(ख) अनुसूची में -

(i) स्तंभ (4) में, शीर्षक के स्थान पर, निम्नलिखित शीर्षक रखा जाएगा, अर्थात् :-

G.S.R. 99.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following amends in the Ministry of Culture, Multi-Tasking Staff (Group 'C') Posts Recruitment Rules, 2015, namely:-

1. Short title and commencement. – (1) These rules may be called the Ministry of Culture, Multi-Tasking Staff (Group 'C') Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of publication in the Official Gazette.

2. In the Ministry of Culture, Multi-Tasking Staff (Group 'C') Posts Recruitment Rules, 2015, -

(a) in rule 2, for the words "Pay Band and Grade Pay or Pay Scale" occurring at both the places, the words "Level in the Pay Matrix" shall be substituted;

(b) in the Schedule, -

(i) in column (4), for the heading, the following heading shall be substituted, namely:-

"Level in the Pay Matrix";

(ii) for the entry under column (4), the following entry shall be substituted, namely:-

"Level – 1 (Rs. 18000-56900)".

(iii) तकनीकी विकास महानिदेशालय, विकास अधिकारी (चयन bेणी) भर्ती (संशोधन) नियम, 1981;

(iv) तकनीकी विकास महानिदेशालय, (समूह 'क' पद) भर्ती नियम, 1982;

(v) तकनीकी विकास महानिदेशालय, (समूह 'क' पद) भर्ती (संशोधन) नियम, 1982 को उन बातों के सिवाय अधिcान्त करते Dए जिन्हें ऐसे अधिcमण से पहले किया गया है या करने का लोप किया है, औद्योगिक नीति एवं संवर्धन विभाग, वाणिज्य एवं उद्योग मंत्रालय, और भारी उद्योग विभाग, भारी उद्योग और लोक उपcम मंत्रालय में तकनीकी अिधकारियों के पदों पर भर्ती की पfति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:-

उक्त पद पर नियुक्ति का पात्र नहm होगाः

परन्तु यदि के न्oीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस kक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुpेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी kक्ति को इन नियम के प्रवर्तन से छू ट दे सके गी।

DयाDयाDयाDयावृत्तिवृत्तिवृत्तिवृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहm डालेगी, जिनका के न्oीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के kक्तियों के लिए उपबंध करना अपेक्षित है।

(i) Directorate General of Technical Development (Deputy Director General) Recruitment (Amendment) Rules, 1981;

(ii) Directorate General of Technical Development (Industrial Adviser) Recruitment (Amendment) Rules, 1981;

(iii) Directorate General of Technical Development, Development Officer (Selection Grade) Recruitment (Amendment) Rules, 1981;

(iv) Directorate General of Technical Development (Group A Posts) Recruitment Rules, 1982;

(v) Directorate General of Technical Development (Group A Posts) Recruitment (Amendment) Rules, 1982;

except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the recruitment to the posts of the technical officers in the Department of Industrial Policy and Promotion, Ministry of Commerce and Industry and Department of Heavy Industry, Ministry of Heavy Industries and Public Enterprises, namely:-

1. Short title and commencement.—(1)These rules may be called the Ministry of Commerce and Industry (Department of Industrial Policy and Promotion) Technical Officers Posts Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to recruitment to the posts specified in column (1) of the schedule annexed hereto.

3. Number of posts, classification and pay in pay matrix.—The number of post, its classification and the pay in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit and other qualification, etc.—The method of recruitment, age-limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualifications.—No person,-

(a) who had entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.—Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते aए किसी 0यक्ति से विवाह किया है, या विवाह की संविदा की है;

उक्त पदों में से किसी पर नियुक्ति का पात्र नहA होगा :

परन्तु यदि के न्%ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे 0यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुsेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी 0यक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

QयाQयाQयाQयावृत् वृत् वृत् वृत् ितितितित – इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नही डालेगी, जिनका के न्%ीय सरकार द्वारा इस संबंध में समय-समय पर निकाले किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य िपछडे वग(cid:130), भूतपूर्व सैनिकों, और अन्य विशेष प्रवर्ग के 0यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 101.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Animal Husbandry and Dairying, Accounts Officers (Fisheries), Recruitment Rules, 2004 except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Accounts Officer (Fisheries) in the Ministry of Agriculture and Farmers Welfare, , in the Department of Animal Husbandry Dairying and Fisheries, namely. -

1. Short title and commencement.- (1) These rules may be called the Department of Animal Husbandry Dairying and Fisheries, Accounts Officer (Fisheries) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, its classification and Level in the pay matrix. - The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification etc. . - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification. - No person,---

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

सासासासा....काकाकाका....िन. िन. िन. िन. 102102102102....————राष्ट्रपति, संविधान के अनु{छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते aए और राष्ट्रीय शर्क रा संस्थान, कानपुर (समूह 'क' और समूह 'ख' पद) भर्ती नियम 1964, जहां तक कि उनका संबंध प्रोफे सर (चीनी अभियांत्रिकी) के पद से है, राष्ट्रीय शर्क रा संस्थान, कानपुर (चीनी अभियांत्रिकी सहायक प्रोफे सर) भर्ती नियम 2002 और राष्ट्रीय शर्क रा संस्थान, कानपुर, चीनी अभियांत्रिकी में प्रवक्ता, सहायक अभियन्ता (विद्युत/यांत्रिक) और वरिष्ठ अनुसंधान सहायक (यांत्रिक अभियांत्रिकी) भर्ती नियम 2004 का उन बातों के सिवाय अधिZांत करते aए, जिन्हें ऐसे अधिZमण से पहले किया गया है या करने का लोप किया गया है, उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय, खाद्य और सार्वजनिक वितरण विभाग में राष्ट्रीय शर्क रा संस्थान, कानपुर में प्रोफे सर (चीनी अभियांत्रिकी), सहायक प्रोफे सर (चीनी अभियांत्रिकी), प्रवक्ता (चीनी अभियांत्रिकी), सहायक अभियन्ता (विद्युत/यांत्रिक) और वरिष्ठ अनुसंधान सहायक (यांत्रिक अभियांत्रिकी) के भर्ती की पBति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात:-

1. संक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भसंक्षिप्त नाम और प्रारम्भ....————(1) इन नियमों का संक्षिप्त नाम राष्ट्रीय शर्क रा संस्थान, कानपुर, प्रोफे सर (चीनी अभियांत्रिकी), सहायक प्रोफे सर (चीनी अभियांत्रिकी), प्रवक्ता (चीनी अभियांत्रिकी), सहायक अभियन्ता (विद्युत/यांत्रिक) और वरिष्ठ अनुसंधान सहायक (यांत्रिक अभियांत्रिकी) भर्ती नियम, 2017 होगा।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त्त होंगे।

3. भर्ती की पEतिभर्ती की पEतिभर्ती की पEतिभर्ती की पEति, , , , आयुआयुआयुआयु----सीमा अन्यसीमा अन्यसीमा अन्यसीमा अन्य अर्हताएं आदि अर्हताएं आदि अर्हताएं आदि अर्हताएं आदि....————उक्त पदों पर भर्ती की पBति, आयु-सीमा, अर्हताएं और उक्त पदों से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से स्तंभ (13) में विनि(cid:129)दष्ट हैं ।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह 7क्ति –

(क) जिसने ऐसे 7क्ति से जिसका पति या जिसकी प(cid:137)ी जीवित है, विवाह किया है, या432 THE GAZETTE OF INDIA : APRIL 1, 2017/CHAITRA 11, 1939 [PART II—SEC. 3(i)] (ख) िजसने अपने पित या अपनी प(cid:137)ी के जीवित रहते aए किसी 7क्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहA होगा :

परन्तु यदि के न्%ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे 7क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुsेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी 7क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्%ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखबB करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के 7क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

6. Aावृत्तिAावृत्तिAावृत्तिAावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहA डालेगी, जिनका के न्%ीय सरकार द्वारा इस संबंध में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग(cid:130), भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के 7क्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 102.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Sugar Institute, Kanpur (Group 'A' and Group 'B' posts) Recruitment Rules 1964, in so far as they relate to the post of Professor (Sugar Engineering), the National Sugar Institute, Kanpur (Assistant Professor of Sugar Engineering) Recruitment Rules, 2002 and the National Sugar Institute, Kanpur, Lecturer in Sugar Engineering, Assistant Engineer (Electrical/Mechanical) and Senior Research Assistant (Mechanical Engineering) Recruitment Rules, 2004, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Professor (Sugar Engineering), Assistant Professor (Sugar Engineering), Lecturer (Sugar Engineering), Assistant Engineer (Electrical/ Mechanical) and Senior Research Assistant (Mechanical Engineering) in the National Sugar Institute, Kanpur; the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely :-

1. Short title and commencement.– (1) These rules may be called the National Sugar Institute, Kanpur, Professor (Sugar Engineering), Assistant Professor (Sugar Engineering), Lecturer (Sugar Engineering), Assistant Engineer (Electrical/ Mechanical Engineering) and Senior Research Assistant (Mechanical Engineering) Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification, level in the pay matrix or pay scale.– The number of posts, their classification, level in the pay matrix or pay scale attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, other backward classes and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. (1) These rules may be called the Ministry of Law and Justice, Legislative Department, Official Languages Wing, Upper Division Clerk, Care Taker, Lower Division Clerk and Despatch Rider, Group 'C' Posts Recruitment (Amendment) Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Law and Justice, Legislative Department, Official Languages Wing, Upper Division Clerk, Care Taker, Lower Division Clerk and Despatch Rider, Group 'C' Posts Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:-

"3.Number of posts, classification, level in the pay matrix or pay scale.– The number of posts, their classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule, –

(i) in serial number 1, against the post of Upper Division Clerk, –

(a) in column (4),–

A. for the heading, the following heading shall be substituted, namely:–

"Level in the pay matrix or pay scale.";

B. for the existing entry, the following entry shall be substituted, namely:–

"Level 4 in the pay matrix ` 25500 - 81100.";

(b) in column (11),–

A. under the sub-heading 'Promotion', for Note 2, the following Note shall be substituted, namely:–

"Note 2: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix or pay scale extended based on the recommendations of the said Pay Commission.";

G.S.R. 104.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'C' posts) Recruitment Rules, 2014, namely:-

1. (1) These rules may be called the Ministry of Law and Justice, Legislative Department, Official Languages Wing, (Group 'C' posts) Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Law and Justice, Legislative Department, (Group 'C' posts) Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of posts, classification, level in the pay matrix or pay scale.– The number of posts, their classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule, –

(i) in serial number 1, against the post of 'Proof Reader (Hindi)', –

(a) in column (4),–

A. for the heading, the following heading shall be substituted, namely:–

"Level in the pay matrix or pay scale.";

B. for the existing entry, the following entry shall be substituted, namely:–

"Level 4 in the pay matrix ` 25500 - 81100";

(b) in column (11), under the sub-heading 'Deputation',–

A. for item (ii), the following item shall be substituted, namely:–

"(ii) with eight years 'service in the grade rendered after appointment thereto on a regular basis in level 2 in the pay matrix ` 19900 - 63200 or equivalent in the parent cadre or department;";

" टिप्पण टिप्पण टिप्पण टिप्पण ---- 4 4 4 4 ---- प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा, 01 जनवरी, 2016 से पहले या उस तारीख से िजससे सातवें के न्%ीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है, नियमित आधार पर की गई सेवा को, िसवायिसवायिसवायिसवाय उस दशा के , जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान का साधारण वेतन मैट्रिक्स में स्तर पर या वेतनमान में विलय हो गया है और वहां यह लाभ के वल उस पद (उन पदों) पर विस्तारित होगा जिसके लिए वेतन मैट्रिक्स में स्तर पर या वेतनमान में बिना किसी उन्नयन का साधारण प्रतिस्थापन (cid:22)ेड है, उक्त वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी वेतन मैट्रिक्स में स्तर पर या वेतनमान में की गई सेवा समझी जाएगी । ";

G.S.R. 105.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Law and462 THE GAZETTE OF INDIA : APRIL 1, 2017/CHAITRA 11, 1939 [PART II—SEC. 3(i)] Justice, Legislative Department, Official Languages Wing, Librarian Grade III and Library Attendant, Group 'C' Posts Recruitment Rules, 2014, namely:-

2. (1) These rules may be called the Ministry of Law and Justice, Legislative Department, Official Languages Wing, Librarian Grade III and Library Attendant, Group 'C' Posts Recruitment (Amendment) Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

3. In the Ministry of Law and Justice, Legislative Department, Official Languages Wing, Librarian Grade III and Library Attendant, Group 'C' posts Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:-

"3. Number of posts, classification, level in the pay matrix or pay scale.– The number of posts, their classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule, –

(i) in serial number 1, against the post of Librarian Grade III, –

(a) in column 4,–

A. for the heading, the following heading shall be substituted, namely:–

"Level in the pay matrix or pay scale.";

B. for the existing entry, the following entry shall be substituted, namely:–

"Level 3 in the pay matrix ` 21700 - 69100.";

(b) in column 11, under the sub-heading 'Deputation/absorption', for Note 3, the following Note shall be substituted, namely:–

"Note 3: For the purpose of appointment on deputation/absorption basis, the service rendered on a regular basis by an officer prior to the 1st January, 2016 or the date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix or pay scale extended based on the recommendations of the said Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common level in the pay matrix or pay scale, and where this benefit will extend only for the post (s) for which that level in the pay matrix or pay scale is the normal replacement grade without any upgradation.";

(ii) in serial number 2, against the post of Library Attendant,–

(a) in column 4, for the existing entry, the following entry shall be substituted, namely:–

"Level 2 in the pay matrix ` 19900 - 63200.";

(b) in column (11),–

A. under the sub-heading 'Promotion', –

I. for the words, figures and letters "the grade pay of Rs. 1800/-", the words and figures "level 1 in the pay matrix ` 18000 - 56900" shall be substituted;

II. for Note 2, the following Note shall be substituted, namely:–

"Note 2: For the purpose of appointment on promotion, the service rendered on a regular basis by an officer prior to the 1st January, 2016[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अप्रैल 1, 2017/चैत्रा 11, 1939 463 or the date from which the revised pay structure based on the recommendations of the Seventh Central Pay Commission has been extended, shall be deemed to be service rendered in the corresponding level in the pay matrix or pay scale extended based on the recommendations of the said Pay Commission.";

B. under the sub-heading 'Deputation', –

I. for the words, figures and letters "the grade pay of Rs. 1800/-", the words and figures "level 1 in the pay matrix ` 18000 - 56900" shall be substituted;

II. for Note 4, the following Note shall be substituted, namely:–
