G.S.R. 41.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Sugar Institute [Mechanicy (Instrument)/Fine Mechanic] Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Instrument Mechanic in National Sugar Institute, Kanpur in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely :-

1. Short title and commencement. – (1) These rules may be called the National Sugar Institute, Instrument Mechanic, (Group 'C' post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.– The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the Schedule.

4. Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,[भाग II—खण्ड 3(i)] भारत का राजपत्रा : पफरवरी 18, 2017/माघ 29, 1938 147 Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Short title and commencement .- (1) These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, Motor Driver (Group 'C' Post) Recruitment Rules, 2017. (2) They shall come into the force on the date of their publication in the Official Gazette. 2. Number of post, classification and Level in the Pay Matrix.- The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc .- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. - No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving .- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Health and Family Welfare, Directorate General of Health Services, National Medical Library, Recruitment Rules, 2016, at serial number 5, relating to the post of Library and Information Assistant, under column (11) under the heading Deputation (including short term contract), the words, brackets and figures "Departmental Library Clerk(s) in Pay Band-1, Rs.5200-20200/- with grade pay Rs.1900/- with ten years of regular service in the grade and possessing Bachelor's Degree in Library Science or Library and Information Science from a recognised University or Institute shall also be considered along with outsiders. In case he or she is selected, the post shall be treated as having been filled by promotion otherwise, it will be treated as having been filled by deputation (including short-term contract)" shall omitted.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Civil Aviation, Directorate General of Civil Aviation, Library and Information Assistant (Group 'B' Non- Gazetted Post) Recruitment Rules, 2016,-

2. प्रौढ़ षिक्षा निदेषालय, स्कूल षिक्षा और साक्षरता विभाग, मानव संसाधन विकास मंंत्रालय में पुस्तकालय और सूचना सहायक भर्ती नियम, 2015 की अनुसूची में;-

(क) (1) नियम 2 में,श्षब्दों के स्थान पर "वेतन बैंड और ग्रेड वेतन या वेतनमान",श्षब्दों के स्थान पर, जहां-जहां वे आते हैं, "वेतन मैट्रिक्स में स्तर" षब्द रखें जाएंगें ;

(2) अनुसूची के स्तंभ 4 में,-

(i) षीर्षकश्के स्थान पर निम्नलिखित षीर्षक रखा जाएगा; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर";

(ii) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएगी; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर-6 (35400-112400 रुपये)";

(ख) "स्तंभ (11)" में:-

(i) प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) + प्रोन्नति उप-शीर्ष के अधीन उप-पैरा (ii) ेमे "वेतन बैंड-1, 5200-20200 रुपये + ग्रेड वेतन 2800रुपये" प्रविष्टियों के स्थान पर "ंवेतन मैटि्‌्रक्स में स्तर-5 (29200-92300 रुपये) " प्रविष्टियां रखी जाएगी ।

(ii) वांछनीय उप षीर्षक के अधीन "वेतन बैंड-1, 5200-20200 रुपये + ग्रेड वेतन 1900 रुपये" प्रविष्टियों के स्थान पर "ंवेतन मैटि्‌्रक्स में स्तर-2 (19900-63200 रुपये) प्रविष्टियां रखी जाएगी ।

G.S.R. 47.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate of Adult Education, Department of School Education and Literacy, Ministry of Human Resource Development, Library and Information Assistant, Recruitment Rules, 2015, namely :-

1. Short title & commencement (1) These rules may be called the Directorate of Adult Education, Ministry of Human Resource Development, Department of School Education and Literacy Library and Information Assistant, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Directorate of Adult Education, Ministry of Human Resource Development, Department of School Education and Literacy, Library and Information Assistant, Recruitment Rule, 2015,-

(a) (1) In Rule 2, for the words, "pay band and grade pay or pay scale" at both the places where they occur, the words "Level in the pay matrix" shall be substituted;

(2) in the Schedule, in column (4),-

(i) for the heading, the following heading shall be substituted, namely;

"Level in the pay matix';

(ii) for the entries the following entries shall be substituted, namely;

"Level 6(Rs.35400-112400) in the Pay Matrix".

(b) "In column (11).-

(i) under sub heading Deputation(including short-term contract) plus promotion, of sub- para (ii)] for the entries the Pay Band-1, Rs.5200-20200 Plus Grade Pay of Rs.2800", the entries " Level-5 (Rs.29200-92300 in the Pay Matrix" shall be substituted.

(ii) under sub-heading "Desirable", for the entries "Pay Band-1Rs 5200-20200 plus Grade Pay of Rs.1900" the entries "Level 2 (Rs.19900-63200) in the pay matrix" shall be substituted.

1. संक्षिप्त नाम और प्रारंभ : (1) इन नियमों का संक्षिप्त नाम मानव संसाधन विकास मंंत्रालय, प्रौढ़ षिक्षा निदेषालय, स्कूल षिक्षा और साक्षरता विभाग में उच्च श्रेणी लिपिक भर्ती (संषोधन) नियम, 2017 है।

(2) ये राजपत्र में प्रकाषन की तारीख को प्रवृत्त होंगे।

2. मानव संसाधन विकास मंंत्रालय, प्रौढ़ षिक्षा निदेषालय, स्कूल षिक्षा और साक्षरता विभाग उच्च श्रेणी लिपिक भर्ती नियम, 2014 में;-

(क) (1) नियम 2 "वेतन बैंड और ग्रेड वेतन या वेतनमान", दोनो स्थान पर जहां वे आते हैं, शब्दों के स्थान पर "वेतन मैट्रिक्स में स्तर" शब्द रखें जाएंगें ।

(2) अनुसूची के स्तंभ (4) में,-

(i) श्षीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर"; (ii) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएगी; अर्थात्‌ः- "वेतन मैट्रिक्स में स्तर-4 (25500-81100 रुपये)";

अिधOमण से पहले किया गया है या करने का लोप किया गया है राष्ट्रीय वर्षा सिचित क्षेत्र प्राधिकरण, कृ षि एवं किसान

कल्याण मंत्रालय, कृ िष, सहकारिता एवं किसान कल्याण विभाग में वरिष्ठ तकनीकी सहायक के पद पर भर्ती की पद्वति का विनियमन करने के लिए निम्निलिखत नियम बनाते हैं अर्थातः-

1.1.1.1. संसंसंसंक्षिप्तक्षिप्तक्षिप्तक्षिप्त नाम और प्रारंभनाम और प्रारंभनाम और प्रारंभनाम और प्रारंभ :-

(i ) इन नियमों का संक्षिप्त नाम - राष्ट्रीय वर्षा सिचित क्षेत्र प्राधिकरण, कृ िष एवं किसान कल्याण मंत्रालय, कृ िष

सहकारिता एवं किसान कल्याण िवभाग, वरिष्ठ तकनीकी सहायक (समूह ' ख 'पद) भर्ती नियम, 2017 है I

(ii) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवत्त होंगें I

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता – वह aयक्ति –

(क) जिसने ऐसे aयक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है या विवाह की संविदा की है (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते Uए किसी aयक्ति से विवाह किया है, उक्त पद पर नियुक्ति का पात्र नह(cid:26) होगा

परन्तु यदि के न् ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे aयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुKेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी aयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी I

5. शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति शिथिल करने की शक्ति – जहां के न् ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण है, उन्हें लेखबद्व करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के aयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी I

CावृतिCावृतिCावृतिCावृति – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह(cid:26) डालेगी, िजनका के न् ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के aयक्तियों के लिए उपबंध करना अपेक्षित है I

supersession of the National Rainfed Area Authority, Ministry of Agriculture and Farmers Welfare, Department of Agriculture, Cooperation and Farmers Welfare, Senior Technical Assistant (Group 'B' post ), Recruitment Rules , 2016 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Technical Assistant in the National Rainfed Area Authority, Ministry of Agriculture and Farmers Welfare, Department of Agriculture , Cooperation and Farmers Welfare, namely :- 1. Short title and commencement - (1) These rules may be called the National Rainfed Area Authority, Ministry of Agriculture and Farmers Welfare, Department of Agriculture , Cooperation and Farmers Welfare, Senior Technical Assistant (Group 'B' post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix:- The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification, etc.: - The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the above said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
