का.िन.का.िन.का.िन.का.िन.आआआआ. 23.. 23.. 23.. 23.————राष्ट्रपति, संविधान के अनु(cid:31)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते -ए और रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ7ासन निदेशालय (नौ सेना), तकनीकी सहायक भर्ती नियम, 2012 को उन बातों के सिवाय अधि?ांत करते -ए, जिन्हें ऐसे अधि?मण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ7ासन निदेशालय (नौ सेना) में कनिष्ठ इंजीनियर (नौ सेना गुणता आ7ासन) के पद पर भर्ती की पFति का विनियमन करने के लिए निम्नलिखित िनयम बनाते हैं, अर्थात् :-
1. संसंसंसंक्षिप्त नाम और प्रारंभक्षिप्त नाम और प्रारंभक्षिप्त नाम और प्रारंभक्षिप्त नाम और प्रारंभ....———— (1) इन नियमों का संक्षिप्त नाम, रक्षा मंत्रालय, रक्षा उत्पादन विभाग, गुणता आ7ासन निदेशालय (नौ सेना), कनिष्ठ इंजीनियर (नौसेना गुणता आ7ासन), भर्ती नियम 2017 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

(क) जिसने ऐसे Zक्ति से जिसका पति या जिसकी प[ी जीवित है, विवाह किया है या विवाह की सविदा की है, या (ख) िजसने अपने पति या अपनी प[ी के जीवित रहते -ए किसी Zक्ति से विवाह किया है या विवाह की सविदा की है ,
उक्त पद पर नियुक्ति का पात्र नह] होगा :
परन्तु यदि के न्^ीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे Zक्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अऩु'ेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी Zक्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्^ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबF करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Zक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।
6. 0ावृत्ति0ावृत्ति0ावृत्ति0ावृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नह] डालेगी, जिनका के न्^ीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों, अन्य पिछड़ें वगf और अन्य विशेष प्रवर्ग के Zक्तियों के लिए उपबंध करना अपेक्षित है।

S.R.O. 23.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Technical Assistant Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Engineer (Naval Quality Assurance) in the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), namely:-
1. Short title and commencement....———— (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate of Quality Assurance (Naval), Junior Engineer(Naval Quality Assurance) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and the level in the pay matrix....————The number of post, its classification and the level in the pay matrix attached to the said post shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications, etc....————The method of recruitment, age-limit, qualifications and other matters relating to the said post, shall be as specified in the columns (5) to (13) of the aforesaid Schedule.
4. Disqualification....————No person,-
(a) who has entered into or contracted a marriage with any person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax....————Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving....————Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

का.िन.का.िन.का.िन.का.िन.आआआआ. 24.. 24.. 24.. 24.————राष्ट्रपति, संविधान के अनु(cid:31)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते -ए रक्षा मंत्रालय, रक्षा अनुसंधान और िवकास संगठन, समूह 'ग' (भंडार सहायक 'क' तथा भंडार सहायक 'ख') पद भर्ती नियम, 2013 में संशोधन करने के लिेए एतद्द्वारा निम्नलिखित नियम बनाते है, अर्थात:-
1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त शीर्षक तथा प्रारंभशीर्षक तथा प्रारंभशीर्षक तथा प्रारंभशीर्षक तथा प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, रक्षा अनुसंधान तथा विकास संगठन, समूह 'ग' (भंडार सहायक 'क' तथा भंडार सहायक 'ख') पद भर्ती (संशोधन) नियम, 2017 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
2. रक्षा मंत्रालय, रक्षा अनुसंधान तथा विकास संगठन, समूह 'ग' (भंडार सहायक 'क' तथा भंडार सहायक 'ख') पद भर्ती नियम, 2013 में,-
(i) िनयम 2 में, शब्द "वेतन बैंड तथा sेड वेतन/वेतनमान" और "वेतन बैंड तथा sेड वेतन/वेतनमान" जहां भी वे विद्यमान हों, के स्थान पर "वेतन मैट्रिक्स में स्तर" शब्दों को रखा जाएगा;
(ii) अनुसूची में ;-
(क) भंडार सहायक 'ख' पद के िलए,-
(i) स्तम्भ (4) में,-
(क) शीर्षक के लिए निम्नलिखित शीर्षक रखा जाएगा, अर्थात्:-
"वेतन मैट्रिक्स में स्तर"
(ख) शब्दों, अक्षरों और अंकों में वेतन बैंड-1, 5200-20200 रू. एवं sेड वेतन 2400 रू. के लिए निम्नलिखित रखा जाएगा, अर्थात् :-
"स्तर-4 (25500-81100 रू.)";
(ii) स्तम्भ (10) की मद (ii) में शब्दों, अंकों और अक्षरों में "वेतन बैंड-1, 5200-20200 रू. एवं sेड वेतन 1900 रू." के स्थान पर शब्दों, अंकों और अक्षरों में "वेतन मैट्रिक्स में स्तर-2 (19900-63200 रू.)" रखा जाएगा।
(iii) स्तंभ (11) में उपशीर्षक पदोन्नति के अंतर्गत शब्दों, अंकों और अक्षरों में "वेतन बैंड-1, वेतनमान 5200-20200 रू.
एवं sेड वेतन 1900 रू." के स्थान पर शब्दों, अंकों और अक्षरों में "वेतन मैट्रिक्स में स्तर-2 (19900-63200 रू.)" रखा जाएगा;
(ख) भंडार सहायक 'क' पद के िलेए;-
(i) स्तम्भ (4) में शब्दों, अंकों और अक्षरों में "वेतन बैंड-1, 5200-20200 रू. एवं sेड वेतन रू. 1900" के स्थान पर निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात् :-

S.R.O. 24.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Defence, Defence Research and Development Organisation, Group 'C' (Store Assistant 'A' and Store Assistant 'B') posts, Recruitment Rules, 2013, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Defence, Defence Research and Development Organisation, Group 'C' (Store Assistant 'A' and Store Assistant 'B) posts Recruitment (Amendment) Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Defence, Defence Research and Development Organisation, Group 'C' (Store Assistant 'A' and Store Assistant 'B') posts, Recruitment Rules, 2013,-
(i) in rule 2, for the words "pay band and grade pay/pay scale" and "pay band and grade pay/scale of pay", the words "level in the pay matrix" shall be substituted;
(ii) in the Schedule,-
(a) against the post of Store Assistant 'B',-
(i) in column (4),-
(A) for the heading, the following heading shall be substituted, namely:-
"Level in the Pay Matrix";
(B) for the words, letters and figures Pay Band-1, Rs. 5200-20200 plus Grade pay of Rs. 2400, the following shall be substituted, namely:-
"Level-4 (Rs.25500-81100)";
(ii) in column (10), in item (ii), for the words, figures and letters "Pay Band-1, Rs. 5200-20200 plus Grade Pay of Rs. 1900", the words, figures and letters "Level-2 (Rs.19900-63200) in the Pay Matrix" shall be substituted;
(iii) in column (11), under the sub heading Promotion, for the words, figures and letters "scale of pay of Rs.5200-20200 plus grade pay of Rs. 1900 in PB-1", the words, figures and letters "level-2 (Rs. 19900- 63200) in the Pay Matrix" shall be substituted;
(b) against the post of Store Assistant 'A',-
(i) in column (4), for the words, figures and letters "Pay Band-1 Rs. 5200-20200 plus grade pay Rs. 1900, the following entries shall be substituted, namely:-
"Level-2 (Rs.19900-63200)"
