective effect to the persons already in service and that no other person will be affected adversely by these rules.

G.S.R176.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Ordinary Grade) in the Ministry of Finance, Department of Revenue, Customs and Central Excise Settlement Commission namely:-
1. Short title and commencement. — (1) These rules may be called the Ministry of Finance, Department of Revenue, Customs and Central Excise Settlement Commission, Staff Car Driver (Ordinary Grade), Group 'C' Post Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale.—The number of said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.—The method of recruitments, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. —No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse having has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts:
Provided that the Central Government may, it satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Initial Constitution. —The incumbents holding the post of Staff Car Driver (Ordinary Grade), who were appointed on regular basis to the said post before the commencement of these rules, shall be deemed to be appointed to the said post under these rules and the service rendered by them in the said post on regular basis before such commencement shall be taken into account for the purposes of probation, confirmation, promotion, etc.

7. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R.178.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Research Institute, Kasauli (Bio-Medical/Chemical Engineer) Recruitment Rules, 1977, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the post of Bio-Medical Engineer in the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare, Central Research Institute, Kasauli, Bio-Medical Engineer, Group 'A' Post, Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, pay band and grade pay or pay scale.- The number of said post, its classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No persons,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Deputation (including short term contract)- From amongst the officers of the Central Government or State Government or Union Territory Administrations or public sector undertakings or universities or recognised research institutions or semi-Government or autonomous bodies or statutory organisations: (A) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in pay band-3, Rs.15600-39100/- with grade pay of Rs.5400/- or equivalent in the parent cadre or department; and (B) possessing the following educational qualifications and experience: Essential: (i) Degree in Electronics or Electrical Engineering or Instrumentation Engineering or Mechanical Engineering from a recognised university or institute. (ii) Four years' experience in maintenance and repair of machinery, equipments, etc. in Bio-Medical Engineering in a recognized hospital. Note 1: Period of deputation (Including Short Term Contract) including period of deputation (Including Short Term Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age-limit for appointment by deputation (Including Short Term Contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.) Note 2: For purposes of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation. |

G.S.R. 179.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Department of Agriculture and Cooperation, Senior Processing Technologist, Senior Analyst, Programmer and Technical Officer Recruitment Rules 1990 in so far as it relates to the post of Programmer and the Department of Agriculture and Cooperation, Programmer, Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Data Processing Manager and System Analyst in the Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture and Farmers Welfare, namely :-
1. Short title and commencement . — (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Data Processing Manager and System Analyst (Group 'A' post) Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and pay band and grade pay or pay scale.—The number of post, its classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications . — No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of opinion that it is necessary or expedient so to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(Computer Engineering or Computer Science or Computer Technology or Computer Science and Engineering or Information Technology) from a recognized University or Institute; (ii) five years' post qualification experience in designing one or more programming languages viz., Dot Net(Net), JAVA SCRIPT, XML, SQL SERVER/statistics packages for data processing etc. in a Government Office or Public Sector Undertakings or Autonomous body or Statutory body or in any recognized institution. | Note 2: The Departmental Officers in the feeder category who are in direct line of promotion will not be eligible for consideration for appointment on deputation.
