सा.का.नि. 60.—केन्द्रीय सरकार, सशस्त्र सीमा बल अधिनियम, 2007 (2007 का 53) की धारा 155 की उपधारा (2) के खंड (क) और खंड (ग) के साथ पठित उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए गृह मंत्रालय के अधीन सशस्त्र सीमा बल, योधक सिपाही (चालक) में समूह 'ग' पद भर्ती नियम, 2012 का और संषोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्‌ :-

1. (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल योधक सिपाही (चालक) में समूह 'ग' पद भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त हाेंगे।

2. सशस्त्र सीमा बल, योधक सिपाही (चालक) में समूह 'ग' पद भर्ती नियम, 2012 में,-

(I) नियम 3 के स्थान पर निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात्‌ :-

"3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.- उक्त पदों की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं। " ;

G.S.R. 60.—In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007), the Central Government hereby makes the following rules further to amend the Sashastra Seema Bal, Combatised Constable (Driver) Group 'C' Posts Recruitment Rules, 2012 under the Ministry of Home Affairs, namely:-

1. (1) These rules may be called the Sashastra Seema Bal, Combatised Constable (Driver) Group 'C' Posts, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal, Combatised Constable (Driver) Group 'C' Posts, Recruitment Rules, 2012,- (I) for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification and level in the pay matrix.—The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the aforesaid Schedule.";

(II) in the Schedule,-

(a) for the heading to column (4), the following heading shall be substituted, namely:-

"Level in the pay matrix";

(b) for the entries under column (4), the following entry shall be substituted, namely:-

"Level 3" .

1. संक्षिप्त नाम और प्रारम्भ.—(1) इन नियमों का संक्षिप्त नाम मानव संसाधन विकास मंंत्रालय, स्कूल शिक्षा और साक्षरता विभाग, प्रौढ़ शिक्षा निदेशालय (निदेशक) समूह 'क' पद भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. मानव संसाधन विकास मंंत्रालय, स्कूल शिक्षा और साक्षरता विभाग, प्रौढ़ शिक्षा निदेशालय (निदेशक) समूह 'क' पद भर्ती नियम, 2015 में;-

(क) (1) नियम 2 में, "वेतन बैंड और ग्रेड वेतन या वेतनमान",शब्दों के स्थानों पर, जहां-जहां वे आते हैं, "वेतन मैट्रिक्स में स्तर" शब्द रखें जाएंगे ;

(2) अनुसूची के स्तंभ (4) में,-

(i) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर";

(ii) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर-13 (118500-214100 रुपये)";

(ख) "स्तंभ (11)" में,-उप शीर्षक प्रतिनियुक्ति (जिसके अंतर्गत अल्पकालिक संविदा भी है) के अधीन-

(i) उप-पैरा (ii) मेें "वेतन बैंड-3, 15600-39100 रुपये + ग्रेड वेतन 7600 रुपये" प्रविष्टियों के स्थान पर "वेतन मैटि्‌्रक्स में स्तर-12 (78800-209200 रुपये) " प्रविष्टियां रखी जाएंगी ।

(ii) उप-पैरा (iii) में "वेतन बैंड-3, 15600-39100 रुपये + ग्रेड वेतन 6600 रुपये" प्रविष्टियों के स्थान पर "वेतन मैटि्‌्रक्स में स्तर-11 (67700-208700 रुपये)" प्रविष्टि रखी जाएगी ।

G.S.R. 61—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Human Resource, the Department of School Education and Literacy Development, Directorate of Adult Education (Director) Group 'A' post Recruitment Rules, 2015, namely:-

1. Short title and commencement.-(1) These rules may be called the Ministry of Human Resource Development, the Department of School Education and Literacy, the Directorate of Adult Education (Director) Group 'A' post Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Human Resource, the Department of School Education and Literacy Developmen, the Directorate of Adult Education (Director) Group 'A' post Recruitment Rules, 2015,-

(1) in rule 2, for the words, "pay band and grade pay or pay scale" in both the places where they occur, the words "level in the pay matrix" shall be substituted;

(2) in the Schedule,- (a) in column (4),-

(i) for the heading, the following heading shall be substituted, namely:-

"Level in the pay matrix";

(ii) for the entries under column (4) the following entries shall be substituted, namely:-

"Level, 13 (Rs.118500-214100) in the Pay Matrix";

(b) in column (11).- under sub heading Deputation (including short-term contract) (i) in sub-para (ii) for the entries, "the pay band-3, Rs.15600-39100 with grade pay of Rs.7600", the entries " Level-12 (Rs.78800-209200) in the Pay Matrix" shall be substituted.

(2) अनुसूची में स्तंभ (4) में,-

(क) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा; अर्थात्‌ः;

"वेतन मैट्रिक्स में स्तर";

(ख) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी; अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर-1 (18000-56900 रुपये)";

(क) स्तंभ शीर्षक के स्थान पर, निम्नलिखित स्तंभ शीर्षक रखा जाएगा, अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर";

(ख) प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां रखी जाएगी, अर्थात्‌ः-

G.S.R. 63.—In the exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Central Ground Water Board, Gestetner Operator (Senior), Group 'C' Post, Recruitment Rules, 2015, namely:-

1. (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Central Ground Water Board, Gestetner Operator (Senior), Group 'C' Post, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Water Resources, River Development and Ganga Rejuvenation, the Central Ground Water Board, Gestetner Operator (Senior), Group 'C' Post, Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification and level in pay matrix.— The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules".

1. (1) इन नियमों का संक्षिप्त नाम जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय, के न्,ीय भूमिगत जल बोर्ड, ब& कार्य कर्मचारीवृ ंद, समूह "ग" पद, भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. जल संसाधन मंत्रालय, के न्,ीय भूमिगत जल बोर्ड, ब& कार्य कर्मचारीवृ ंद समूह "ग" पद भर्ती नियम, 2016 में, (जिसे इसमें इसके पHात

उक्त नियम कहा गया है), नियम 1 के उप-नियम (1) में "जल संसाधन मंत्रालय" शब्दों के स्थान पर "जल संसाधन, नदी िवकास और गंगा

संरक्षण मंत्रालय" शब्द रखे जाएंगे।

³. उक्त नियमों में, नियम ² के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्‌ः-

"2. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर-उक्त पद की संख्या, उसका वर्गीकरण और उससे संलQ वेतन मैट्रिक्स में

स्तर को इन नियमों से उपाबR अनुसूची के स्तंभ (2) से (4) में विनिTदष्ट किया जाएगा।"

4. उक्त नियमों की अनुसूची के स्तंभ (4) में-

(क) शीर्षक स्तंभ के स्थान पर, निम्नलिखित स्तंभ शीर्षक रखा जाएगा, अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर";

(ख) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर 1 (18,000 Xपए)"

In the Ministry of Water Resources, the Central Ground Water Board, Multi Tasking Staff, Group 'C' Post, Recruitment Rules, 2016 (hereinafter referred to the said rules), in sub-rule (1) of rule 1, for the words "Ministry of Water Resources," the words "Ministry of Water Resources, River Development and Ganga Rejuvenation," shall be substituted.

3. In the said rules, for rule 2, the following rule shall be substituted, namely:-

सा.का.िनसा.का.िनसा.का.िनसा.का.िन. 65656565....—राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए, के न्/ीय

भूिमगत जल बोर्ड (आशुलिपिक ]ेणी-III, समूह 'ग' पद) भर्ती नियम, 2014 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः-

1. संक्षिप्त नाम और प्रारंभः (1)1. संक्षिप्त नाम और प्रारंभः (1)1. संक्षिप्त नाम और प्रारंभः (1)1. संक्षिप्त नाम और प्रारंभः (1) इन नियमों का संक्षिप्त नाम के न्/ीय भूमिगत जल बोर्ड, आशुलिपिक ]ेणी-III, (समूह 'ग' पद) भर्ती (संशोधन) िनयम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. के न्/ीय भूमिगत जल बोर्ड, आशुलिपिक ]ेणी-III, (समूह 'ग' पद) भर्ती नियम, 2016 में-

(क) नियम 2 के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ः-

"2. पदों की संख्या, वर्गीकरण, वेतन मैट्रिक्स में स्तर- पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे

होंगे जो इन नियमों से उपाबV अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विनिOदष्ट है।"

(ख) अनुसूची में-

(i) स्तम्भ (1) में, प्रविष्टि के स्थान पर "आशुलिपिक ]ेणी-II" प्रविष्टि रखी जाएगी;

(ii) स्तम्भ (4) में-

(अ) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌-"वेतन मैट्रिक्स में स्तर";

(आ) प्रविष्टि के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी अर्थात्‌ः-

"वेतन मैट्रिक्स में स्तर-4"

G.S.R.65.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Central Ground Water Board (Stenographer Grade-III, Group 'C' post) Recruitment Rules, 2014 namely:-

1. (1) These rules may be called the Central Ground Water Board Stenographer Grade-III (Group 'C' Post) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Ground Water Board, Stenographer Grade-III, (Group 'C' Post) Recruitment Rules, 2014, (a) for rule 2 the following shall be substituted namely:-

"2. Number of post, classifications, Level in pay matrix.- The number of post, its classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule.",

(c) in the Schedule,-

(i) in column (1), for the entry, the entry "Stenographer, Grade II", shall be substituted;

(ii) in column (4),-

(A) for the heading, the following heading shall be substituted, namely:-

"level in the pay matrix";

(B) for the entry, the following entry shall be substituted, namely:-

"level-4 in the pay matrix".

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते 'ए किसी jयक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहk होगा :

परन्तु यदि के न्/ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे jयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुlेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी jयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5555. . . . शिथिल करने कीशिथिल करने कीशिथिल करने कीशिथिल करने की शक्तिशक्तिशक्तिशक्ति....————जहां के न्/ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण है, उन्हें लेखबV करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के jयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6666. . . . व्यावृत्ति.-इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 67.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of the Central Training Institute for Poultry Production and Management, Hesserghatta, (Group 'B' post) Recruitment Rules, 1979 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Technical Assistant in the Central Poultry Development Organisation, (Southern Region) Hesserghatta, Bangaluru, in the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, namely;-

1. Short title and commencement .— (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Central Poultry Development Organization, Senior Technical Assistant (Group 'B' post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.— The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.—No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the candidate belonging to the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Recruitment Rules, 2014 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group 'A' posts in the National Rainfed Area Authority, Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture and Farmers Welfare namely:Ñ

परन्तु यदि के न्/ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे tक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुlेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी tक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 69696969.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Welfare (Group 'A' and 'B' posts) Recruitment Rules, 1992, insofar as they relate to the post of Deputy Director (Media), except as respects things done and omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Deputy Director (Media) in the Ministry of Social Justice and Empowerment, Programme Division (Drug Abuse Prevention Division), namely:

1. Short title and commencement. - (1) These rules may be called the Ministry of Social Justice and Empowerment, Department of Social Justice and Empowerment Deputy Director (Media), Group 'A' Post Recruitment Rules, 2017.

(2)They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, its classification, level in the pay matrix.-The number of said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax,- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving,- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1111. संक्षिप्त. संक्षिप्त. संक्षिप्त. संक्षिप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ---- (1)(1)(1)(1) इन नियमों का नाम भारतीय रेडियो विनियामक (समूह 'क') सेवा (संशोधन) िनयमावली, 2017 है।

(2) ये नियम राजपत्र में इनके प्रकाशन की तारीख से प्रवृत्त होंगे।

2. भारतीय रेिडयो िविनयामक (समूह 'क') सेवा िनयमावली, 2015 में:-

(।) नियम 4में;

(क) उप नियम (।) में, खंड (क) में ''वेतन बैंड, {ेड वेतन अथवा वेतनमान'' शब्दों के स्थान पर ''वेतन मैट्रिक्स में स्तर'' शब्द प्रतिस्थापित किए जाएंगे;

(ख) उप नियम (2) में, खंड (ख) में ''वेतन बैंड और {ेड वेतन अथवा वेतनमान'' शब्दों के स्थान पर ''वेतन मैट्रिक्स में स्तर'' शब्द प्रतिस्थापित किए जाएंगे;

(2) नियम 6 में, उप-नियम (2) में, खंड (ख) में ''वेतन बैंड-3, {ेड वेतन 7600/- Z. प्रविष्टि के लिए ''वेतन मैट्रिक्स (78800-209200/- Z.) में स्तर-12'' प्रविष्टि प्रतिस्थापित की जाएगी;

(क) उप नियम (5) में;

(i) खंड (ख) के लिए निम्नलिखित खंड प्रतिस्थापित किया जाएगा, अर्थात:-

''पदोन्नति के लिए न्यनूतम अर्ह सेवा की गणना के प्रयोजन से किसी अधिकारी द्वारा पहली जनवरी, 2016 से पूर्व िनयमित आधार पर की गई सेवा, 7वें कें /ीय वेतन आयोग की सिफारिशों पर आधारित संशोधित वेतन संरचना प्रदान किए जाने की तारीख से आयोग की सिफारिशों के आधार पर प्रदान किए जाने वाले वेतन मैट्रिक्स में समकक्ष स्तर में की गई सेवा मानी जाएगी''।

(ii) खंड (ग) के लिए निम्नलिखित खंड प्रतिस्थापित किया जाएगा, अर्थात:-

G.S.R. 70.— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Indian Radio Regulatory ( Group 'A') Service Rules, 2015, namely:-

1. Short title and commencement.- (1) These rules may be called the Indian Radio Regulatory (Group 'A') Service (Amendment) Rules , 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Indian Radio Regulatory (Group 'A') Service Rules, 2015,-

(1) in rule 4,-

(a) in sub-rule (1), in clause (a), for the words "pay band, grade pay or pay scale", the words " the level in the pay matrix" shall be substituted;

(b) in sub-rule (2), in clause (b), for the words " pay band and grade pay or pay scale", the words " the level in the pay matrix" shall be substituted;

(2) in rule 6, in sub-rule (2), in clause (b), for the entry " Pay Band-3, Grade Pay of Rs. 7600/-, the entry " Level 12 in the pay matrix (Rs. 78800-209200)" shall be substituted;

(3) in rule 7,

(a) in sub-rule (5),-

(i) for clause (b), the following clause shall be substituted, namely:-

"for the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2016, the date from which the revised pay structure based on the 7th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding Level in the pay matrix extended based on the recommendations of the Commission";

(ii) for clause (c), the following clause shall be substituted, namely:-

"for purposes of appointment on deputation or absorption basis, the Service rendered on a regular basis by an officer prior to 1st January, 2016, the date from which the revised pay structure based on Seventh Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised Level in the pay matrix into one grade with a common level in the pay matrix and where this benefit shall extend only for the posts for which that level in the pay matrix is the normal replacement grade without any up-gradation";

(b) in sub-rule (6), in clause (a), for the entries " grade pay in pay band 3 or pay band 4 or HigherAdministrative Grade" the entries Level – 10 or Level-11 or Level-12 or Level-13 or Level-14 or Level -15 in the pay matrix" shall be substituted;

(4) for SCHEDULE –I, the following Schedule shall be substituted, namely:-

"SCHEDULE-I [See rule 2(g), 3, 4(1), 4(2), 5(2), 5(3), 6(1), 7(1) and 7(2)]

((((क)))) जिसने ऐसे jयक्ति से, जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है; या ((((ख)))) िजसने अपने पित या अपनी पत्नी के जीवित होते 'ए किसी jयक्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पद पर नियुक्ति के िलए पात्र नहk होगा:

परंतु यदि के न्/ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह, ऐसे jयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुlेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी jयक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

G. S. R. 72.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Information and Broadcasting (Main Secretariat) Multi Tasking Staff Recruitment Rules, 2010, namely:-

1. (1) These rules may be called the Ministry of Information and Broadcasting (Main Secretariat) Multi Tasking Staff Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Information and Broadcasting (Main Secretariat) Multi Tasking Staff Recruitment Rules, 2010,- (i) in rule 2, for the words "scales of pay", occurring at both the places, the words "Level in the Pay Matrix" shall be substituted;

(ii) In the Schedule, for column 4 and the entries relating thereto, the following shall be substituted, namely:-

सासासासा....काकाकाका....िन.िन.िन.िन. 73.73.73.73.––––राष्ट्रपति, संविधान के अनु(cid:24)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते 'ए और चीनी िनदेशालय, मुख्य निदेशक भर्ती नियम, 1987 तथा वनस्पित, वनस्पित तेल तथा वसा िनदेशालय (मुख्य िनदेशक, उप मुख्य िनदेशक, िनदेशक और उप निदेशक) भर्ती नियम, 1979, को जहां तक कि उनका संबंध मुख्य िनदेशक के पद से है, उन बातों के िसवाए अधिaान्त करते 'ए, जिन्हें ऐसे अधिaमण से पहले किया गया है या करने का लोप किया गया है, उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, खाद्य और सार्वजनिक वितरण विभाग में चीनी और वनस्पति तेल निदेशालय में निदेशक के पद पर भर्ती की पVति का नियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

(क) जिसने ऐसे tक्ति से जिसका पति या जिसकी पuी जीवित है, विवाह किया है, या (ख) िजसने अपने पित या अपनी पuी के जीवित रहते 'ए किसी tक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहk होगा :

परन्तु यदि के न्/ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे tक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुlेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी tक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. 5. 5. 5. शिथिल करने की शक्ति:शिथिल करने की शक्ति:शिथिल करने की शक्ति:शिथिल करने की शक्ति:---- जहां के न्/ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबV करके और संघ लोक सेवा आयोग से परामर्श करते 'ए, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के tक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. 6. 6. 6. ;ावृत्ति:;ावृत्ति:;ावृत्ति:;ावृत्ति:---- इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहk डालेगी, जिनका के न्/ीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूिचत जनजातियों, अन्य पिछड़े वगv, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के tक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 73737373.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Directorate of Sugar, Chief Director, Recruitment Rules, 1987 and Directorate of Vanaspati, Vegetable Oils and Fats (Chief Director, Deputy Director, Director) Recruitment Rules, 1979 in so far as they relates to the post of Chief Director, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director in the Directorate of Sugar and Vegetable Oils under the Department of Food and Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, namely :-

1. Short title and commencement. – (1) These rules may be called the Directorate of Sugar and Vegetable Oils, Director (Group 'A' post) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and the level in the pay matrix.– The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the abovesaid Schedule.

4. Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse

living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any

person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, other backward classes and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
