सा.का.िन. सा.का.िन. सा.का.िन. सा.का.िन. 115115115115....————राष्ट्रपति, संविधान के अनु(cid:27)छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते &ए और गृह मंत्रालय (स्टाफ कार चालक 2ेणी I, 2ेणी II और सामान्य 2ेणी) भर्ती िनयम, 2007 को जहां तक उसका संबंध स्टाफ कार चालक 2ेणी I, 2ेणी II और सामान्य 2ेणी के पद से है, उन बातों के सिवाय अधि:ांत करते &ए, जिन्हें ऐसे अधि:मण से पहले किया गया है या करने का लोप किया गया है, गृह मंत्रालय में स्टाफ कार चालक (समूह 'ग') पदों पर भर्ती की प>ति का विनियमन करने के लिए निम्निलिखत िनयम बनाते हैं, अर्थात्:-
1. संक्षिप्तसंक्षिप्तसंक्षिप्तसंक्षिप्त नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ नाम और प्रारंभ....————(1) इन नियमों का संक्षिप्त नाम गृह मंत्रालय (स्टाफ कार चालक 2ेणी-I, 2ेणी-II और सामान्य 2ेणी) समूह 'ग' पद भर्ती नियम, 2017 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पदों की संख्यापदों की संख्यापदों की संख्यापदों की संख्या,,,, वर्गीकरण, वेतन मैट्रिक्सवर्गीकरण, वेतन मैट्रिक्सवर्गीकरण, वेतन मैट्रिक्सवर्गीकरण, वेतन मैट्रिक्स में स्त में स्त में स्त में स्तरररर....————उक्त पदों की संख्या, उनका वर्गीकरण, उनके वेतन मैट्रिक्स में स्तर वे होंगे, जो इन नियमों से उपाब> अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिSर्दष्ट हैं।

(क) जिसने ऐसे Uयक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या विवाह की संविदा की है; या (ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Uयक्ति से विवाह किया है या विवाह की संविदा की है;
उक्त पद पर नियुक्ति का पात्र नहX होगा:
परन्तु यदि के न्Yीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे Uयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुZेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी Uयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्Yीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलए जो कारण हैं, उन्हें लेखब> करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के Uयक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।
6. 1या1या1या1यावृत्तिवृत्तिवृत्तिवृत्ति....————इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छू ट और अन्य रियायतों पर प्रभाव नहX डालेगी, जिनका के न्Yीय सरकार द्वारा इस संबंध में समय-समय पर िनकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वग^, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के Uयक्तियों के लिए उपबंध करना अपेक्षित है।

G.S.R. 115.— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs (Staff Car Drivers, Special Grade, Grade I, Grade II and Ordinary Grade) Recruitment Rules, 2007, in so far as it relates to the post of Staff Car Drivers, Grade I, Grade II and Ordinary Grade, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver category of (Group 'C' posts) in the Ministry of Home Affairs, namely:-
512 THE GAZETTE OF INDIA : APRIL 15, 2017/CHAITRA 25, 1939 [PART II—SEC. 3(i)]1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs (Staff Car Drivers, Grade I, Grade II and Ordinary Grade), Group 'C' posts Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification, level in the pay matrix.- The number of said posts, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in the columns (5) to (13) of the Schedule.
4. Disqualifications.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds, for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxations of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 116.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Assistant Director (Official Language), Recruitment Rules, 2016, namely:-

(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Assistant Director (Official Language), Recruitment Rules, 2016 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-
"2. Number of post, classification and level in pay matrix.- The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules." 3. In the Schedule to the said rules, in column (4),-
(a) for the column heading, the following column heading shall be substituted, namely:-
"Level in pay matrix";
(b) for the entries, the following entries shall be substituted, namely:-
"Level-10 (Rs.56100) in the pay matrix".
4. In the Schedule to the said rules, in column (11), in clause (1),-
(i) in sub-clause (a),-
(a) in item (ii), for the words, figures, brackets and letters "pay band-2 (Rs.9300-34800) and Grade Pay of Rs.4600", the words, figures, brackets and letters "Level-7 (Rs.44900) in the pay matrix" shall be substituted;

परन्तु यदि के Yीय सरकार का यह समाधान हो जाता है कि ऐसा िववाह ऐसे (cid:131)क्ति और िववाह के अन्य पक्षकार को लागू स्वीय िविध के अधीन अनुZेय है और ऐसा करने के िलए अन्य आधार हैं तो वह किसी (cid:131)क्ति को इस िनयम के प्रवर्तन से छू ट दे सके गी ।

G.S.R. 117.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, Central Ground Water Board, Carpenter, Group 'C' Post, Recruitment Rules, 2010 except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Carpenter in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, namely:-
1. Short title and commencement.-(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Carpenter, Group 'C' Post, Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and Level in pay matrix: - The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

4. निरर्हतानिरर्हतानिरर्हतानिरर्हता---- वह Uयक्ति-
(क) जिसने ऐसे Uयक्ति से जिसका पति या जिसकी पत्नी जीिवत है, विवाह किया है,; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित रहते &ए किसी Uयक्ति से विवाह किया है,
उक्त पद पर नियुक्ति का पात्र नहX होगा :
परंतु यदि के न्Yीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह उस Uयक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुZेय है और ऐसा करने के लिए अन्य आधार है तो वह किसी Uयक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।
5. शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति---- जहाँ के न्Yीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके िलये जो कारण है, उन्हें लेखब> करके , तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के (cid:131)क्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी।

G.S.R. 118.—In exercise of the power conferred by the proviso to article 309 of the Constitution and in supersession of the Ganga Flood Control Commission (Senior Personal Assistant) Recruitment Rules, 1991, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Private Secretary in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Ganga Flood Control Commission namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Ganga Flood Control Commission, Private Secretary, Group 'B' Post Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of said post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. – No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of persons.
6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

परंतु यदि के न्Yीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे (cid:131)क्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुमेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी (cid:131)क्ति को इस नियम के प्रवर्तन से छू ट दे सके गी।

G.S.R. 120.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the National Sugar Institute, Kanpur (Class-III posts) Recruitment Rules, 1958, in so far as they relate to the post of Agriculture Supervisor, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Agriculture Supervisor, in the National Sugar Institute, Kanpur in the Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution, namely :-
1. Short title and commencement.– (1) These rules may be called the National Sugar Institute, Agriculture Supervisor (Group 'C' Post) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.– The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc.– The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
[भाग II—खण्ड 3(i)] भारत का राजपत्रा : अप्रैल 15, 2017/चैत्रा 25, 1939 5294. Disqualification. – No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Savings.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
