सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 1111....————राष्ट्रपति, संविधान के अनु(cid:27)छेद 309 के परन्तुक द्वारा प्रदत शक्तियों का प्रयोग करते &ए, का(मक, लोक शिकायत और पेंशन मंत्रालय, का(मक और प्रशिक्षण विभाग, के न्0ीय अन्वेषण ब्यूरो, (समूह 'ख' और समूह 'ग' कार्यकारी पद) भर्ती नियम, 2013 का संशोधन करने के िलए िनम्नलिखित नियम बनाते हैं, अर्थात :—

1. (1) इन नियमों का संक्षिप्त नाम का(मक, लोक शिकायत तथा पेंशन मंत्रालय, का(मक और प्रशिक्षण विभाग, के न्0ीय अन्वेषण ब्यूरो (समूह 'ख' और समूह 'ग' कार्यकारी पद) भर्ती संशोधन नियम, 2016 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. का(मक, लोक शिकायत तथा पेंशन मंत्रालय, का(मक और प्रशिक्षण विभाग, के न्0ीय अन्वेषण ब्यूरो, (समूह 'ख' और समूह 'ग' कार्यकारी पद) भर्ती नियम, 2013 की अनुसूची में,—

5917 GI/2016 (1)2 THE GAZETTE OF INDIA : JANUARY 7, 2017/PAUSA 17, 1938 [PART II—SEC. 3(i)] (क) सहायक पुिलस उप-निरीक्षक (जनरल डयूटी) के पद से संबंधित Mम संख्या 3 के सामने, स्तंभ (10) की प्रविष्टियों के स्थान पर निम्निलिखत रखे जाएंगे, अर्थात :

"(i) पैंसठ प्रतिशत प्रोन्नति द्वारा;

(ii) तीस प्रतिशत सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से प्रोन्नति द्वारा; और

(iii) पांच प्रतिशत प्रतिनियुक्ति द्वारा।";

(ख) हैड कांस्टेबल (जनरल डयूटी) के पद से संबंधित Mम संख्या 4 से सामने स्तंभ (10) की प्रविष्टियों के स्थान पर निम्निलिखत रखे जाएंगे, अर्थात:—

"(i) पैंसठ प्रतिशत प्रोन्नति द्वारा;

(ii) तीस प्रतिशत सीमित विभागीय प्रतियोगिता परीक्षा के माध्यम से प्रोन्नति द्वारा; और

(iii) पांच प्रतिशत प्रतिनियुक्ति द्वारा।";

G.S.R. 1....———— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Personnel, Public Grievances and Pension, Department of Personnel and Training, Central Bureau of Investigation, (Group 'B' and Group 'C' Executive posts) Recruitment Rules, 2013, namely:Ñ

1. (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Central Bureau of Investigation (Group 'B' and Group 'C' Executive posts) Recruitment Amendment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Central Bureau of Investigation (Group 'B' and Group 'C' Executive posts) Recruitment Rules, 2013.- (a) Against serial number 3, relating to the post of Assistant Sub-Inspector of Police (General Duty), in column (10), for the entries, the following shall be substituted, namely:—

"(i) Sixty five per cent by promotion;

(ii) Thirty per cent by promotion through Limited Department Competitive Examination; and (iii) Five per cent by deputation.";

(b) Against serial number 4, relating to the post of Head Constable (General Duty), in column (10), for the entries, the following shall be substituted, namely:—

"(i) Sixty five per cent by promotion;

(ii) Thirty per cent by promotion through Limited Department Competitive Examination; and (iii) Five per cent by deputation."

सा.का.नि. 2....————संविधन के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रपति, नवीन और नवीकरणीय उफर्जा मंत्राालय में वैज्ञानिकों के समूह 'क' पदों की भर्ती एवं उन्नयन की प(ति का विनियमन करते हुए नवीन और नवीकरणीय उफर्जा मंत्राालय समूह 'क' राजपत्रिात पदों ;अननुसचिवीय, वैज्ञानिक और तकनीकीद्ध से संबंध्ति भर्ती नियमों में निम्नलिखित संशोध्न करते हैं :

1. स्ंक्षिप्त नाम तथा प्रारम्भः————इन नियमों का संक्षिप्त नाम नवीन और नवीकरणीय उफर्जा मंत्राालय, वैज्ञानिक, समूह 'क' पद संशोध्ति भर्ती नियम, 2016 होगा ।

2. परिभाषाएं :————इन नियमों में जब तक की संदर्भ अन्यथा अपेक्षित न हो ।

;कद्ध वेतन बैंड और ग्रेड वेतन अथवा वेतनमानः————अर्थात्‌ छठे केन्द्रीय वेतन आयोग की सिपफारिशों के अनुसार वर्तमान वेतन बैंड और ग्रेड वेतन ।

;खद्ध वेतन मैट्रिक्स में स्तरः————अर्थात्‌ छठे केन्द्रीय वेतन आयोग के वेतन बैंड और ग्रेड वेतन के समकक्ष स्तर अथवा वित्त मंत्राालय के दिनांक 25 जुलाई, 2016 की अध्सिूचना जिसे सा.का.नि. 721 के तहत अध्सिूचित किया गया है, की अनुसूची के भाग 'क' में विनिदष्ट वेतनमान ।

3. संशोध्नः————

वर्तमानः————वैज्ञानिक बी, सी, डी, ई, एपफ और जी के मामले में नियुक्ति प्राध्किारी प्रभारी मंत्राी होंगे । ;समय तिथि के अनुसार 10,000/-रु. अथवा उससे अध्कि के ग्रेड वेतन वाले पद के लिए नियुक्त/स्वस्थाने पदोन्नति के मामले में मंत्रिामंडल की नियुक्ति समिति ;ए सी सीद्ध का अनुमोदन अनिवार्य है ।द्ध

संशोध्नः————वेतन मैट्रिक्स के स्तर-14 और अध्कि के पद के लिए नियुक्ति/स्वस्थाने पदोन्नति के मामले में मंत्रिामंडल की नियुक्ति समिति का अनुमोदन अनिवार्य है ।

वर्तमानः————वेतन बैंड-4, 37400-67,000/-रु. तथा 8700/-रु. ग्रेड वेतन में नियमित आधर पर नियुक्ति के बाद प्रदत्त ग्रेड में 5 वर्षों की सेवा सहित और समकक्ष ।

संशोध्नः————वेतन मैट्रिक्स के स्तर-13 अथवा समकक्ष में नियमित आधर पर नियुक्ति के बाद प्रदत्त ग्रेड में 5 वर्षों की सेवा सहित और समकक्ष ।

(vii) अनुसूची-II-5;खद्ध ;कद्ध ;iiद्ध

वर्तमानः————वेतन बैंड-4, 37400-67,000/-रु. तथा 8900/-रु. ग्रेड वेतन में नियमित आधर पर नियुक्ति के बाद प्रदत्त ग्रेड में 5 वर्षों की सेवा सहित और समकक्ष ।

वर्तमानः————एपफसीएस के अन्तर्गत पदोन्नति 10,000/-रु. या कम के ग्रेड वेतन वाले पदों तक सीमित होगी ।

संशोध्नः————एपफसीएस के अन्तर्गत पदोन्नति वेतन मैट्रिक्स के स्तर-14 या कम वाले पदों तक सीमित होगी ।

G.S.R. 2 —In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President makes the following amendments in Recruitment Rules of the Ministry of New and Renewable Energy, Group 'A' Gazetted Posts (Non-Ministerial, Scientific and Technical) Rules, 2014, regulating the method of recruitment and advancement Group 'A' Posts of Scientists in Ministry of New and Renewable Energy.

1. Short Title and Commencement.—These Rules may be called the Ministry of New and Renewable Energy, Scientists Group 'A' post amended Recruitment Rules, 2016.

2. Definitions.—In these rules unless the context otherwise requires,—

(a) Pay Band and Grade Pay or Pay Scale.—means Pay Band and Grade Pay existing as per the recommendations of the VI Central Pay Commission.

(b) Level in Pay Matrix.—menas Level corresponding to the pay Band and Grade Pay of VI CPC or scale specified in Part 'A' of the Schedule of the Notification dated 25th July, 2016 of Ministry of Finance, notified vide G.S.R. 721.

3. Amendments.—

(i) Rule No. 3.—Number of post, Classification, Pay Band and Grade pay of the post—Column Heading Pay Band and Grade Pay or Pay Scale:—

Amendment.—In the case of Group 'B', 'C', 'D', 'E', 'F' and 'G' the appointing authority will be Minister in Charge (The approval of Appointment Committee of Cabinet (ACC) is mandatory in case of appointment/in-situ promotion to the post of the level 14 and above of the pay matrix as on date).

iii) Schedule-II- 1(B)-(a) (ii)

Existing.—The promotion under FCS shall be limited to post carrying a grade pay of Rs. 10,000/- or lower.

Amendments.—The promotion under FCS shall be limited to post up to the level 14 of pay matrix or lower.
