सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 11 11 11 11 ....————राष्ट्रपति, संिवधान के अनु(cid:15)छेद 148 के खंड (5) द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:27)ए, भारत के नियंत्रक- महालेखापरीक्षक के परामर्श से, भारतीय लेखा तथा लेखापरीक्षा िवभाग (िनजी सिचव) भर्ती िनयम, 2003 को, उन बातों के सिवाय अधि.ान्त करते (cid:27)ए जिन्हें ऐसे अधि.मण से पहले किया गया है या करने का लोप किया गया है, भारतीय लेखा तथा लेखापरीक्षा िवभाग के क्षेत्रीय कार्यालयों में िनजी सिचव के पद पर भर्ती की प6ित का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात्:-

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

4.4.4.4. निरर्हतानिरर्हतानिरर्हतानिरर्हता---- वह Fक्ति,-
(क) िजसने ऐसे Fक्ति से िजसका पित या जिसकी पGी जीिवत है, िववाह किया है या विवाह की संविदा की है;
(ख) िजसने अपने पित या अपनी पGी के जीिवत रहते (cid:27)ए किसी Fक्ति से िववाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहH होगाः
परन्तु यदि भारत के नियंत्रक-महालेखापरीक्षक को यह समाधान हो जाता है कि ऐसा िववाह ऐसे Fक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुIेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Fक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गा ।
5555.... िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति---- जहां भारत के नियंत्रक-महालेखापरीक्षक की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां
तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग वह उसके िलए जो कारण हैं, उन्हें लेखब6 करके , तथा संघ लोक सेवा आयोग से परामर्श करके , तथा संघ लोक सेवा आयोग से परामर्श करके , तथा संघ लोक सेवा आयोग से परामर्श करके ,
या प्रवर्ग के Fक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गा ।
6.6.6.6. (cid:1)ावृत्ति(cid:1)ावृत्ति(cid:1)ावृत्ति(cid:1)ावृत्ति---- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहH डालेगी, िजनका भारतीय लेखा और लेखापरीक्षा विभाग में नियोजित Fक्तियों को यथा लागू कें Nीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, अन्य पिछड़े वगP, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Fक्तियों के िलए उपबंध करना अपेक्षित है ।

टिप्पणटिप्पणटिप्पणटिप्पण 1111 :::: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहH होंगे । इसी प्रकार प्रतिनियुक्त Fक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहH होगें ।
टिप्पणटिप्पणटिप्पणटिप्पण 2222 :::: प्रतिनियुक्ति जिसके अंतर्गत लघुकाल संविदा हैं की अविध, िजसके अंतर्गत के न्Nीय सरकार के उसी या किसी अन्य संगठन या िवभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाh पद पर प्रतिनियुक्ति जिसके अंतर्गत लघुकाल संविदा हैं की अविध है साधारणतया 3 वर्ष से अिधक नहH होगी। प्रतिनियुक्ति जिसके अंतर्गत लघुकाल संविदा हैं द्वारा नियुक्ति के िलए अिधकतम आयु सीमा आवेदन प्राप्त करने की अंितम तारीख को 56 वर्ष से अिधक नहH होगी।

G.S.R.11 .—In exercise of the powers conferred by clause (5) of article 148 of the Constitution and in supersession of the Indian Audit and Accounts Department (Private Secretary) Recruitment Rules 2003, except as respects things done or omitted to be done before such supersession, the President, after consultation with the Comptroller and Auditor General of India, hereby makes the following rules regulating the method of recruitment in the field offices of the Indian Audit and Accounts Department to the post of Private Secretary, namely:-
1. Short title and commencement.- (1) These rules may be called the Indian Audit and Accounts Department (Private Secretary) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix. - The number of posts, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
55 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : जनवरी 21, 2017/माघ 1, 19383. Method of recruitment, age limit and qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.- No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Comptroller and Auditor General of India may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Comptroller and Auditor General of India is of the opinion that it is necessary or expedient so to do, he may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Government of India from time to time in this regard as applicable to persons employed in the Indian Audit and Accounts Department.

Note 2: The period of deputation (ISTC) including the period of deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation /department of the Central Government shall ordinarily not exceed three years. The Maximum age limit for appointment by deputation (ISTC) shall be 'not exceeding 56 years' as on the closing date of receipt of applications. (1) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय, नदी विकास और गंगा संरक्षण, के न्Nीय भूमिगत जल बोर्ड, ज्येष्ठ अनुवादक भर्ती (संशोधन) िनयम, 2017 है।

(i) स्तम्भ 4 में,-
(क) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्:-

(ग) .म संख्या (ii) के सामने शीर्षक प्रतिनियुक्ति के अधीन "वेतन बैंड-2 (9300-34800)+Xेड वेतन 4200 रूपए" शब्दों, अक्षरों और अंकों के स्थान पर "वेतन मैट्रिक्स में स्तर-6 शब्दों और अंकों को रखा जाएगा।"

(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule of the Ministry of Water Resources, Central Ground Water Board, Senior Translator Recruitment Rules, 2016, -
(i) in column 4,-
(a) for the heading the following heading shall be substituted, namely:-
"Level in the Pay Matrix";
(b) for the entries the following entries shall be substituted, namely:-
"Level-7"
(ii) in column 11,-
(a) under the heading Promotion, for the words, letters and figures "Pay band 2, (Rs.9300-34800) and grade pay of Rs.4200 with five years regular service in the grade" the words and figure "Level-6 in the Pay Matrix" shall be substituted;

1. Short title & commencement,-(1) These rules may be called the Directorate of Adult Education, Ministry of Human Resource Development, Department of School Education and Literacy Library Clerk, Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Directorate of Adult Education, Ministry of Human Resource Development, Department of School Education and Literacy, Library Clerk, Recruitment Rule, 2015, in the Schedule:-
(a) (1) In Rule 2, for the words, "pay band and grade pay or pay scale" at both the places where they occur, the words "Level in the pay matrix" shall be substituted;
(2) in the Schedule,in column (4),-
(i) for the heading, the following heading shall be substituted, namely;
"Level in the pay matrix';
(ii) for the entries the following entries shall be substituted, namely;
"Level 2(Rs.19900-63200) in the Pay Matrix".
(b) "In column (11).-
for the entry in" the Pay Band-1, Rs.5200-20200 with grade pay of Rs.1800", the entries " Level-1 (Rs.18000- 56900) in the Pay Matrix" shall be substituted.

सा.का.सा.का.सा.का.सा.का.िन.िन.िन.िन.18181818....————राष्ट्रपति, संविधान के अनु(cid:15)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:27)ए पू}त और निपटान महानिदेशालय, सहायक निदेशक (गुणता आdासन), Tेणी-।। भर्ती नियम, 2013 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं अर्थात् :-
1. (1) इन नियमों का संक्षिप्त नाम पू}त और निपटान महानिदेशालय, सहायक निदेशक (गुणता आdासन), Tेणी-2 (संशोधन) िनयम, 2016 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पू}त और निपटान महानिदेशालय, सहायक निदेशक (गुणता आdासन), Tेणी-2 भर्ती नियम, 2013 (जिसे इसमें इसके प~ात् उक्त नियम कहा गया है) में, नियम 2 के स्थान पर, निम्नलिखित नियम रखा जाएगा ।
"2. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर या वेतनमान :- पद की संख्या, उसका वर्गीकरण, वेतन मैट्रिक्स में लेवल या उससे संब6 वेतनमान, इन नियमों से संल> अनुसूची के स्तंभ (2) से (4) में यथा विनिCदष्ट होगा ।
3. उक्त नियमों की अनुसूची में, —
(क) स्तंभ 4 में —
अअअअ. शीर्ष के स्थान पर निम्नलिखित शीर्ष रखा जाएगा अर्थात् :-
"वेतन मैट्रिक्स में स्तर या वेतनमान"
आआआआ. विद्यमान प्रविष्टि के स्थान पर, निम्नलिखित प्रविष्टि रखी जाएगी अर्थात् :-
"वेतन मैट्रिक्स V. 44900 – 142400 में स्तर 7"
(ख) स्तंभ 10 में —
अअअअ. टिप्पण 1 में, "वेतन बै(cid:128)ड-2 V. 9300-34800 + Tेणी वेतन V. 4200" के स्थान पर निम्नलिखित शब्द और अंक रखे जाएंगे अर्थात् :-
"वेतन मैट्रिक्स V. 35400 – 112400 में स्तर 6"
आ. आ. आ. आ. टिप्पण 2 की मद (ii) में, "वेतन बै(cid:128)ड-2 V. 9300 – 34800 + Tेणी वेतन V. 4200" शब्दों, अंकों और अक्षरों के स्थान पर निम्नलिखित शब्द और अंक रखे जाएंगे अर्थात् :-
"वेतन मैट्रिक्स V. 35400 – 112400 में स्तर 6"

G.S.R.18. – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate General of Supplies and Disposals, Assistant Director (Quality Assurance), Grade II Recruitment Rules, 2013, namely:-

2. In the Directorate General of Supplies and Disposals, Assistant Director (Quality Assurance), Grade II Recruitment Rules, 2013 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. Number of post, classification, level in the pay matrix or pay scale.- The number of post, its classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules."
3. In the said rules, in the Schedule,–
(a) in column (4),–
A. for the heading, the following heading shall be substituted, namely:-
"Level in the pay matrix or pay scale."
B. for the existing entry, the following entry shall be substituted, namely:-
"Level 7 in the pay matrix Rs. 44900 – 142400.
(b) in column (10),-
A. in Note 1, for the words, figures and letters "Pay Band-2 Rs. 9300 – 34800 with Grade Pay of Rs. 4200", the following words and figures shall be substituted, namely:-
"level 6 in the pay matrix Rs. 35400 - 112400";
B. in Note 2, in item (ii), for the words, figures and letters "Pay Band-2 Rs. 9300 – 34800 plus grade pay of Rs. 4200", the following words and figures shall be substituted, namely:-
"level 6 in the pay matrix Rs. 35400 – 112400.".

(2) ये नियम राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. वाणिज्य और उद्योग मंत्रालय, वाणिज्य विभाग, पू}त तथा निपटान महानिदेशालय, क्षेत्रीय कार्यालय आशुलिपिक Xेड-2 पद भर्ती नियम, 2016 (जिसे इसमें इसके प~ात् उक्त नियम कहा गया है), में नियम 2 के स्थान पर, निम्नलिखित नियम रखे जाएंगे ।
"2. पद की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर - उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो स्तर इन नियमों से उपाब6 अनुसूची के स्तंभ (2) से (4) तक विनिCदष्ट है ।
3. उक्त नियमों की अनुसूची के स्तंभ 4 में —
(क) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात् :-
