़ सा.का.नि. 89.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सशस्त्र सीमा बल, गैर योद्यक (फील्ड आफिसर) समूह 'ख' अराजपत्रित पद भर्ती नियम, 2015 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :-

1. (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल, गैर योधक (फील्ड आफिसर) समूह 'ख' अराजपत्रित पद भर्ती (संषोधन) नियम, 2017 है।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त हाेंगे।

2. सशस्त्र सीमा बल, गैर योद्यक (फील्ड आफिसर) समूह 'ख' अराजपत्रित पद भर्ती नियम, 2015 में,-

(क) नियम 3 के स्थान पर, निम्नलिखित नियम रखा जाएगा, अर्थात्‌ :-

"3. पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर ,- पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध उक्त अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है";.

(ख) अनुसूची में,-

1363 GI/2017 (359)360 THE GAZETTE OF INDIA : MARCH 25, 2017/CHAITRA 4, 1939 [PART II—SEC. 3(i)] (क) फील्ड आफिसर (जनरल) से संबंधित क्रम संख्या 1 पर आने वाले पद के सामने,-

(i) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

" वेतन मैट्रिक्स में स्तर ";

(ii) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर 8" ;

(iii) स्तंभ (11) के अधीन प्रविष्टियों में ,-

(अ) " वेतन बैंड -2, 9300-34800 रु. + ग्रेड वेतन 4200 रु." शब्दों और अंकों के स्थान पर " वेतन मैट्रिक्स में स्तर 6" शब्द और अंक रखे जाएंगे;

(आ) टिप्पण 2, को हटाया जाता है ;

(ख) डिप्टी फील्ड आफिसर (जनरल) से संबंधित क्रम संख्या 2 पर आने वाले पद के सामने,-

(i) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

" वेतन मैट्रिक्स में स्तर ";

(ii) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर 6" ;

(iii) स्तंभ (11) के अधीन प्रविष्टियों में ,-

(अ) " वेतन बैंड -1, 5200-20200 रु. + ग्रेड वेतन 2400 रु." शब्दों और अंकाें के स्थान पर निम्नलिखित प्रविष्टि रखी जाएगी, अर्थात्‌ :-

" स्तर 4 "

(आ) टिप्पण 3 को हटाया जाता है।

New Delhi, the 21st March, 2017

G.S.R. 89.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal, Non-Combatised (Field Officers) Group 'B' (Non- Gazetted) Posts Recruitment Rules, 2015, namely:-

1. (1) These rules may be called the Sashastra Seema Bal, Non-Combatised (Field Officers) Group 'B' (Non- Gazetted) Posts Recruitment (Amendment) Rules 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal, Non-Combatised (Field Officers) Group 'B' (Non-Gazetted) Posts Recruitment Rules, 2015,-

(I) for rule 3, the following rule shall be substituted, namely:-

'' 3. Number of posts, classification and level in the pay matrix.- The number of posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said schedule''.

(II) in the schedule,-361 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : मार्च 25, 2017/चैत्रा 4, 1939 (a) against the post appearing at serial number 1 relating to Field Officer(General),- (i) for the heading to column(4), the following heading shall be substituted, namely:-

"Level in the pay matrix";

(ii) for the entries under column (4), the following entry shall be substituted, namely:-

"Level 8 ";

(iii) in the entries under column (11) ,-

(A) for the words and figures "the pay band-2, Rs.9300-34800 with grade pay of Rs.4200", the words and figure "level 6 in the pay matrix" shall be substituted ;

(B) Note 2, shall be omitted;

(b) against the post appearing at serial number 2, relating to Deputy Field Officer (General),- (i) for the heading to column(4), the following heading shall be substituted, namely:-

" Level in the pay matrix";

(ii) for the entries under column(4), the following entry shall be substituted, namely :-

़ सा.का.नि. 90.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और सशस्त्र सीमा बल, उप क्षेत्रीय अधिकारी (पशु चिकित्सा) समूह 'ख' (अयोधक), पद भर्ती नियम, 2013 का संशोधन करने के लिए निम्नलिखित नियम बनाते है, अर्थात्‌ :-

1. (1) इन नियमों का संक्षिप्त नाम सशस्त्र सीमा बल, उप क्षेत्रीय अधिकारी (पशु चिकित्सा) समूह 'ख' (अयोधक) पद भर्ती (संशोधन) नियम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त हाेंगे।

2. सशस्त्र सीमा बल, उप क्षेत्रीय अधिकारी (पशु चिकित्सा) समूह 'ख' (अयो़धक),पद भर्ती नियम, 2013 में,-

(I) नियम 2 के स्थान पर निम्नलिखित नियम रखा जाएगा, अर्थात्‌्‌ः-

" पदों की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर : पदों की संख्या, उनका वर्गीकरण और वेतन मैट्रिक्स में स्तर वे होंगे जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं।";

(II) अनुसूची में,-

(क) स्तंभ (4) के शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्‌ :-

" वेतन मैट्रिक्स में स्तर "

(ख) स्तंभ (4) के अधीन प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्‌ :-

"स्तर 6 " ;

(अ) " वेतन बैंड -1, (5200-20200 रु.) और ग्रेड वेतन 2400 रु." शब्दों कोष्ठकों और अंकों के स्थान पर "वेतन मैट्रिक्स में स्तर 4" शब्द और अंक रखे जाएंगे।

(आ) टिप्पण 2, को हटाया जाता है;

(ii) "प्रतिनियुक्ति" शीर्षक के अधीन,-

(अ) मद (क) और उससे संबंधित प्रविष्टियों के स्थान पर निम्नलिखित रखा जायेगा, अर्थात्‌ :-

"(क) (i) जो मूल काडर या विभाग में नियमित आधार पर सुसंगत क्षेत्र में दो वर्ष के अनुभव के साथ, वेतन मैट्रिक्स में स्तर 6 में सदृश पद धारण किए हैं; या

(ii) जो मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर 5 में छः वर्ष की नियमित सेवा कर चुके हैं ; या

(iii) जो मूल काडर या विभाग में वेतन मैट्रिक्स में स्तर 4 में दस वर्ष की नियमित सेवा कर चुके हैं;

और";

(आ) टिप्पण-4 को हटाया जाता है।

G.S.R. 90.—In exercise of the powers conferred by proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Sashastra Seema Bal, Deputy Field Officer (Veterinary) Group 'B' (Non- Combatised) post Recruitment Rules 2013, namely:-

1. (1) These rules may be called the Sashastra Seema Bal, Deputy Field Officer (Veterinary) Group 'B' (Non- Combatised) post Recruitment (Amendment) Rules 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Sashastra Seema Bal, Deputy Field Officer (Veterinary) Group 'B' (Non-Combatised) post Recruitment Rules 2013,-

(I) for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, its classification and level in the pay matrix.- The number of the said posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.";

(II) in the Schedule,-

(a) for the heading to column (4), the following heading shall be substituted, namely:-

"Level in the pay matrix";

(b) for the entries under column (4), the following entry shall be substituted, namely:-

"Level 6" ;

(c) in the entries under column (11),-

(i) under the heading 'Promotion',-

(A) for the words, brackets and figures "pay band-1(Rs. 5200-20200) plus grade pay of Rs. 2400", the words and figure "level 4 in the pay matrix" shall be substituted;

(B) Note 2, shall be omitted;

(ii) under the heading "Deputation";-363 [भाग II—खण्ड 3(i)] भारत का राजपत्रा : मार्च 25, 2017/चैत्रा 4, 1939 (A) for item (a) and the entries relating thereto, the following shall be substituted, namely:- "(a) (i) holding analogous posts in level 6 in the pay matrix on regular basis with two

years' experience in the relevant field in the parent cadre or department; or (ii) with six years' regular service in level 5 in the pay matrix in the parent cadre

or department: or

(iii) with ten years' regular service in level 4 in the pay matrix in the parent cadre

or department; and";

(B) Note 4, shall be omitted.

सा.का.नि. 91.—राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और सचिवालय प्रशिक्षण और प्रबंध संस्थान (प्रशिक्षण सहयोगी) भर्ती नियम,1989 को, उन बातों के सिवाय अधिक्रान्त करते हुए जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, कार्मिक, लोक शिकायत और पेंशन मंत्रालय, कार्मिक और प्रशिक्षण विभाग, सचिवालय प्रशिक्षण और प्रबंध संस्थान में प्रशिक्षण सहयोगी के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः-

1. संक्षिप्त नाम और प्रारंभ.—

(1) इन नियमों का संक्षिप्त नाम सचिवालय प्रशिक्षण और प्रबंध संस्थान, प्रशिक्षण सहयोगी, समूह 'ख' पद भर्ती नियम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होेंगे ।

2. पद संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर.—पद की संख्या, उसका वर्गीकरण, वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति, आयु सीमा और अर्हताएं आदि.—उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।

4. निरर्हता.—वह व्यक्ति -

(क) जिसने ऐेसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या

( ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगाः परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्तिः इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 91.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Institute of Secretariat Training and Management (Training Associate) Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Training Associate in the Ministry of Personnel, Public366 THE GAZETTE OF INDIA : MARCH 25, 2017/CHAITRA 4, 1939 [PART II—SEC. 3(i)] Grievances and Pensions, Department of Personnel and Training, Institute of Secretariat Training and Management, namely:-

1. Short title and commencement. - (1) These rules may be called the Institute of Secretariat Training and Management, Training Associate, Group 'B' Post, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of post, classification and Level in the pay matrix. - The number of post, its classification and Level in the pay matrix thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.

3. Method of recruitment, age limit and qualification, etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. 1. 1. 1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारंभ : नाम और प्रारंभ : नाम और प्रारंभ : नाम और प्रारंभ : (1)इन नियमों का संक्षिप्त नाम औद्योगिक नीति और संवर्धन विभाग (आ/थक अधिकारी) भर्ती िनयम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

उक्त पद पर नियुक्ति का पात्र नहQ होगा:

परन्तु यदि के न्Rीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Pयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुSेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Pयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 92.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Department of Industrial Policy and Promotion (Economic Officer) Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment to the posts of Economic Officer in the Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, namely:-

1. Short title and commencement.−(1) These rules may be called the Department of Industrial Policy and Promotion (Economic Officer) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix or pay scale.−The number of the posts, their classification, level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, other qualifications, etc.−The method of recruitment, age limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person,−

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

In the Central Electricity Authority, Multi-Tasking Staff, Group 'C' Post Recruitment Rules, 2014 (hereinafter referred to as the said rules), in rule 2, for the words, "pay band and grade pay or pay scale", at both the places where they occur, the words "level in the pay matrix" shall be substituted.

3. In the said rules, in the schedule, in column (4), -

सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 97979797....———— राष्ट्रपति संविधान के अनु(cid:26)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (ए ऐसे अधि5मण के पहले किए गए कार्य अथवा किए जाने वाले को लोप करने से संबंधित के सिवाय राष्ट्रीय बीज अनुसंधान और प्रशिक्षण कें R (समूह 'क' पदों) भर्ती नियम, 2007, कृ िष, सहकारिता एवं किसान कल्याण िवभाग के अधीन राष्ट्रीय बीज अनुसंधान प्रशिक्षण कें R में समूह 'क' पदों पर भर्ती की प@ति का विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. 1. 1. 1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ....———— (1) इन नियमों का संक्षिप्त नाम राष्ट्रीय बीज अनुसंधान और प्रशिक्षण कें R (समूह 'क') मुख्य बीज विश्लेषक, बीज तकनीशियन और बीज प्रसंस्करण अभियांत्रिकी भर्ती नियम, 2017 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृवृवृवृत्त होंगे ।

2. 2. 2. 2. पद की संख्यापद की संख्यापद की संख्यापद की संख्या, , , , वर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्सवर्गीकरण और वेतन मैट्रिक्स में स्त में स्त में स्त में स्तर होगेर होगेर होगेर होगे....————उक्त पदों की संख्या, वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाब@ अनुसूची के स्तम्भ (2) से स्तम्भ (4) में विनिNदष्ट है ।

4. 4. 4. 4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह (cid:129)क्ति-

(क) जिसने ऐसे (cid:129)क्ति से जिसका पति या जिसकी प(cid:130)ी जीवित है ; विवाह किया है, या

(ख) जिसने अपने पति या अपनी प(cid:130)ी के जीवित रहते (ए किसी (cid:129)क्ति से विवाह किया है,

उक्त पदों पर नियुक्ति का पात्र नहQ होगाः

परन्तु यदि के न्Rीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस (cid:129)क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुSेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी (cid:129)क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5. 5. 5. 5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्Rीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब@ करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को, किसी वर्ग या प्रवर्ग के (cid:129)क्तियों की बावत, आदेश द्वारा शिथिल कर सके गी ।

6. 6. 6. 6. Iावृत्तिIावृत्तिIावृत्तिIावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहQ डालेगी, जिनका कें Rीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य िपछड़े वग(cid:131), भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Pयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 97.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Seed Research and Training Centre (Group 'A' posts) Recruitment Rules, 2007, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group-A posts in the National Seed Research and Training Centre under the Department of Agriculture, Co-operation and Farmers Welfare, namely:-

1. Short title and commencement.—(1) These rules may be called the National Seed Research and Training Centre (Group 'A') Chief Seed Analyst, Seed Technologist and Seed Processing Engineer Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other qualifications, etc.—The method of recruitment to the said post, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government, may if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.

6. Savings.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
