सासासासा....काकाकाका....िनिनिनिन.... 210210210210....————राष्ट्रपित, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए और कृ षि मंत्रालय, कें 0ीय उर्वरक 3ालिटी नियंत्रण और प्रशिक्षण संस्थान (समूह 'क' के पद), भर्ती नियम 2010, जहाँ तक उनका सम्बन्ध निदेशक के पद से है, को उन बातों के सिवाए अधिAांत करते (ए, जिन्हें ऐसे अधिAमण से पूर्व किया गया है या करने का लोप किया गया है, कृ षि एवं किसान कल्याण मंत्रालय, कृ िष, सहकारिता एवं किसान कल्याण विभाग के अधीन कें 0ीय उर्वरक 3ालिटी नियंत्रण और प्रशिक्षण संस्थान, फरीदाबाद में निदेशक, समूह "क" पद पर भर्ती की पFति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

(2) ये राजपत्र में प्रकाशन की तारीख से प्रदत्त होंगे ।

(क) जिसने ऐसे Zक्ति से जिसका पति या जिसकी प[ी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी प[ी के जीवित रहते (ए किसी Zक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नह\ होगाः
परन्तु यदि के न्0ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Zक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनु^ेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी Zक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
6. 6. 6. 6. शिथिल करने की शिथिल करने की शिथिल करने की शिथिल करने की शक्तिशक्तिशक्तिशक्ति....————जहां के न्0ीय सरकार की यह राय हो कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखबF करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किन्ह\ उपबंधों को, किसी वर्ग या प्रवर्ग के Zक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
7. 7. 7. 7. 0ावृत्ति0ावृत्ति0ावृत्ति0ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह\ डालेगी, िजनका कें 0ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वगd, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के eयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 210.---In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Agriculture, Central Fertilizer Quality Control and Training Institute (Group 'A' Posts) Recruitment Rules 2010, in so far as they relate to the post of Director, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the Group 'A' post of Director in the Central Fertilizer Quality Control and Training Institute, Faridabad, under the Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture and Farmers Welfare, namely :-
1. Short title and commencement.---(1) These rules may be called the Central Fertilizer Quality Control and Training Institute, Faridabad, Director (Group 'A' post), Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. – These rules shall apply to the post specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in Pay Matrix. ---Number of posts, its classification, level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age limit, qualification, etc. - The method of recruitment, age limit, qualifications and other matters relating thereto shall be specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt any person from operation of this rule.
6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of provisions of these rules with respect to any class or category of persons.
7. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, Other Backward Classes and other special categories of persons in accordance with orders issued by Central Government from time to time in this regard.

| (ii) Ten years' experience in the field of Fertilizer Quality Control including five years' experience in the analysis of chemical fertilizers. Desirable: (i) Experience in organising training programmes in a training Institute; and (ii) Two years' administrative experience. 2. The departmental Joint Director in the Level 12 in the Pay Matrix with five years' regular service in the grade will also be considered alongwith outsiders and if he or she is selected for appointment to the post, the same shall be deemed to have been filled by promotion. Note 1 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly deputationist shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation (Including short term contract) including period of deputation(Including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed five years. Note 3: The maximum age limit for appointment by deputation (Including Short Term Contract) shall be not exceeding 56 years as on the closing date of the receipt of application. Note 4: For the purpose of appointment on deputation basis the service rendered on a regular basis by an officer prior to 1st January, 2006 (date from which the revised pay structure based on Sixth Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale and where this benefit will extend only for the post (s) for which that grade pay or pay scale is the normal replacement grade without any upgradation. |

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 211211211211....————राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए, जल संसाधन मंत्रालय, कें 0ीय जल आयोग, आशुलिपिक hेणी-I, समूह 'ख' पद (अधीनस्थ कार्यालय) भर्ती नियम, 2015 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. (1) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय, कें 0ीय जल आयोग, आशुलिपिक hेणी-I, समूह 'ख' पद (अधीनस्थ कार्यालय), भर्ती (संशोधन) नियम, 2016 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. जल संसाधन मंत्रालय, कें 0ीय जल आयोग, आशुलिपिक hेणी-I, समूह 'ख' पद (अधीनस्थ कार्यालय) भर्ती नियम, 2015 की अनुसूची में, स्तंभ-II के अधीन की प्रविष्टियों में, "प्रोन्नति" शीर्षक और उससे संबंधित प्रविष्टियों के पxात्-[भाग II—खण्ड 3(i)] भारत का राजपत्रा : नवम्बर 26, 2016/अग्रहायण 5, 1938 1201 (क) "प्रतिनियुक्ति" शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात् :-
"प्रतिनियुक्ति या आमेलन";
(ख) अंतिम टिप्पण के पxात निम्नलिखित टिप्पण अंतः स्थापित किया जाएगा, अर्थात् :-
"टिप्पण टिप्पण टिप्पण टिप्पण : सशy बल के ऐसे काzमकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिन्होंने किसी मान्यता प्राप्त बोर्ड या वि{विद्यालय से कम से कम 12व\ कक्षा तथा hुतलेखन 100 शब्द प्रति मिनट की दर पर 10 मिनट और प्रतिलेखन कम्प्यूटर पर 40 मिनट (अंoेजी) या 55 मिनट (हिदी) का कौशल परीक्षण उत्तीर्ण किया हो, ऐसे अधिकारियों का चयन हो जाता है तो उस तारीख तक प्रतिनियुक्ति के निबंधनों पर रखा जाएगा जिस तारीख से उन्हें सशy बल से निमु र्क्त किया जाना है;
तत्पxात उन्हें पुनzनयोजन पर बने रहने दिया जा सकता है। ऐसे पात्र अधिकारियों की दशा में, वास्तविक चयन से पहले जो सेवानिवृत्त हो चुके हैं या रिजर्व में स्थानांतरित हो गए हैं। उनकी पद पर नियुक्ति पुनzनयोजन आधार पर की जाएगी।"

G.S.R. 211.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, Central Water Commission, Stenographer Grade-I, Group 'B' posts (Subordinate Offices) Recruitment Rules, 2015, namely:-
1. (1) These rules may be called the Ministry of Water Resources, Central Water Commission, Stenographer Grade-I, Group-'B' posts (Subordinate Offices), Recruitment Amendment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule to the Ministry of Water Resources, Central Water Commission Stenographer Grade-I, Group 'B' posts (Subordinate Offices) Recruitment Rules, 2015, in the entries under column 11, after the heading "promotion" and the entries relating thereto,-
(a) for the heading "Deputation", the following heading shall be substituted, namely:-
"Deputation or Absorption";
(b) after Note 3, the following Note shall be inserted, namely:-
"Note 4 : The armed forces personnel who are due to retire or to be transferred to reserve within a period of one year and possessing at least 12th Class Pass from a recognised Board or University and Skill Test of Dictation for 10 minutes @ 100 words per minute; and Transcription of Dictation in 40 minutes (English), or 55 minutes (Hindi) on computer shall also be considered. If selected, such officers will be given deputation terms upto the date on which they are due for release from the armed forces, thereafter they may be continued on re- employment terms. In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made their appointment will be on re-employment basis".

सासासासा....काकाकाका....निनिनिनि.... 212212212212....----राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त श्ाक्तियों का प्रयोग करते हुए, और जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, केन्द्रीय जल आयोग, संपादक (भागीरथ-अंग्रेजी) भर्ती नियम, 2015 को, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, केन्द्रीय जल आयोग में संपादक (भागीरथ-अंग्रेजी) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभसंक्षिप्त नाम और प्रारंभ ---- (1) इन नियमों का संक्षिप्त नाम जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, केन्द्रीय जल आयोग, संपादक (भागीरथ-अंग्रेजी) भर्ती नियम, 2016 है।
(2) ये राजपत्र में उनके प्रकाश्ान की तारीख को प्रवृत्त होंगे।
2222.... पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में लवलपद संख्या, वर्गीकरण और वेतन मैट्रिक्स में लवलपद संख्या, वर्गीकरण और वेतन मैट्रिक्स में लवलपद संख्या, वर्गीकरण और वेतन मैट्रिक्स में लवल - उक्त पदों की संख्या, उसका वर्गीकरण, वेतन मैट्रिक्स में लवल वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।
भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि - उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे 3333.... भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि होंगी जो उक्त अनुसूची के स्तम्भ (5) से (13) में विनिर्दिष्ट हैं।
4444.... निरर्हतानिरर्हतानिरर्हतानिरर्हता - वह व्यक्ति, -
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।
5555. ििििश्ाथिल करने की ाथिल करने की ाथिल करने की ाथिल करने की श्ाक्तिाक्तिाक्तिाक्ति - जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामश्ार् करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश्ा द्वारा िश्ाथिल कर सकेगी।
6666. व्यावृत्तिव्यावृत्तिव्यावृत्तिव्यावृत्ति - इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस सम्बन्ध में समय-समय पर जारी किए गए आदेश्ाों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछडे वर्गों, भूतपूर्व सैनिकों और अन्य विश्ोष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

| प्रतिनियुक्तिः- केन्द्रीय सरकार या राज्य सरकार के ऐसे अधिकारी,- प्रतिनियुक्तिः- प्रतिनियुक्तिः- (क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश्ा पद धारण किए हुए हैं; या (ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में लवल 10 या समतुल्य पदों पर पांच वष्ार् नियमित सेवा की है; और (ख) स्तंभ (7) के अधीन सीधे भर्ती किए जाने वाले व्यक्तियों के लिए विहित श्ौक्षिक अर्हतांए और अनुभव हैं । टिप्पण 1ः-ः-ः-ः-प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा, 1 जनवरी, 2016 से पहले या उस तारीख से टिप्पण 1 जिससे सातवेंे केन्द्रीय वेतन आयोग की सिफारिश्ाों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, सिवाय उस दश्ाा के, जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद पर विस्तारित होगा जिसके लिए वेतन मैट्रिक्स में वह स्तर बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है उक्त वेतन आयोग की सिफारिश्ाों पर आधारित वेतन मैट्रिक्स पर की गई सेवा समझी जाएगी । टिप्पण 2ः-ः-ः-ः-प्रतिनियुक्ति की अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले टिप्पण 2 धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है साधारणतया तीन वष्ार् से अधिक नहीं होगी । टिप्पण 3ः-ः-ः-ः-प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वष्ार् से अधिक नहीं होगी। टिप्पण 3 |

G.S.R. 212.ÑÑÑÑIn exercise on the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Water Resources, River Development & Ganga Rejuvenation, Central Water Commission, Editor (Bhagirath-English) Recruitment Rules, 2015 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of Recruitment to the posts of Editor (Bhagirath- English) in the Central Water Commission, namely :
1. Short title and commencement – (1) These rules may be called the Ministry of Water Resources, River Development & Ganga Rejuvenation, Central Water Commission, Editor (Bhagirath - English) Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : नवम्बर 26, 2016/अग्रहायण 5, 1938 12052. Number of posts, classification and Level in the Pay Matrix – The number of the said posts, their classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of the recruitment, age limit, qualifications, etc. – The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification – No Person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 213.–In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, the Central Water Commission, Store Keeper, Group 'C' Post, Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Store Keeper in the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Central Water Commission, namely :–1210 THE GAZETTE OF INDIA : NOVEMBER 26, 2016/AGRAHAYANA 5, 1938 [PART II—SEC. 3(i)] 1. Short title and commencement.– (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Central Water Commission, Store Keeper, Group 'C' Post, Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and Level in the Pay Matrix.– The number of post, its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, other qualifications, etc.– The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.– No person, —
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Deputation/Absorption: Officers under the Central Government or the State Government- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with eight years' regular service in the post in the Level 2 in the Pay Matrix or equivalent in the parent cadre or department; and (b) possessing the educational qualifications and experience prescribed for direct recruits in column (7). Note 1: Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed three years. Note 2: The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications. Note 3: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2016 or the date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding Level in the Pay Matrix extended based on the recommendations of the said Pay Commission except where there has been merger of more than |
one pre-revised scale of pay into one grade with a common Level in the Pay Matrix, and where this benefit shall extend only for the post(s) for which that Level in the Pay Matrix is the normal replacement grade without any upgradation.

G.S.R. 214.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Civil Aviation Department, Overhaul, Calibration Unit and Gliding Centre (Class III Posts) Recruitment Rules, 1974, except as respect things done or omitted to be done before such supersession, the President hereby makes the following recruitment rules to regulate the method of recruitment for Group 'C' Technical posts in Gliding Centre, Pune in the Directorate General of Civil Aviation, Ministry of Civil Aviation, namely:-
1. Short title and commencement.– (1)These rules may be called the Directorate- General of Civil Aviation, Ministry of Civil Aviation, Group 'C' Technical posts in Gliding Centre, Pune, Recruitment Rules, 2016.

2. Number of posts, classification and the Pay band and Grade Pay or Pay Scale.– The number of the posts, their classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications.– The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification .– No Person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
