का.नि.आ. 17.—राष्ट्रपति, संविधान के अनु(cid:6994)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:7263)ए रक्षा मंत्रालय, रक्षा अनुसंधान और विकास संगठन, समूह 'ग' (प्रशासनिक सहायक 'क' पद) भर्ती नियम, 2013 में संशोधन करने के लिेए एत(cid:7375)ारा निम्नलिखित नियम बनाते हैं, अर्थात :-
1. संक्षिप्त शीर्षक तथा प्रारंभ- 1.—इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा अनुसंधान और विकास संगठन, समूह 'ग' (प्रशासनिक सहायक 'क' पद) भर्ती (संशोधन) नियम, 2017 कहा जाएगा।
2. ये सरकारी राजपत्र में उनकें प्रकाशन की तारीख को प्रवृत होंगे।
2. रक्षा मंत्रालय, रक्षा अनुसंधान और विकास संगठन, समूह 'ग' (प्रशासनिक सहायक 'क' पद) भर्ती नियम, 2013 में,-
(i) नियम 2 में, "वेतन बैंड तथा (cid:7061)ेड वेतन या वेतनमान" और "वेतन बैंड तथा (cid:7061)ेड वेतन या वेतनमान" शब्द जहां भी वे विद्यमान हों, के स्थान पर (cid:7059)मश: "वेतन मैट्रिक्स में स्तर" शब्द रखे जाएंगे;
(ii) अनुसूची में ;-
(क) स्तम्भ (4) के अधीन, शीर्षक के लिए निम्नलिखित शीर्षक रखा जाएग।, अर्थात
"वेतन मैट्रिक्स में स्तर"

S.R.O. 17.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Defence Research and Development Organization, Group 'C' (Administrative Assistant 'A' post) Recruitment Rules, 2013, namely:-
1. (1) Short Title and commencement.- These rules may be called the Ministry of Defence, Defence Research and Development Organization, Group 'C' (Administrative Assistant 'A' post) Recruitment(Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Defence Research and Development Organisation, Group 'C' (Administrative Assistant 'A' post) Recruitment Rules 2013,-
(i) in rule 2, for the words "pay band and grade pay or pay scale" and "pay band grade pay or pay scale", wherever they occur, the words "Level in the Pay Matrix" shall respectively be substituted;
(ii) in the Schedule,-
(a) in column (4), for the heading the following heading shall be substituted, namely:-
"Level in the pay matrix";
(b) under column (4), for the entries, the following entries shall be substituted, namely:-
"Level-2 in the pay matrix",
(c) under column (10), for the entry "Grade pay of Rs. 1800" or"grade pay of Rs.1800", wherever they occur, the entry "Level-1 in the pay matrix" shall respectively be substituted;
(d) under column (11), for the entry "Grade pay of Rs.1800" occurring at two places, the entry "Level-1 in the pay matrix" shall be substituted.

1. Short Title and commencement.- (1) These rules may be called the Defence Research and Development Organisation, Ministry of Defence, Group 'C' posts Recruitment(Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Defence Research and Development Organisation, Ministry of Defence, Group 'C' posts Recruitment Rules, 2013,-
(1) in rule 3, for the words "pay band, grade pay or scales of pay and "pay band and grade pay or scales of pay" the words "level in the pay matrix" shall be substituted;
(2) in the Schedule, in column (4),-

2. रक्षा मंत्रालय, रक्षा उत्पादन विभाग, वैमानिक गुणवत्ता आ(cid:7393)ासन महानिदेशालय (समूह 'ग' पद) भर्ती नियम, 2013, में.– 1. नियम 3 में, "वेतन बैंड और (cid:7061)ेड वेतन या वेतनमान" दोनो स्थानों में जहां वह आते हैं शब्दों के स्थान पर "वेतन मैट्रिक्स में स्तर" शब्द रखे जाएंगे;
2. अनुसूची में.–
(क) अपर (cid:7088)ेणी लिपिक के पद से संबंधित स्तम्भ(4) में,-
(i) शीर्षक के स्थान पर निम्नलिखित शीर्षक रखा जाएगा, अर्थात्:-
"वेतन मैट्रिक्स में स्तर";
(ii) प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात:-
"वेतन मैट्रिक्स (25500-81100 (cid:7271).) में स्तर-4";
(ख) उ(cid:7340) (cid:7088)ेणी लिपिक के पद से संबंधित स्तम्भ (11) में,-
(i) मद (i) के स्थान पर निम्नलिखित मद रखी जाएगी, अर्थात्:-
(i) "वेतन मैट्रिक्स (19900-63200 (cid:7271).)के स्तर-2 में, अवर (cid:7088)ेणी लिपिक जिन्होंने (cid:7061)ेड में आठ वर्ष की नियमित सेवा की हो, में से ज्येष्ठता सह योग्यता के आधार पर 75 प्रतिशत प्रोन्नति द्वारा";
(ii) मद (ii) के स्थान पर निम्नलिखित मद रखी जाएगी, अर्थात्:-
(ii) "वेतन मैट्रिक्स (19900-63200 (cid:7271).) के स्तर 2 में अवर (cid:7088)ेणी लिपिक जिन्होंने (cid:7061)ेड में पांच वर्ष की नियमित सेवा की हों, में से 25 प्रतिशत सीमित विभागीय प्रतियोगिता परीक्षा द्वारा";
(ग) अवर (cid:7088)ेणी लिपिक के पद से संबंधित स्तम्भ (4) में प्रविष्टियों के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात,-
"वेतन मैट्रिक्स (19900-63200 (cid:7271).) में स्तर-2";
(घ) अवर (cid:7088)ेणी लिपिक के पद से संबंधित स्तम्भ (10) में,-
(i) मद (ii) के स्थान पर निम्नलिखित मद रखी जाएगी,-
(ii) "10 प्रतिशत रिक्तिय(cid:7292) वेतन मैट्रिक्स के स्तर-1 में समूह 'ग' कर्मचारीवृद में से भरा जाएगा और जिनके पास बारहव(cid:7277) उत्तीर्ण या समतुल्य अर्हता है और जिन्होंने विभागीय अर्हक परीक्षा के आधार पर (cid:7061)ेड में तीन वर्ष नियमित सेवा की है। परीक्षा के लिए आयु की अधिकतम सीमा 45 वर्ष है(अनुसूचित जातियों और अनुसूचित जनजातियों के लिए 50 वर्ष की आयु)";
(ii) मद (iii) के स्थान पर निम्नलिखित मद रखी जाएगी, अर्थात्:-
(iii) "5 प्रतिशत रिक्तियां, समूह 'ग' के कर्मचारी जिन्होंने वेतन मैट्रिक्स (18000-56900(cid:7271)) के स्तर-1 में पद पर तीन वर्ष नियमित सेवा की है, में से वरिष्ठता सह योग्यता के आधार पर प्रोन्नति द्वारा भरी जाएंगी";

S.R.O. 20.─In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance(Group 'C' posts) Recruitment Rules, 2013,namely:-\
1. Short title and commencement.-(1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance (Group 'C' posts) Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance (Group 'C' posts) Recruitment Rules, 2013.-
(1) in rule 3, for the words "pay band and grade pay or pay scale" in both the places where they occur, the words "the level in the pay matrix" shall be substituted;
(2) in the schedule,-
(a) in column (4), relating to the post of Upper Division Clerk,-
(i) for the heading, the following heading shall be substituted, namely :-
"Level in the pay matrix";
(ii) for the entries, the following entries shall be substituted, namely :-
"Level 4 in the pay matrix (Rs 25500-81100)";
(b) in column (11), relating to the post of Upper Division Clerk,-
(i) for item (i), the following item shall be substituted, namely:-
(i) "75% by promotion on the basis of seniority-cum-fitness from Lower Division Clerks in Level 2 (Rs 19900-63200) in the Pay Matrix, with eight years regular service in the grade";
(ii) for item (ii), the following item shall be substituted, namely:-
(ii) "25% through Limited Departmental Competitive Examination from Lower Division Clerks in Level 2 (Rs 19900-63200) in the Pay Matrix, with five years regular service in the grade";
(c) in column (4), relating to the post of Lower Division Clerk for the entries, the following entries shall be substituted, namely,-
" Level 2 in the Pay Matrix (Rs 19900-63200)";
(d) in column (10), relating to the post of Lower Division Clerk,-
(i) for item (ii), the following item shall be substituted, namely :-
(ii) "10 percent of vacancies shall be filled from amongst the Group 'C' staff in Level 1 in the Pay Matrix and who possess 12th class pass or equivalent qualification and have rendered three years regular service in the grade, on the basis of departmental qualifying examination. The maximum age limit for eligibilityfor examination is 45 years (50 years of age for the Scheduled Castes and the Scheduled Tribes)."[भाग II—खण्ड 4]भारत का राजपत्रा : अप्रैल 1, 2017/चैत्रा 11, 1939 101 (ii) for item (iii), the following item shall be substituted, namely :-

(e) in column (4), relating to the post of Stenographer Grade-II, for the entries, the following entries shall be substituted, namely :-
" Level 4 in the Pay Matrix (Rs 25500-81100)".

का.नि.आ. 21.—राष्ट्रपति, संविधान के अनु(cid:6994)छेद 309 के उपबंध द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:7263)ए और भारतीय आयुध निर्माणी वरिष्ठ डाटा एंट्री आपरेटर, फोटो(cid:7061)ाफर एवं रसोइया समूह "ग" अनौद्योगिक पद (भर्ती और सेवा शत(cid:7288)) नियम, 2006 को उन बातों के सिवाय अधि(cid:7059)ांत करते (cid:7263)ए जिन्हें ऐसे अधि(cid:7059)मण से पहले किया गया है या करने का लोप किया गया है, आयुध निर्माणी बोर्ड मुख्यालय स्थापना को छोड़कर आयुध एवं आयुध उपस्कर निर्माणियों तथा आयुध निर्माणी संगठन के अंतर्गत अन्य कार्यालयों एवं स्थापनाओं में वरिष्ठ डाटा एंट्री आपरेटर, फोटो(cid:7061)ाफर एवं रसोइया के पदों पर भर्ती की प(cid:7373)ति का विनियमन करते (cid:7263)ए एतद्द्वारा निम्नलिखित नियम बनाते हैं, यथा –
1. संक्षिप्त नाम और प्रारंभ.—(1) इन नियमों को भारतीय आयुध निर्माणियां, वरिष्ठ डाटा एंट्री आपरेटर, फोटो(cid:7061)ाफर एवं रसोइया (समूह "ग" अनौद्योगिक पद) भर्ती नियम, 2017 कहा जाए।
(2) ये राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे ।
2. लागू होना.—ये नियम, इन नियमों से उपाब(cid:7373) अनुसूची के कॉलम(1) में विनि(cid:7416)दष्ट पदों हेतु लागू होंगे।
3. पद संख्या, उनका वर्गीकरण एवं वेतन मैट्रिक्स में स्तर.—उक्त पदों की संख्या, उनके वर्गीकरण और वेतन मैट्रिक्स में स्तर वही होंगे जो उक्त अनुसूची के कॉलम (2) से (4) तक में विनि(cid:7416)दष्ट हैं ।
4. भर्ती की प(cid:7373)ति, आयु सीमा, अर्हताएं आदि.—उक्त पदों पर भर्ती की प(cid:7373)ति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कॉलम (5) से कॉलम (13) में विनि(cid:7416)दष्ट हैं।
5. अनर्हता.—वह (cid:7018)यक्ति
(क) जिसने ऐसे (cid:7018)यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते (cid:7263)ए किसी (cid:7390)क्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नह(cid:7277) होगाः-
परंतु यदि कें (cid:7076)ीय सरकार का यह समाधान हो जाता है कि ऐसा विषय ऐसे (cid:7018)यक्ति और विवाह के अन्य पक्षकार पर लागू स्वीय विधि के अधीन अनु(cid:6980)ेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी (cid:7018)यक्ति को इस नियम के प्रर्वतन से छू ट दे सके गी ।
6. शिथिल करने की शक्ति.—जहां कें (cid:7076)ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां उसके लिए जो कारण हैं उन्हें लेखब(cid:7373) करके वह इन नियमों के किसी उपबंध से किसी वर्ग या वर्ग के (cid:7018)यक्तियों के बाबत आदेश द्वारा शिथिल कर सके गी ।
7. (cid:7018)यावृति.—इन नियमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह(cid:7277) डालेगी, जिनका कें (cid:7076)ीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़े वग(cid:7300) और अन्य विशेष प्रवर्ग के (cid:7018)यक्तियों के लिए उपबंध करना अपेक्षित है ।

S.R.O. 21.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Indian Ordnance Factories, Senior Data Entry Operator, Photographer and Cook Group 'C' Non- Industrial Posts (Recruitment and Conditions of Service) Rules, 2006, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Data Entry Operator, Photographer and Cook in Ordnance and Ordnance Equipment Factories and other offices and establishments under the Ordnance Factories Organisation, except the Ordnance Factory Board Head Quarter Establishment, namely :- 1. Short title and commencement. - (1) These rules may be called the Indian Ordnance Factories, Senior Data Entry Operator, Photographer and Cook ( Group 'C' Non-Industrial posts ) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, their classification and the level in the pay matrix.- The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns(5) to (13) of the said Schedule.
5. Disqualification. - No person, – (a) who has entered into or contracted a marriage with a person having a spouse living; or[भाग II—खण्ड 4]भारत का राजपत्रा : अप्रैल 1, 2017/चैत्रा 11, 1939 105 (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied that the marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
