सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 76767676....————भारत के संविधान के अनु(cid:25)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए राष्ट्रपति एत+ारा विदेश मंत्रालय में अताशे (साइबर सुरक्षा) के पद की भर्ती के तरीके को विनियमित करने के संबंध में निम्नलिखित नियम बनाते हैं, अर्थातः- 1.1.1.1. संक्षिप्त नाम और प्रारंभःसंक्षिप्त नाम और प्रारंभःसंक्षिप्त नाम और प्रारंभःसंक्षिप्त नाम और प्रारंभः---- (1)(1)(1)(1) इन नियमों को विदेश मंत्रालय अताशे (साइबर सुरक्षा) समूह 'ख' पद भर्ती नियमावली, 2016 कहा जाएगा।
(2) ये राजपत्र में प्रकाशन की तारीख से प्रभावी होंगे।

(क) जिसने किसी ऐसे Mक्ति से विवाह किया है या विवाह का इकरार किया है जिसकी एक जीवित पित/पNी है, अथवा
(ख) िजसने एक जीिवत पित/पNी के रहते (ए किसी अन्य Mक्ति से विवाह किया या विवाह का इकरार किया है, उक्त पद पर नियुक्ति के लिए पात्र नहO होगा।
परंतु यदि कें P सरकार इस बात से संतुष्ट हो कि ऐसा िववाह उस Mक्ति और दूसरे Mक्ति के संबंध में लागू पर्सनल लॉ के अंतर्गत अनुमत्य है और ऐसे िववाह के िलए दूसरे आधार विद्यमान हैं तो किसी Mक्ति के मामले में इन नियमों के लागू किए जाने पर छू ट प्रदान कर सकती है।
5. 5. 5. 5. छू टछू टछू टछू ट देनेदेनेदेनेदेने कीकीकीकी शशशशक्तिःक्तिःक्तिःक्तिः यदि कें P सरकार यह मानती है कि ऐसा किया जाना जरूरी या अपरिहार्य है, तो वह लेखबG किए गए कारणों के आधार पर आदेश पारित करके और संघ लोक सेवा आयोग के परामर्श से Mक्तियों के किसी वर्ग या Uेणी को इन नियमों के प्रावधानों से छू ट प्रदान कर सकती है।
6.6.6.6. ,ावृ,ावृ,ावृ,ावृत्तिःत्तिःत्तिःत्तिः इन नियमों में कही गयी कोई बात कें P सरकार द्वारा अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और Mक्तियों की अन्य िवशेष Uेणियों को दिए जाने वाले आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों के संबंध में समय-समय पर जारी आदेशों को प्रभावित नहO करेगी।

New Delhi, the 28th March, 2017
G.S.R. 76.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules, regulating the method of recruitment to the post of Attache (Cyber Security) in the Ministry of External Affairs, namely :-
1. (I) Short title and commencement.- These Rules may be called the Ministry of External Affairs, Attache (Cyber Security) Group B Post Recruitment Rules, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and the Level in Pay Matrix.- The number of the said post, its classification and the Level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the above referred Schedule.
4. Disqualifications.- No person, –
a. who has entered into or contracted a marriage with a person having a spouse living, or
b. who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal laws applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservations, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable: Certificate in Information Security or Centre for Development of Advanced Computing in Cyber Security or Cyber Law from a recognized University or Institute. 1. Short title and commencement,-(1) These rules may be called the Ministry of Human Resource Development, the Directorate of Adult Education, the Department of School Education and Literacy, Additional Director (Group 'A' post) Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.

(1)in rule 3, for the words, "pay band and grade pay or pay scale" in both the places where they occur, the words "level in the pay matrix" shall be substituted;
(2) in the Schedule, (a)in column (4),-
(i) for the heading, the following heading shall be substituted, namely:-

(ii) for the entries, the following entries shall be substituted, namely:-
"Level, 13(Rs.118500-214100) in the Pay Matrix";
(b)In column (11),-

2. नागर िवमानन मंत्रालय, नागर िवमानन महािनदेशालय, िवभागीय कैं टीन प्रबंधक Uेणी 2 (समूह 'ख' पद) भर्ती िनयम, 2016 में, िनयम 2 के स्थान पर, निम्नलिखित िनयम रखा जाएगा, अर्थात्:-
"2 . पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर: उक्त पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स स्तर वे होंगे, जो इन नियमों से उपाबG अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिtदष्ट हैं। "
3. उक्त िनयमो की अनुसूची में,
(i) स्तंभ 4 में,-
(क) स्तंभ शीर्षक के स्थान पर निम्नलिखित स्तंभ शीर्षक रखा जाएगा, अर्थात्:-

सासासासा....काकाकाका....िनिनिनिन.... 79.79.79.79.————राष्ट्रपति, संिवधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए और नागर िवमानन िवभाग (Uेणी-I और II पद) भर्ती िनयम, 1969, जहां तक इनका संबंध सहायक संचार अिधकारी और नागर िवमानन िवभाग, संचार सहायक, तकनीकी सहायक भर्ती िनयम 1982 से है, उन बातों के िसवाय अधिbांत करते (ए, जिन्हें ऐसे अधिbमण से पूर्व किया गया है या करने का लोप किया गया है, नागर िवमानन मंत्रालय, नागर िवमानन महािनदेशालय सहायक संचार अिधकारी और संचार सहायक के पद की भर्ती पGति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थातः-
1.1.1.1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारंभःप्रारंभःप्रारंभःप्रारंभः----
1. इन नियमों का संक्षिप्त नाम नागर िवमानन मंत्रालय, नागर िवमानन महािनदेशालय, सहायक संचार अिधकारी और संचार सहायक (समूह ''ख'' राजपत्रित और अराजपत्रित पद) भर्ती िनयम, 2017 है।
2. ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

3.3.3.3. भर्तीभर्तीभर्तीभर्ती कीकीकीकी प1तिप1तिप1तिप1ति, , , , आयुआयुआयुआयु----सीमासीमासीमासीमा औरऔरऔरऔर अन्यअन्यअन्यअन्य अर्हताएंअर्हताएंअर्हताएंअर्हताएं, , , , आदिआदिआदिआदि;;;; उक्त पदों पर भर्ती की पGति, आयु-सीमा, अर्हताएं और उससे संबंिधत अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनिtदष्ट हैं।
4.4.4.4. निरर्हताःनिरर्हताःनिरर्हताःनिरर्हताः---- वह Mक्ति,
(क) िजसने ऐसे Mक्ति से िजसका पित या पNी जीिवत है, िववाह किया है; या
(ख) िजसने अपने पित या पNी के जीिवत रहते (ए किसी Mक्ति से िववाह किया है;
उक्त पद पद नियुक्ति के िलए पात्र नहO होगा।
परन्तु यदि कें Pीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Mक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध अधीन अनुiेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Mक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।
5.5.5.5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति,,,,---- जहां तक कें दीय सरकार की राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण है, उन्हें लेखबG करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Mक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी।
6.6.6.6. ,ावृत्ति,ावृत्ति,ावृत्ति,ावृत्ति,,,,---- इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहO डालेगा, िजनका कें Pीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनूसूिचत जातियों, अनुसूिचत जनजातियों, अन्य िपछड़े वगx, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Mक्तियों के िलए उपबंध करना अपेक्षित है।

G.S.R. 79.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Civil Aviation Department (Class I and Class II posts), Recruitment Rules, 1969, in so far as they relate to the post of the Assistant communication Officer and the Civil Aviation Department, Communication Assistant and Technical Assistant Recruitment Rules 1982, in so far as they relate to the post of the Communication Assistant, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Assistant Communication Officer and Communication Assistant in the Ministry of Civil Aviation, Directorate General of Civil Aviation, namely:-
1. Short title and commencement.—
(1) These rules may be called the Ministry of Civil Aviation, Directorate General of Civil Aviation, the Assistant Communication Officer and Communication Assistant (Group 'B' Gazetted and Non-Gazetted Posts), Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2 Number of Posts, classification and Level in Pay Matrix.- The number of the posts, their classification and the Level in the Pay Matrix shall be as specified in column (2) to (4) of the Schedule enclosed to these rules.
3. Method of recruitment, age- limit and other qualifications, etc.– The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification .– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax .– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving .– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) इन नियमों का संक्षिप्त नाम मंत्रिमंडल सचिवालय, सहायक पुस्तकालय और सूचना अधिकारी, भर्ती (संशोधन) नियम, 2017 है ।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. मंत्रिमंडल सचिवालय, सहायक पुस्तकालय और सूचना अधिकारी, भर्ती नियम, 2012 में, (इसके पzात् उसे उक्त नियम कहा गया है) नियम 3 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्:-
"3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर:- उक्त पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबG अनुसूची के स्तंभ (2) से स्तंभ (4) में निtदष्ट है ।"
3. उक्त नियम की अनुसूची में –
(i) स्तंभ (4) में, --
(क) स्तंभ शीर्षक के लिए निम्नलिखित स्तंभ शीर्षक रखा जाएगा, अर्थात् :-
"वेतन मैट्रिक्स में स्तर",
(ख) प्रविष्टि के लिए निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात् :-
"वेतन मैट्रिक्स में स्तर-7(44900-142400/-Y0)"
(ii) स्तंभ (11) में, प्रविष्टियों के लिए निम्नलिखित प्रविष्टि रखी जाएंगी, अर्थात् :-
"प्रतिनियुक्ति/आमेलन
कें Pीय सरकार के अधीन ऐसे अिधकारी-
(क) (i) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए (ए हैं; या
(ii) जिन्होंने मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर 6 (Y. 35400-112400/-) या समतुल्य पदों पर नियमित आधार पर नियुक्ति के पzात् उस स्तर में पांच वर्ष की सेवा की है; और[भाग II—खण्ड 3(i)] भारत का राजपत्रा : मार्च 18, 2017/पफाल्गुन 27, 1938 323 (ख) जिनके पास स्तंभ (7) के अधीन सीधे भर्ती किये जाने वाले Mक्तियों के लिए विहित शैक्षिक अर्हताएं और अनुभव हों ।

1. (1) These rules may be called the Cabinet Secretariat Assistant Library and Information Officer, Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Cabinet Secretariat Assistant Library and Information Officer, Recruitment Rules, 2012 (herein after referred to as the said rules), for rule 3, the following rule shall be substituted, namely: -

The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules."
3. In the Schedule to the said rules, -

G.S.R. 82.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Senior Gestetner Operator Group `C' Post Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Gestetner Operator in the Ministry of Water Resources, namely:-
1. Short title and commencement.__ (1) These rules may be called the Ministry of Water Resources, River Development & Ganga Rejuvenation, Senior Gestetner Operator, Group `C' Post, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, its classification, Level in Pay Matrix.—The number of post, its classification, Level in the Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

4. Disqualifications .—No person ___
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rules.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Serviceman and other special Categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सासासासा....काकाकाका....िनिनिनिन.... 83.83.83.83.————राष्ट्रपति, संविधान के अनु(cid:25)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए और संचार मंत्रालय, दूरसंचार विभाग पुस्तकालय और सूचना अधिकारी भर्ती नियम, 2001 का उन बातों के सिवाय अधिbांत करते (ए जिन्हें ऐसे अधिbमण से पहले किया है या करने का लोप किया है, संचार मंत्रालय, दूरसंचार विभाग में सहायक पुस्तकालय और सूचना अधिकारी के पद पर भर्ती की पGति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः-
1.1.1.1. संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ संक्षिप्त नाम और प्रारंभ ––––(1) इन नियमों का संक्षिप्त नाम संचार मंत्रालय, दूरसंचार विभाग, सहायक पुस्तकालय और सूचना अिधकारी, समूह 'ख' पद भर्ती नियम, 2017 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2.2.2.2. पदपदपदपद----संख्या, वर्गीकरण और वेतन मैट्रिक्ससंख्या, वर्गीकरण और वेतन मैट्रिक्ससंख्या, वर्गीकरण और वेतन मैट्रिक्ससंख्या, वर्गीकरण और वेतन मैट्रिक्स में में में में स्तरस्तरस्तरस्तर....————उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों में उपाबG अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिtदष्ट हैं।
3.3.3.3. भर्ती की प1ति, आयुभर्ती की प1ति, आयुभर्ती की प1ति, आयुभर्ती की प1ति, आयु----सीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदिसीमा, अर्हताएं आदि....————उक्त पद पर भर्ती की पGति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ (5) से स्तम्भ (13) में विनिtदष्ट हैं।
4. निरर्हता निरर्हता निरर्हता निरर्हता – वह Mक्ति, ----
(क) जिसने ऐसे Mक्ति से जिसका पति या जिसकी पNी जीवित है, विवाह किया है या विवाह की संविदा की है या (ख) जिसने अपने पति या अपनी पNी के जीवित रहते (ए किसी Mक्ति से विवाह किया है या विवाह की संविदा की है, उक्त पद पर नियुक्ति का पात्र नहO होगाः
परन्तु यदि के न्Pीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Mक्ति और विवाह के अन्य पक्षकार को स्वीकार्य विधि के अधीन आiेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी Mक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5.5.5.5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्Pीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखबG करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Mक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6.6.6.6. ,ा,ा,ा,ावृितवृितवृितवृित....————इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहO डालेगी, जिनका के न्Pीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, और अन्य पिछड़े वगk, भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के Mक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 83.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Communications, Department of Telecommunications, Library and Information Officer Recruitment Rules, 2001 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and Information Officer in the Department of Telecommunications, Ministry of Communications, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Communications and Information Technology, Department of Telecommunications, Assistant Library and Information Officer (Group 'B' Post) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the Pay Matrix.-The number of the said post, its classification and level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4 Disqualifications. - No person,-
(a) who has entered into or contracted a marriage with a person having spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party in the marriage and that there are other grounds for so doing exempt any person in the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, The Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 3 : For the purpose of appointment on deputation (Including Short Term Contract) basis, the service rendered on a regular basis by an officer prior to the 1st January, 2016, i.e., the date from which the revised Pay structure based on the Seventh Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding Level in the Pay Matrix extended based on the recommendations, of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one level with a common Level in the Pay Matrix, and where this benefit will extended only for the post(s) for which that Level in the Pay Matrix is the normal replacement level without any up-gradation. |

G.S.R. 84.—In exercise of the powers conferred by the proviso to article 309 of the constitution, the President hereby makes the following rules regulating the method of recruitment to Group 'B' post in the Department of Telecommunications (Headquarters), Departmental Canteen, namely:-
1. Short title and commencement.—(1) These rules may be called the Department of Telecommunications Headquarters, Departmental Canteen, Manager Grade II (Group 'B' post) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and the Level in the Pay Matrix.—The number of the said post, its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualifications etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.— No person,-
(a) who has entered or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

4. निरर्हता निरर्हता निरर्हता निरर्हता - वह ^क्ति -
((((क)))) िजसने ऐसे ^क्ति से िजसका पित या जिसकी प_ी जीिवत हैं, िववाह किया है या विवाह की संविदा की है;
((((ख)))) िजसने अपने पित या अपनी प_ी के जीिवत रहते 'ए किसी ^क्ति से िववाह किया है या विवाह की सविदा की है;
उक्त पद पर नियुक्ति का पात्र नहJ होगा :
परन्तु यदि के न्Kीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे ^क्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुMेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी ^क्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5.5.5.5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्ति शक्ति शक्ति शक्ति ---- जहां के न्Kीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब3 करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के ^क्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।
6.6.6.6. 7ावृत्ति7ावृत्ति7ावृत्ति7ावृत्ति ---- इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहJ डालेगी, िजनका के न्Kीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वगS, और अन्य िवशेष प्रवर्ग के ^क्तियों के िलए उपबंध करना अपेक्षित है।

टिप्प्णटिप्प्णटिप्प्णटिप्प्ण 1 1 1 1: पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में है, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नह- होंगे। इसी प्रकार प्रतिनियुक्त 0यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नह- होंगे।

G.S.R. 86.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Fishery Survey of India, Senior Accountant Recruitment Rules, 2004 and the Fishery Survey of India, (Accountant) Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Accountant in Fishery Survey of India, Mumbai under the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, namely:-
1. Short title and commencement.—(1) These rules may be called the Fishery Survey of India, Senior Accountant, Group 'B' post Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, pay band and grade pay or pay scale.—The number of posts, its classification, pay band and grade pay or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc.–The method of recruitment, age-limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.–No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1:- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2:- Period of deputation (including short-term contract) including period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty six years as on the closing date of the receipt of applications. Note 3:- For the purpose of appointment on deputation or absorption basis, the service rendered on a regular basis by an officer prior to the 1st January, 2006 (the date from which the revised pay structure based on the sixth Central Pay Commission recommendation has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation . |

G.S.R. 87.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Labour (Departmental Canteen Employees) Recruitment Rules, 2002, in so far as they relate to the post of Manager Grade-II, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Manager Grade-II in the Departmental Canteen of the Ministry of Labour and Employment, New Delhi, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Labour and Employment, Main Secretariat, Departmental Canteen Manager Grade-II (Group 'B' Post) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix.—The number of the said post, its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters connected thereto shall be as specified in columns (5) to (13) of the said Schedule.

(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2.— The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. Note 3.— The maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications. उक्त पद पर नियुक्ति के लिए पात्र नह- होगा:
परन्तु यदि के न्$ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे 0यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुqेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी 0यक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी।

वेतन आयोग की सिफारिशों पर आधारित वेतन-मैट्रिक्स में संशोधित लेवल विस्तारित किया गया है, वेतन आयोग की सिफारिशों पर आधारित विस्तारित वेतन-मैट्रिक्स में तत्स्थानी स्तर में की गई सेवा समझी जाएगी।

(क) (i) जो मूल काडर अथवा विभाग में नियमित आधार पर सदृश पद धारण कर रहे हैं; या
(ii) जो मूल काडर/विभाग में वेतन-मैट्रिक्स (44900 c.—142400 c.) में स्तर - 7 में नियमित आधार पर इसमें नियुक्ति के पश्चात् तीन वर्ष सेवाकर चुके हो; या
(iii) जो मूल काडरया विभाग में वेतन-मैट्रिक्स (35400c.-112400/-c.) में स्तर-6 में नियमित आधार पर इसमें नियुक्ति के पश्चात् आठ वर्ष सेवा कर चुके हो; या
(ख) स्तंभ 7 के अधीन सीधी भर्ती के लिए विहित शैक्षिक अर्हता और अनुभव रखते हों।
पोषक प्रवर्ग के ऐसे विभागीय अधिकारी, जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नह- होंगे। इसी प्रकार, प्रतिनियुक्त 0यक्ति, प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नह- होंगे।
(प्रतिनियुक्ति की अवधि जिसके अंतर्गत के न्$ीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाW पद पर प्रतिनियुक्ति की अविध है, साधारणतया 3 वर्ष से अधिक नह- होगी। प्रतिनियुक्ति पर नियुक्ति के लिए अिधकतम आयु-सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नह- होगी।)

G.S.R. 88.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Test House, Ministry of Consumer Affairs, Food and Public Distribution, Department of Consumer Affairs, Assistant Director (Official Language), Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Official Language) in the National Test House, under the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, namely :-
1. Short title and commencement.—(1). These rules may be called the National Test House, Assistant Director (Official Language), Recruitment Rules, 2017.
(2). They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification, level in the pay matrix.—The number of post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, educational qualifications, etc.—The method of recruitment, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule.
4. Disqualifications.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for the reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable : (i) Studied at the level of Matriculation of a recognised Board any one of the language other than Hindi included in the Eight Scheduled of the Constitution ; (ii) Degree or Diploma in translation from Hindi to English and vice-versa from any recognised University or Institute. Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified. Note 2 : The qualification regarding experience is relaxable at the discretion of the Union Public Service Commission for reason to be recorded in writing in case of candidates belonging to Scheduled Castes or Scheduled Tribes, if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them. | No | One year for direct recruits and promotees. | By promotion failing which by deputation failing both by direct recruitment. |

| Promotion : Junior Translator in the level - 6 in the pay matrix (Rs.35400-112400/-) with eight years' regular service in the grade. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised level in the pay matrix based on the Seventh Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding level in the pay |
matrix extended based on the recommendations of the Pay Commission.
Deputation :
Officers from the Central or State Government :-
(a) (i) holding analogous post on regular basis in the parent cadre or Department; or
(ii) with three years' service in grade rendered after appointment thereto on a regular basis in the level - 7 in the pay matrix (Rs.44900-142400/-) or equivalent in the parent cadre or Department;
or
(iii) with eight years' service or in the grade rendered after appointment thereto on a regular basis in the level - 6 in the pay matrix (Rs.35400-112400/-) or equivalent in the parent cadre or Department; and
(b) Possessing the educational qualifications and experience prescribed for direct recruitment under column 7.
The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion.
(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on the closing date of the receipt of applications).
Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised level in the pay matrix based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre- revised scales of pay into one grade with a common level in the pay matrix and where this benefit will extend only for the post(s) for which that level in the pay matrix is the normal replacement grade without any upgradation.
