सा.का.िन.सा.का.िन.सा.का.िन.सा.का.िन. 106106106106....————राष्ट्रपति, संिवधान के अनु(cid:17)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:30)ए और का"र्मक, लोक शिकायत और पेंशन मंत्रालय, का"र्मक और प्रशिक्षण विभाग, लाल बहादुर शा.ी राष्ट्रीय प्रशासन अकादमी प्रधान पुस्तकालय और सूचना अधिकारी भर्ती नियम 2003 को, उन बातों के िसवाय अधि8ांत करते (cid:30)ए, जिन्हें ऐसे अधि8मण से पूर्व किया गया है, या करने का लोप किया गया है, का"र्मक, लोक शिकायत और पेंशन मंत्रालय, का"र्मक और प्रशिक्षण विभाग के लाल बहादुर शा.ी राष्ट्रीय प्रशासन अकादमी, मसूरी में प्रधान पुस्तकालय और सूचना अधिकारी पद पर भर्ती की प;ति का िविनयमन करने के िलए निम्नलिखित िनयम बनाते हैं, अर्थात् :--

1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नामनामनामनाम औरऔरऔरऔर प्रारंभप्रारंभप्रारंभप्रारंभ....———— (1) इन नियमों का संक्षिप्त नाम का"र्मक, लोक शिकायत और पेंशन मंत्रालय, का"र्मक और प्रशिक्षण विभाग, लाल बहादुर शा.ी राष्ट्रीय प्रशासन अकादमी, मसूरी, प्रधान पुस्तकालय और सूचना अधिकारी, समूह 'क' भर्ती िनयम, 2017 है ।

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता....————वह Jक्ति--

(क) िजसने ऐसे Jक्ति से िजसका पित या जिसकी पKी जीिवत हैं, िववाह किया है, या िववाह की संिवदा की है ; या (ख) िजसने अपने पित या अपनी पKी के जीिवत रहते (cid:30)ए किसी Jक्ति से िववाह किया है या िववाह की संिवदा की है, उक्त पदों में से किसी पर नियुक्ति का पात्र नहL होगा :

परन्तु यदि के Mीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Jक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुNेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Jक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

5. िशिथलिशिथलिशिथलिशिथल करनेकरनेकरनेकरने कीकीकीकी शक्तिशक्तिशक्तिशक्ति....————जहां के Mीय सरकार की यह राय हैं कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं उन्हें लेखब; करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Jक्तियों की बाबत, आदेश द्वारा िशिथल कर सके गी ।

6. /ावृत्ति/ावृत्ति/ावृत्ति/ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहL डालेगी, िजनका कें Mीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूिचत जातियों, अनुसूिचत जनजातियों, भूतपूर्व सैनिकों और अन्य िवशेष प्रवर्ग के Jक्तियों के िलए उपबंध करना अपेक्षित है ।

वि[विद्यालय या मान्यता प्राप्त अनुसंधान संस्थान या शैक्षणिक संस्थान के अधीन किसी पुस्तकालय में पुस्तकालय कं प्यूटरीकरण 8िया- कलापों में पांच वर्ष का अनुभव । किसी मान्यता प्राप्त वि[विद्यालय या संस्थान (ii) से कं प्यूटर एप्लीके शन में डिप्लोमा टिप्पण टिप्पण 1111 :::: प्रतिनियुक्ति (िजसके अंतर्गत अल्पकालिक टिप्पण टिप्पण संिवदा भी है) की अविध, िजसके अंतर्गत कें Mीय सरकार क े उसी या किसी अन्य संगठन/िवभाग में इस नियुक्ति के ठीक पहले धारित किसी अन्य काडर बाc पद पर प्रतिनियुक्ति (िजसके अंतर्गत अल्पकालिक संिवदा भी है) की अविध है, साधारणतया 5 वर्ष से अिधक नहL होगी । टिप्पण टिप्पण 2222 :::: प्रतिनियुक्ति (िजसके अंतर्गत अल्पकालिक टिप्पण टिप्पण संिवदा भी है) पर नियुक्ति के िलए अिधकतम आयु-सीमा आवेदन प्राप्त करने की अंितम तारीख को 56 वर्ष से अिधक नहL होगी । टिप्पण टिप्पण 3 :3 :3 :3 : िवभागीय पुस्तकालय और सूचना अधिकारी, टिप्पण टिप्पण जिन्होंने वेतन मैट्रिक् स के स् तर- 11 (67700 से 208700/-Qपए)में िनयिमत आधार पर उस Uेणी में 10 वर्ष सेवा की हो, और जो प्रतिनियुक्त Jक्तियों के लिए विहित शैक्षणिक अर्हताएं और अनुभव रखता हो, के सम्बंध में भी बाहरी आवेदकों के साथ विचार किया जायेगा । यदि पद पर नियुक्ति के लिए चयन होता है तो यह प्रोन्नति द्वारा नियुक्ति मानी जायेगी ।

G.S.R. 106.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration Principal Library and Information Officer Recruitment Rules, 2003, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Principal Library and Information Officer in the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Principal Library and Information Officer, Group 'A' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.-- The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person,-[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अप्रैल 8, 2017/चैत्रा 18, 1939 469 (a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable: (i) Five years experience of computerising Library activities in a Library under Central Government or State Government or Autonomous or Statutory organisation or Public Sector Undertaking or University or Recognised Research Institute or Educational Institution. (ii) Diploma in Computer Application from a recognised University or Institute. N ote 1 : The period of deputation (including short term contract) including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed five years. N ote 2: The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.
			N ote 3 : The departmental Library and Information Officer in level 11 (Rs.67700-208700) in the pay matrix with ten years regular service in the grade possessing educational qualifications and experience prescribed for deputationists shall also be considered along with outsiders and in case he or she is selected for appointment to the post, the same shall be deemed to have been filled-up by promotion.

G.S.R. 107.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in the supersession of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, the Lal Bahadur Shastri National Academy of Administration Group 'B' Posts Recruitment Rules, 2003, in so far as they relate to the post of Assistant Library and Information Officer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Library and Information Officer in the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Assistant Library and Information Officer, Group 'B' Post Recruitment Rules, 2017.

(3) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.-- The number of the post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

4. Disqualification.- No person,-

a) who has entered into or contracted a marriage with a person having a spouse living; or b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

2. पद की संख्या, वर्गीकरण और वेतन मैट्र्र्र्रिक्स में स्तर - पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में स्तर वह होगा जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निदिष्ट हैं ।

3. भर्ती की पद्धति, आयु-सीमा, अर्हताएं - भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं ।

4. निरर्हता - वह व्यक्ति -

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित हैं, विवाह किया है, या

(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागूू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति का इस नियम के प्रवर्तन से छूट दे सकेगी ।

5. शिथिल करने की शक्ति - जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी ।

1. Short title and commencement.- (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Physical Training Instructor, Group 'B' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. पद की संख्या, वर्गीकरण और वेतन मैट्र्र्र्रिक्स में स्तर : उक्त पद की संख्या, उसका वर्गीकरण, वेतन मैट्रिक्स में स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विर्निदिष्ट हैं ।

उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस व्यक्ति और विवाह के अन्य पक्षकार को लागूू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।

1. Short title and commencement.- (1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Lal Bahadur Shastri National Academy of Administration, Mussoorie, Multi Tasking Staff, Group 'C' Post, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.- The number of the post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit and qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit, and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-Service persons and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 113.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Family Welfare (Console Operator) Recruitment Rules, 1983, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Computer Programmer in the Department of Health and Family Welfare, Ministry of Health and Family Welfare namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, Department of Health and Family Welfare, Assistant Computer Programmer Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in the Pay Matrix.- The number of post, its classification and the Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc.- The method of recruitment, age-limit, qualification and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in those rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Class and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion: T he departmental Technical Assistant and Data Entry Operator Grade 'B' in Level 5 (Rs. 29200-92300) with 11 years regular service in the grade and have successfully completed 8-10 weeks computer training in Statistical Analysis System or Statistical Packages for the Social Sciences or Structured Query Language Server or Oak Ridge Automatic Computer and Logical Engine or Relational Database Management System. N ote 1.- The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post subject to maintaining the inter-se-seniority of respective grades or posts. N ote 2.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. N ote 3- For the purposes of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January, 2016 or the date from which the revised pay structure based on the Seventh Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission. D eputation (including short term contract): O fficers under the Central Government or State Governments or Union territories or Public Sector Undertakings or Universities or Recognised Research Institutions or Semi Government or Autonomous Organisations: ( a)(i) holding analogous posts on regular basis in the parent Cadre or Department; or (ii) with five years' service in the grade rendered after appointment thereto on a regular basis in Level 6( Rs. 35400- 112400) or equivalent in the parent Cadre or Department; or (iii)with eleven years' service in the grade rendered after appointment thereto on a regular basis in Level 5 (Rs.29200- 92300) or equivalent in the parent Cadre or Department; and ( b) possessing the following educational qualifications and experience: ( i) Masters' Degree in Computer Applications or Information Technology or Computer Science of recognised University or Institute; or Bachelor of Engineering or Bachelor of Technology in Computer Engineering or Computer Science or Computer Technology or Computer Science and Engineering or Information Technology from a recognised University or Institute; and (ii) Two years' experience in the domain subject. G.S.R. 114.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to certain posts of Group 'C' in the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Central Herd Registration Scheme, namely:-

1. Short title and commencement .- (1) These rules may be called the Ministry of Agriculture and Farmers Welfare, Department of Animal Husbandry, Dairying and Fisheries, Central Herd Registration Scheme, Lower Division Clerk and Staff Car Driver, Group 'C' posts Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Applications:- These rules shall apply to the posts specified in column(1) of the Schedule annexed to these rules.

3. Number of posts, classification, pay matrix and level of pay matrix .- The number of said posts, their classification, pay matrix and level of pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualifications - No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts :

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Deputation or Absorption: From amongst the regular Dispatch Rider (Group 'C') and Group 'C' employees in Pay Matrix Rs. 18000- 56900 with level 1 of the Pay Matrix in the Central Herd Registration Scheme who possess valid Driving License for Motor Cars on the basis of Driving Test to assess the competence to driver Motor Cars failing which from officials holding the post of Dispatch Rider on regular Basis or regular Group C employees in Pay Matrix Rs. 18000-56900 with level 1 of the Pay Matrix in other Ministries of the Central Government who fulfill the necessary qualification as mentioned in column (7). Deputation or re-employment for Armed Forces Personnel: The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed shall also be considered. Such persons would be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-employment. Note: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not exceed three years.
