6. (cid:7390र्)ाृन(cid:7275).—इन ननयम(cid:7298) क(cid:7409) कोई बात, ऐसे आर(cid:6979)ण, आयु सीमा म(cid:7286) छू ट और अ(cid:7008)य (cid:7407)रयायत(cid:7298) पर (cid:7079)र्भा नह(cid:7277) डालेगी, ननिका के (cid:7008)(cid:7076)ीय सरकार (cid:7367)ारा इस संबंध म(cid:7286) समय–समय पर ािरी (cid:7408)कए गए आदे(cid:7298) के अनुसार अनुसूनचत ािनतय(cid:7298), अनुसूनचत निािनतय(cid:7298), अ(cid:7008)य नपछे र्ग(cid:7300), भूतर्पू(cid:6981) सैननक(cid:7298) और अ(cid:7008)य र्नेष (cid:7079र्)ग(cid:6981) के (cid:7390)न(cid:7334)य(cid:7298) के नलए उपबंध करना अपेन(cid:6979)त है।

G.S.R. 3.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Sugar Institute, [Mechanic (Instrument) Fine Mechanic] Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Fine Mechanic, in the National Sugar Institute, Kanpur under the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely :-

1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Kanpur, Fine Mechanic (Group 'C' post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and the level in the pay matrix .– The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving .- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. .—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Test House, Administrative Officer (Grade I and Grade II ) Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Administrative Officer (Grade I and Grade II) in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :-

1. Short title and commencement.- (1) These rules may be called the National Test House, (Administrative Officer Grade I and Grade II ) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.-The number of posts, their classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc. .- The method of recruitment, age-limit, educational qualifications and other matters relating to thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for the reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion shall be subject to successful completion of training of two or four weeks in the field of
Administration, Establishment and Accounts matters: Provided that those persons who have not completed training for promotion before the date of meeting of Departmental Promotion Committee shall also be considered subject to the condition that the required training shall be completed within one year of the date of meeting of Departmental Promotion Committee: Provided further that those persons who are due to retire within two years shall be exempted from completion of such training for promotion. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or two years whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised level in the pay matrix based on the Seventh Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix extended based on the recommendations of the said Pay Commission. Deputation (including short term contract): Officers under the Central Government or State Government or Union territories or semi-Government or statutory bodies or public sector undertakings or autonomous bodies or recognised research institutions:- (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with two years regular service in the grade rendered after appointment thereto on regular basis in the level- 8 in the pay matrix (Rs.47600-151100/-) or equivalent in the parent cadre or department; or (iii) with three years regular service in the grade rendered after appointment thereto on regular basis in the level - 7 in the pay matrix (Rs.44900-142400/-) or equivalent in the parent cadre or department; and (b) possessing the essential qualification and experience as under : (i) degree of a recognised University or institute; (ii) three years' experience in Accounts, Administration, Establishment work in a Government Office or public sector undertaking or autonomous body or statutory body. Note 1: The Departmental Officers in the feeder cadre who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, Deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. Note 3: The maximum age- limit for appointment by deputation (including short term contract) shall be not exceeding fifty six years as on the closing date of receipt of applications. G.S.R. 5.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, National Test House, Lower Division Clerk, Upper Division Clerk and Stenographer Grade –II ( Group 'C' posts ) Recruitment Rules, 2014 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Lower Division Clerk, Upper Division Clerk and Stenographer Grade – II in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :-

1. Short title and commencement.- (1) These rules may be called the Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, National Test House, Lower Division Clerk, Upper Division Clerk and Stenographer Grade – II (Group 'C' Posts) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of post, classification and level in the pay matrix.-The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the aforesaid Schedule.

4. Method of recruitment, age-limit, educational qualifications, etc. .- The method of recruitment, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualifications.- No person,-

(a)who has entered into or contracted a marriage with a person having a spouse living; or

(b)Who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

G.S.R. 6.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Test House, Multi-Tasking Staff (Non-Technical) Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi - Tasking Staff (Non – Technical) in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :-

1. Short title and commencement .- (1) These rules may be called the National Test House, Multi -Tasking Staff (Non – Technical) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.-The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, educational qualifications, etc. .- The method of recruitment, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule.

4. Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.-Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 7.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Test House, Head Quarters and Regional Offices, Multi-Tasking Staff (Technical) group 'C' Post Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff (Technical) in the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, namely :-

1. Short title and commencement.- (1) These rules may be called the National Test House, Multi Tasking Staff (Technical) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

4. Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

5. Power to relax.- Where the Central Government is of the opinion that it is necessary and expedient so to do, it may, by order and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R . 8.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, and in partial modification of the Department of Space (Group 'B' posts) Recruitment Rules, 2009 and 2016, insofaras they relate to the posts of Assistant, Senior Project Assistant, Personal Assistant, Project Personal Secretary and Private Secretary except in respect of things done or omitted to be done before such partial modification, the President hereby makes the following rules regulating the method of recruitment and designation to the said posts in the Department of Space, namely :-

1. Short title and commencement - These rules may be called the Department of Space (Assistant, Senior Project Assistant, Personal Assistant, Project Personal Secretary and Private Secretary) Recruitment Rules, 2016.

They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Levels in the Pay Matrix - The number of the said posts, classification and Levels in the Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualification - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts :

5. Power to relax - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) इन ननयम(cid:7298) का संन(cid:6979)(cid:7385) नाम भारतीय ननरी(cid:6979)ण र्सेा (समूह-'क') (संोधन) ननयम, 2016 है ।

2. भारतीय ननरी(cid:6979)ण र्सेा (समूह-'क') ननयम, 2013 (नसिे इसम(cid:7286) इसके प(cid:7391)ात् उ(cid:7334) ननयम कहा गया है) के ननयम 4 म(cid:7286),

(क) उपननयम (1) म(cid:7286) "(cid:7088)ेणीर् ेतनर्/ेतनमान" (cid:7011)द(cid:7298) के (cid:7021)ान पर र्"ेतन मै(cid:7407)(cid:7069)(cid:6989)स म(cid:7286) (cid:7021)तर यार् ेतनमान" (cid:7011)द रखे गए ह(cid:7289)।

(ख) उपननयम (2) के ख(cid:7003)ड (ख) म(cid:7286) "(cid:7088)ेणीर् ेतन,र् ेतनमान" (cid:7011)द(cid:7298) के (cid:7021)ान पर र्"ेतन मै(cid:7407)(cid:7069)(cid:6989)स म(cid:7286) (cid:7021)तर यार् ेतनमान" (cid:7011)द रखे ािएंगे ।

G.S.R. 9.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Indian Inspection Service (Group-A) Rules, 2013 namely:-

1.   (1)      These rules may be called the Indian Inspection Service (Group-A) (Amendment)  Rules, 2016.
     (2)      They shall come into force from the date of their publication in the Official Gazette.
2.   In the Indian Inspection Service (Group-'A') Rules, 2013 (hereinafter referred to as the said rules), in rule 4,-
     (a)      in sub-rule (1), for the words "grade pay/pay scale", the words "level in the pay matrix  or pay scale"
     shall be substituted;
     (b)      in sub-rule (2), in clause (b), for the words "grade pay, pay scale", the words "level in the pay matrix
     or pay scale" shall be substituted.
3.   In the said rules, for SCHEDULE-I, the following Schedule shall be substituted, namely:-

"Schedule-I

(See sub-rule (1) of rule 4)

Grade, number, level in the pay matrix or pay scale of duty posts in the Service.

* Subject to variation dependent on workload.

* The Senior Time Scale (Second Grade) is non functional grade and the maximum number of posts in this grade shall be equal to thirty percent of the senior duty posts (i.e. all duty posts at the level of Senior Time Scale and above in the service) and the maximum number of posts in the non functional second grade shall be limited to number of posts sanctioned in the Senior Time Scale.

4. In the said rules, for SCHEDULE –III, the following Schedule shall be substituted namely:-

"Schedule –II

(See rule 7)

Method of recruitment, field of promotion and minimum qualifying service in the immediate lower grade for appointment of officers on promotion to duty posts included in the various grades of the service.

Serial number.	Grade (Duty post).	Method of recruitment.	Field of selection and minimum qualifying service for promotion.
1.	Higher Administrative Grade (Additional Director General).	By promotion.	Officers in the Senior Administrative Grade in level 14 in the three years' regular pay matrix `144200 – 218200 with service in the Grade. or Officers with twenty five years' regular service in Group-'A' posts in the service out of which one year regular service should be in the Senior Administrative Grade in level 14 in the pay matrix ` 144200 – 218200.
2.	Senior Administrative Grade (Deputy Director General).	By promotion.	Officers in the Junior Administrative Grade in level 13 of pay matrix ` 118500 – 214100 with three years' regular service in the Grade or Officers with seventeen years' regular service in Group-'A' posts in the service, out of which one year regular service should be in the level 13 of pay matrix ` 118500 – 214100.
3.	Junior Administrative Grade (Director).	By promotion.	Officers in the Senior Time Scale of the service with nine years' regular service in Senior Time Scale (Ordinary Grade) including regular service if any, rendered in the Non- functional Second Grade in the Senior Time Scale in level 12 in the pay matrix `78800 - 209200 and possessing educational qualification prescribed for direct recruitment into Junior Time Scale of the service. or Thirteen years' of regular service in Group A posts in the service including four years' regular service in the grade of Senior Time Scale and possessing educational qualification prescribed for direct recruitment into Junior Time Scale of the service.
4.	Senior Time Scale Second Grade (Non-Functional) (Deputy irector).	By promotion on non- selection basis.	Officers of the Senior Time Scale of the service with minimum regular service of five years' in level 11 in the pay matrix ` 67700 – 208700.
5.	Senior Time Scale Grade (Ordinary Grade) (Deputy	By promotion.	Officers in the Junior Time Scale of the Service in level 10 in the pay matrix `56100 - 177500 with four years' regular service in the grade, should possess Diploma in respective discipline of Engineering as specified for direct recruitment
	Director).		of Junior Time Scale or B.Sc (Chemistry) or Bachelor in Applied Science or Diploma in Draftsmanship (Civil or Mechanical).
6.	Junior Time Scale (Assistant Director Grade-I).	50 per cent. by promotion. 50 per cent. by direct recruitment as per sub clause (i) and sub- clause (ii) of clause (a) of sub-rule (2) of rule 7.	Assistant Director (Quality Assurance)Grade II in level 7 in the pay matrix `44900 - 142400 with three years' regular service in the grade. Qualification for direct recruitment specified in Schedule-II and sub clause (i) and sub-clause (ii) of clause (a) of sub-rule (2) of rule 7".
