सासासासा....काकाकाका....िनिनिनिन.... 203203203203....————राष्ट्रपित, संिवधान के अनु(cid:14)छेद 148 के खंड (5) के साथ पठित अनु(cid:14)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते (cid:31)ए और भारतीय लेखा परीक्षा और लेखा िवभाग में सेवा कर रहे $यक्तियों के संबंध में भारत के नियंत्रक- महालेखापरीक्षक से परामर्श करने के पश्चात् कें -ीय िसिवल सेवा (असाधारण पेंशन) िनयम, 1939 में और संशोधन करने के िलए निम्निलिखत िनयम बनाते हैं, अर्थात् :-

1. (1) इन नियमों को कें -ीय िसिवल सेवा (असाधारण पेंशन) संशोधन िनयम, 2015 कहा जा सकता है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।

2. कें -ीय िसिवल सेवा (असाधारण पेंशन) िनयम, 1939 की अनुसूची IVIVIVIV में, 7मश: फॉर्म 'क' और फॉर्म 'ख' के स्थान पर निम्निलिखत फॉर्म रखे जाएंगे, अर्थात् :-

G.S.R. 203 .—In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Extraordinary Pension) Rules, 1939, namely:-

1. (1) These rules may be called the Central Civil Services (Extraordinary Pension) Amendment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Civil Services (Extraordinary Pension) Rule, 1939, in Schedule IV, for Form A and Form B, the following Forms shall respectively be substituted, namely:-

New Delhi, the 24th May, 2017

G.S.R. 204.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Water Resources, the Central Ground Water Board, Staff Car Drivers, Group 'C' posts, Recruitment Rules, 2010, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Drivers, Group 'C' in the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, , namely:—

1. Short title and commencement.—(1) These rules may be called the Ministry of Water Resources, River Development and Ganga Rejuvenation, Central Ground Water Board, Staff Car Drivers, Group 'C' Post Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in pay matrix.—The number of post, its classification, level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.िन. सा.का.िन. सा.का.िन. सा.का.िन. 205205205205....————संविधान के अनु(cid:30)छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते -ए, राष्ट्रपित एतद्द्वारा व0 मंत्रालय, विकास आयुक्त (हस्तशिल्प) कार्यालय में हस्तशिल्प संवर्धन अधिकारी, समूह 'ख' अराजपत्रित पद, भर्ती नियम, 2016 को संशोधित करते -ए निम्नलिखित नियम बनाते हैं, नामश:-

1. (1) ये नियम व0 मंत्रालय, विकास आयुक्त (हस्तशिल्प) कार्यालय, हस्तशिल्प संवर्धन अधिकारी, समूह 'ख' अराजपत्रित पद, भर्ती (संशोधित) नियम, 2017 कहे जाएंगे।

(2) ये नियम शासकीय राजपत्र में इनके प्रकाशित होने की तिथि से प्रभावी होंगे।

2. व0 मंत्रालय, विकास आयुक्त (हस्तशिल्प) कार्यालय में हस्तशिल्प संवर्धन अधिकारी, समूह 'ख' अराजपत्रित पद, भर्ती िनयम, 2016 को (इसके बाद उक्त नियम के रूप में संबोधित किया जाएगा), िनयम 2 के िलए, निम्नलिखित नियम से प्रतिस्थापित किया जाए्गा,

नामश: :-

"2. पदों की संख्या, वर्गीकरण, वेतन मेट्रिक्स या वेतनमान में लेवल.– इनके साथ संबM पदों की संख्या, उनका वर्गीकरण, वेतन मेट्रिक्स या वेतनमान में लेवल इन नियमों के साथ संलN अनुसूची के कॉलम (2) एवं (4) के रूप में विनिRदष्ट हैं.".

3. उक्त नियमों में, अनुसूची में –

(क) कॉलम (4) में, –

i) शीर्षक के लिए, निम्नलिखित शीर्षक को प्रतिस्थापित किया जाएगा, नामश: -

"वेतन मेट्रिक्स या वेतनमान में लेवल.";

ii) प्रविष्टि के लिए, निम्नलिखित प्रविष्टि को प्रतिस्थापित किया जाएगा, नामश: -

"वेतन मेट्रिक्स में लेवल 6 (35400-112400 V॰).";

(ख) कॉलम (11) में, -

i) उप शीर्ष 'पदोन्नति' के तहत –

(क) "पे बैंड-1 में, 5200-20200/- V॰ Yेड पे 2400/- V॰ के साथ" शब्दों, आंकड़ों तथा वण\ के लिए, "वेतन मेट्रिक्स में लेवल 4 में (25500-81100 V॰) के शब्दों, आंकड़ों तथा कोष्ठकों से प्रतिस्थापित किया जाएगा;

(ख) टिप्पण 2 हटा दिया जाएगा;

ii) उप शीर्ष 'प्रतिनियुक्ति' (लघु अवधि कोंट्रेक्ट सहित) के तहत, -

(क) मद (क) में, उप मद (ii) में, "पे बैंड-1 में, 5200-20200/- V. Yेड पे 2800/- V. के साथ" शब्दों, आंकड़ों तथा वण\ के लिए, "वेतन मेट्रिक्स में लेवल 5 में (29200-92300 V॰)" के शब्दों, आंकड़ों तथा कोष्ठकों से प्रतिस्थापित किया जाएगा;

(ख) टिप्पण 4 हटा दिया जाएगा।

G.S.R. 205.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Handicrafts Promotion Officer, Group 'B' Non-Gazetted Post, Recruitment Rules, 2016, namely:-

1. (1) These rules may be called the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Handicrafts Promotion Officer, Group 'B' Non-Gazetted Post, Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Handicrafts Promotion Officer, Group 'B' Non-Gazetted Post, Recruitment Rules, 2016 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification, level in pay matrix or pay scale.- The number of post, its classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(a) in column (4),-

(i) for the heading, the following heading shall be substituted, namely:-

"Level in pay matrix or pay scale.";

(ii) for the entry, the following entry shall be substituted, namely:-

"Level 6 in pay matrix (Rs.35400-112400).";

(b) in column (11),-

(i) under the sub-heading 'Promotion'.-

(A) for the words, figures and letters "in the pay band-1, Rs.5200-20200/- with grade pay of Rs.2400", the words, figures and brackets "in level 4 in the pay matrix (Rs.25500 – 81100)" shall be substituted;

(B) Note 2 shall be omitted;

(ii) under the sub-heading 'Deputation (including short term contract),-

(A) in item (a), in sub-item (ii), for the words, figures and letters "in the pay band 1, Rs.5200 – 20200/- with grade pay of Rs.2800", the words, figures and brackets "in level 5 in the pay matrix (Rs.29200-92300)" shall be substituted;

(B) Note 4 shall be omitted.

1. (1) ये नियम व0 मंत्रालय, विकास आयुक्त (हस्तशिल्प) कार्यालय, िडजाइनर, सहायक िडजाइनर, इंजीिनयर तथा सहायक इंजीिनयर (समूह 'ग' पद), भर्ती (संशोधित) नियम, 2017 कहे जाएंगे।

(2) ये नियम शासकीय राजपत्र में इनके प्रकाशित होने की तिथि से प्रभावी होंगे।

2. व0 मंत्रालय, विकास आयुक्त (हस्तशिल्प) कार्यालय में िडजाइनर, सहायक िडजाइनर, इंजीिनयर तथा सहायक इंजीिनयर (समूह 'ग' पद), भर्ती नियम, 2015 को (इसके बाद उक्त नियम के रूप में संबोधित किया जाएगा), िनयम 2 के िलए, निम्नलिखित नियम से प्रतिस्थापित किया जाएगा, नामश: :-

"2. पदों की संख्या, वर्गीकरण, वेतन मेट्रिक्स या वेतनमान में लेवल.– इनके साथ संबM पदों की संख्या, उनका वर्गीकरण, वेतन मेट्रिक्स या वेतनमान में लेवल इन नियमों के साथ संलN अनुसूची के कॉलम (2) से (4) के रूप में विनिRदष्ट हैं.".

3. उक्त नियमों में, अनुसूची में –

(क) eम संख्या 1 के सामने, िडजाइनर के पद से संबंिधत, –

i. कॉलम (4) में, -

(क) शीर्षक के लिए, निम्नलिखित शीर्षक को प्रतिस्थापित किया जाएगा, नामश: -

"वेतन मेट्रिक्स या वेतनमान में लेवल.";

(ख) प्रविष्टि के लिए, निम्नलिखित प्रविष्टि को प्रतिस्थापित किया जाएगा, नामश: -

"वेतन मेट्रिक्स में लेवल 5 (29200-92300 V॰).";

(ख) eम संख्या 2 के सामने, 'सहायक िडजाइनर' के पद से संबंिधत, कॉलम (4) में, प्रविष्टि के लिए, निम्नलिखित प्रविष्टि को प्रतिस्थापित किया जाएगा, नामश: -

"वेतन मेट्रिक्स के लेवल 4 में (25500-81100 V.).";

(ग) eम संख्या 3 के सामने, 'इंजीिनयर' के पद से संबंिधत, कॉलम (4) में, प्रविष्टि के लिए, निम्नलिखित प्रविष्टि को प्रतिस्थापित किया जाएगा, नामश: -

"वेतन मेट्रिक्स के लेवल 5 में (29200-92300 V.).";

(घ) eम संख्या 4 के सामने, 'सहायक इंजीिनयर' के पद से संबंिधत, कॉलम (4) में, प्रविष्टि के लिए, निम्नलिखित प्रविष्टि को प्रतिस्थापित किया जाएगा, नामश: -

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Designer, Assistant Designer, Engineer and Assistant Engineer (Group 'C' posts) Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification, level in pay matrix or pay scale.- The number of posts, their classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(a) against serial number 1, relating to the post of Designer,-

(i) in column (4),-

(A) for the heading, the following heading shall be substituted, namely:-

"Level in pay matrix or pay scale.";

(B) for the entry, the following entry shall be substituted, namely:-

"Level 5 in the pay matrix (Rs.29200-92300).";

(b) against serial number 2, relating to the post of 'Assistant Designer', in column (4), for the entry, the following entry shall be substituted, namely:-

2. In the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Upper Division Clerk Group 'C' recruitment 2015 (hereinafter referred to as the said rules), in rule 1, in sub-rule(1), for the words, letter and figure "Group 'C' recruitment, 2015", the words, letter and figure "Group 'C' post Recruitment Rules, 2015" shall be substituted;

3. In the said rules, for rule 2, the following rule shall be substituted, namely:-

G.S.R. 210.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Multi Tasking Staff, Group 'C', Recruitment Rules, 2015, namely:-

1. (1) These rules may be called the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Multi Tasking Staff, Group 'C', Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Textiles, Office of the Development Commissioner (Handicrafts), Multi Tasking Staff, Group 'C', Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 2, the following rule shall be substituted, namely:-

"2. Number of post, classification, level in pay matrix or pay scale.- The number of post, its classification, level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the said rules, in the Schedule,-

(A) in column (4),-

(i) for the heading, the following heading shall be substituted, namely:-

"Level in pay matrix or pay scale.";

(ii) for the entry, the following entry shall be substituted, namely:-

"Level 1 in the pay matrix Rs.(18000-56900).".

(क) िजसने ऐसे qक्ति से जिसका पति या जिसकी पrी जीवित है, विवाह किया है या विवाह की संविदा की है ;

(ख) जिसने अपने पति या अपनी पrी के जीवित रहते (cid:31)ए किसी qक्ति से विवाह किया है,या विवाह की संविदा की है :

उक्त पदों पर नियुक्ति का पात्र नहK होगा ।

परन्तु यदि के न्-ीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे qक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुsेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी qक्ति को इस नियम के प्रवर्तन से छू ट दे सके गी ।

5555.... शिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्तिशिथिल करने की शक्ति....————जहां के न्-ीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबH करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के qक्तियों की बाबत, आदेश द्वारा शिथिल कर सके गी ।

G.S.R 211.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the BCG Vaccine Laboratory, Guindy, Madras, (Group 'C' posts), Recruitment Rules, 1981 in so far as they relate to the post of Mechanic, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Mechanic in the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, namely: -

1. Short title and commencement .—(1)These rules may be called the Ministry of Health and Family Welfare, BCG Vaccine Laboratory, Guindy, Chennai, Mechanic (Group 'C' Post), Recruitment Rules, 2017.

(2) They shall come into the force on the date of their publication in the Official Gazette.

2. Number of post, classification, level in the pay matrix.—The number of post, its classification, the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc .—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualifications.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
